Arson investigators are on the case, no cause yet. Its way to early to make conclusions about this fire. But that issue is one that concerns us. Reporter the mayor says she is concerned and is going to make sure that any future apartment Construction Projects here in the city have sufficient cameras and security crews and she is also asking oakland residents, veronica, to make sure that if theres one going up across the street to be on the lookout to make sure it doesnt happen again. On that note, does the developer at this burnedout construction site even plan to rebuild . Reporter yes. We talked to Council Member gibsonmcelhaney that they are going to rebuild. The plan is to put it back the way it was after the foundation is stable. Thank you. This fire was so intense, you could see it from high above. Justin jacobs shot this video while on board a southwest flight headed to Salt Lake City then posted it to twitter. Also on twitter, a woman who lives next door to the construction site posted this video just moments after that fire started. She rushed out of her home and went with neighbors to a parking lot across the street. And plenty of bay area drivers spotted the flames and smoke from miles away. One of our crews shot this video from the freeway as she headed to the scene. People living near the construction site could be out of their homes for the next two days. Kpix 5s jackie ward spoke with neighbors who were woken up and told to evacuate. You have to wake up, get yourself and get out. Holy crap, thats the biggest fire i have ever been this close to. Reporter Allison Clayton was one of hundreds this morning who was looking for a safe place to go while this fire ripped through the structure adjacent to her home. It is giant. It was all the way up into the sky. And i thought maybe i should get away from this thing as far as possible. But i have two dogs and so we we were trying to find a place that ash wasnt going to fall on them while we walked around. Reporter this family was trying to find a place, too. They just moved to oakland from new york two months ago with their baby, dog and cat. The scariest part was the crane swinging wildly at 5 30. So that was bad. It was real bad. Its a bad situation here in oakland. Reporter hours after the fire, Police Escorted people who live here back into the building but only to get essentials and leave quickly. And because the power was still turned off, some people had to walk up 19 flights to get back home. Jackie ward, kpix 5. [ pause ] one more look right now. A live look from chopper 5. There you see smoke still billowing, flames at the center. Lots of debris there. Thats whats smoldering right now. Hundreds of people have been forced to evacuate. Were going to stay on top of this developing story and bring you more later. In the east bay, several destructive fires in the past few months. In may a fire destroyed a zen story construction site sevenstory construction site in emeryville. A suspect was seen riding a bicycle up to the site moments before the fire broke out and the project was half finished. It was also torched in july of last year. And this overnight fire last march killed four people in west oakland. The building was transitional housing for more than 80 low income individuals. Investigators say a burning candle accidentally started that one. Well have more on the fire coming up tonight at 6 00 including how other developers protect their properties that are under construction. Now a developing story. Oppose central worker shot as she was make a postal worker shot as she was making deliveries in east oakland. She was just getting into her van when she was shot in the hip and the van now has multiple bullet holes. Police tell the east bay times they do not think that she was the intended target. It happened around noon today at avenel and ban crot about a half mile from mills college. The shooting now being called a federal crime. We always are assessing security as to Law Enforcement security at the postal service. And again, this is something that doesnt happen very often and when it does, its very serious consequences. The feds are offering a 50,000 reward for information leading to an arrest. The wounded woman is in stable condition. A couple of grassfires kept fire crews busy on a hot day around the bay area. A fire burning at Crocker Amazon park in San Francisco triggered a shelter in place warning. Neighbors and students at a nearby school were told to avoid all the smoke. The twoalarm fire was reported around 1 00 this afternoon. It burned 23 acres. No one was hurt, and no structures were damaged. No word on the caught yet. And chopper 5 overhead at firefighters in concord put out a small fire, this one in the middle of a cloverleaf along highway 242. No reports of any injuries. It has been hot out there. A live look right now at a very toasty east bay with temperatures inland in the triple digits. Brian hackney has the forecast. It is warmer today, 8 to 16 degrees warmer than it was yesterday at this time. Really temperatures bumped up in the north bay but also in the east bay 8 degrees warmer at concord now than yesterday. 105 at 5 00 in the afternoon at concord. Its 103 at fairfield. Santa rosa 103. Temperatures spiked today. Its only 4 degrees warmer in usual in concord at 105, thats 19 degrees warmer than it usually is at this time of the year. We do have a cooling trend on the way. Well tell you when and how much, not going to be that much, when we cover the forecast coming up. The other big story, the facetoface meeting between President Trump and russian president Vladimir Putin. Cameras capturing that firsthand shake. The meeting was supposed to last only 30 minutes. Reporter so much anticipation surrounded the first sitdown between President Trump and russian president Vladimir Putin, it was hard to hear the two leaders over the cameras. We look forward to a lot of very positive things happening for russia, for the united states. Reporter reporters asked mr. Trump if he would confront putin about alleged russian interference in the 2016 election. [ yelling ] reporter thats how he started the meeting according to secretary of state rex tillerson. They had a very robust and lengthy exchange on the subject. The president pressed president putin on more than one occasion regarding russian involvement. President putin denied such involvement. Reporter tillersons russian counterpart said mr. Trump accepted putins assurances that russia did know meddle. Senior Trump Officials say the two leaders did not want to debate the past but, instead, figure out how to Work Together going forward. Much of the more than 2hour meeting focused on syria and ended with the announcement of a ceasefire to end bloodshed in southwestern syria. I think this is our first indication of the u. S. Today at ucsf benioff childrens hospital, california senator Dianne Feinstein spoke about the Republican Senate healthcare proposal. She told the crowd that shrinking medicaid hurts hospitals and that hurts everyone. Some time ago, the majority leader appointed 13 white men to sit in a back room and write a bill. Reporter today senator feinstein issued a warning about the proposed cuts to medicaid in the gop Senate Healthcare bill. And for some of these hospitals, where the medicaid amount is 70, 75 , they will likely lose the hospital. Reporter under the Senate Republican plan, medicaid funding would increase but more slowly than under the Current System. And starting in 2020, medicaid money from the federal government would be a set amount per patient or a state block grant. If you block grant in my mind that just means less money because youre giving that per capita or block grant type of reimbursement. You dont reimburse for the actual cost of the child. Reporter dr. Anderson is the president of ucsf childrens hospital. He says cuts to research and doctor training will hurt all children, not just the ones on medicaid. We are stamping out diseases that were killing children decades ago. Every child will be affected by this bill if it goes through in a very bad way. Reporter senator feinstein says the Affordable Care act needs to be fixed and if republicans will stop trying to repeal it the parties could Work Together to make the Current System better but not in a back room. We would sit down and collaborate, um i would find it very difficult to support any bill that did not have an open hearing. Reporter feinstein also had some thoughts on the chances of that senate bill passing and she talked about how she would like to fix the Affordable Care act and well have all that and more in our 6 00 show. They returned to seattle after a 23yearold florida man in first class started acting agitated. Another passenger who didnt want to go on camera saw what happened next. He spoke with a reporter with kiro a cbs seattle affiliate. He started going toward the exit door where a Flight Attendant tried to subdue him, where she got punched and then another guy came in, tried to help and, um, he got drilled, too. Reporter this situation escalated quickly. And they broke two bottles of wine on his head and then scuffle broke out. We used a cart pushed against him, and then we tackled him. We tried to choke him and he just threw me off like a rag doll. And then we ziptied him and flu back here. The passengers in coach knew it was serious. We could see it when the Flight Attendants ran bad and said theres a serious fight up front. Reporter the Flight Attendant was injured trying to subdue the passenger. She got hit twice and she had some cuts and her jaw was hit and then the other guy, um, that got hit in the head, he was bleeding. Reporter the assailant was arrested. They rolled the guy out. He was handcuffed feet and hands bound in a wheelchair. Reporter two people were transported to the hospital. The rest of the passengers were rebooked on a flight late last night to beijing. A growing number of time share owners wants to get rid of their vacation properties. Consumerwatch reporter julie watts with a warning about companies that promise to help. You go there to ski and thats it. Reporter for gary newton, getting rid of his tahoe time share is uphill. He tried to sell it or give it back to the vacation resort and tried to pay an exit company 3,600 to get rid of it. The deal was they would initiate the process, they would give me a update every month. Reporter the agreement promised a safe and secure transfer strategy that, quote, usually takes three to nine months. But a year and a half later, newton was still waiting. Its been 18 months with really nothing. Reporter he is not alone in a time share exit trouble. At least 1. 15 million time share owners want out. It is possible you could be stuck with it forever. Reporter the california real estate commissioner warns a glut of properties and owners desperate to get rid of them have created east a prey for time share exit companies. We want consumers to stay away from companies that arent licensed, who make bold promises, who charge money up front. The up front fees are really a huge indicator of fraud. Reporter we asked bell to examine the agreement gary signed which the commissioner says appears intentionally vague. Im not certain what it is they are purporting to do. If you cant explain what they will do, dont give them money. Reporter then gary contacted us and we reached out to the company which agreed to refund his money, leaving gary back where he started, stuck with a time share he doesnt want and yearly maintenance fees he cant get rid of. If anybody said ill give you 50 cents, i would have said its yours reporter if you want a time share in tahoe, he is selling one for 50 cents. [ laughter ] reporter its advisable to contact the resort, developer or hoa directly to see if they can work out an exit deal solution on their own. They also advise time share owners not to pay an upfront fee to anyone offering to get rid of a time share. If you buy one, you need to realize you may be stuck with that forever.
