Interstate 580, interstate 238, also 680 and 880 just getting drenched. Oakland, san leandro, alameda, hayward, pleasanton, castro valley, san ramon north of walnut creek and alamo. Very heavy rainfall. And the biggest flooding concerns this evening have been in marin county. A little break about an hour ago but now new heavy rain is moving in from the west moving into both san rafael, corte madera, san anselmo and also mill valley. How much rainfall . Were talking a lot. Just over the past couple of days, san anselmo is coming up on five inches of rainfall. Calistoga more than 4. Lagunitas more than 5. Healdsburg more than 5. And although very few people live there we get reliable weather data from venado, a small town in the mountains, it is nearly hitting double digits rainfall totals 9 1 2 inches of rain and its still raining now. Where do we go from here . The heaviest rain clears the south bay at 9 p. M. Rain will still be on the radar even at midnight. So we have several more hours to go adding to the already impressive totals. More on the front after it clears coming up. Lets get back to really the breaking story tonight a swollen creek in the north bay thats very close to flood stage. Kpix 5s joe vazquez joins us now from the town of san anselmo. Joe, whats going on . Reporter ken, were talking about San Anselmo Creek and we are near flood stage. This is what it looks like in every little business here in downtown san anselmo. You can see a police car right here blocking access. Thats because the town manager says they have called for evacuations. They are telling people to get out. [ flood sirens ] reporter late this afternoon a loud siren heresed the air in central marin. Business owners are scrambling to put up sandbags and floodgates. The town manager says they have just called for an evacuation of the downtown area in case the creek overflows. We are going into shops and telling people to leave. So, um, you know, we dont want people down here when the fastmoving waters come if they do which we hope they wont. Right now our creek is at 12 feet. It has stopped raining but theres still a great deal of runoff coming off the streets into the storm drains and that goes into the creek. So were hopeful that the creek would hold at 12 feet. It floods at 13 feet. Reporter if that happens, what could be the result . If it depends on how much comes over. In 2005, we had three feet of water down san anselmo avenue. And in other neighborhood areas that flood. And we had probably 75 or 80 businesses affected and about 300 homes. You know, we hope thats not going to happen. But were preparing. Reporter we are beak live in downtown san anselmo. Its pouring all day. Right now its tapering off and that is the good news. Right now as i mentioned, they are on the razor edge as the town manager put it wondering if they will dodge a bullet. She says theres an update and she says the creek is starting to recede. Its starting to go back down without coming over its banks. The good news, it has not flooded. The rain, though, has been off and on and now it seems to be coming back with a little bit of force so well stay here and monitor the event. Back to you. Yeah. Several hours of runoff still to come. Well check with you, joe, thank you. The heaviest rain is now falling in the east bay and the south bay. Kpix 5 reporter devin fehely is in santa cruz right now, the Santa Cruz Mountains. We just moved to the area about three weeks ago and this is the first heavy rain and we are at the vend of the road on long ridge at the very end of the road on long ridge with one way in and out so its inconvenience when trees come down. Reporter any storm that hits the south bay will likely pack an even greater punch its passes over the Santa Cruz Mountains. We got pretty wet from the lot to get my daughter from class. We were all drenched. Reporter it was that one two punch of rain and win that caused problems in the Santa Cruz Mountains this afternoon. It had only been raining for an hour when the first reports of downed trees came in. This one fell across phones and power lines stranding miller and his two children temporarily. Its inconvenient but you can see they are getting kind of restless in the back. Reporter the people in the mountains are bracing for a winter storm expected to dump several more inches of rain before it is finally through. The evening commute a complete washout. Take a look at this. This is live look at the bay bridge toll plaza. Rain still come down. Traffic a mess. Its a parking lot out there. Its been bad all day. Check out this freak accident this morning in pinole. A car fell off a trailer and landed on another car forcing a shutdown of several lanes of i 80 eastbound. And things got crazy on the roads when the rain comes down as it does most of the time. Kpix 5s Wilson Walker got a taste during a ride along with the chp. I know its going to be a day i know i need to put on my snazzy rain pants. Reporter Highway Patrol officer saw the forecast like the rest of us and just as soon as the rain arrived so did the problems. That vehicle came from up on the freeway. Reporter off the freeway right through a tree and down the embankment on to this off ramp. Now, amazingly, no other cars were involved and everyone was okay. But thats what were talking about. Thats what can happen. Reporter you wont believe how quickly it happened again, from 580 near Mills College it was a dash over to san pablo where another car went flying off the highway. Hydroplane, spun, came across all lanes of traffic through the trees and this fence. Reporter that fence the only thing that kept the car from landing on a neighborhood street. But again, no injuries. Two lucky drivers, passengers, everyone involved. Reporter the regular business of being a Highway Patrol officer doesnt stop because the weather is bad. There are medical emergencies, regular fenderbenders and even a public disturbance call at the dmv because an angry customer had staff concerns. But from there it was back to rainrelated accident patrol because most people do not brake for storms. If the theres only one thing that seems to slow people down. The upside of traffic. Everyone wondered if theres anything ever positive about traffic. There it is. Reporter machine and women in Law Enforcement are always quick to remind us that theres no such thing as routine call for a routine shift, for that matter. Christin. Reporter yeah, ken. The storm brought heavy flooding to windsor. The expanding floodwaters looking like a lake. The water on green valley road was inches high. A woman driving in san rafael filmed this flooded intersection while sitting at a red light on san pedro road. You can see cars slowly navigating through the water. In mill valley a school bus slowly went through this mess on miller avenue. Now, earlier joe talked about the flooding in san anselmo but we are also hearing about flooded homes in Forest Knolls and lagunitas and marin county. Evacuation center is being set up at the san jeronimo Community Center on sir Francis Drake for those displaced. Thank you. Kpix 5s emily turner now. Yes. Just about three different [ indiscernible ] areas all had flooding and many were closers. Just so you know, originally we thought that that Flash Flood Warning would stop at 5 00 but as the rain slowed down the flood risk continued and it is now extended into 8 p. M. Ron wan one of the many drivers who learned a soggy lesson about road closures. Made it as far as the bmw and then had to push my get out and push my way out of the water but unfortunately i think the crank case is flooded and it wont turn over now. Reporter up in Sonoma County more than a dozen roads were closed for flooding or trees down including this one in windsor. A Flash Flood Warning for northern marin and sonoma counties was in effect until 5 00 urging more than 40,000 folks to stay off the streets until the waters subsideed. We live in a country that when it rains it floods, you know, so you get a lot of cars going off through roads through mud like this and through water like this and if youre too low, youre not going to make it. Reporter the Russian River is still below flood levels. All the usual spots felt the effects of the storm. Its coming down good. Reporter king tides combined with heavy rain snarled traffic and flooded streets all day. San rafael public works were out filling up sandbags just in case. We carry them around just for because we have water diversions to go out of the facility and what not. Reporter water was more than a food deeper in the Manzanita Park ride and caltrans was rerouting drivers along flooded roadways and assisting drivers who went through high waters. Its my duty to babysit my grandson so this is the adventure were having. Reporter they had that adventure for quite some time sitting here outside of this very large puddle because if you are someone who cuts down trees or you are a tow truck, were you working very busy and a lot of calls head you had to today. A combination of arrivals and bee partures were canceled. Other flights were delayed 60 to 90 minutes. There is a silver lining. Fresh snow in the high sierra tonight. The wind not such a good deal in the donner pass area. One gust hit 76 Miles Per Hour and the Weather Service actually recorded a 106mile perhour gust atop Slide Mountain between tahoe and reno. City Officials Say its going to have to come down and the taxpayers will have to pay because the owner has walked away. This building clinging to the side of a sea bluff has been studied by engineers for more than a year. The pacifica city manager we are here today to announce that the city is intending to move forward with the demolition of the Apartment Building at 310 esplanade avenue. We have seen a progressive deterioration, large failures of the sea bluff, and this is the reason why we need to take action while we still can. Reporter he says the city has to move quickly to remove Hazardous Material and tear it down. Theres asbestos in the building. So that would end up on the beach. Reporter the city doesnt know the cost but a similar building next door was demolished this year costing 240,000. Who pays for that . The money is coming from the city. Reporter according to the city, the buildings owner has abandoned the property and filed for bankruptcy. The bankruptcy filing shows that he owes more than 17 million to other creditors. So recouping the citys costs wont be easy. We are not counting on that money being reimbursed at this time. But as i said, we are still pursuing reimbursement action. Reporter in the meantime, Public Safety demands that the building come down. Mr. Tong also owned a piece of property over here to my left 320 esplanade and it had an Apartment Building on it and was on torn down. He didnt pay for that, either. Reportedly he was convicted of two misdemeanors related to that property. We tried to reach out to him today and left a Voicemail Message with his lawyer. But no one has responded. Were right above the freeway and its slow going in the eastbound direction right now but its been like this pretty much all afternoon due to the steady rain. Look at the amount of water coming down berkeleys creek. A viewer shot this video from his backyard just above live oak park. But the day didnt start out with a bang. In fact, it started out slowly in the east bay. First, the gusty winds up in the berkeley hills. Its windy. Reporter then a drizzly morning and king tide at the oakland estuary. Heres a time lapse video showing the water rising and submerging the bottom portion of the bench near Jack London Square in oakland. Couldnt believe that couldnt believe it. Reporter how come . Because i never seen it like this, this high. I fish all year been out here all the time. Reporter by 12 30, the rain started coming down at a steady pace. On College Avenue in berkeley, most people were ready sporting umbrellas and rain jackets. Even this fourlegged fella had a little cover. In neighboring oakland, this guy had to be one of the loneliest street vendors. He says very little business, the slowest so far this winter. The few people who are out and about say hey not a big problem. My jeans are a little wet down by my ankles. My shoes are wet. I dont care. I just love walking in the rain. Reporter by late afternoon, a lot of street flooding. The wet roads contributed to a number of accidents on the freeways including this one on northbound 880 just past downtown oakland. The force of the impact spun the suv around. The chp had to briefly shut down all lanes. No one was seriously hurt. Yeah, that was a very good visual reminder to really showdown especially driving in this kind of condition. Chp officers busy pretty much all day long responding from one accident to the next. Live in berkeley, im da lin, kpix 5. It is a mess out there. Trouble on the roads in Sonoma County today, as well. Highway 116 near forestville closed for a couple of hours after that tree crashed down hit some communication lines. And near sebastopol, most drivers didnt dare cross green valley road as the floodwaters there were rushing and nobody went out there except a couple of trucks who managed to make it through. Not wise. Meanwhile, streets in san anselmo were soaked this morning and people had to run for cover. They are watching the nearby creek very carefully hoping it doesnt flood downtown like it did in 2005. At the time, every business was damaged. Some never came back. Some people were months. Another factor in san anselmo today, strong winds. Paul has been busy today as well watching the radar and, eh, i still see a lot of color up there. The problem is the duration right now. We knew the rain was going to be moderate to heavy. The front is hanging out longer than we thought which means the rainfall totals will be higher because youre getting heavy rain for a longer period of time. It may be 11 p. M. Before the soaking rainfall leaves the south bay. Lets take a tour and talk about the places that are getting the worst or the heaviest of the rain right now. Take a look at the radar. Highway 4, antioch, pittsburg, oakley, bay point, concord and martinez, heavy rain over the delta. Hayward a break but this is how good the radar is. You go just up to san leandro or just down to union city and its pouring in those two places. Fremont heavy rain. Pleasanton, livermore, dub heavy rain. San ramon, dan israel, heavy rain. Now the south bay hollister, north to morgan hill, watsonville, santa cruz, scotts valley, and you know the Santa Cruz Mountains are just getting pummeled right now. We widen out before i do one thing just to show you how bad its been in marin county today. We are seeing the clearing line work through marin and Sonoma County right now which is good news. Im zooming in specifically to mill valley, greenbrae, kentfield and san anselmo. This is even 1 and 4 p. M. Today a time lapse. Look at the waves. Heavy rain after wave of heavy rain of wave of heavy rain just over and over for three hours and it still is raining right now at 6 30 p. M. So why is all of this happening . We were watching over the past couple of days tremendous amounts of rainfall in the far northwestern california. We knew the catalyst for getting from there to here was going to be this. But this guy is taking his time to sweep through. Until it does, well still have that Boundary Close to us and still have some rainfall out there. So the question you may be wondering bauers were getting too much of a good thing in a few spots, when will it end . In the north bay by 8 p. M. In the central bay, which im kind of just throwing a lot of places in oakland, San Francisco, hayward, san mateo, your window of having the run shut down is between 8 to 10 p. M. The south bay you will see the rain end by 9 to 11 p. M. Tonight. So the rain is gone by 11 p. M. Tomorrow dry, breezy, chilly, highs in the low 50s. Temperatures inland freezing. Oakland 55. San rafael 53. Mountain view 53. Livermore only 52. So some consistency now and in some areas we need to dry out. We will dry out. There is no rain in our forecast for the next 7 days after today. Highs will be in the 50s. It will be chilly at night. Im going to add up some numbers for the rainfall totals. Wouldnt be surprised if parts of the north bay three months in the water year are at 200 of average, the highest since the el nino of the 90s. Good that were getting a little time to recover. A home surveillance camera captured the moments a Mountain Lion drags a lifeless body of a deer off a front porch. Kpix 5s keit do spoke to the homeowners who witnessed it firsthand. [ dog barking ] reporter the barking dogs and pair of glowing eyes in the darkness were the first clues that something was on the porch and that peter should probably turn on the lights. It was more exciting i think than scary. Reporter the Mountain Lion seemed stunned by the lights then grabbed the prey by the neck and dragged it off in a matter of seconds. So heres a piece of the wroughtiron fence that came down. Reporter he says the deer was likely eating the roses in his front yard when the Mountain Lion attacked and killed it and dragged the carcass over the fence leaving behind fur on the railing down a short flight of stairs and right on to the porch. Does that spook you at that you will it came this close to you . No. I dont want him messing with our dogs or the kids in the neighborhood. So i think well be a little more cautious in at least the near future. Male maybe 110, something. Reporter researchers at uc santa cruzs puma project think the Mountain Lion is an unknown adult male not in their database. They think he wandered through the wooded area near Crystal Springs reservoir came up through the canyon to the neighborhood. The researcher says they probably thought the porch was a good hiding place. They kill the prey and drag it to a safe place, potentially perceived that porch as a covered safe place for them to eat their meal. Reporter smith says this area of hillsboro is just too small and dense with homes and humans to support Mountain Lions. I dont think that this puma will stay in that area. Parts of the embarcadero in San Francisco had to be coned off as the bay waters rose. Todays storm coincided with the king tides. Some of the highest tides of the season. You can see the water hitting the piers. And we are keeping an eye on rising floodwaters along major rivers in the north bay. Yeah. Couple will get close to flood stage before they can recede. The Petaluma River at the d street bridge is just above flood stage of 8. 4 feet right now. But they are expecting only minor problems there. Also, a close call along the napa river at saint helena. Flood stage there 16 feet. We are looking for a crest at 15. 5 feet. Doesnt get much closer than that. The swollen San Anselmo Creek keeps rising and late this afternoon marin countys Emergency Operations center sounded flood sirens in san anselmo and fairfax prompting evacuations. Christin ayers is here with more. Reporter we have a unique look at the San Anselmo Creek a time lapse video showing it steadily rising throughout the day. The town is manager the town manager says the creek is a foot below flood stage. Continuing runoff could cause problem even though the rainstorm. They went from shop to shop in the past hour telling people to leave. They are worried about a repeat of the flooding in 2005 which damages homes and businesses. Damaged homes and businesses. The worst of the rain is over. Well watch this into the evening. Also tonight, flooding causing major road closures in Sonoma County where highway 12 meets highway 121. All lanes under water and no word on when the intersection will reopen. Well have more on the storm now with chief meteorologist paul deanno. The rain is letting up in the north bay but you have steady soaking rainfall in the east bay. Berkeley, piedmont, oakland, alameda, hayward, san ramon over the east bay hills through the caldecott tunnel. Lots of rainfall there. We are still seeing light to moderate rainfall along highway 101 between palo alto and san jose. Milpitas heavy rain right now. Rainfall totals in the north bay that are closing in on one half of a foot, healdsburg more than 5 inches of rain, lagunitas the same. The wettest day since march. Lets take a tour. Im da lin, its 3 00 in berkeley. The winds havent really been a big factor here but the rain, its been coming down at a steady pace for the last three hours. A lot of street flooding and a lot of accidents on the freeway. We are right above interstate 80. Slow going in both directions. And to sum it all up, wet, cold and miserable. Reporter im devin fehely in the Santa Cruz Mountains. It is approximately 2 30 in the afternoon and a cold drenching rain has been falling for an hour and a half. Mountain communities are already bracing for wind and rain over the next 24 hours and theres already been at least one report of a massive tree that was toppled over by this storm as it barrels through the Santa Cruz Mountains. Of course all this rain means lots of people will be taking uber today. Meanwhile, the company is entrenched in a battle with the state of california. As kpix 5 reporter Susie Steimle explains, its all over Driverless Cars. Reporter the battle between the dmv and uber wages on. 24 hours ago, the state told uber it must inform the dmv that Driverless Cars are no longer operating in San Francisco. Uber last not complied with that request. Has not complied with that request. While cars no longer appear to be on the streets of San Francisco, the Company Remains radio silent. I didnt think they would come out so quickly and so harshly. Reporter cnet says uber has done this kind of thing before. It falls in line with ubers m. O. This is what they have done with a lot of products they have launched including their initial launch in San Francisco in 2010. They got cease and desist letters from the state. Reporter the dmv says this move by uber is unprecedented especially considering how easy it is to get a permit. 20 other companies have already done it. Dmv sources tell us it would take uber one to two days to obtain a permit and only costs 150. Sacramento will become the test bed for innovation. Reporter just as San Francisco kicks ubers self driving vehicles off its streets, sacramento invites them in. We want sacramento to be the hotbed for Companies Seeking to develop driverless car technology. Reporter of course, 11 news have to follow the rules to test drive Autonomous Cars in sacramento and enforcement of that should be even easier because we have the dmv headquarters right in our own backyard. Reporter the dmv says this dont ask permission, ask forgiveness, attitude does not fly. The long they are standoff continues, the more likely uber is to get hit with a lawsuit. In San Francisco, Susie Steimle, kpix 5. As for sacramento, they anticipate having selfdriving cars on the roads no later than january 2018. A jury today found the man accused of assaulting two bart officers not guilty. Bystanders recorded cell phone video of the incident back in july at the Embarcadero Bart station in San Francisco. Police say Michael Smith became combative when they tried to question him about an attempted robbery. But some witnesses say officers went too far when they pinned him down. Smith was found not guilty of four counts of misdemeanor battery on a police officer. Im len ramirez in san jose where the rain continues to fall tonight and snarl traffic through downtown san jose. This was a tree that fell down and its blocking the exit there making it very difficult tore people trying to get home tonight. So this is the westboro exit off 280 in south San Francisco. Now, here in downtown san jose, we just got a very nice downpour. The rain timed with the evening commute snarling traffic but so far the rain has been lighter here than in other parts of the bay area and it was not enough to stop people from commuting by bicycle tonight. Problems, im having no problems. I have my rain gear. Fun. The cars are the problem. We got to get out of our cars. Reporter now, we also checked in at Mineta International airport where flights are running on schedule. In fact, san jose took in at least two flights that were diverted away from San Francisco, sfo, because of bad weather up the peninsula. But again, san jose fairly calm right now. Four or five, six inches of rainfall, begins to be a problem and we saw that. The clearing line with the clouds and precipitation almost at the coast right now. We are going from rain to clear skies in a matter of a couple of hours this evening and overnight tonight. The rain is gone in the north bay by 8 00. Rain gone in the central bay including San Francisco and oakland and fremont by 10 00 tonight. And the south bay you should be clear of the heavy rain by 11 00 tonight.
