Reporter when i talked to the mayor earlier he said the city of santa rosa has tripled the amount of money it spends on homelessness in the past through years. He says this is a sign of what they are doing isnt working. He hopes enforcement can bring about change. The problem is, not all City Council Members agree with him. Its an issue nearly every community in the bay area cant seem to solve. Homelessness and how to handle it. My primary concern is that we shouldnt be criminalizing homelessness. Criminalizing homelessness is putting people in jail for being homeless. Theres no plan to do that in santa rosa. Reporter he wants people to crack down on quality of life issues. In recent years, police have issued citation for violating City Ordinances which carry a fine of 250. In 20 San FranciscoPolice Issued 839 in 2016, Police Issued 839 of the citations, 728 were unpaid. So the mayor wants police to start issuing misdemeanor that is carry a charge of 1,000 or up to 6 months in jail. I would like us first to make other adjustments. Reporter this city councilman wants to see more money spent on resources rather than on enforcement particularly for issues like sleeping on the streets or public urination. Right now, we lock our bathrooms at dusk so people dont have a choice. Theres a lot of addicts out here that go back to their old ways. They want help but theres not housing out here. Reporter john battles is homeless, has struggled with addiction and just got into a shelter eight months ago. He says that assistance change his life. People need longer term programs. You know . Like ten months or more just to have their minds ready for when they get out there. Reporter problem is, the beds are full. Santa rosa spends 2. 5 million on resources each year and the mayor thinks enforcement will send a different message. Nobody has figured out how to solve this problem. Were trying. Within the last halfhour or so, crew members have been going on the crane attaching chains and other rigging but so far the crane hasnt moved. This all happened about noon today. A crew from the King Crane Service was replacing a pg e pole located in a backyard and it was extended over the top of a home. The crew had already removed the old pole and were putting up the new one when the crane was up 190 feet and began to fall over. The nextdoor neighbor describes what she heard in her home. Back in april, when state senator jim bell was pushing for his bill to increase a gas tax, it was not an easy vote. But he promised that the road repairs funded by the tax would mean jobs. This bill will provide hundreds of thousands of jobs for poor people that need work and it will stimulate the economy. Reporter arguing against the gas tax, senator jeff stone said while some people will be helped, many will be hurt. Under sb1, middle class and working class families will pay hundreds more every year in hire tax and fuel costs. Reporter the tax increase before 12 cents a gallon wont go into effect until november. But already, caltrans is looking for more than 1,000 new employees to start fixing our roads. Most openings are for engineers or other planners, but about 250 are Blue Collar Union jobs like equipment mechanics and maintenance. In the bay area, oakland is a hub for caltrans and you can apply for local jobs online anytime. Over the next few months, caltrans will be at two job fairs, one in San Francisco at at t park on august 17, and one in berkeley on march 13 at the ucberkeley campus. Even if you are looking for a job, it could still be good news. These jobs keep the state economy afloat. When you look and study the department of finance will tell you on these downturns one of the reasons it wasnt so bad last time because we had so much construction that mitigated against the downturns. A not guilty plea today from a concord man accused of setting that big brush fire in the east bay hills. Ucberkeley police say 24year old Alfredo Bautista confessed to last weeks fire saying he used a cigarette lighter to start nine fires in the area. The outside lands takes over Golden Gate Park but tickets have barely sold out three days before the events. Dozens of people still selling their tickets on craigslist and stubhub but they are going for more than 100 off the original price. Its been hard. There hasnt been the appetite that i have seen in previous years. I have been using craigslist, facebook, texting with friends all over the place and there doesnt seem to be a lot of people waiting in line to get tickets. This overall weather pattern we have seen a lot of changes this summer. Things changing rather rapidly pronounced. This week will feature no changes whatsoever. The arrows coming in from the ocean, the onshore flow, west to southwest flow not going to change because this ridge to our south is not going to move. The low to our north will move out but its going to be replaced by a stronger bigger low coming down from the gulf of alaska. As long as those two weather elements dont move, our flow of air will not change. And a moderate onshore flow will continue for the foreseeable future. Thats going to shove the cloud cover inland. Watch in the south bay. Certainly the east bay, breaching the east bay hills the north bay out toward the delta. All of the usual inland spots that are the first to receive cloud cover, you will have it tomorrow. And the next several mornings. The coastline theres a good likelihood no afternoon sunshine in places like pacifica, daly city, Half Moon Bay. It will be cloudy all day. Next week that low pressure area up here will move just off the coastline feeding in a strong onshore flow keeping up on the chilly side of average for a while. Much cooler to our north but the below average temperatures will stay. So if you like todays weather, youre going to enjoy the next seven days. Minimal change. Fremont 77.
