From somebody selling it on a street corner. I go to a pharmacy. Reporter i go to a Legal Marijuana dispensary, legal in california, and decided to do the testing myself to find out whats in the medicine im taking. We bought different items at random at 12 random places in San Francisco and oakland. We bought 600 worth of flowers, edibles and what they call shatter, kind of hash oil. Then we took it to the steep hill labs in oakland. The science is there. We have been doing this since 2008. We were the first. We have developed very advanced methodologies. Reporter the lab is among the National Leaders in testing used by california dispensaries which really want to know what theyre selling. And the results . So all the edibles missed their mark. Reporter this doctor told me nothing i was taking had anything to do with what was on the label. The one that was the worst claimed to be 100 milligrams. It was 1. 3. Reporter come on. 1. 3. We checked it over and over again. Reporter that would be this edipure brand. 99 off. No, its 98. 7 off. Well, just being accurate. Reporter most others were only half the strength they claimed or a quarter. What about the individual ones in the same pack . We analyzed those, too. And we found that theres a great variation between individual samples as much as 50 from one piece to another. Reporter and more disturbing mold in the buds and pesticides. 40 of the samples couldnt be sold in colorado or washington where there are limits. Is that bad for me to smoke . It could be. Even if there are no microtoxins in mold there are certainly deadly molds that could have deadly toxins that could kill people. Reporter 15 of the hash oil had benzene not approved for use in the human body. Bottom line . So when i take this stuff or smoke it, i dont know what im getting. Reporter you dont know what youre getting. Reporter i wish i did. Its my medicine. And if it really is medicine, shouldnt it be regulated . Thats up to the politicians. This is really stunning. I had i didnt know what to expect but i certainly did not expect this. Nothing said nothing was accurate as to what it was supposed to be. Half, threequarters, a quarter, nothing was more, everything was left less less and theres no regulation. The thing that doesnt surprise me is pesticides because they are growing for yield. Its agriculture. But putting it in your body and benzene marijuana is tout as pure medicinal and its not. We have proved it. Reporter it is not pure. It is medicine. It helped me. It really did. But i was surprised to find out how all over the board this stuff is. Now, you take an aspirin you think, okay, ill take an aspirin, next day same thing. Not with pot. The report issued by top police brass to the council today shows next year the city of a Million People will have 908 street officers about what it had 30 years ago despite a population increase of 45 , 300,000 people, thats roughly the size of sunnyvale times two. Our approach is more band aid. This is a larger wound than just a bandaid will fix. We need to tackle this problem. Three to four resignations a month. Reporter because of measure b reducing benefits to officers with less seniority, plus retirements, the department is losing officers and there is no solution at this point. But mayorelect sam liccardo a strong backer of measure b says its time to sit down and bargain again with the police union. Those projections are based on an assumption that nothing will change and we know thats not true. There are a lot of opportunities to change the formula. Reporter well have to see how much the city and the union will be willing to change. They have to come to an agreement. Even the best projections show the Staffing Levels will drop into july of 2017. Shuttle drivers for Facebook Vote tomorrow on whether to unionize. Drivers say they are being intimidate by facebook to say no. They rallied outside headquarters. Drivers complain of long hours, low pay and believe a union will change that. Tonight of the Berkeley City Council will discuss the merit of warning labels about global warming. Tomorrow the uc regents begin to debate a plan to raise tuition calling for raising it up to 5 per year for the next five years. Governor brown will be attending whats expected to be a contentious meeting. He opposes tuition hikes. Reporter 34yearold Sonny Anderson charged with murder for hitting and killing a teenaged boy. Now sadly, anderson has had other runins with the law and today, one of his past victims told us in her words, anderson is a sick man. Actually tried to kill me put his hands up here on my throat. Reporter thats the voice of the elderly woman Sonny Anderson was convicted of beating in in 2009 after breaking into her home. He was sentenced to three years but serving less than that. She was shocked to see anderson charged with hitting and killing a 1yearold san leandro teenager ivan cruz last week. My gosh, that was him, i was just so glad that they got him and he will be put away now. Reporter we learned today anderson was sentenced to three years and served half the time because he was convicted on a lesser charge theft from an elder a nonViolent Crime allowing him to serve just half the sentence. In 1999 he was convicted of stabbing a pony at a hayward petting zoo and other crimes. His past victim calls anderson mentally ill. Andersons convictions and multiple times in and out of prison go beyond animal cruelty and elder abuse. He was convicted in 2012 and back through to 2000. But it all began with a horrific crime in 1999 when anderson was just 18. I think his record speaks for itself. Reporter keith faber was the petting zookeeper within 18 yearold anderson was convicted of killing a chicken and goose in 1999. Thats a sick mind when they do something to an animal early in life. Reporter anderson will be back in the courtroom tomorrow morning. At that time we are expecting to hear his plea in the hitting and killing of 14yearold ivan cruz. In hayward, mark kelly, kpix 5. Today the judge denied anderson bail. Well, a new state investigation confirms Health Insurance companies were promoting bogus lists of doctors available in their covered california plans. Out julie watts was among the first to uncover the discrepancy and is here with more on the fallout just as thousands of people are beginning to reenroll in covered california plans this year. Jules. Reporter thats right. State regulators surveyed doctors listed as in network by covered californias two largest ensurers blue cross and blue shield and found nearly half of the doctors said they either were not accepting the plans or were unsure, or couldnt be reached at all. Only 56 said they were actually accepting the covered california policies. Now, the department of managed healthcare found both insurers, quote, informed enrollees that numerous physicians were network when they werent, failed to correct inaccuracies at least in part for the purpose of inducing people to enroll and failed to meet requirements to provide enrollees with accurate provider lists. Now, these are all issues we raised with the department of managed healthcare back in february. At the end of the day, we know these lists are flawed. It amounts to a baitand switch. If it was any other industry, they would have been fined by the ftc. But insurers are not regulated by the ftc. They are regulated by you. So who holds these insurers accountable for these flawed lists . The department of managed healthcare holds insurers accountable against california law. Reporter do these lists violate law . The law allows that list to be subject to change without notice. And it requires the health plan to update it quarterly. Reporter one would assume that they provided an updated quarterly list to covered california so who is checking on a quarterly basis on at all . We do spot checks. Those lists of providers that the plan represents are in contract with them. Reporter did you find any knack was sis . Were finding so many i find it hard to believe that you wouldnt have found any inaccuracies. We, uhm reporter they later admitted it had not begun checking for inaccuracies but internal agency emails revealed shortly after people inside the agency began echoing our concern. Now nine months later theres one thing conspicuously missing from the report. There isnt any reference to Network Adequacy concerns raised in those agency emails. Now, state law requires enrollees have access to at least one doctor within 15 days and 15 miles of their homes. We brought dozens of examples of violations to dmacs attention. The agency still says it didnt identify any deficiencies. Also odd dmac complaint records revealed they received more complaints from Alameda County than any other and so did we but the survey found only one blue shield doctor and no anthem doctors in all of Alameda County who were not accepted the covered california policies. We found dozens. They say they stand by the report and hasnt decided yet if it will fine insurers. This is really interesting because all people really want is to know that the doctor on the list is really the doctor on the list, hes really available. What does covered california say about this. Reporter it says its confident the lists, quote, much improved. An thom tells us its set up a anthem tells us it set up a special hotline to help doctors. Blue shield says its misleading. A lot of bugs still. Thank you. The dmv is opening temporary outlets to accommodate a surge in demand from undocumented immigrants. This is one of those outlets in san jose opening december 1. Three others are open in southern california. A state law takes effect in january allowing people here illegally to get drivers licenses. The car flipped over and is on its roof. The chp is warning drivers to avoid the area because traffic is backed up in both directions. There are detours set up.
