An hour ago the scene at geary and 7th looked like this. Traffic was being diverted around the smashed bicycle and police cars. Police say an suv driver ran a red light and crashed into the mom and her little girl. Luckily, a pediatrician was nearby and tended to them. We are told the mothers leg was put in a splint. And the little girl was able to walk around after the crash but people who saw it happen say it looked bad. The light for me was green and i saw the car to my left come through the intersection and hit a woman and child on a bicycle went up in the air and landed on the ground. The mother and daughter were taken to San Francisco general to be treated and are expected to be okay. A fire at one of the worlds tallest buildings. Elizabeth cook with the amazing pictures. We had video of dubai of an inferno at a residential high rise. Flames engulfing several floors. The luxury apartment complex is the tallest residential building in the world. Winds were gusting at the time sending debris falling on to the streets below. Witnesses reported seeing flames fall from the building. It took hours for firefighters to put it out. The fire started early saturday morning. So there is a concern over whether everyone inside made it out okay. No word on the cause of the fire. The building is called the torch tower and is one of the iconic structures of the dubai marina in a trendy area filled with apartments, skyscrapers an hotels. Well be monitoring the story into the evening. Thank you. Just above the waters of San Francisco bay, we have the ongoing saga of the new bay bridge. As allen martin shows us, we have just learned a little more about one of the spans lingering problems. We are talking about bad bolts again. They are rusting and possibly cracking. If you buy a new condo or new house or car, you kind of do a last walk through. Right . Reporter hundreds of days after the bridge is opened caltrans is still trying to figure out whats going on at the base of the main tower a web of 420 steel rods that were supposed to be sealed in protective grout. At least 34 were not. Some of the rods was pulled from the foundation for a closer look. We have machined out the bolts. Reporter they went under a electron microscope. We saw corrosion and evidence of some damage if you will on the very, very surface but its too early to draw any conclusions. Reporter caltrans is adamant that the bridge is safe and ready to withstand a strong earthquake. But rod failures could mean more earthquake damage. Were talking about post earthquake performance that we can take traffic going. Reporter engineers wont know the full extent of the problem until testing is completed next month. They hope they can ride it out with more bad news on a 6 billion bridge. The bridge is safe, people are excited about it. Reporter now engineer Brian Maroney who you just heard from says the bridge could withstand the quake without any rods they are confident. But if the rods are failing it would raise questions for what kind of shape the bridge would be in after an earthquake. Thats why they built it. They are watching this so closely. Every little piece of corrosion and rust. And so thats good. For 6. 5 billion. You get your moneys worth. Absolutely. You bet. We first told you about caltrans new plans to implode parts of the old bay bridge. Today, the Transportation Agency announceddities officially moving forward with that idea. Caltrans is meeting with environmental regulators to talk about imploding the under under water piers. They say using under water charges it would take six seconds. It would spend less time impacting marine life. Oakland is trying to get a new stadium for the raid irs. The team dropped a bombshell on the city. They are willing to work with the rival San Diego Chargers to get a stadium. Kpix 5s da lin reports. Reporter even though this sounds like a crushing blow for oakland city leaders are optimistic about keeping the raiders who in town but they know they have to move foos both city and Alameda County leaders have said negotiations are slow with the raiders. The councilman larry reid blames jean quan for the missed opportunity. The nfl told us in a separate meeting that we wasted 18 months and we have wasted 18 months. Reporter raiders owner mark davis says if he doesnt get a stadium deal in oakland this year he will partner with the chargers to build a 1. 7 billion stadium down in carson south of l. A. Reporter even though oakland mayor libby schaaf says any public money is off the take, for the first time, some councilmembers may consider using tax dollars to convince the raiders to stay. If thats what it requires, then i need to ask the voters for that permission to do that. Reporter oakland stands a better chance of keeping the raiders here if they make it a regional effort meaning they will have to reach out to making cities, politicians even corporations to try to convince the raiders to stay. We are just getting word now that a tentative agreement has been reached in the bitter labor dispute up and down the west coast especially the port of oakland. The fight costing the economy billions of dollars. Devin fehely is at the port with the very latest. Reporter yeah, you know, um, late this afternoon, we spotted the labor secretary entering the building where those negotiations were take place. He was dispatched here to the west coast by the president in an effort to accomplish what we have learned happened a deal. With the midnight deadline fast approaching negotiators are trying to hammer a deal to end a labor dispute bringing trade at 29 west coast ports including the port of oakland to a near standstill. Sticking point a disagreement over arbitrators. Why arbitrators are so critical is they interpret the contract for the next six years. Reporter ucberkeley professor says arbitrators typically serve for the duration of the contract helping to resolve disputes that come up. But he says for such a small issue to potentially derail such a big contract speaks volumes about the contentious back and forth negotiations that have now dragged on for nine months. Whats an arcane difference on an arcane issue high stakes for the parties involved but very high stakes for the national economy. Reporter because of that economic Ripple Effect, the feds have gotten involved ratcheting up the pressure on dock workers in the Pacific Maritime association to strike a deal. There is a huge backlog. Reporter the port of oakland alone handles more than 40 billion worth of cargo yearly. In january there was a 32 drop in volume in what the Maritime Association claims was an intentional work slowdown an allegation the dock workers deny. But whatever the cause, businesses across the country and world are looking for relief of the logjam of goods stuck at west coast ports. The oakland port Third Largest port in california, fifth largest in the u. S. , there are plenty of ships that we can see in the bay and more in the pacific waiting to get into the bay. Reporter when commercial ships enter the bay, they are being watched and studied by the coast guard. We keep an eye on whats happening in the bay. Reporter inside this building we get a rare look at the control room. Just coming off the dock. Huge, huge vessels going under bridges, right beside each other all happening right here. Reporter in nerve center communicates with the captains and pilots, make sure everyone sees everything, very important when the port is crowded. San francisco is unique. We have significant currents. We have challenging weather. Reporter here at the bays largest anchorage it looks hazy. Inside computers clearly show each anchored ship inside a safety circle. Because of the labor slowdown, not all ships are coming in to anchor. At this time, a lots of those that are waiting for dock in oakland are staying offshore rather than coming in and going to anchor. So they are waiting until they can go directly to dock. Reporter managing all these players is complicated. All ships are required to have a transponder that automatically sends data to the coast guard. And these advanced computers use that data to predict when ships get too close preventing catastrophic accidents. Once Port Operations return to normal, the coast guard says no matter how many ships come into port, they will be watching to ensure that everything is operated in a safe and organized manner. Now, this will be the first hockey game ever to be played outdoors in Northern California. According to the san jose sharks, it is sold out. But some fans here tell us they have been able to find tickets that people are selling online. A lot of prep work is being done today around the stadium to make sure everything goes smoothly. We ran into nhl analyst and former player and coach Barry Melrose who is doing some prep work himself. He says aside from the spectacular atmosphere at these stadiums series game this one should be particularly exciting because of whats on the line for both teams. People sort of missing the fact that this is almost a play off game. Both l. A. And san jose need this game so its going to be a very intense game, also. But some say this is just the first step. Plus, all this talk of a brandnew stadium for the raiders and chargers to share. But the location used to be a dump. Literally. After months of talking, breaking news at 6 30. A deal to end the stalemate at the ports on the west coast of california. Reporter just in the last few minutes we have confirmation that dock workers and the specific Maritime Association have reached an agreement. Its a tentative fiveyear deal that would bring to an end a ninemonth contentious back and for the negotiations between the two sides. This drawn out labor dispute had a serious Ripple Effect through the u. S. Economy as companies both here and abroad had struggled to get goods in or out of west coast ports. Now, this week, this week the president dispatched his labor secretary here to the west coast in the hopes that he would be able to ratchet up the pressure on the two sides. They were facing a midnight deadline today when they were able to finally strike a deal just around 6 00. We dont to the exact details of this deal. But we will bring the latest developments as they become available. In oakland, devin fehely, kpix 5. We are getting more on the raiders plan to build a stadium in los angeles and share it with the chargers. The proposal calls for 1 pound 7 billion facility in the suburb of carson. But move is far from a done deal. Both teams are going to work with their respective cities on new stadiums. If no progress is made this year, then they will move forward with their l. A. Plans. But theres some questions about where the raiders want to build their dream stadium. Reporter jeff nguyen says the idea could literally stink. Reporter longtime carson resident ruby spencer hasnt made up her mind about the prospect of an nfl stadium being built on a landfill a few blocks from the 405 freeway. It would bring additional revenue, of course, and along with that then comes the additional traffic. Reporter carsons mayor says he doesnt think traffic would be an issue because professional football is mostly played on sundays. When he says traffic isnt as dense as the workweek. The nearly 2 billion plan will include road fixes. Give me an example. An offramp that has one lane now. It might end up with two or three lanes. Reporter whether traffic is heavy or light, some people say driving through this area is already challenging. I dont know exactly what it smells like, but it doesnt smell good. Reporter but longtime residents believe the culprit behind the smell in this area may be this nursery where these huge mounds of mulch are produced. I dont remember smelling it prior to that nursery being built. Reporter the nursery sits across the street from the landfill where Councilmember Albert member robles played as a child. He said it has been clean and kept. It has been cleaned to such a level that California Department of toxic substances has allowed for the construction of new homes. The raiders and chargers plan calls for no public money to be used to build the stadium in carson. And raising that much private money will be another hurdle. Two people have been arrested in the shooting death of a Security Guard in san jose. 22yearold Juan Hernandez and 20yearold richard cruz both have been booked on murder charges. Police havent said if they are the men seen in this Surveillance Video stealing cigars from a liquor store. Manny zuniga was working in the store and tried to help. He was shot and killed. New at 6 00 hundreds of thousands of gallons of water leaking from the aqueduct are swamping an east bay neighborhood. This is the fallout from what happened this week on Cornwall Court in walnut creek. East bay m. U. D. Says the leaking started sometime on monday. It then got much worse for a few homeowners. One says he found out from a neighbor his home looked like it had a river running through it. I think it was tuesday morning. Kpix 5 consumerwatch reporter julie watts tells us that kaiser will go back to picking up more of the cost of some medications. Reporter they announced the change following public pressure. They will immediately resume covering more of the costs of certain hiv medications but it wont help the rest of us who still face new prescription cost sharing policies for virtually every Insurance Plan in california. Most insurers started changing their price structure for drugs last year moving people into a Specialty Drug category and forcing people to pay a percentage of the cost instead of the copay. Kaiser was the last to make the move this january and has been getting a lot of attention for it because it increased the price of some hiv drugs from a 50 copay to nearly 1,000 a month. Kaiser announced today it would be moving those hiv drugs out of the specialty category but many other californians faced with the same new percentage based price structure are finding they suddenly cant afford their drugs either. Bottom line, if Drug Companies cheap charging thousands for medications the insurers say they have to pass on that cost either through high prices for those who take the drugs or higher premiums for everyone. Now, assemblyman david chiu will officially introduce a bill on monday that would for the first time require Drug Companies to disclose the actual cost of those Specialty Drugs. He lives with seven others in their home. But his biggest challenge has been that he is gay. Its hard at first because you just wish there would be someone else that is the same as you but in this little hispanic communities that im in, theres not many gay people. It takes incredible courage because for him too it was coming from all sides. Reporter he was a freshman when a teenager in new york jamie watermeyer committed suicide after being relentlessly bullied. They caught me in the hallways and i felt like i could never escape it. He was an inspiration to me because i thought i was like him in how he just wanted to express himself and dance and just do all these things that boys dont regularly do and how all these other people were just so mean to him. Reporter when regino found the courage to come out later that year, it was liberating but he could also feel people judging him. When he first came here, many people laughed at him. Reporter the isolation eventually got to him. All these ideas that society has put in my mind that gay people are bad and that they should go to hell and that they dont belong here, they just drove me to the point where i was, like, maybe theyre right. Reporter he considered suicide. My thought just get to the best of me and i just got the rope and tied it and i was ready to just go. But thankfully i talked myself out of it. Reporter last year, another teenager transgender committed suicide in ohio. Her parents disapproved of her. Vijles the were held across the kun vigils were held across the country. It pushed him into action. At the end of her suicide note she wrote she wishes her death can mean something. After reading that i feel like its my turn to make that change. Im not going to sit here and watch all these people just die. Im not comfortable with reporter so he speaks out. I want to be seen as an equal. He chose to, um, value himself enough and to not allow that the Community Around him to shame him into being somebody he is not. Reporter regino will be the first in his family to go to college. Reporter ken, its a breakthrough yes, indeed, a tentative agreement has been reached between the port workers, the longshoremen, and one other union as well as the shipping companies. A process of negotiations that has gone on for nine months now. And for the entire week, the u. S. Secretary of labor tom perez has been here in San Francisco trying to get these sides together and just moments ago he announced the agreement. Im very pleased that the parties reached a tentative agreement on a fiveyear contract and that the port also be running full bore starting tomorrow evening.
