As anne makovec reports, bart is shoring up contingency plans with the deadline 12 hours away. Anne. Reporter the bart board is meeting now. After that meeting negotiations will resume. We are 12 hours away from the deadline. The unions didnt give a 72 hour notice of intent to strike but they tonight have to give it. Thats a courtesy to passengers so theres still a very real possibility of a strike as soon as tomorrow mornings commute. The fact of the matter is it seems that the district is somewhat cavalier about the publics riding prospects. Reporter Union Workers came to air their frustrations this morning at a meeting of the bart board of directors as the clock ticks towards midnight. There may or may not be a strike. Reporter things are nasty. Unions accuse management of pulling back a prior offer last night. Its very disheartening because we were extremely close. We were at the point where we were feeling we could do this. Proposals are going back and forth. Lets put yesterday behind us and move forward. Reporter today the bart board is expected to approve a plan to bring in buses to take people from bart stations to the city. 200 this time as opposed to 70 during the strike in july. Its a drop in the bucket to what bart usually carries but we want something for those who have no other way into the city. Reporter riders are just waiting for word. My husband and i have been thinking about it for a couple of weeks now trying to plan for if that were to occur. I think its a tragedy that they cant reach an agreement after this much time. Typically the worst backups have been at the bay bridge and the toll plaza. Maybe try the san mateo or the dumbarton bridges instead or go through marin county towards the Richmond San Rafael bridge and head south on 101 towards the golden gate. Carpool hours will also be extended on many freeways from 5 a. M. To 7 p. M. So maybe try giving casual carpool a try. There will also be several mass transit options, bart offering free shuttle buses between the east bay and San Francisco. Ac transit also ramping up services especially across the bay. And expect extra ferries out of oakland, alameda and vallejo. Bart ridership is up about 30 from the last bart strike in july so the potential impact could be higher. Students and faculty got this alert text telling them there were reports of a gunman in sweeney hall. Police set up a perimeter around the building and everyone inside was told that stay in class. But who helps those First Responders . In napa county, its chaplain lee shaw. Im in a place where theres no greater need. Reporter lee was a local pastor in 1996 when the napa police chief at the time asked him to help his officers dealing with trauma on a daily basis. I was talking to the officers and i said, our number one goal is to help you go home at night and for life to be better for you. Reporter and life is better. Lee started a nonprofit called Law Enforcement chaplaincy of napa county. Hi, well see you later. Reporter today he and his team of trained chaplains support police, fire and 15 other county agencies free of charge. I have been a chief in other places and i have never seen anything like this. Reporter the current napa police chief rich melton. He just has a way of connecting with people in crisis and being able to help and be compassionate and supportive all at the same time. Reporter 365 days a year, lee and his chaplains are on call, and on scene when theres a traumatic event, calming emotions, notifying families, supporting the professionals, as well as the survivors. In the 18 years that lee has been serving as chaplain here in napa, he has helped over 1600 families deal with the unthinkable, the sudden death of a loved one. My whole life blew up. Reporter chaplain lee was there when marie tarap lost her 3. 5yearold daughter in a car accident 16 years ago. We couldnt function. We couldnt even hold ourselves together. No one knows how to reach out. I lived through it now and there was no one thats reached out other than the chaplaincy. Reporter lee helped her family deal with the grief, funeral arrangements and has been part of her life ever since. He was part of my family and was a complete stranger, complete stranger, before the day of the accident. Reporter its a story told over and over again. When the call for chaplains goes out, lee is there paying his own way to help at ground zero, sandy hook elementary and hurricane katrina. I think the most rewarding thing is just loving people and being able to help them and being able to give them hope.
