We are starting to see some signs of changes and thats pretty typical of a bay area heat wave. Were on day 3 of hot numbers. These numbers this afternoon a good, yeah, 19 to 22 degrees above the average. Maybe about 86 in San Francisco. 92 in san jose. And about 91 degrees in santa rosa. Changes are in the works already. This High Pressure ridge starting to slide a little bit further to the east. Looks like that sea breeze is going to kick in this afternoon along the coastline. And that will carry with it some cooler temperatures and some muchneeded fog coming our way. Well talk more about that coming up in a few minutes. Back to you. All right, lawrence, thank you. Happening today, more bad news is expected when state water managers measure the latest snowpack. Officials are heading to the sierra to get this seasons final report. The last measurement on april 1 showed the states snowpack is 32 of average. It accounts for 1 3 of the state water. Starting today santa cruz residents are required to cut back water use or face heavy fees. 249gallon daily maximum for singlefamily homes. Households that use more will have 30 pay as much as 50 for every 10 over the daily allotment. The coroner has identified the pilot killed in the midair plane crash over the San Pablo Bay over the weekend. 33yearold David Everett plum out of rockland was flying the cessna when it crashed into another small plane. His body was recovered in the wreckage of the plane yesterday. Husband and wife inside the second plane were uninjured and landed safely. The feds are looking into whether or not the schools turned a blind eye to Sexual Assault. Reporter cal berkeley is under investigation over the handling of sexual violent and harassment complaints. The u. S. Department of education released the list today saying schools that violate the law and refuse to address the problems identified can lose federal funding or be referred to the u. S. Department of justice for further action. Its about time they took action. Reporter this list is part of a new white house push to crackdown on Sexual Assault on College Campuses after students from universities across country filed federal complaints against their own campuses saying their cases were mishandled. Ucberkeley was one of those schools. It means that the university has a major problem. Sure, they step forward, but i dont know if thats all that admiral after all thats happened. Reporter statistics show one in five women is sexually assaulted in college. These just arent numbers. These are our friends. These are our daughters. These are our neighbors. Reporter Vice President joe biden spearheaded the new federal push to end Campus Sexual Violence and this week added a quip from his younger years in scranton, pennsylvania. If a man raised his hand to a woman you had the job to kick the living crap out of him if he did it. Its a simple proposition. Excuse my language but thats the neighborhood we come from. Reporter while its no threat of physical force this could take away one of the universitys most treasured assets, public funding. And ucberkeley sent out this statement in response to the investigation. Quote, Sexual Assault on College Campuses is a critical issue and we will cooperate fully with the investigation. It is may day today. A holiday meant to Honor InternationalLabor Movement at a conference in san jose activists calling for workers rights. We demand an end to the mass deportation for all migrants and Migrant Workers in the u. S. This group gathered outside a church in san jose. Reporter frank, we can see behind me theres a collection of groups here rallying for may day. Some of these people have started chanting and picketing as early as 5 00 this morning. And we have been following them around the city you see now here they are rallied right in front of city hall. They are getting ready for the rest of their day. Reporter today is their day. To fight for San Francisco. Reporter thousands of people skipping the 9 to 5 to remind their employers, things need to change. The two gate system is unfair for workers to be able to express their, you know, needs to earn a decent living and bond together and unite. Reporter workers took to the streets with picket signs and chanting to demand better pay, better working conditions, and fair labor laws. Right now, as it is, with decent jobs, a lot of us cant afford to live here and we have these contractors that are not paying bay area standard wages on jobs, that just creates problems. Reporter workers reminded passersby of the longstanding history of being the union town. San francisco, is a union town the city was founded on union labor. I mean, in 1934, there was a general strike where they shut down the all of San Francisco because workers were being mistreated. Reporter workers stood up and police stood watch. Mission businesses and residents especially hoping protestors in their fight follow the golden rule of use your words. Two years ago that wasnt the case. Business windows were smashed, painted anarchy signs defaced restaurants and retail shops on valencia. Last year was peaceful and organizers say we can expect the same thing this year. This has been a very carefully planned event. Uhm, its going to be very peaceful. Theres no reason for it not to be. You know, we are just expressing our First Amendment rights. We have a voice and the right to do so. Reporter the larger rallies are expected later this afternoon around 4 00. Now, the violence we saw two years ago started after those rallies so really we have yet to see if these protests will be like last year. The message without the mess. Reporting live at city hall, cate caugiran, kpix 5. In news around the bay area, san jose arson investigators are trying to figure out what caused a three alarm fire that displaced two people. It started about 9 30 last night. And you can see the damage to the twostory home on foxworthy avenue. More than half of the house was destroyed. And one resident had a minor burn on the hand. A dump truck overturned on 680 during the morning commute. Traffic backed up for miles. Crews cleaned up the gravel that spilled out on the highway. New video today. Cell phone footage taken by a teen aboard the south korea ferry captures some of the final moments before it capsized. Students are seen huddled together below deck. Its difficult for some of them to watch as the ferry fully tilted. People seemed disoriented as they tried to move about the cabin. The video was found on the cell phone of a 17yearold student when rescuers recovered his body. Throughout the afternoon i think these numbers getting near record levels again because that coastal breeze likely to kick in, hey, we could see a couple of patches of fog making a return to the coastline overnight tonight. And then much cooler weather ahead. In fact, these temperatures likely to drop a good 20 to 25 degrees as we look toward the weekend. So we squeeze in one last day of the heat wave. Then that cool air begins to work its way toward the coastline as High Pressure begins to shift eastward and that means these numbers will be cooling down. Computer models picking up on something we havent seen low clouds and fog toward the coastline even patchy fog overnight and looks like a whole lot more fog over the weekend. All right. Lets fly you around the bay today. You will still see 70s at the coastline. Inside the bay 80s. 90s into palo alto and mountain view, mid90s morgan hill and gilroy this afternoon. East bay temperatures will be running up into the 90s. So on the hot side. 93 in pleasanton. About 94 in antioch and brentwood. 92 in danville. About 92 degrees in walnut creek. In the north bay those temperatures also on the hot side. But notice well see some cooler sea breezes kicking in knocking temperatures dunn a little bit mid70s into bodega bay about 90 in novato. 8 kentfield. 86 degrees downtown San Francisco. Looking out over the next couple of days, we are going to watch more fog on the way. And some cooler temperatures rolling into town. Slight chance of showers in the north bay. Record rainfall has flooded streets in newark, new jersey down to baltimore, maryland even causing streets to collapse. Check out the cars at the bottom of this massive sinkhole. Water levels rose so fast in some places people found themselves trapped had to be rescued. This is the same storm system that dumped 5 of rain in florida in just 45 minutes yesterday. Nearly all of the inmates and corrections officials injured in an apparent gas explosion in a florida jail are out of the hospital. Two inmates were killed in the blast that happened in the booking area of the pensacola jail last night. The facility houses 600 inmates. Family members are angry they are not getting information on their loved ones fast enough. Nobody tells me anything about my son now you show up looking nice for the media the kids have not been accounted for and i seen more than two body bags come out of there three inmates are unaccounted for but officials believe they may be in a medical facility.
