But libby schaaf as you mentioned declared victory early this morning. Out of the 15 candidates for mayor of oakland, it looks like she came out on top. Things look good pretty early for the Current City Council member after 15 rounds of counting rank Choice Voting ballots. She got almost 63 of the vote. This is the campaign that was fueled by love for oakland. These passionate people stretched themselves. They talked to strangers, they covered every square inch of oakland. Reporter current mayor and candidate jean quan came in right after her according to the latest numbers after a tough term as oakland as mayor since 2011 and a hardfought campaign to keep her job. If you are going to blame me for everything that went wrong in the city for the last 10 years, then you better give me the credit for the things that have been going right in the last few years. Reporter coming in third according to the latest numbers Rebecca Kaplan also a City Council Member. We asked schaaf about her First Priority. She said it is fighting crime. But, you know, thats difficult when youre talking about budgets and politics and a general culture here in oakland. Were expecting to hear from her, more details about her plan, later on today. 15 candidates in the race, how did schaaf set herself apart . Reporter you know, she ended up getting some last minute highprofile endorsements including from governor jerry brown and she credits that to part of her success. City Council Member sam liccardo has a lead of about 2 over Santa Clara County supervisor dave cortese. That small gap has been pretty steady since the first returns from unveiled last night. But the runoff is still too close to call with provisional ballots still to be counted. Kiet do joins us live from city hall. Reporter good morning. Even though all the precincts are reporting, theres still too many provisional absentee and mailin ballots turned in at the last minute making this race too close to call. Sam liccardo held a steady 2 lead all day more than half the voters undecided. And it looks like supporters from the other candidates from the june primary who were aligned with liccardo came over to his side. Right now Santa Clara County supervisor dave cortese trails by 2200 votes. Nobody making any victory or concession speeches last night. We have a lot of confidence that we were winning the grassroots war in the precincts and whoo thats going to show up before the end of the day. We knew we were going up against a machine. We saw hundreds of thousands of dollars coming in from unions in new york, sacramento, all over trying to tell our voters how our city should be run. Im thrilled that our residents are standing up for san jose. Reporter rebuilding the Police Department has been the number one issue in the election. Cortese believes ongoing fighting with the police union and the court battle over Pension Reforms is driving cops away. Liccardo wants to continue fighting for Pension Reforms in court saying without them, there would be no money to fund the Police Department or the rest of the city for that matter. Both candidates kept it upbeat talking about making san jose an even greater place than it is. Liccardos Campaign Manager says they are cautiously optimistic that liccardo will win. There were some hard fought races for City Council Seats. How would the outcomes of those contests affect the battle over pension reform . Reporter there were three open seats all in support of pension reform. Looks like a labor backed candidate won one, the other to an independent so it looks like pension reform on this council, the support for that, not as strong as it used to be. Live in san jose, kiet do, kpix 5. Jerry brown has made political history last night. He won an unprecedented fourth term as the governor of california. Brown won 59 of the votes to republican Neel Kashkaris 41 . Vote. Brown is 76. He is the oldest sitting governor in the united states. He and his wife were on stage to celebrate the victory last night. Maybe the most heartening thing i would have to say in this election, besides being here with my wife in her new red dress that she just got for this event [ laughter ] is the fact that one and two did pass. And one and two passed with republicans and democrats. And i will say living with him, he does wake up every, single morning so enthused and energized by this job and he gives it his all and theres no one smarter and more ethical in my mind and who has been thinking about california for as long as he has and as long as his family has. Well, it took browns challenger only 26 minutes to concede after the polls closed late last night. He talked about helping other republicans win their races. I am really proud of the small part that we played in helping them achieve those goals and will continue to help them. This was always about blazing a trail for the future of california and for the future of the Republican Party and more than anything, i am proud of all of you and how we Work Together to bring these issues forward. Kashkari says he told the governor to be bold during his upcoming term in office. Both of the statewide ballot propositions promoted by Governor Brown coasted to victory. Prop 1 was supported by about twothirds of the states voters. It will fund Water Quality and storage problems. Some of that money could potentially go toward an earthquake Early Warning system. Supporters of that idea say the system would give state agencies time to protect water sources before a major earthquake hits. And voters also approved proposition 2. Thats Governor Browns rainy day account plan to limit spending of state surplus money. A split decision on the both to ban fracking in two counties. Hydraulic fracturing injects water and chemicals underground at High Pressure to force out the oil. San benito county voters approved the ban and people in Santa Barbara county voted against the ban. Both counties are on top of the huge oil reserve. Environmentalists say its a disaster because it allegedly contaminates the ground water and may cause earthquakes, as well. City councilman tom butt appears to have won the richmond mayors race with 100 of the precincts reporting, he earned 51 of the votes. Fellow city councilman nat bates came in second with 36 . More votes will have to be counted before a winner is declared in the Silicon Valley 17th congressional district. The incumbent mike honda has a 5248 lead over the challenger ro khanna. 85 of the vote is in and by the way, both candidates are democrats. The cities of fremont, milpitas, santa cl parts of san jose, cupertin sunnyvale an newark. The 71 year old honda was first elected to congress in 2000. He had the endorsemenf leading Democratic Party figures, 71yearold honda was first elected to congress back in 2000. Thats all your mass transit issues right there. Now well hit the roads and well show that you it is kind of unusually slow right now between hacienda and foothill. They were doing some roadwork overnight, they had three left lanes blocked. They were scheduled to wrap this up about 15 minutes ago, but were still seeing an unusual amount of slowdowns in the area. So i think they are kind of late to pick it up. So if you are not used to any traffic at this time of the morning coming through pleasanton, you may hit an unfortunate surprise and the drive time is already up to about 22 minutes from the Altamont Pass. And we are seeing the usual slowdowns out of tracy beginning right around 11th, between 11th and mountain house. After 15 rounds of counting rank Choice Voting ballots, once voters second and third choices were counted, it looks like she got almost 63 of the vote. She says her First Priority is Public Safety putting more cops on the street. Its not just that you will see more cops and absolutely you will see more cops but youll see better policing and youll sigh a lot of attention to address the root causes of crime. You might recall a story we ran earlier in the week about a candidate who spent more than 300,000 of his own money just to win a seat on a Water District board. Looks like it paid off. Voters in two bay area cities are raising the minimum wage. In San Francisco they approved proposition j, it passed by a 7723 margin. It needed a simple majority to pass. The minimum wage in San Francisco will gradually increase to 15 an hour by 2018. Its currently 10. 74. And it will go up to 11. 05 on january 1. A similar ballot measure in oakland got even wider support. 81 of voters approved measure ff, that will raise oaklands minimum wage from 9 to 12. 25 in march. Tuesdays Election Results will bring a shift in the balance of power in our state legislature. And voters in berkeley have made their city the first in the country to impose a tax on soda and other sugary drinks. Melissa griffincaen joins us to talk about the impact. Good morning. Leave it to berkeley, huh . [ laughter ] i know. We should have known. Oh, my gosh, yeah. Well what do you think . Is this this is a big deem. Its going to have a big impact, dont you think . Reporter it will if for no other reason but all the studies that that proponents and opponents were relying on make their arguments when it comes to beverage taxes are based on International Studies because as anyone in the American Beverage Association will tell you this has never passed in the u. S. So berkeley gets to be the sort of incubator of all of the studies that will show whether or not this actually works. So the implications while they may not be direct in terms of political, you know, initiative that you will see on the ballot it will definitely be a laboratory for studies that americans some people debate whether berkeley is really an American City. But it is the closest we have. And so well be relying very much on the results of the experiment over in berkeley. It is an American City and a California City and frank said leave it to berkeley. Is berkeley known for spearheading trends . Reporter well, berkeley can do things and whether theyre picked up by San Francisco actually tends to be the bellwether. Berkeley certainly does a number of things, for example, they require all their cannabis dispensaries to give medical marijuana to low income people. So, you know, this sort of pot for the poor, proposition that they have over there hasnt been something thats embraced by San Francisco but to the extent that things are embraced by San Francisco, they then can actually become sort of that starts the nationwide sweep not just at berkeley passing it. Thats generally not enough to begin a big problem. Soft drink companies paid a lot to try to defeat it. They were worried. So its not to say this is meaning lest. It was a big deal to go out and say this never passed. We have 100 success rate in killing these measures. Now they cant actually say that anymore. Why do think a similar measure in San Francisco didnt go through . Heres the big problem. In San Francisco we passed it by 55 majority. Had this been berkeley it would have passed. The problem is in berkeley, they only needed a simple majority because all the money from that tax would go into their general fund. The way the law works, is if the money is going to the general fund, you only need a simple majority. San francisco we were putting it in a special pot of money that was going to help with Childhood Obesity and fitness programs and needed a two thirds majority. Its got 55 in San Francisco. So heres a thought. If it were rejigerred and put back on the ballot in San Francisco as a general fund proposition, then it could very well pass. The votes here, the 55 support here in San Francisco for this current measure shows that if it were just retinkered with it could pass in San Francisco, as well. Well take you to sacramento now. The gop, they take over three state senate seats here. They only have 14 out of the 40. So is that a big deal . Well, its a big deal for them. My republican friends are very excited because they have effectively blocked the supermajority of democrats in the senate. And this is something the republicans really had their hearts set on. The Assembly Still up in the air. Theres a couple of races that are too close to call but blocking the supermajority in the senate is a big deal which means you can block tax increases. You need that to do that and thats why republicans are confident we wont see any tax increases while they block the supermajority. Now the governor has to adjust the way he operates. Reporter a little bit. I dont know if he if he takes into consideration anyone else when he makes his own decisions. [ laughter ] reporter but there is a group of moderate democrats that also exists in the assembly and the senate. If the republicans, given their number now, can find Common Ground with moderate democrats especially southern and Central California where you find them, then they could actually maybe spearhead some more legislation and try to move along some parts of the conservative agenda. The Alameda County registrar of voters has released their unofficial results of all 15 rounds of ranked Choice Voting counting. Libby schaaf has declared victory in the Mayoral Election there just about an hour or two ago, right . Reporter yes.
