Carquinez bridge to the maze westbound about 20 minutes. Into the city we have that broadway tunnel closed again this morning in both directions. That should open at 6 a. M. , this is due to cleanly the tunnel. Authorities are warning people in vallejo to stay indoors because of a strong mysterious smell. Its so bad, it sent several people to the hospital. The contra costa says several people called in report of oil and a sheen in the water. They searched areas from San Pablo Bay to the carquinez strait. But they didnt find anything. They will be back out in the water and in the air today. Kpix 5s Christin Ayers has details. Reporter we spoke to a few people here at the Kaiser Hospital in vallejo who were sickened by the smell. It is a strong sort of heavy odor of either gasoline or diesel and it has sickened many people. If you take a look inside here, you can actually see some people in the emergency room Milling Around their faces covered with masks. One patient said when she called the police about the smell they ordered her to either get in the house or get out of town. It was horrific. The smell was just horrible. So i got my grandchildren and my paraplegic son out the house, called the police and they told me to evacuate the city or go into shelter. And i was like, okay, if you telling me this, this means get away so i brought them immediately to the hospital and they are in there now. Reporter vallejos Emergency Operations center was activated. Some residents, however, are complaining they did not receive information in a timely manner. In vallejo, Christin Ayers, kpix 5. The Vallejo Fire Department says they are keeping a close eye on gas levels across the city. For now, the shelter in place advisory is in effect. Another student has come forward to say she was raped making her the fifth victim at ucberkeley in the last 10 days allegedly assaulted last saturday in a dorm. Police were already looking into a reported rape in a dorm last sunday. A 25yearold man was arrested in that case. On that same night three people said that they were assaulted during a block party at berkeleys greek theater. Two of those victims were cal students. City officials in charlotte are calling for calm after a Fatal Police Shooting sparked protests overnight leaving at least 12 officers injured. Relatives of case lamont scott say he was shot by officers while reading a book in his car but police say scott had a gun. Hena daniels has the story. The scene played out hours after police fired tear gas to disperse the crowd. Some demonstrators took turns hurling water bottles, rocks and damaging countless squad cars. Im fed up standing up reporter chaos erupted after the man was shot and killed by police at this apartment complex yesterday afternoon. Officers were there looking for a suspect with an outstanding warrant when they encountered the 43yearold getting out of his car. He was not the man they were looking for. As they engage him, he is armed with a handgun that we found on scene, as well. Makes an imminent threat and because of that, at least one of our officers fired. [ screaming ] [ crying ] reporter this distraught woman who says she is the victims daughter live streamed the aftermath on facebook for more than an hour. She shared a different view of what happened. He in the damn car reading a [ censored ] book yall [ censored ] him because he black. The victim as sister also talked. He said hand up, he got a gun, pow, pow, pow, pow. Reporter the officer involved is Brentley Vincent a black on the force since 2014. Authorities say he has been placed on administrative leave. Hena daniels, cbs news. Authorities say they are interviewing witnesses as part of the investigation. In sacramento four videos have been released related to a Fatal Shooting involving officers and an armed suspect last july. The videos begin with officers ordering 50yearold joseph mann to stop as he walked down the Street Holding a firearm. More officers arrived as mann continues to runway in the video. Five minutes later two officers fired 18 shots at the suspect. The family of joseph mann has filed a lawsuit against the city now. Their Attorney Says that lethal force should not have been used. The Police Ultimately confront him within moments he is shot dead. And in our view this is a woefully unjustified shooting. City Council Members there say that in the future, they are hoping to push for videos like these to be released sooner. A major bust at a Richmond Motel has put 25 people behind bars after two months of monitoring their suspects. Richmond police uncovered quite a collection of guns and drugs. And the u. S. Postal service played a role in alerting them to this stolen mail. Fake credit cards were also part of haul. And even the machine that makes those cards. The city of san rafael found a way to help the homeless centering on one nonprofit and nearly a dozen parking meters. The Initiative Supports downtown streets, a program that gives homeless Food Assistance if they clean up the downtown area for 20 hours a week. The plan entails setting up ten special meters in the neighborhood next week. Every penny collected goes to downtown streets and the nonprofit is confident money will go far. We consider ourselves the dignity providers and helping people get back on their feet and not having to panhandle. The downtown streets team says installing 10 more meters should generate the funds it needs to stop relying on taxpayer funds. The man suspect of planting several bombs in new york city and new jersey is now facing federal terrorism charges. Investigators say that 28year old Ahmed Khan Rahami bought the materials to make the bombs off ebay. Court documents also show that he videotaped himself blowing up a device in the backyard about two days before the saturdays bombings. He also reportedly quoted Osama Bin Laden in his notebook. Kpix 5s joe vazquez has the update reporter as the 58story Millennium Tower continues to sink, supervisor aaron peskin has called for hearings to find out how he got into this mess. Who knew that the building was sinking . When did they know it . What did they do about it . Reporter before it was built it turns out peskin himself was part of the approval process. According to documents obtained by kpix 5, supervisor peskin and a majority of the board voted for the project in september 2003. You voted for this thing. So the board of supervisors actually had an appeal of the Environmental Impact report on the project. And i voted to reject that appeal. Reporter a vote that green lighted the construction of the Millennium Tower. But before the approval, peskin and his fellow supervisors were given these documents to review, which said the tower was built in an area of liquifaction potential. Also that part of the project was being built on top of 345 mission which was a redtagged building that was demolished following the loma prieta earthquake. You knew it was built not just on clay but on a property that had been destroyed during the earthquake. What responsibility do you have in this . So so, we San Francisco has built hundreds of buildings on landfill. And we need to make sure that our Building Code and our seismic standards are stateof theart, that we are not going to allow buildings to be built that fail to perform to standards. The Millennium Tower has claimed the construction is partly to blame but transbay released a statement saying the Millennium Tower had already sunk about 10 inches and was tilting by the time it started work. Despite the reports, the Millennium Partners insist there is no danger. That despite the settlement thats occurred, the building is 100 safe. That report will be turned over to the department of buildings. Data shows that the tower has sunk 16 since it was built 7 years ago and is tilting 2.
