Andria borba looks into why this keeps happening despite the states promise of to prevent it. Reporter inside san quentin inmates are forbid friend having cell phones so how do you get selfies in the slammer . The answer is cell phones getting smuggled into the cellblocks. Whats yo life like on the inside . Reporter this is a video tour of the stashes of inmate loot inside a california prison. Man, dont you got another phone somewhere around here, man . Oh, yeah, you know. Another phone . Reporter all shot on an inmates cell phone. Why did you try to take cell phones into san quentin . She is accused of stuffing 18 into her sweatshirt and trying to give them to an inmate on death row. So far this year the California Department of corrections has confiscated 8,000 cell phones from inmates across the state. If an inmate is found in possession of a cell phone it is considered dangerous contraband just like drugs. But it does come with a very specific disciplinary action against them and it does stay on their record. Reporter inmates have used cell phones to coordinate at least one escape from a prison in Southern California and there have been at least 79 cases of victim intimidation by inmates on cell phones using facebook. In 2012 the cdcr rolled out to much hoopla a system to block and intercept inmate cell phone calls. But the system never made it to san quentin. Why not . Because its a prison proximity to 580 and drivers on the Richmond San Rafael bridge, the blockers could potentially interfere with emergency calls. In fact, the blockers were only rolled out to 18 of 33 california prisons. It has proven to be pretty successful because it does actually block and interrupt about an average of 150,000 cell phone calls or text messaging every week. Reporter as Wireless Technology progressed from 3g, 4g and beyond, the blockers became obsolete. Cdcr has moved from Call Blocking to trying to keep the phones out in the first place. All of our mechanisms that we have in place did not catch a substantial amount of things that we dont want inside our prisons. Reporter there are already dogs that have sniffed out over 1,000 cell phones. And cdcr will be adding more airport and courthouse style scanners for visitors and vendors. Cdcr will also be rolling out this to every prison a tower that can detect cell phones even if the battery is removed. But what about the people bringing the cell phones inside . Consider this. Since 2005, Terry Nichols is only the third person charged by the marin County District attorney with smuggling cell phones inside san quentin. Even though about 40 phones a month are confiscated. She faces a felony charge, not for the 18 phones but for a small amount of heroin she is also accused of sneaking in. Do you think its odd that she faces a felony charge for the heroin and misdemeanor for the cell phone . I guess that depends on how you weigh potentiality, correct . If you think that its a bigger danger to have a cell phone in san quentin, then absolutely incongruent. Reporter ndria borba, kpix 5. The cell phones typically sell for 1,000 each but can go higher depending on how remote the prison is. And in just one month this summer at high desert state prison in susanville, 229 cell phones were confiscated. Time now 4 48. Lets check in with julie once again for weather. Hi there.
