Today house lawmakers begin debate on the new republican plan to overhaul the Affordable Care act. The proposal eliminates the individual mandate and employer mandate and reverses Medicaid Expansion as well as ending government subsidies. It does include refundable tax credits for low and middle income americans, buffalos dollars in funding to help stabilize their insurance markets, and a massive expansion of Health Savings accounts. Reporter House Minority leader nancy pelosi is leading the charge to stop the republican proposal to repeal and replace the Affordable Care act. 7 years ago as speaker of the house, she led the charge to pass it. When the president says, Affordable Care he doesnt even have the faintest idea of what he is talking about. Reporter its no surprise pelosi is out front on this issue, in addition to being a party leader, also a californian. And for our state, the stakes are especially high. California went all in in terms of implementation of the Affordable Care act. Reporter david jones is californias Insurance Commission and says california gets 20 billion a year under the Affordable Care act. If that money goes away the legislature cant fix it. I dont want people to think somehow that the state of california can ride to the rescue here. Everyone really needs to be focused like a laser beam on their congressional representatives, particularly republicans. Reporter the republican proposal would also impact the vast majority of californians who get insurance through their employer. Right now, even private insurance has to provide certain benefits. In the Affordable Care act currently there are provisions for all sorts of free Preventative Care including contraception and those are at risk. Reporter and because california is the land of startups, freelancers and artists, this state would be hit especially hard by what he calls job lock. Where individuals are worried about leaving their current jobs even if there might be a better opportunity somewhere else but the Health Insurance somewhere else might not be as good or maybe its a startup that doesnt offer Health Insurance. Early morning starting with a crash in the north bay in cotati northbound 101 at sierra avenue this is a twocar crash. A lot of green in the area. So youre looking good. Chp is on the scene. If you are coming to the peninsula, heres the san mateo bridge between hayward and foster city. Thats a quick drive of just 13 minutes. Ace train one is delayed 45 minutes to an hour because Union Pacific, who shares the ace train track, is doing track work, around Great America so keep that in mind. Bart, muni and caltrain are on time. Hundreds of passengers will finally be on the way to hawaii today. They circled over the ocean for hours yesterday after taking off from Mineta International airport. It ended up landing back in san jose. Passengers say there were problems from the start. The Hawaiian Airlines flight was delayed because crews had to repair a generator. Then about an hour into the trip, the generator failed again. So then we had to turn around to come back to san jose and fly around for four hours to burn off the fuel. The nearly 300 passengers had to rebook flights. There is no word yet on what caused the generator to break. Berkeley Police Department has just released a report on how it handled political demonstrations that ended with violence on saturday. Officers have been criticized for doing nothing as fights broke out. Kpix 5s Christin Ayers shows us that was part of the plan. Reporter berkeleys police chief is defending his departments actions at a protest at Civic Center Park this weekend. In a letter to the city manager [ screaming ] reporter the protest saturday afternoon quickly devolved from peaceful to pugilistic. Protestors brawled in the streets and Berkeley Police officers didnt intervene. Feel like they should have done something sooner. Reporter in a report written to berkeley city manager, the interim police chief says that was a strategic decision. Pictures the chief attached to the report show officers arresting several protestors. And one pick shows an array of firearms that officers confiscated from protestors, helmets, a baseball bat, pepper spray, an axe handle and board with nails protruding. One man was detained wearing ballistic body armor under his tshirt. The berkeley mayor applauded the police work during the riot. This crowd was intent on committing violence. I think our police did a really good job under difficult circumstances. Reporter tonight, police are still investigating the riots reviewing videos like this for evidence. The Alameda CountyDistrict Attorneys Office says they have not yet brought charges against any of the rioters. They are still waiting for that evidence from police. In berkeley, Christin Ayers, kpix 5. San francisco Police Officers are pushing for stun guns. They released cell phone video to try to make the case. It shows a bystander jumping in to help an officer who was wrestling with a homeless man. The man was reportedly exposing himself. The Police Union Says that this is a good example of a situation where a taser might have come in handy. They released this statement on facebook saying that the officer showed tremendous restraint and although injured, he has returned to work. This is another example of a flawed sfpd use of force policy. End quote. Right now San Francisco and detroit are the only two major u. S. Cities who do not give their officers tasers. Money intended to help prevent flooding on coyote creek has been available for a decade and a half. Why most of it is still sitting unspent. President trump may sense the cuts firsthand at his mara largo estate where the coast guard guards the waterways. Cleanup from the recent problems at coyote creek continues. As betty yu explains, money has been floating around for years to help. Reporter as officials with the state office of Emergency Services got a firsthand look at the flood damage in san jose today, we learned that the Santa Clara ValleyWater District is planning to spend 22 million on flood improvement projects for areas near coyote creek. But this isnt new money. The district has been sitting on it for 15 years. Back in 2000, voters approved 32 million in flood protection efforts for coyote creek which two weeks ago overflowed its banks and put 14,000 people under mandatory evacuation orders. The district has already spent a third of the money on planning and design over 10 years. Why did it take so long for the 22 million to be applied to the cleanup now . Right. So, you know, flood protection projects on this kind of scale always take, um, a significant amount of time to plan and design. Reporter the engineer on the project says by 2012 the district realized it would cost significantly more to fix coyote creeks problems. So it focused on tackling the most vulnerable stretch of it, which was spared during the recent flood. At the same time, the district had another project in the works retrofitting anderson dam. Thats where the problems began because the reservoir was overcapacity. Water flowed over the spillway into the creek during the storm. What we have in mind now is to see to do an analysis to see how much flood protection in terms of an interim flood protection we can do with the 22 million, waiting for anderson dam to come online. Reporter the district says the idea is to take advantage of the dam getting fixed. That would make work on coyote creek cheaper and the district believes it can also protect more people before the next big flood. Governor brown is asking the president to declare a major disaster for california. It would add federal resources to recovery efforts. Many communities are still rebuilding from the recent floods. This is what it looks like near arroyo creek in pleasanton. Before and after photos show the dramatic change in just the past 10 days. Our Juliette Goodrich got an up close look reporter were on the other side of aarroyo creek and now you can see their backyard and get a sense of how sheer that cliff is it and just how much its eating away into their backyard. They have a Swimming Pool that i know, you know, the weight of the pool and the water, its just going to force that to go if they dont do something very quickly. For now, nothing can be done until the water agency finishes surveying the area. The army corps has to then sign off on an emergency permit. Thats in your neck of the woods. I actually reported from there in the height of our storm season. But thats that particular creek has been overflowing its banks by anywhere from 7 to 10 feet because of the water release at lake del valle, which is coming from the high sierra. I dont think a lot of people have really thought about this. But once the snow starts melting in the sierra, were going to have some dramatic and drastic problems to address here. When will that start happening . Where is that water going to go . They say the ski season will go until july 4 so youll start to have gradual melting. But where is it all going to go, all that snow and water . Its a time right now to start shoring up and think about that potential problem. The wavy scalloped canopy design includes solar panels tiled into the roof and skylight windows. Googles plan is to build it along North Bayshore in Mountain View. Nothing quite like this has ever been built. It came about because we really started to design from the inside out. Wanted to find out how we could get a space to be very, very flexible and it wouldnt have a lot of walls and its typical type of restrictions you have. Generous consistent support reporter the Mountain View city council met to decide whether to green light the building which would be 595,000 square feet. 110 feet high. About a dozen people lined up to speak their minds about the project. But not a single voice was against it including Cliff Chambers with the Mountain View coalition for sustainable planning. Traffic is, you know, the number one concern and google, to their credit, have really addressed it in a very pro active way. Reporter the design calls for an emphasis on walking, biking and busing employees to work. Cars are deemphasized. Environmental groups were consulted.
