In fact, a couple of 90s on the horizon. Well talk more about that coming up. Devin, over to you. A deadly night on highway 101, a gunman shot and killed by chp officers. All started around 5 30 yesterday evening, near highway 92 in martinez. It shut down northbound 101 for hours. Officers were called to the scene with reports of an accident. But when they arrived, a gunman got out of the vehicle and started firing. Three opened fire. The gunman was shot and died at the scene. Investigators are looking into the gunmans background and what led up to that shooting. The officers have been placed on paid administrative leave, while the shooting is investigated. And a big rig burst into flames, shutting down traffic in the east bay. This is wadrivers what drivers saw on 680. It happened between concord and martinez. Two were blocked and Highway Patrol officer his to direct cars around that smoking wreckage. They say the cargo inside that van was not hazardous. And we have new information about the victim and suspect in a murder and manhunt that ended with a nearly 20hour standoff with police in martinez. The suspect finally surrendered yesterday. He put his hands up in the air as the s. W. A. T. Team surrounded him. Heres a look at him. This was his mug shot when he was arrested three years okay. Kpix5s andrea borba is live with how it all came to an end. [ gunshots ] reporter 10 seconds after authorities in Contra Costa County launched a gas canister through a car window, the 19 hour standoff between gregory precopwitz and Law Enforcement that held martinez around siege finally ended. The saga began across Contra Costa County, 24 hours earlier. Outside the lindsey wildlife experience. Police say precopowitz fired 40 bull thes into bullets into his girlfriend, killing her. Detectives say he fled. But the drag net eventually tightened to hal rose and martinez. From there, it was hours of negotiations. Precopowitz was armed with a handgun and two knives and threatened his own lives, as well as negotiators. At one point, the suspect got out of his vehicle to get water and officers took aim. Shot him with a lessthan lethal round. The round struck gregory on the right side, on his ribs. And he suffered a minor injury from that. Reporter precopowitz tossed the gun and one knife. But the waiting game was still on, as the neighborhood was filled with officers in tactical gear. I go upstairs. Theres three snipers all laid out in my room. And the guns and everything laid out on my bed. Reporter andrea borba, kpix5. Police made their first arrest in last weeks takeover takeover rob robbery, when dozens were beaten. Were told more arrests are coming. A minor was taken into custody yesterday. Cameras captured as many as 60 suspects, rushing bart gate. They boarded trains, injured at least two people and made off with cell phones. The arrest comes days after the transited agency reported a 22 spike in crime, compaired to a year ago compared to a year ago. Bart is now stepping up patrols to keep passengers safe. All officerless are now working an extra day officers are now working an extra day. A financial gap is said to be existing even as oaklands economy continues to grow. The factors include rising cost of healthcare and pension for city workers and the need to address homelessness, illegal dumping. Despite that, they are hoping to triple the fire inspectors. But the budget does call for the city to stop contributing to the rainyday fund. An Alameda Elementary School is being forced to close at the end of the year. Hundreds of people packed a board of education meeting last night. This week, the Community Learned the soil beneath lum Elementary School would essentially liquiify during a strong earthquake. School Officials Say it isnt safe. Parents and teachers are pushing for alternative options. This is a terrible, terrible piece of news. None of ever want to give this kind of news. I wish it were different. We want to show the district that were a force to be reckoned with. Ive been here for four years. So i want to keep going to this school. And its great. The board will vote on what to do may 23rd. Join 5 over an eye sore in hayward. But this morning, the site is in store for a dramatic makeover. It became a haven for squatters. But now, the developer has been given permission to turn the site into luxury apartments and retail. They say its going to be one of the biggest developments in the east bay in years. Reporter the city cleared out the squatters last month. Construction starts sometime in november. They hope to have it all done by december 2019. Political drama playing out in milipitas. The city manager is now threatening to sue the elected mayor. I spoke with the mayor to figure out what is going on. Im doing this for milipitas. Reporter richard tran has been hit with a ceaseand desist order. In which Thomas Williams alleges that the mayors quote, repeated and misguided Public Comments have had a deep and resounding impact, and have negatively affected the job prospects. The mayor agreed to speak to kpix that he would not directly comment on the letter or lawsuit. Folks i can trust. I can say that. Its folks who wanted to see change and hope for a good future, brighter future. Tran, a homegrown candidate and political newcomer, has clashed repeatedly with the city manager since taking office. At one point, it says, tran told them, you know i told voters i have to investigate you. Nothing personal. But i gotta do what i gotta do. And hey, by the way, when are you going to retire . We need to mix it up with younger people here, people that look more like me. We reached out to the city manager, but he had no comment. They asked for 1 million, 500,000 for his reputation and another half million for emotional distress. Tram defended his unconventional and unapologetic leadership style. Saying hes only trying to accomplish what the voters put him in office to do. My legacy really is to change the standard of leadership. Right . I want folks to be more accountable. Now, cease and desist letter says williams has been employed for more than a decade. And during that time, his performance reviews have always been excellent. A book of reported ufo sightings finds that californians have the most in the u. S. And that includes hundreds here in the bay area. They found that californians believed they had come in contact with extra extraterrestrial life than any other area in the country. Santa clara topped it with 560 sightings. San francisco trailed with 327. Most people were very sincere about this. They were not jerking us around. As far as some people, the only proof theyre going to accept is a ufo cracked up in the mall parking lot. Reporter these reports are anecdotal. And a recent state audit said it found problems with parking placards and license plates for the disabled. A recent immigrant was granted a visa here in the u. S. , after assisting our troops overseas but when the father of three tried to register his new car, he discovered just how complicated that process can be thats when they had to turn to consumer watch for help. Reporter for hali, buying a car has been an experience. He purchased this honda for his growing family. I paid all the fees and taxes. Reporter but before he could complete the registration process by getting the car inspected, muhalla got into an accident and totaled the car. I didnt know what to do. Thats an overwhelming experience for anyone. Alec is with organization no one left behind. A group that helps u. S. And allied troops who settle in the u. S. He was first stuck with a 20,000 check he couldnt deposit. Reporter because his car registration wasnt complete, geico issued a check to him and the company he purchased the car from. But the business was the company was out of business. He needed a document from the salvage yard. Reporter gerald said dmv needed proof the car was totaled. And once he got the document, the fourth of three got a father of three got a new check he could cash from geico. I felt good because somebody cared. Make that two people who care. Reporter you do get more time. Salvaged cars must be registered within 30 days of purchase. For new vehicles, you only have 20 days. And remember, whenever you buy or sell a car, you must report the transfer of ownership within 10 days. And a recent audit found Serious Problems with handicap placards across the state. Turns out, many with disabled placards are likely dead. Joining us today to talk about the state audit is joe right out from consumer action. Joe, lets talk about this audit. How did they figure this out . Well, the bureau of state audits took a look at these 2. 9 billion placard holders and compared with the database of deceased and they found about 35 million matches. And there was other evidence of fraud as well. They found about 26,000 californians receiving these disability placards are over 100 years old, officially. Yet the population yet still dropping, apparently. Yeah, still driving, which is hard to believe. But this is three times the number of people over 100 years old in california throughout the state. Its hard to figure if you estimated estimated people over 100 are one third of what they say. They compiled this map of the number of placards issued to people who are likely dead in the bay area. Alameda county has the highest rate, followed by santa clara, san mateo and San Francisco counties. Joe, what are some of the other interesting findings . Well, they also looked, as you mentioned, county by county, of who has a disproportionate number of plates and placards issued. Coming in first was del norte, by the oregon border. They have one disability plate for every six drivers. Pretty high number. And it stands out compared to the rest of the state. It will be interesting to see if there are large retirement communities in the area. Thats possible. And even when someone suspects people of using a disability plate, sometimes people use them because of a heart condition or asthma condition. That might not make them hobble around, but they still need a disability plate. And how does this impact the rest of us . Well, if ablebodied cheaters are using these plates, that means theyre parking for free and the city loses parking fee revenue. They raise parking fees in the future to make up for the shortfall, which the rest of us pay. You look at the system and the financial incentive it provides for people to cheat. In San Francisco, parts of the city will charge you 6. 25 an hour. If you have a disability plate, you can park for free and stay as long as you like. Its usually someone who is a relative or caregiver of someone with a legitimate disability who abuses it. But someone cant access a quick entrance in a store because someone cheated and parked in the store. That can be humiliating or frustrating for the person. Or even dangerous for the people who depend on this. We should point out that caregivers of somebody with a disability in some cases also qualify for the placard ftheyre drive if theyre driving and taking them around. Thats true. This would be if theyre driving without them in their care. A lawmaker had a hunch this was going on. Now the suspicions have been verified. What are the recommendations . What are the changes. One thing that should be changed. That the dmv should be required to match or crosscheck all of the people receiving the disability plaques. With the database. That can root out some of the fraud right there. And you need a bill to get this. But it would probably be pretty easy. Another thing is the dmv should require people to provide proof with their full name and date of birth. Can you also type up the certification and resetterification requirements. And resetter recertification requirements. I will say on the are the note, we do a lot of stories with people who are legitimately disabled. And they dont want to make it more difficult for people who are legitimately disabled. But this is for those who are over 100 and dead. Devin, back over to you. The few people who were out there yelling, were like, that is your right to do that. But that is not where we want to go. We want to take the high road. Yesterday, they approved a shortterm spending bill to keep federal agencies time through next friday. Gives time to work out a larger spending bill that would run through september. Meanwhile, the president is rejecting any suggestion that he hasnt had any legislative success in his first 100 days in office. Its a false standard of 100 days. But i have to tell you, i dont think anybody has done what we have been able to do in 100 days. Now, democrats remain sharply critical of the trump administrations early work. It states once you already on the plane, they wont involuntarily bump you off a flight. And there is also a sort of passenger pecking order. Did you get a discount on your ticket or pay full fare . No, full fare. It was pretty cheap. Reporter most airlines know they value certain passengers over others based on ticket prices. But today, united outlined their policy, outlining who gets bumped and who doesnt when the airline gets booked. Do you have frequent flyer status . No. No. Im second highest, platinum. Reporter passengers without a seat assignment. Next, passengers assorted by fare class. Then that group is sorted by the time they are sorted by the time they check in. They have to set some sort of order. Business. Reporter other airlines like delta already outline similar procedures. Until now, uniteds policy has been a bigbit vague. The new policy also prevents people with disabilities and kids flying alone from being bumped. Until now, they were last bumped and only if united determined it would constitute a hardship. United realized that its policies, its technology, its training, were all inadequate. And they have taken steps to correct that. Reporter a new review analyzed what went wrong on the now infamous united flight 37. Other changes, united said it would only use Law Enforcement for safety and Security Issues and will now match deltas offer of up to 10,000 for asking you to give up your seat. And wont require customers already on the plane to giver up their seat. The airline also committed to a series of Customer Service improvements and more creative solutions. Like flying passengers to a nearby airport. And then driving them to their destination. They also updated their lost baggage policy. The passengers will now automatically get 1500 for any lost bags. Claims higher than that will require documentation. A lot of people will appreciate that. You lose your bag and you have to prove to them how much its worth. And theyre like, heres a 1500 change. Seem check. Seems like a lot of those changes were long overdue. Its unfortunate it took a p. R. Nightmare to spur the changes. Reporter yeah. A series. First you had the delta massive cancellation. We have just been kind of mesmerized by them. Because theyre so active this morning. All of them. But how did they come to you guys . They came to us from hollister. A public shelter as a litter for. They were young and underweight. But they were weaned. And they went to a foster family, for about four weeks so we could fatten them up. Yesterday, they were spayed and neutered. And they were a happy bunch. This is pony, the boy. This is chickee. No, this is ducky and this is chickee here. Were just trying to corral them. Right. Were herding cats here this morning. Every so often, they go to the edge of the table. And were like, okay, come on back. Yeah. You said they were a part of a litter of four, but i only see three . Does that mean one of them was adopted . Somehow, one of them was able to eat a lot and got to a normal weight. But these guys were very thin. That one got adopted right away. And these three went to foster. And they really bonded. They purred all the way here from loak oak oakland. Even though they look so different, they are from the same litter . Oh, yeah these guys are ready to be adopted now . Theyre ready. Theyll hit the adoption floor. Holly is our shelter director. And theyll hit the floor today . Uhhuh. Okay. So what kind of home should they go to . They should go to a home ready for fun and ready for a cat. We also want to promote our cinco demeow event. We to tempt them with the older cats. Its kitten season. Theyre hot and heavy right now. Lots and lots of cats. And wed love to move some of the older cats. So the cinco meow goes. Here we go. Trying our best to herd cats here. So that event goes through the end of the week, youre saying . Through may 14th. Fantastic. How much will it cost . You these guys have been spayed and neutered. How much does it generally cost out the door . Theyre 90. And we have lots more kittens. [ laughter ] theyre so fun and playful. So is the recommendation like if people have kids, generally should the kids be a little bit older . You know, we have a lot of good guidelines on on adopting cats and kittens. And you can bring your kids down. And its good for the children to meet the animals. Its also good to bring the whole family down. Reporter in science experiment, answers can sometimes be elusive. Oh. So blue. Reporter and as destiny rodriguez has discovered, the same can be said of life. Throughout Elementary School it was hard, knowing that one of my parents didnt love me enough to choose me. But i wanted a mom and i wanted a dad. And i wanted it to be perfect. Reporter destiny says because both her parents struggled with drugs, she lived with relatives, until she was 7 years old. Were you going to leave right now . Reporter once reunited with her mother, they moved to a recovery house, homeless shelter, then finally an apartment. All that was chaos, made me want to be Something Better than what i had grown up with. Reporter so by the time she was in middle school, destiny was focused, on grades, sports and community service. College represents Something Like a successful future. No one is going to push you but yourself. And yeah, people will support you. But you have to find it within yourself that thats what you want to do. The aragon high senior even got a job at the local whole foods and saves half of every paycheck. For like going above and beyond for customers. Reporter destiny dreams of becoming a teacher, to guide other students the way her own teacher supported her. She really does just have this vision for what she wants life to be like. And she believes there could be a life different than what she has. It hasnt squashed hope from her.
