Fairly cool week ahead, by the time we get to tuesday. In the meantime if you like one mother, you must enjoy today and you must enjoy tomorrow. That is a command. That is the weather. Lets get back to the noise. It is an expensive fix for a serious problem. Land is sinking so fast and the Central Valley since a crucial canal failed. The new canal they just built to replace it is already sinking as well. We are talking about the canal into larry county, which runs along the east side of the San Joaquin Valley. It is a lifeline for many farmers and communities. The system starts at Millerton Lake north of fresno and from there it runs 152 miles to the south , powered entirely by gravity. But gravity means going downhill and that has gotten complicated. Decades of groundwater pumping have caused the valley floor to sink in the canal with it. To convey this water south through the section we have lost over 60 of the carrying capacity. We first surge of the solution in august of 2022. It is a new canal built right alongside the old one, only it is higher so the water can still flow downhill. That need to know will go into service in the next couple of weeks. And is Wilson Walker shows us, it is already facing the very same challenge as the last one. You are looking in the foreground the old canal and just over that dirt pile, is the new canal. This is typically an image that people look at and think my gosh, what kind of problem do you have to solve out here . Reporter stretching out across 10 miles is a quiet california megaproject , that is just about finished. It is the new canal. That is 10 or 12 feet higher than the old. Reporter the old canal bit in the 1940s was a water disaster in slow motion. Syncing with the valley floor since the time it was built. It was raised in the 70s but at the subsidence has continued, and with capacity cut more than 60 the only option was a new canal but it faces the same old problem. We have poster boards for you, wilson. This will blow your mind. Reporter johnnys chief operating officer of the Water Authority. About to celebrate the grand opening of this 300 million lifeline. For 1 million acres of farmland and a quarter million people. Now we have encountered a new area of subsidence between avenue 136 and basically the river which is just about three miles upstream. That is creating a capacity problem in our new canal. Years of planning , tricky financing , and on day one we are facing about a 400 cfs capacity problem on day one of the new canal. Reporter that is sinking threatening the very project was supposed to keep the water moving. It is not Rocket Science with the causes, it is over draft of groundwater. We grow crops to feed the cows that makes the note that makes land o lakes butter in a local plant. Reporter he is a thirdgeneration dairy farmer who relies on the surface deliveries through the water. That is not the case for his neighbors. Investment companies are coming in to put in orchards and vineyards. Annexing you know, they are drilling deep, deep wells. Where my wells were three and 400 foot. They are drilling 1200 to 1800 feet drawing the deepest water. It is a touchy subject because we are talking about neighbors. Were talking about friends and people that we have all known each other for many, many years. Reporter for the Water Authority the sinking canal is forcing the issue and they are asking the state for a kind of emergency intervention on groundwater usage in this basin. I hear that quite a bit saying , why are you picking a fight with fellow farmers . And my responses, what are we supposed to do . What are we supposed to do . This is the most important infrastructure facility on the east side of the San Joaquin Valley and it is being harmed and damaged every day. Reporter the challenges in a sense are actually pitting farmer gets farmer in a way. Because, who is pointing fingers at who . The challenges are deep. Reporter deep enough to cut into the capacity of this emergency subsidence fix before it even opens. And what scares him even more is that california does not have a plan to reach groundwater sustainability. Until the year 2040. Our problem is that has to be addressed really soon. In order to realize the full capacity of moving water through the new canal, this capacity problem has to be addressed immediately. Reporter the new canal was built with features subsidence in mind. The giants life is that pull the water beneath the roadways, that would allow them to raise this canal in the future without having to lift all of the bridges , like they had to do back in the 70s. Thinking about the canal sinking and the landscape sinking from everything subsiding. Really forces you to use your imagination when thinking about states water challenges.
