The man charged with killing two people in San Francisco on new years day goes to court this morning. 19yearold David Morales is facing two counts of murder and a number o other charges arrested after a shooting and crash that left two people dead on south van ness avenue. His bail is 10 million. Dna technology has promised and arrest in a prompted an arrest in a 1985 Mountain View murder. The body of 21yearold saba germai was found on North Shore Line boulevard. Friday 53yearold Daniel Garcia of fresno was arrested for suspicion of murder. His dna was found under the victims fingernails. Walnut creek police are defending two officers who shot and killed a 22yearold man last month. Police say Anthony Banta had a 10 knife in his hand when officers responded to the diablo point apartments. According to the police chief, the officers ordered banta to drop the knife several times. Then banta charged toward the officers with the knife in his hand. Officers dont shoot and kill anyone. They dont shoot anyone unless theyre absolutely forced to do that and in this particular case, they were. The chief says toxicology reports are pending. Banta had no criminal record. The officers are on full duty. State superintendent of public instruction is expected to unveil a any system today for standardized testing in california schools. Last year, the state legislature gave tom torlickson the task of revamping student achievement tests which gauge progress in english, arts and math. New testing is expected to include Critical Thinking and problem solving skills to comply with the new National Guidelines known as common core. And getting a bit of a makeover. As you can see, that overseas reymar, that tanker is staying put behind me as coast guard continues its investigation which were told could take a couple of days. Now, today though they are going to be looking for answers from the pilot in a few hours. The tanker was on the way to sea after unloading fuel cargo in martinez. And around 11 30 it hit a fender on the bridge. At the time the fog was thick visibilities a quarter mile. There was no significant damage aside from so many damage to the tankers right side. There is not a gash in the hull whatsoever. There is i would characterize a crushing of the hull where it hit the fender. Reporter caltrans says there was no damage to the bay bridge. The tanker hit the fender and it acted like a bumper and took the brunt of the runin. Caltrans says they will replace 40 feet of it. Now, as far as the pilot of the tanker, again, as we said he is scheduled for an interview with coast guard investigators. The San Jose Mercury news identifies him as guy kleess of San Francisco. He ran aground a 550foot cargo ship in sacramento years ago, that same year crashing a 600 foot cargo ship into a catwalk in stockton and in 2010 he ran aground in the Inner Richmond harbor. He tested negative for alcohol. We are waiting on the results of drug tests. But again as that investigation continues, we are told it could take a few days so it might be a while before we know exactly what and how this whole thing happened. They shortchanged tons of homeowners, now americas biggest banks are going to pay. They are going to shell out 8. 5 billion to settle a federal lawsuit over wrongful foreclosures. And jill schlesinger, editor at large for cbsmoneywatch. Com is here with how much money hm will get. Reporter good morning. So hows this all going to work . Reporter there are basically two parts. Banks are going to send checks totaling 3. 3 billion to mortgage borrowers who were foreclosed upon in 2009 and 2010. Now, look, there were almost 4 million of these folks not everyone is going to get a check. So let me be clear about that. The second part of the deal, bangs are going to provide 5. 2 billion of mortgage relief to current homeowners. That could mean lower rates or a reduction in outstanding principal for some folks. Each of the participating banks is going to pay a different amount. The deal could get bigger. Four large banks havent signed off on this and two Bank Holding Companies Morgan Stanley and goldman sachs. None of them have signed on. This deal could go to close to 11 billion according to some of the folks i spoke to. Is this deal better for banks on consumers. Reporter you know, consumer advocates were going nutty yesterday. They said the cash payment part of this is only going to be a few hundred dollars. I want to really reiterate regulators who i spoke to said that amount is just the beginning part. It could rise to over 100,000 if your situation is deemed severe. It is a welcome relief to homeowners who have not been able to qualify for a refinancing. But let me be also honest. This is a fantastic deal for the banks. The money is much less than the onerous process of hiring independent consultants and this really helps them put the mortgage settlements behind them. What should you do if you want to get in on the deal . So if you are an eligible borrower, you could receive again a range of compensation starting at a few hundred thousand dollars up to 125,000. Again, depends on the error. The deal here is you dont have to file anything. A lot of people have filed requests for review of their foreclosures. You dont need to do that. You dont need to take further action. If you are one of the affected people, you will be contacted by a payment agent by the end of the march with details. A new york couple who lost their home in Superstorm Sandy has two problems with their Insurance Company today. The first complaint from sheila and Dominic Trainor is about the payment they got for their home that was destroyed last november. Allstate sent them 10,000. Then the Insurance Company featured their home in an ad promoting its Customer Service in a neighborhood that president obama had toured. Allstate used our house as a commercial that they have caring agents. Well, how caring could they be . Allstate says it has pulled the ad that featured the familys home and now they are trying to decide what to do with the 10,000 they got for their house. The Consumer Electronics show is expected to be the biggest yet. More than 3200 people are showing off the latest gadgets from more than 150 countries. Cnet editoratlarge brian cooley is in las vegas with someone of the top tech trends of 2013. I think youre in heaven there, brian. Reporter just a little bit first of all, im sitting here at sony. Its basically double the resolution of the best hdtv we have today. If you can imagine that and when it has a 4k signal coming to it which is going to be very rare at first, it looks amazing. Look at these to price above the best tvs we have today. So these will be, you know, several thousand dollars. Could be 3,000, 4,000, 5,000, guessing on that on typical large sizes but they tend to come down. The tv industry was off a few percent for the first time in the history of the flat panel tv. The folks who invented this say if you eat more slowly youll get full sooner on less calories for your health and weight. So if you do a shovel full in less than 10 seconds between bites, it buzzes at you and blinks a light so let people at the table know, slow down, stop eating so fast. The ntsb is considering some new regulations that would require electric and hybrid cars to emit noise to make conditions safer for pedestrians who may not hear the cars coming. One car overturned. We are not sure of the extent of injuries but we can see its going to back up into richmond and maybe beyond. We know that the outer lanes are blocked. Fire crews have a couple of flatbeds out there as well so yeah, this is our problem spot down the eastshore freeway. Its in the commute direction. Once you got past San Pablo Dam road then everything actually looks good through berkeley all the way towards the macarthur maze. But this is your drive time so far. I have watched this continue to pick up in the last few minutes. 24 minutes from the carquinez bridge to the maze. Maybe a little bit longer than that in fact. And westbound 580 a few brake lights as well coming through the livermore area. Also, this is where we have that fog advisory. Chp issued this early this morning. Stretches of highway 4 they say visibility is an issue now through antioch all the way towards the pittsburgbay point area. You can see that really tight squeeze that bottleneck those speeds below 25 Miles Per Hour just across those antioch exits. Thats a check of traffic and weather together every 10 minutes.
