Going to want to bundle up this morning. Were outside a bank near walnut creek. When we got here it was 28 degrees now it says 31 degrees so getting a little bit warmer but a freeze warning is in effect until 9 a. M. Now, 31 degrees not the coldest its been here in walnut creek. In fact, we hit a weekend low of 23 degrees. The park was covered in frost and crowds were scarce at the walnut creek farmers market. People who live here are not used to this weather. San jose was 26 degrees on sunday and 22 in santa rosa. The bay areas bundling up, some people who are here but used to live in the colder states say it really isnt that bad. I lived in northern michigan. This isnt cold. Its cool but not cold. This is a good day in minnesota. This is a great day. We would just wear sweatshirts on days like this. Navel oranges and lemons have apparently survived without much damage but there may be damage to the mandarin crop. Nursery owners are on edge. This Landscape Supply Company Owner says he was able to save some of his trees. We moved our citrus trees young ones undercover night before last. Farmers and gardeners in Southern California still have one more night to worry about the cold snap. It isnt expected to break until tomorrow down south. 5 03. Lets check on the roads. Take it away, elizabeth. Well continue on the weather theme and apparently it is impacting some of the roads this morning, as well. It is so cold out there. Black ice is reported. A stretch of highway 92 specifically between skyline and Half Moon Bay. So just a heads up. It can get dangerous. You never know when youre going to hit black ice on the road. This is highway 92 near the san mateo bridge. Obviously just past the pay gates is where the camera is. Everything is flowing nicely, nice and light on westbound and eastbound 92 across the span. Lets go to our maps. Heads up. If you know anyone who experiences travel delays at sfo things should be normal shortly. 8 00 a closed runway at sfo set to reopen in the next few hours. Crews have been making improvements to the one runway thats been causing delays on some weekends as they shut it down. There are planning on shutting down that runway again this coming weekend. But again, 8 a. M. , thats when its going to reopen. Mass transit off to a great start no delay for bart, ace, muni, caltrain and ferries. Ace train 1 got a great start. Heres a live look outside milpitas cam 880 237, looks great heading out of milpitas to san jose. Similar story farther up the nimitz 880 at oakland no delay between hayward and downtown. Thats a check of timesaver traffic. Back to you guys. Thank you. Oakland city leaders are calling for a state of emergency in the city after a deadly weekend. And today, oakland city leaders and police are expected to announce a plan of action on how to deal with the gun violence. Five people were shot at on seminary drive last night, multiple people injured, no one killed. There were a total of three nonfatal shootings yesterday. On friday, four people were killed in separate incidents. No arrests have been made. Some city leaders say its time to bring in the National Guard to patrol the streets and many residents support that idea. Even if they make us uncomfortable, anything but we are open to exploring ideas. Im okay with that. Lets do it two thumbs up on that. Lets do it six people have already been killed in oakland so far in the new year. Two oakland men accused of a double homicide last fall are expected to enter pleas this afternoon. 15yearold Raquel Gerstel and 16yearold Bobbie Sartain were shot to death on an east oakland street in late november. Court documents show 18year old deanty powell has admitted shooting the two friends, 19 yearold anen to i dont know edwards charged with being an accessory to the murders. A rape suspect facing charges after allegedly assaulting a woman in her apartment in San Francisco. Police say 25yearold jovan jones of marin city assaulted the woman in her home on saturday night. He demanded money and assaulted her. He is charged with robbery, rape and false imprisonment. 5 07. Turnout at gun shows are increasing. Thousands attended a show at the cow palace over the weekend. Many say they showed up because of possible stricter gun and ammunition laws. California already has the toughest gun laws in the nation. The show owner says tougher laws hurt his business. It is more difficult to do business. No one was able to walk away with a new gun from the show. In california, theres a 10day waiting period and a rigorous background check. Tomorrow, Vice President joe biden is expected to give president obama his recommendation on how to curb gun violence. Meanwhile, the head of the nra david king offered his own idea on how to stop gun violence. Heres what he said on cnns state of the union. One of the things that we have pushed for, for a number of years is including those who have been adjudicated to be mental incompetent and potentially dangerous on the list of those people who are prohibited from buying firearms. That has not been done. He believes republican lawmakers will not support an outright ban on assault weapons. On cbs face the nation, senator john mccain said he would not support such legislation. Residents of newtown, connecticut are debating the future of sandy hook Elementary School. Reopen it or tear it down . The site of last months mass shooting killed 20 children and six adults. Its still a crime scene. Sandy hook students and teachers are Holding Classes at school in a neighboring town. Yesterday newtown residents packed the High School Auditorium to discuss what to do with the school now. I dont think it should [ indiscernible ] [ inaudible ] residents discussed the possibility of tearing the school down or demolishing only the portion where people died. Some say it should stay standing and reopen. School officials plan to meet privately with victims families for their input. After the mass murder at sandy hook Public Schools in San Francisco are readying safety drills for students and teachers. District officials are working with police to carry out an active Shooter Drill for the first time. In addition, police will soon have digital versions of the floor plans for all of San Franciscos Public Schools and those maps will be viewable on smartphones. A consultant hired by pg e defends the utility against allegations that its Pipeline Safety program was lax prior to the deadly san bruno explosion in 2010. The consultant testified last week that pg e had an Effective Program to check its pipeline system. The consultant testified that the ntsb was wrong when it found pg e did not adequately monitor its pipelines. In other headlines, a fire destroyed a mobile home in mountain view. The trailer at the Sahara Village Mobile Home Park went up in flames yesterday morning. Nobody was hurt. And no word yet on what might have caused that fire. And more than a dozen people at the hilton in san jose say a chemical odor made them sick yesterday. Guests staying on the 18th floor all complained about irritated throats and eyes. Hazmat says air quality tests were negative. Nobody was hospitalized. We are less than a week away from the start of the National Hockey league season. The sharks officially opened Training Camp yesterday and fans greeted the team in san jose. The sharks opened up the regular season open up the regular season next sunday night in calgary. The players have a new contract and the lockout is over. Im glad they finally put their differences aside and gave the fans what we deserve, a hockey team. We were very upset with the lockout. Hockey is a huge part ofyour household and when we heard there was a lockout, we didnt know what to do with ourselves. Now they do. The nhl season is being shortened to 48 games and they will all be within the conference. The sharks first home game is january 24. There are a number of fan problems at the 49ers final game at Candlestick Park this season. 92 people were ejected from the packers9ers game saturday night. 25 more were arrested for drunkenness in public and two others were arrested for auto burglaries. So the black ice is not specifically here. Its closer towards Half Moon Bay. Westbound and eastbound 92 reports of black ice in both directions between skyline and Half Moon Bay so just a heads up. Otherwise, pretty quiet across the bay area. Heres a live look at your drive times heading back to work on this monday morning. So far, at least you wouldnt have a lot of company on the road this early in the morning. 19 minutes down the eastshore freeway from the carquinez bridge to the maze. Westbound 24, still free and clear leaving walnut creek heading out towards the maze. Just a heads up over the weekend, sfo they closed that runway. They have been doing ongoing improvements so that runway is set to reopen this morning at 8 00. So no longer any delays but the roadway or that runway is set to close once again this coming weekend, as well. Now, not a lot of roadwork out there this morning. We just checked in with caltrans. The one area where were still seeing it is southbound 880 approaching the alameda. That offramp remains blocked. You can see this is a live look in that area. So far things look good up and down on the main lines of the freeway and through milpitas. Everything is great for Silicon Valley commute westbound 237 no delay heading out towards san jose. Cold air right from the continent making its way across the bay area so the temperatures dropping like a rock this morning. Widespread frost again expected and mostly sunny into the afternoon but the temperatures are going to be staying cool and dry and warmer maybe even springlike as we get in toward the middle of the week. Still freeze warnings are up for many of the interior valleys as we watch those temperatures dropping outside. So far theres been just enough of a wind to keep those temperatures up but we are going to see 20s popping up outside. Right now we have 35 degrees in livermore, 32 and freezing in san rafael, 33 in santa rosa and 34 degrees in san jose. I think we are looking at Better Weather ahead the next couple of days as this ridge begins to slide over the bay area. Thats going to help to moderate temperatures so not as cold later on tonight in toward tomorrow morning and then we have much warmer days ahead even mid60s by the middle of the week. Around the state 50s for today. 51 fresno. 29 sunny lake tahoe, 52 degrees monterey bay. Skies clear all day long according to our futurecast model and really right through tonight again. It will be another cold night again toward tonight and tomorrow morning. Not as cold as this morning. Today 52 in milpitas, 53 in san jose, and 51 in pacifica. East bay temperatures running up into the 40s and 50s. And then looking out as we head to the north bay maybe mid50s in toward santa rosa. The next couple of days looks like we are going to see some mostly clear skies and then looks like the temperatures running up into the mid60s toward wednesday and thursday. Usually we get one week in january where it almost feels like spring and i think this will be that week. Thats a winner. Next week maybe some rain. Thats winter. More problems for that new boeing 787 dreamliner. Japan Airlines Says the same plane with a fuel leak in boston leaked fuel again. The government stepped in this time around ordering a review of the new hightech aircraft after a number of problems reported last week. Despite the probe, though, the government says the 787 is safe to fly. Oracle is fixing its Java Software at Homeland Security urged people to disable the program. Hackers figured out how to exploit a security bug to attack pcs allowing them to commit crimes such as identity theft. The air is so dry. We have freeze warnings in the interior valleys especially in the north and east bays. Temperatures into the 20s and 30s until 9 a. M. Then thawing out. This afternoon in the 50s and mid50s in the north bay valleys and thats about as warm as its going to get but we do have some warmer weather on the way. The lows are usually in the mid 30s. Right now if we look at this electronic sign outside the bank. Lets check the latest, 31 degrees. Over the weekend temperatures are in the low 20s a very big difference than usual. There is a freeze warning in the east bay. We are in the middle of a cold. 5 and it was chillier over the weekend 23 degrees in walnut creek, 26 san jose, 22 in santa rosa. Four consecutive nights there was a freeze warning in effect and many people who live around here arent used to this type of weather. The bay area has been bundling up and staying inside. If the temperature is like above 85 or below 50 we complain. Other parts of the country would be amused that this was a news story 25 degrees. Flames broke out around midnight at one of the units at the building on 2300 block of acton street. A resident did suffer some smoke inhalation and arm burns. None of the other four units was damaged. No word on what might have caused the fire. 5 33. Lets get a check on the roads with elizabeth. Hows it looking . New problem in oakland. I mentioned this earlier. We are trying to figure out now where there were in reports it was a stalled big rig and now it may be a possible accident. So whatever it is, we know the location is southbound 880 approaching 16th avenue. We dont see any delays on our sensors but even if its a stalled out big rig often times that causes major delays because they have to work to clear it. It takes a while to clear that once they get tow crews on scene. Good to go past the Oakland Coliseum towards downtown at least in the northbound lanes. Drive time still in the green no delays, 16 minutes between 238 and the maze. Also black ice on 92 between skyline and Half Moon Bay. This came up on our chp reports very early this morning. A big announcement expected today from Oakland Police and city leaders. They hope to share a plan of action after a deadly violent weekend. A group of people was shot at on seminary drive last night multiple people injured. But no one was killed. There were a total of three nonfatal shootings yesterday. Friday, four people were killed in separate incidents. No arrests. Some city leaders say they have had enough. I think that not only a stat of emergency but we also need to call out, reach out to other law enforcement. If its the u. S. Marshal, sheriff, state police, thats what oakland needs to immediately to be able to deal with this crime issue. In this new year there have already been six homicides. Last year there were 131, the most the city has seen in six years. Reporter gun shows like this one in daly city, california, are packed with record crowds one month after the shooting at an Elementary Schools in newtown, connecticut. It looks like the current Political Climate created an artificial demand. Reporter gun dealers in the country say they have seen a dramatic increase in sales as lawmakers consider a federal ban on assault weapons. We believe that gun violence is a Public Health crisis. Reporter hundreds rallied in seattle yesterday in support of gun control. I think that there are more rational reasonable people who understand the difference between assault weapons and, you know, other types of guns that you might have for hunting purposes. Reporter Vice President joe biden will give president obama his recommendations for curbing gun violence tomorrow. They could include restrictions on assault weapons and high capacity magazines as well as background checks on all gun buyers. The head of the National Rifle Association Says he believes theres not enough support in congress to ban assault weapons. I would say that the likelihood is they are not going to be able to get an assault weapons ban through this congress. Democratic senator Charles Schumer from new york is urging the nations major gun retailers, including walmart and sports authority, to suspect the sales of assault style weapons. People in newtown, connecticut are facing a difficult decision what to do with the school that was the scene of a massacre. Residents passed a High School Auditorium yesterday packed a High School Auditorium yesterday to discuss the school. 26 people were killed there. My 2yearold thinks the school is broken and we are going to fix it and my opinion is i dont want to see the land and the Building Stay empty and broken. I want to do something with it. Classes will be held today at Contra Costa County schools where dozens of students became sick. County Health Officials say they are still looking into how 90 students at the Burton Valley Elementary School in lafayette got symptoms of the norovirus including vomiting, diarrhea and stomach pain. School classrooms were disinfected over the weekend a pizza chain settled a plant with San Francisco that it didnt follow the citys healthcare law. They will spend 320,000 some of that about 200,000 to current and former employees who were eligible for Healthcare Benefits but didnt get any. A city investigation discovered the chain charged customers a surcharge without using the money for healthcare as required. Over time is taking a big bite out of the muni budget in San Francisco. 22 of the biggest overtime earners in the city last year were muni employees. They racked up a total of 18 million in overtime. Ten muni supervisors made more than 100,000 in overtime according to the chronicle. Bart is proposing changes to deal with overcrowding at its montgomery and embarcadero stations in San Francisco. The transit is planning on removing large seating disks in the middle of the platform and replacing them with thinner benches. Bart will also take out rarely used pay phones. Folks, around the bay area its getting cold out there. These temperatures plummetting outside. Down to the 20s and 30s. Got that cold arctic air thats dropping in right over the state and back into california. And it looks like it is here to stay at least for this morning going to keep those temperatures down across the board even in the afternoon. It is going to be cool but mostly sunny. And then it looks like we are staying dry the better part of the week. Some warmer temperatures coming our way maybe even springlike weather towards wednesday and thursday but freeze warnings are up this morning. These temperatures unofficially down into the 20s in some of the valleys, 30s elsewhere and it looks like as we head in toward the next couple of days temperatures moderate overnight and even by day. Right now heres some of the official numbers. 34 degrees in san jose. 36 in redwood city. 33 in oakland. And 32 degrees in san rafael. High pressure is going to slide in across the bay area over the next couple of days as it builds in not going to be as cold at night. Springlike toward the middle of the week. 50s in the central valley, 29 for a high in lake tahoe and 37 degrees in yosemite. Around the bay Area Temperatures up into the low 40s towards san jose. 51 in union city. East bay temperatures only in the 50s and 40s. Inside the bay temperatures mainly in the 50s this afternoon. Looking out over the next couple of days, we are looking at warmer weather on the way, maybe some mid60s by wednesday and thursday. Dry into the weekend, elizabeth. We have some updated information for you now about this problem spot we were watching in oakland. Southbound 880 approaching 16th avenue. Turns out it is a stalled big rig not an accident. And its already off to the righthand shoulder. So obviously it is not going to be an issue this morning if you are heading out of downtown heading towards hayward or towards Oakland Coliseum. This is a live look closer towards 66 oakland airport. Southbound traffic so far moving at the limit. It continues to look that way all the way down towards highway 92. This is where you find that black ice that i was talking about. Chp has said black ice has been reported on highway 92 between skyline boulevard and Half Moon Bay. So just a heads up this area could get a little icy in spots. You never know when youre just going to hit a spot so be careful if your commute takes you across that stretch this morning.
