Governor brown rolled out his spending proposal today including a general fund of 97. 7 billion and features an increase in spending for education, transportation, and even a rainy day fund. Cbs 5 reporter grace lee joins us with how this is beginning of a new era. Reporter budget chair senator mark leno called this budget a breath of fresh air after so many tough years of cutting back its a different proposal that were hearing. But the governor says this is knots the time to start spending wildly and is giving more money to schools but the way he wants to do it is already causing waves. Drizzle. Reporter in the city of richmond, perrys Elementary School has 600 students. Every, single one on reduced or free lunch. And after years of cutting back, they have learned they will get more money under the new budget. We are thrilled with lower class sizes enhance the educational experience by actually having an extra period. So maybe they can have a Music Program play an instrument. They can actually do art, drama, more lits racy. Reporter the plan proposes to spend 56 billion on k12 schools adding an additional 2 billion next year. But those billions wont be distributed evenly. The governor says he will use a new formula that will give more to schools like perrys with low income nonenglishspeaking students as well as schools with foster kids. It is controversial but it is fair right and just. Growing up in compton or richmond is not like it. Growing up in los gatos or Beverly Hills or piedmont so we recognize that. Reporter the uc and cal state systems will get a 5 boost. 250million extra each. Thats less than they asked for so tuition hikes are still a possibility. But the governor says that he will urge the universities not to raise student fees but says he needs to put the brakes on californias free spending. The governor on a machine is when the machine tries to exceed a certain speed, the governor then depresses the speed. So thats the metaphor for 2013. Reporter he loves that metaphor. Now, the most interesting proposal is that new education formula. If you break it down, it looks like it means more money to poor urban areas and less to suburban districts. Now, we spoke with a School Board President from the San Mateo Union High School District and he said in looking at the formula it could cost his School District 4 million next year and for a 90 million budget it could be significant. Im grace lee, cbs 5. New at 6 00 bridge officials had always planned on adding security cameras to that new span of the bay bridge but what they werent prepared for is the price tag. Cbs 5 reporter da lin joins us from Yerba Buena Island tonight. Were talking tens of millions of dollars. Reporter Authorities Say the east span of the bay bridge will be an iconic structure once its done. And because it could be a potential terrorist target, the chp says it needs a stateof theart Security System to make sure its safe. Problem is, toll payors are going to have to spend millions. The east span is only 2. 2 miles. But the chp says it will take 175 cameras to monitor it. The cameras would have infrared and thermal imaging capabilities. The chp also wants to upgrade existing cameras on the western side of the bridge. The projected cost, close to 32 million. Before we agree spend that much money, which is so far above the original budget that was brought to us, we want to make sure the is and dotted and ts are crossed. Reporter the chairman of the Oversight Committee said they were planning to spend only 8 million. He realizes its a hard sell to ask toll payors to pay four times that amount plus maintenance costs in the future. We are looking at dollars today as well as next year, five and 10 years from now. Reporter the chp didnt explain to the committee why it would cost so much money but says the cameras would aim at the roadway, the bike path and under side of the bridge. Chp officials also dont want management operators to have access to the cameras based on Homeland Security concerns. If our ratepayorers are paying for it we should probably use some of that fee for congestion management. Reporter the chp was not ready to comment regarding this story today. They will be meeting with bridge officials in the coming days to work out those details. Bridge officials are expected to make a final decision later on this month. Whatever that outcome will be, bridge Officials Say they will not ask toll pairs to pay for it in the sense that they will not raise tolls to pay for that Security System. A big rig truck driver was killed when his truck crashed this morning on highway 37 east of 29. Chp says the ace hardware truck fell the equivalent of a three story building, hit the ground after somehow colliding with a white pickup. Three witnesses ran to that burning truck trying to save the driver. When they got to the truck they saw the driver of the truck upsidedown tangled in the seatbelt. They did treat him from the truck. The driver was rushed to the hospital but died. He is identified as 43yearold William Ballard of roseville. The driver of the pickup was not seriously hurt but investigators still are looking into how the crash happened. Were feeling the freeze here in the bay area. Now take a look at this. This is snow falling this morning in the Santa Cruz Mountains near highways 9 and 35. And take a look. Those are big flakes. It will be cold enough for snow in many parts of the bay area tonight. Students say that there were signs of trouble as early as last year. Cbs reporter randy paige in taft tonight. Im not downplaying what happened, but it could have been a lot worse, randy, couldnt it . Reporter thats right. But we will begin tonight with a chilling account from a 16 yearold girl who was inside the classroom when the shooting started. Reporter after he walked in, he pumped the gun, a pump action rifle. He pumped it and lifted it right away and shot. Reporter 16yearold Morgan Aldridge describes what she saw in her first period science class this morning when she says a classmate walked in with a shotgun and started shooting. Didnt like he was aiming for anybody for certain at the time. But we looked back and the kid made a joke that got shot, he said, dude, i got shot. We thought it was just something fake. Reporter she says at first she thought it was a joke or possibly a drill. Then she says she saw blood on the classmates shoulder. He was kind of bloody. And everyone ran to the back of the classroom except for a few of us. We stayed at our desks. Reporter aldridge said the gunman came in intending to shoot one specific student. The kid was saying im only looking for this person, just one person. And that kid kind of popped his head up behind where he was hiding and said im sorry. And then he kept saying im sorry. Reporter she said the teacher then convinced the boy to lower the weapon and the Security Guard arrived and he was taken into custody. He was one of those kids like awkward a little nerdy but people pick on him. Reporter megan and other parents and students told us the gunman has not been officially identified was suspended from school last year and that he had a list with names of students he was threatening to harm. They say it was known as a hit list. 16yearold megan says she was on it. He didnt like me. Reporter when did you hear about that . It just went around school last year. But like it was like everybody who is on the hit list reporter you were on it . Yes. Reporter what was your reaction . I was scared. But i didnt think he was actually going to do anything. Reporter what do you think now . Now im really scared. Reporter the victim is in critical but stable condition. It is not believed his injuries are lifethreatening. The identities of the victim and the gunman havent been released. Also, the teacher, the Science Teacher who has been hailed as a hero tonight but another hero in this case is the boy, the intended target, who stood up and faced the gunman and apologized for whatever it was that convinced the gunman to bring that shotgun if the classroom in the first place. The cause of mondays brush with the bridge is still under investigation. It was a fight over laundry that ended up with a woman being set on fire in the middle after a San Francisco street. As the woman fights for her life, the boyfriend is facing serious charges. Cbs 5 reporter joe vazquez on the suspects day in court. Joe. Reporter prosecutors said it started with a minor argument about where to do the laundry. Then it escalated into horrific Domestic Violence. Reporter when 22yearold Dexter Oliver made his First Court Appearance this afternoon, he quickly learned that he faced 11 felony charges including attempted murder, torture and mayhem. The incident happened january 6 in San Franciscos bayview district. Oliver had gotten in an argument with his girlfriend starr lamar over which laundromat to use. Went back from the laundromat, filled them with gasoline and set the victim on fire. Reporter he called his greatgrandmother who raised him. He did tell me, grandmother, i didnt do that. I didnt do that. He said he did not set her afire. Reporter police eventually caught him and arrested him. His girlfriend starr lamar 25 years old and a mother of three children is still in the burn unit of Saint Francis hospital clinging to life. The judge issued a stay away order saying oliver cant get near her or her family. Prosecutors also revealed olivers criminal record, three convictions of Domestic Violence over the last four years. Bail was set at 10 million. Higher than that of most murder suspects. In part because oliver was deemed a flight risk, also in part because prosecutors and even the judge said the case was so egregious. Its very, very serious. Actedand then if you add to that the fact that he has a history of Domestic Violence, that obviously he has not learned from the prior incidents, this is an individual thats very, very dangerous. Reporter oliver pleaded not guilty. If convicted, he faces multiple life sentences. Reporting live, joe vazquez, cbs 5. A man who was once on death row for murdering two young women now admits to killing his own 90yearold mother. Cbs 5 reporter anne makovec with more on the law that let him out of prison in the first place. Reporter 70yearold dennis stanworth is in jail accused of killing his 90yearold mother nelly turner stanworth. Police say he called them yesterday to tell them what he had done. Police came to his home on marshfield road in hidden brook and found his mothers body. Oh, awful. Reporter these ladies live in the neighborhood. We were always kind of leery of him. Reporter that killing was just the latest for stanworth. Back in the 60s, he kidnapped and sexually assaulted and killed two teenaged girls in contra costa county. He was sentenced to death in 1966 but that sentence was later turned into a life sentence. The victims have no rights. Reporter stanworth was let out of prison on parole and was registered as a sex offender with the vallejo pd since the 90s. I do believe in truth in sentencing. The sentence was life, it should have been life. Its not my position and i respect the law and enforce it. Reporter neighbors say he lived with his son and sons wife here. Walk like this i never i didnt know him. Reporter why . Im scared. [ indiscernible ] Something Like that. Reporter and now that he is in cars incars rated. A caiman discovered protecting a stash of marijuana in a Castro Valley home has died. The reptile named mr. Teeth was discovered earlier this week and taken to the oakland zoo. Officials there determined he was critically ill and nonresponsive. He died overnight. The homeowner was booked on drug possession and sales charges and now may face charges of animal cruelty. A family of killer whales trapped under the ice of the hudson bay is free but locals fear the danger is not over. The dozen whales are weak after taking turns breathing out of a small opening in the ice. Right when residents were attempting to rescue them, they were gone. Officials say shifting winds may have opened up a pathway. Residents have hired a plane to track them down. That is amazing. Beautiful animals. Don ford shows us what officers found later at the guys house. Reporter bart police have arrested a man redhanded they believe stole dozens of bikes around bart stations in the east bay. Officer jenkins said they had help from one of his victims. He had seen his stolen bicycle on craigslist. And so he agreed to meet with the suspect at our ashby bart station. So he gave bart police a call and said, this is whats going to be happening. And bart police met him there and the rest is history. Reporter Police Arrested 57 yearold mark moore, a convicted felon on parole. At his home they found expensive bikes and parts like frames and seats. This is probably like the biggest catch that we have had. Reporter police say while the arrest is good news they caution that theres still a lot of people out there who want your bike. This man just learned his wheels were stolen. I left the bike quite a few times and it was safe. So i assumed it was. Its part of the hassle of having a bike. Reporter others were glad he got caught. Bicycles are people transportation. Transportation is one of the main ways of getting around right now. And somebody taking somebody elses bike is just not right. A student beaten up on his own campus in broad daylight. It happened at pioneer high in san jose. School Officials Say three suspected gang members walked on campus and started attacking one of their students. Cbs 5 reporter len ramirez is in san jose. Now, len, how is the student doing now . Reporter he said to be doing okay, not seriously injured but he and other students were shaken up by this attack. There was three men who came on campus and beat this kid. Reporter the brazen beating of a student by off campus intruders happened during sixth period of Pioneer High School in san jose in front of dozens of his classmates. We were stunned. It was crazy to see one of our mates in the middle of school just like get jumped like that, you know, and really didnt do anything. I saw the kid and he was on a stretcher face like smashed up. Reporter the attack was eventually broken up by a school staff member and a San Jose Police officer assigned to the pioneer campus, who used pepper spray on the assailant. That suspect obviously was incapacitated. The officer was able to arrest him. The other two suspects, however, were able to flee the campus and get away. They are still at large. Reporter students describe those suspects as being in their 20s, police say they shouted gang slogans. Thats what the officer heard. It was obvious to him that it was a situation motivated by membership in a street gang. So he jumped into the middle of a gang fight. Reporter the area in san jose is not historically a hotbed of Gang Activity but parents are concerned. Tells me we need a little bit more security as far as, you know, anybody who dont belong on campus should not be on campus. I i i really dont think that this is cause for concern. Reporter School District officials downplayed the incident and said the School Security plan worked. This is an isolated incident and something that we dont believe is widespread by any stretch of the imagination. And again, we have adults on campus that, you know, appropriately responded in this situation like they do in every other circumstance. Reporter the san jose unified School District has paid San Jose Police officers on every school campus, every middle school and high school that is in the district. Police say the suspect, who was taken into custody, was booked into Juvenile Hall what i they continue to search for the remaining suspects. For the two remaining suspects. Reporting live in san jose, len ramirez, cbs 5. San jose will not meet itself imposed deadline for finding a new police chief. The city had wanted to pick a finalist before current chief chris moore retires next week. But we found out today the city is extending its search. San joses Spokesman Says there are some strong candidates but the city is not ready to make a move. A san jose man who was supposed to spend the rest of his life in prison is a free man tonight. 50yearold martin was one of the first to be sentenced under californias three strikes law. Now he is among the first released after voters approved proposition 36 which eased that law. I wasnt a very good person when i got arrested for this case. And you know, thats all been washed out of me the way if you want to consider it like that. Stagi had been in prison for 15 years for possession of meth and marijuana. His previous strikes were assaults. In november california voters approved prop 36. The law prohibits judges from imposing life sentences on repeat offenders who commit lesser crimes. Vice President Joe Biden says he will have proposals to prevent gun violence on the president s desk by next tuesday. As Danielle Nottingham reports, biden spent the day trying to find Common Ground with the countrys most powerful gun lobbying group, the National Rifle association. Theres a surprising so far a surprising, uhm, recurrence of suggestions that we have universal background checks. Reporter currently about 40 of all u. S. Gun sales dont require background checks. Stern supports background checks for all gun purchases. But says banning weapons wont stop violence. Gun control is not a prescription for the evil of human nature. You cant legislate bad intentions out of people. Reporter the Vice President s task force is looking to gun retailers to help bridge the divide. New mortgage rules were announced today that are intended to stop some of the bad lending practices that got so many homeowners in trouble. The new federal rules require banks to verify home buyers Financial Information including employment status, income and credit history. It also bans deceptive practices like teaser rates and balloon payments and puts limits on no interest loans and loans that allow borrowers to skip or only make partial payments. It also requires that mortgage payments be no more than 43 of a borrowers income. The new rules kick in next january but lenders may start phasing them in sooner a california megaquake could be just around the corner. New Research Suggests the San Andreas Fault has stored up enough pressure to shake up the whole state. Louisa hodge reports. Reporter new Research Shows a shift in decades long beliefs about the San Andreas Fault. We have always thought this little section in here was sort of insulating the two from each other. You know, that a rupture that happened on this end couldnt go through there and come out on this end and vice versa. Reporter about 9 million patients mostly women take zolpidem. Women are at highest risk of injury because they metabolize the drug more slowly. Dr. Tony practices internal medicine. She plans to follow the recommendations on lower doses but also advises sleeping pills should never be the first things people go to get a good nights sleep. Reporter in fact, others told us this news should be a wakeup call. Generally speaking, we take too many drugs anyway. If i were to have that problem, i would probably consult my doctor or physician that can help me come with an alternative than sleeping pills. Reporter so what if you take a different sleeping pill that doesnt contain zolpidem like lunesta or others . The fda is currently evaluating these drugs, as well.
