Nothing has stopped the nighttime violence in ferguson, missouri, so today, city officials and the Highway Patrol captain in charge of security pleaded with residents to hold their protests only in the daytime. Captain ron johnson said, let the criminals come tonight so we can take them away and they cant hide behind peaceful protesters. There were more than 75 arrests last night. Attorney general eric holder will be in ferguson tomorrow. In an opinion article in the st. Louis postdispatch, holder promises a full and fair investigation of the death of Michael Brown, an unarmed black man shot by Darren Wilson, a white Police Officer. We have a series of reports. First, well go to Vladimir Duthiers in ferguson. Reporter scott, the city of ferguson is pleading with residents to stay home tonight, or to avoid this fourblock area thats been the subject of so much unrest over the last nine days. Stand down reporter the pattern of violence is the same a small tumber of demonstrators disrupt the peaceful protests. No retaliation reporter charles borrage was among those who tried to put himself between the police and rock throwers. We grabbed those that were trying to move the violence forward and move them back. We grabbed them, literally. Reporter the order to lob tear gas came after police came under fire. State Highway Patrol captain ron johnson displayed confiscated weapons. I heard the screams of the officers who were under gunfire. Theres a dangerous dynamic in the night. It allows a small number of violent agitators to hide in the crowd and attempt to create chaos. Reporter four officers were lejured by thrown objects. Two people were shot but not by police. The National Guard unit deployed here kept its distance. Ferguson resident deb wilson has protested. She doesnt cob dont the violence but says its focused the nations attention. If that had not happened, we wouldnt be standing here and the world would not be watching woery night. The world is watching every night to see what happens here in ferguson. Reporter Michael Brown was shot by Police Officer Darren Wilson on august 9. Wilson said brown tried to grab his gun. Two witnesses say the officer shot brown as the unarmed 18 yearold tried to surrender. A grand jury could begin reviewing the evidence in the case tomorrow. An autopsy ordered by the Justice Department is complete, but its results will not be released. Previous autopsies found brown was shot at least six times. And were learning today that Police Officer Darren Wilson has been provided Legal Counsel through the fraternal order of polices union office in st. Louis, scott. And Michael Browns family is planning a Funeral Service and memorial for their son on monday. Monday. Pelley and the National Guard will be there again tonight. Vlad, thanks very much. In ten days of street battles, no one has been killed, but at least 28 people have been injured, including four Police Officers. At least five were shooting victims, but no one has been shot by the police. At least 147 people have been arrested, some from as far away as new york, San Francisco, and dallas. And at least 60 businesses have been looted or vandalized. Most residents of ferguson are black, but there are only four black Police Officers on its 58 Member Police force. We asked Mark Strassman to look into this. Reporter protesters say long before Michael Brown was killed, ferguson cops policed by race. Sometimes, you just get tired of it. Reporter 26yearold kyle borders says ferguson cops have pulled him over ten times in three years, but theyve never given him a ticket. The first question is, do you have any guns . Do you have any drugs or anything of that nature . Im like, sir, i dont even have a record. Ive never been in trouble. Reporter ferguson has 22,000 residents. Twothirds are black. But African Americans have a disproportionate share of run ins with the citys mostly white police force. According to the Missouri Attorney general, last year in ferguson, 86 of police stops, 92 of searches, and 93 of arrests involved black people. That means blacks are three times more likely than whites to be stopped by police, and twice more likely to be searched or arrested. James knowles is the citys mayor. The perception in the Minority Community is that the Police Department treats them unfairly. Im not in their shoes. We can always improve our relationships, and whether it is true or not, there is a belief that that happens. And thats not acceptable. Reporter in hindsight, should the city have been doing more to recruit and keep black Police Officers . Thats just something were going to have to try to figure out a way to struggle with and continue to improve ways, not just to recruit but then to retain African American officers. You can take it or leave it. Reporter state senator Jamilah Nasheed has tried to olm crowds here. Shes a critic of local police. I dont think that they are trying hard enough to recruit any African Americans. They dont want African Americans in their good old boy network. Reporter its as simple as that. Plain and simple. Reporter Ferguson Police have pledged to increase their recruiting of minorities who want to become Police Officers here, and, scott, they also want to encourage officers who work here to live here. Pelley the officer involved in the shooting lived in another town. Mark strassman, thank you very much. There was another Fatal Police Shooting today a few miles from ferguson in st. Louis. Police say a 23yearold man with a knife robbed a store and appeared deranged when he confronted officers. The suspect was black. Angry neighbors gathered. But watch what happened when st. Louis police chief sam dotson faced the crowd. Hey, guys, hold it down. Lets listen to him. Okay, im from this neighborhood. Listen to me. Let the chief talk. We are going to get the answer now. So this is what i heard from the witnesses. Quiet whistling listen, man, listen, man come on, yall. Pelley the chief went ahead with his story. He had an easier story to explain than the one in ferguson, but it seems explaining it immediately and fully calmed the tensions in st. Louis. The west has wilted through a prolonged drought, but today, the skies opened up in arizona. Five inches of rain fell near phoenix. John blackstone reports many people were trapped by flash floods. Reporter the area north of phoenix was hit hardest by the sudden monsoon season rain. Water was rising quickly around a stalled minivan. Its driver, an elderly woman, was trapped inside. A rescue Team Struggled to pull her to safety through the fast moving muddy current. Water pouring off the desert became a river rushing down the i17 freeway. He15mile stretch of the road was closed. Bill swift was driving on the highway when the flood hit. Suddenly, the water came through. It was it was like the beginning of watching noah or something. Reporter Television Viewers in phoenix followed the drama of two people trapped in a house, desperately signaling for help. A helicopter lowered a rescuer onto the roof in an effort to pull the residents to safety. But the monsoon season floods can pass as quickly as they arrive. Rescuers were able to help the residents walk from the home along with their pets. The phoenix area is expected to get more wet storms over the next few days. This has been a heavy monsoon season, and, scott, thats often a sign that a warmwater el nino event is developing. Pelley john, thanks very much. Today the Los Angeles School district made a Sweeping Change in the way students are disciplined. They will no longer face arrests for some violations, including possession of alcohol or marijuana. Theyll get cons ling instead. The idea is to prevent students, especially minorities, from becoming mired in the criminal justice system. Today, iraqs Army Launched a new operation to take back more territory from islamic extremists known as isis. Yesterday, thanks in large part to u. S. Air strikes, iraqi troops and kurdish fighters recaptured the mosul dam, a vital source of water and power. Charlie dagata was on the battlefield today. Reporter as we made our way towards the dam, the evidence of this hardfought battle was all around. Vehicles belonging to isis militants had been destroyed burnt, twisted metal. In some cases, it was hard to tell just exactly what had been hit. Kurdish peshmerga soldiers had fought the sunni militants for five days before the dam was recaptured, but it was clear on the ground from the craters and instroyed buildings that u. S. Air strikes, more than 40 in total, paved the way. This is the damage of what appears to be an air strike. It pierced right through the road, and you can see the water several hundred feet below, but the structure of the dam itself is intact. Spent bullet casings told the story of a fire fight on top of the dam, and here, the remnants of burnt tires that isis gunmen used as a smoke screen against snipers. General mansour barzani, the son of kurdistans president , said his soldiers killed more than 100 isis militants. Now that youve got the dam, are your forces capable of holding onto it . Were going to do everything we can to hold on, he said. But if we have american air strikes supporting us, it will be a lot easier to keep control of. But Kurdish Peshmerga forces didnt do it alone, and we were reminded of that when a convoy of soldiers from the iraqi army passed by. Defeating isis at the dam was a rare joint operation between kurdish and iraqi forces. Maybe the first of more to come. Iraqi forces launched a new attack to try to retake tikrit today, scott. Government has not confirmed the authenticity of the photo. D bo evening, Texas Governor rick perry was fingerprinted, photographed, and booked on two felony charges of abuse of power. This is the booking photo that we just got into the newsroom. A grand jury indicted perry last week, and anna werner is in austin tonight. Anna. Reporter well, scott, supporters cheered perry as he arrived here this afternoon. He told reporters that the charges against him were politically motivated. Im going to enter this courthouse with my head held high, knowing the actions that i took were not only lawful and legal but right. Reporter the charges against governor perry stem from an incident in april of last year ren Travis County District Attorney rosemary lehmberg, a democrat, was pulled over for drunk driving. This is police videotape. Her blood alcohol level was more than three times the legal limit. Nte pleaded guilty, but governor perry wanted her to resign. He threatened to cut funding for her office, specifically the Public Integrity unit which investigates political wrongdoing. Lehmberg refused to step down, and perry used his veto power to cut 7. 5 million from her unit. Michael mccrum is the special prosecutor. I took into account the fact that were talking about a governor of a state. Obviously, that carries a level of importance, but when it gets down to it, the law is the law, and the elements are the elements, and the analysis is whether or not the facts meet the elements of the offense.
