Reporter as you can see behind me here, this storm has arriveed in the north bay and santaigy9 i came up earlier this afternoon, it was an overcast, until two hours ago. Take a lookc at video. This is some time lapsed video shot around 3 00 oclock this afternoon. That shows this storm just rolling in. And then about 3 30, the wind pibs up and the rain started pouring. It continues to rain, theres water pooling on the roadways. I can see the traffic out on 1 is 101. Traffic is slowing down there. People are trying to wrap their heads around that this storm has arrived. Just a short time ago, a local sand, sitting in the parking lot outside. They tell me its free, anyone who wants to come down here and pick up some sandbags can do this. This is the home depot off golf course drive here in santa rosa, that is the very latest here in the north bay. Charles clifford, kron 4 news. People are preparing for the big storm tomorrow. Residents on pine street are cutting down a huge tree. Thats the same location where a tree came down during the rain last week. One car was crushed. No one was injured. Today, the Property Owner has hired these tree removers and residents are relieved that the remaining trees are being removed ahead of the storm. The flooding gets bad in certain areas here. Right here on 88 lth, down the street, a big dip that goes down and ive seen the street as far as 34 deep where the cars floating around like boats. Down the street and around the corner off of 87th, the street park plaza that gets flooded. Well be watching out there as well as 88th street. The chief says they are working with county officials to get more sandbags brought in. Some homes have put up walls in front of the homes to protect against flooding. The po tension l is the pry carry concern. We find kron 4s public works crews doing what they can to lesson the load for storm drain. Reporter there is no calm before this storm. As crews like this one near gilroy used a huge vacuum to suck the mud and debris from a storm drain along watsonville road, which is prone to flooding and heavy rain. In san jose, city street crews were doing much the same thing. Going from storm drain to storm drain, clearing the leaves left behind in last weeks storms. Were trying to eliminate a lot of the debris and garbage, natural leaves and stuff that are going down into the catch basins, trying to prevent that from going into the creeks. Reporter another potential droubl trouble spot here, in downtown san jose, just off to my right. You can see that the river here is pretty much blocked by all kinds of trash, and other debris. That has gotten stuck behind a downed tree. So the water a crane, theyll be working all afternoon to clear the blockage. The idea, of course, is to keep the guadalupe and other creeks within their banks and away from city streets. The significance about this storm is were getting a lot in a short amount of time. So the water rises very quickly. Often time, we have small creeks that are flashy, the water comes up crick quickly and it cant quickly and it cant take the amount of flow that is coming down. A group of women who are mothers to young, black and hispanic men killed by lis was in the nations capitol today. They can calling for more accountability for Police Officers who kill. Kathryn. Reporter a club that no parent wants to join, they all lost sons in cases where Police Brutality is alleged. Several bay area mothers were there, including the mother of oscar grant killed by a bart officer in 2009. This group is asking for changes, including civilian reviews of Police Misconduct cases and more transparency in the investigation of officers. Some of the women today talked about their loss. The pain never goes away. Every time you see another killing on the news. The wound gets bigger. Doesnt get any smaller. Doesnt get any easier. And that officer chased him down like an animal. Like he was a casualty of war. And after shooting himself in the foot, my son triped and fell and he was yelling. I didnt do anything. A District Attorneys Office reports he had a gun and was shot when he pointed it at the officer. Lous family attorney filed a wrongful death lawsuiting he was on his smartphone at the time of the wreck. Well, a major storm set to impact the bay area overnight. Starting to see changes right now. Looking live at the Golden Gate Bridge. Wet pavement here as a few showers out ahead of the main front are impacting mainly San Francisco northward. Zoom in, we are seeing light rain heading towards martinez. You can see again, not very heavy rainfall totals there. Oakland, light rain as well, a 100 th of an inch of rain per hour. Highway 101, thats still going on. But nothing compareed to what were going to be seeing come tomorrow morning. Heres a look at satellite and radar picture. Again, a few showers ahead of the main front. Spot the main front easily here on this map, its where all the yellow here is congress gaited to the north of us. So there it is, happening in the tropical moisture. Plenty of moisture for this storm to draw on. Thats why were going to see such substantial rainfall totals. The rain is starting now, time frame will go through tomorrow into friday. But tomorrow is when were going to see the bulk of the rain. Rain totals again very substantial, 38 inches of rain in the hills and mountain, 14 inches of rain in the valleys. If this stalls at all, those totals are going to go up. 60 Miles Per Hour gusts and flooding is likely. So lets take a look here on futurecast. Again, tonight, a few showers ahead of the main front, pushing through the north bay through the 11 00 oclock hour. But the real action gets underway into tomorrow morning. Take a look here, 4 00 oclock in the morning, the moderate rain starting in the north bay. This well defined front coming through on the computer pod l. There it model. The heavy to moderate rain, moving into santa rose say sa by 8 00. Through 10 00, edging into San Francisco by 11 00. Now, you can see that the front on the computer model is moving rather quickly. Into the east baby the 11 00 oclock hour, down into the peninsula, if it stalls at all, were talking about really significant rain over a short period of time. Into the noon hour, the heavy rain slides down into the south bay. Showers throughout the rest of the afternoon and evening. Now, we could pick up an additional half inch of rain to an additional inch of rain after the main front pushes through. A look at the rainfall totals. Again, these could actually go up, they could change if that front stalls, emphasize that. 28 inches of rain in the north bay. Higher elevations going to see more. Lower elevations will see low. Santa cruz mountain, up to 7 inches of rain there and 13 inches for the valley locations. A flood watch is in effect for virtually the entire bay area, a lot of rain to take on in a short period of time. We saw it last week. Were going to see it again. Flash flooding is going to occur with this storm. Also, gusty winds, higher bay area under a wind warning for gusts up to 60 Miles Per Hour. These are certainly going to take down trees and power lines, caused power outage, another thing to be wary of, windy through Central Valley and up into the sierra, a blizzard warning into effect. Pam, the heaviest part of the storm is going to come through tomorrow morning, but were already seeing showers ahead of the main front. The Golden Gate Bridge, the pavement is wet. As we strich over to Storm Tracker 4 radar, we saw it pub through a while ago. Its dry. Plenty of light showers up highway 101, from petaluma to windsor. Its going to cause a little bit of a problem with the afternoon commute, but nothing compared to what were going to see tomorrow morning. You can see where the main front is, very clearly on this picture, you see the yellow here, the yellow and oranges, the more moderate rainfall, thats where the heaviest rain is going to be and move in again tomorrow morning. Wind gusts in the 20 Miles Per Hour range for the peninsula and the coastline. Thursday, heavy rain and wind, mainly if morning. And im at the pg e center, you can see all of the equipment behind me is very busy. So many flat bed truks leave this place with equipment. Theyre sending it to base camps like santa cruz because they know all of the winds and the wooded area, the power lines, they should go and its better that they have the equipment closer to those people, their crews, when it goes out. They can get out there quickly to restore power. Joining me now is monica pg e spokeswoman. What are you doing in terms of crews to make sure, because once your power is out, you know an hour feels like a day. Yes, we definitely have a plan to restore outages as safely and as quickly as possible for all of our kwus mers as you e no customers. And here you can see were in this massive construction yard where we have equipment that will go to all of our local yards. Throughout northern and central california. And provide our crews that will be on the ground doing work with all of the tools and equipment that they will need to make sure that were restoring power to our customers. A few showers coming ahead of the main front. Through the north bay. The heaviest rain is still to the north of us. P toing into tropical moisture, plenty of moisture to draw on for this rain. This evening, continue to see mainly light showers ahead of the main front. A few areas of more moderate rainfall. This continues through the midnight hour, 4 00 oclock in the morning. Thats when were going to see the more moderate rainfall approach santa rosa. Well defined front that will moderate to heavy rain along it. Starting to stretch down into petaluma by 9 00. 10 00 oclock in the morning, enging into San Francisco, just passing through napa, also along the san mateo coastline. Into the 11 00 oclock hour, this rain races down into oakland, heyward, concord, also the peninsula. And important to note, though, if this front stalls at all, the timing will be a little bit off and were going to see even more rainfall than we anticipate right now. I think we could see a couple of stalls along the main front. At noon, the rain starts to move down into san jose. The heavy rain, that is. And well see showery conditions through the rest of the day. You see all the green here on your screen. Representing lighter rain. But still, take an additional half of inch or inch after the front pushes through. The rainfall forecasts totals. North bay valley, 24 inches. Hills and mountain. This is video from the north bay. Some light rain already falling there but dont let the light rain fool you. This storm is expected to be the strongest to hit the bay area in the last 5 years. Tonight we have all the areas covered. The schools canceling, the warnings that Public Officials want you to hear and where to get the supplies you need to help you brace for the worst. First, jackelynn bennett standing by tracking this massive storm. As you mentioned were already starting to see a few showers out ahead of the main front. Some more moderate rain pushing through sonoma. As we take a look at satellite and radar you will see that these showers are ahead of the main front. You can identify the main front because you can see all the yellow. This is going to cause severe problems for the bay area. Lets get right to tracking. We are expecting heavy rain tomorrow morning and you will see it here. Not so much tonight. You can see some lighter showers moving into the north bay. But as we move into the later more than hours. Pushing over santa rosa, moving into nevada by 9 00, 10 00 over San Francisco and look at all of this heavy rain. Its going to cause major problems. Flooding, a Flash Flood Watch is in effect. Theres been a steady rainfalls as we headed into the evening hours here but not too heavy until a few moments ago. We drove up from San Francisco. Just kind of a gray overcast day, then the winds picked up. It stayed drizzly all afternoon after that. The road ways around here are slick. I can see pools of water forming on the grounds. Traffic out on 101 is steady but a little slower than normal. Also i was in a hardware store, people are picking up batteries. The pending storm has led to the shut down of schools all across the bay area for tomorrow. Dan reports on one of the first School Districts to announce that it will not have classes on thursday. The school week is coming to an early close in the School District. All schools in the district will be closed thursday and friday due to the upcoming storm. I think our parents would prefer that we allow the kids to stay home and they stay off the roads and be safe than to bring them to school and have the storm, you know, put us in a position of not being able to get kids home, not being able to get Staff Members home. Parents support the idea. I think its a very good decision to close schools. Im glad they are closing it because i would rather my daughter be home and safe than here and something happened. But some were surprised its come to this. I grew up and i dont think they ever closed schools and we had floods, flash floods, really crazy weather and they never closed our schools. So i think its kind of strange. Im not sure what they think is coming but its kinds of scary. As for students most are happy to have the time off. I skateboard but i cant do anything thanks to the weather but its still pretty fun to be off school for a couple of days. While some schools are closing for 2 days, others have just decided to close thursday. They will make the decision about friday sometime during the day thursday or even early friday morning. In nevada o. And were compiling a list of all the schools that are going to be closed tomorrow. Some closed friday as well. But most for tomorrow. Marin county schools will be closed, college of marin closed. Nevada unified. San francisco unified. San Francisco City college and alameda unified. Well, not all bay district School Districts are shutting down. Reports from martinez where the schools apparently plan to ride out the storm. In about the past ten years weve had an overflow of this bank area right here that came through and flooded this whole area so we want to have sandbags available and ready and well Start Building a berm in this area. This is one of 3 locations in the martinez School Districts being fortified in advance of the storm. Sands bags are also being placed behind the School Districts administration. These doors are protecting a very valuable asset. Took me inside and showed me. Our it division, thats where all of our technology is housed, our servers and what not so that would have a Significant Impact if those areas were to flood. Teachers are also doing their part by removing items off the floor. As you can see, instead of shutting down due to the storm like some School Districts in the bay area, martinez unified is preparing to tough it out. We went over our safety procedures with all of our administrators. We have pulled all of our maintenance and grounds folks to work together. So that were readily able to respond. A big storm heading our way already bringing us showers in the north bay. You can see spotty showers from the Golden Gate Bridge northward. So as we zoom in we have seen some rain along highway 101. You can see some heavier rain here and its really headed to the northeast as this system slowly moves to the south. Heres what you can expect. The rain is already starting now. Its going to go into thursday and friday. Were talking 3 to 8 inches of rain in the hills and mountains. Were also going to see really strong winds that are going to take down trees and that much rain is going to cause flooding. So lets get to future cast. You can see here in the 8 00 hour just a few showers in the north bay. Thats really what were going to be seeing through the midnight hour. Showers staying mainly to the north but the heavy stuff is going to come later in the morning. About 4 00 in the morning you see some more modulate rain approaching moderate rain approaching. Then the heavy rain starts to move in by 9 00. Edging into san raphael at this hour. At 10 00 the rain is now pushing towards over the Richmond Bridge and vallejo. We are going to see excessive rainfall rates. Also if this rain stalls at all which i think it will the timing is going to be impacted so we could be talking about 10 00 the rain still being up to the north a little bit further. In the 11 00 oclock hour it will head down to oakland and antioch. But if theres any stalling of this main front its going to be further to the north. The rain races town toward san jose and then showery conditions. You see all the light green as we head through thursdays commute. We could pick up an additional half an inch of rain to an inch of rain from 3 00 on ward. So taking a look at those rainfall totals, again, very impressive. If the rain band stalls at all these could go up. 3 to 7 inches in the Santa Cruz Mountains and pretty much all of our valley locations seeing anywhere from 1 to 3 inches. Again a flood watch has been issued for much of the bay area because flooding is going to happen. When you have that much rain in a short period of time its a likelihood. So take it easy on the road ways tomorrow. Your extended forecast, thursday the major storm rolls through. Continues into friday, dry saturday and most of sunday. But another round of rain set to impact us sunday into monday. In the south bay the Guadalupe River and other extremes could be on the rise streams could be on the rise tomorrow. Thats why a crane was brought in to clear a trouble spot. Elsewhere city crews were out in force clearing leaves and other debris. Likewise Santa Clara County sent crews to trouble spots like this one. Our teams will be out tomorrow and they will be responding to any incidents that may occur. But they also have areas that they go around and check for debris blockages. We have routes throughout the county that we know are spots that we need to check and that will prevent the water to go through. The significance about this storm is were getting a lot in a short amount of time so the water rises quickly. There were a lot of folks seen on rooftops as well today, contractors such as this one seeing a lot of business clearing out rain gutters. And the storm that is hitting the bay area is bringing strong winds and snow to the sierra. It closed 2 of its lifts due to strong winds. Operators expect to see 2 to 3 feet of new snow to fall over the next 2 days. The coming storm is being compared to the big storm of 2009 and thats when remnants of a japanese typhoon brought record setting rain to the area. Nearly 2 1 2 inches of rain fell on october 13th, 2009. Thats a record for any single day in october. The Santa Cruz Mountains got more than 10 inches. The north bay and east bay also set 24 hour records for rainfall. The storm also brought powerful winds up to 80 Miles Per Hour in the mountains. On the Richmond San Raphael bridge a semi was money blown on its side. More than 1 million pg and e customers were left in the dark. Fear of mudslides drove 60 families from their home. The wet winter of 2009 caused big problems in pacifica, the water logged soil gave way leaving apartment buildings uninhabitable. Those buildings did not fall into the ocean, they are still there perched on the bluff. That 2009 storm was billed as the strongest in nearly half century topped only by the columbus day storm of 1962, one of the most detruck i destructive to ever hit north america. Not to park their cars for fear of flooding, flooding like this. This is a close up look at what it looked like at 88th and brood moore last week and now with this bigger storm expected to hit the area, everyone is bracing for the worst. This is the police chief. The flooding gets bad in certain areas here. Right here on 88th theres a big dip that goes down and i have seen the street as far as three or 4 deep where the cars are floating around like boats. Were in the process of calling our it person to put it on the website that if they have issues to call 911. Says they are working with county officials to get more sandbags brought in. In the process of calling, thats where we get our sandbags. In the past they have placed them at our community center. The chief also said that it got so bad last week several cars were towed away. He hopes the residents will heed the advice and try to park elsewhere but he adds, it is tough. As you see these streets are filled with cars but we will be on alert and all of us will be working, probably all day tomorrow and going into friday night depending when the storm hits. Well, you know it, the bay area has been facing Drought Conditions and needing rain for so long. Now that its coming in a powerful storm tomorrow, people are getting ready. Our chief meteorologists getting ready. We are seeing some showers out ahead of the main front. In the north bay you can see some heavier cells approaching the coastline. In between san raphael and pet a lune a. A little bit of a low right now between pet a lune a. Future cast 4 should 4 showing these showers are going to continue through the bay area. As we get the main front we are going to be seeing significant rainfall. 4 00 in the morning here comes the more moderate rainfall and its going to turn real heavy about 8 00 in the morning. Riding right down highway. Edging toward san raphael. Moving into an frisk San Francisco by 10 00. Vallejo seeing that rain. Into 11 00 in the morning the computer model has it racing toward the east front but i think its going to hang out around San Francisco longer. At noon you see the computer model showing it into the south bay but i think again its going to be after that, the early afternoon we will see that heavy rain in the south bay. We are talking several inches of rain and you can see through 3 00 thursday, all the green here on your screen indicating mainly lighter rain but we will still be able to pick up an additional inch of rain. So like i said, several inches of rain coming tomorrow. Flooding is expected. As we head into the evening hours here theres been a steady rain falling. Already the road ways are slick. Traffic is moving steadily but slowly and residents are getting ready for the storm which is expected to get worse this evening and tomorrow they are getting sandbags, batteries and water and just getting ready for whats ahead. San francisco Public Schools will be closed on thursday due to the major storm. The School District says this was not an easy decision. The strongest winds are expected between 8 00 a. M. And 1 00 in the afternoon. The School Superintendent said they do not want to put students at risk. Continuing our coverage tracking the storm here at the martinez Adult Education high school, sands is being brought in to fill up to 300 bags that will be placed here at the back of the school along the water shed just in case it overflows during the storm. There is a chance with the high tides coming on thursday and friday that we may have a perfect conversion so we want to preempt iively have sandbags ready and well Start Building a berm. Continuing our storm preparedness coverage where city and county crews have been scrambles all day to get ready for the storm, this is the Guadalupe River where they have brought in a crane to remove a tree which has created a blockage which will be a problem when the rains come. Earlier in the day i tagged along with the San Jose City crew cleaning out leaves and farther south here a county crew doing pretty much the same thing, clearing clogged drains here. In san jose. In San Francisco specifically in this area 7th and fulsome employees spent wednesday preparing for the storm. You can see the tarp, sandbags in the distance. You have wood planks. A number of other locations in hops hopes this this area wont flood and specifically the businesses wont flood. Here in pacifica the weather has really started to deteriorate just in the last hour. The wind is starting to pick up and we are starting to get some rain out of this system. Also starting to slam up against the shore here. Now, today the public work crews were out in force get sandbags ready and really getting everywhere that possibly could flood ready to go just in case that happens here. I am told that the public works crews will be on all night long monitoring the conditions out here and if there are any problems they will be ready to go on a moments notice. They are sending all this equipment to hot spots where they expect a lot of Power Outages because of the winds and the lines going down. They have extra crews, some working overtime. Rough surf can knock boats around and cause vessels to break free of their moorings. The coast guard says it could cause hazards if those boats wind of bumping into each other. Tracking the storm here in broad moore the police put out an alert warning residents to take extra precautions because there are known pockets in this area to flood. Last were week several cars were flooded and had to be towed away. They are trying to get more sandbags here so residents can come and get some sandbags to protect their homes.
