He is accused of luring a young girl on social media and sexually assaulting her. 40yearold keger faces several charges including sex acts with a minor under the age of 14. Grant lodes is here with the latest. Reporter it could be a wide ranging investigation as police try to find more potential victims. San Leandro Police telling us ian teager posed online as a 14 yearold boy. The alleged victim in the case, the 13yearold girl. The two exchanged messages for weeks on the app called kik. And eventually, he convinced the 13yearold to meet in person according to the police. He allegedly drove to san leandro where the girl lives from patterson which is just south of tracy in the Central Valley to pick up the 13year old. Police say he then took her to a nearby motel in east oakland where the two engaged in sex acts. He was arrested at his home in patterson. Police also seizing computers, phones, other evidence at that place. Teager is now facing four felony counts of sex acts with a minor. Police say they think he may have victimized others in the bay area. They are asking potential victims to come forward and contact them. Now, more on the app kik. That is the messaging app that the two allegedly used. It is not just a simple messaging app. There are literally dozens of them on the app store and this one in particular is a hazard because it is is a portal that has hundreds of different apps within it. Gains within it. So you can almost go there to one stop shop. To do whatever you want. And have fun and communicate with all kinds of people. It is like its own app store. So many avenues for kids to meet strangers and it is impossible to know for sure the actual identities of the people with whom you are communicating. An independent Watchdog Group says people who use kik be at least 17 years old. The alleged victim in this case, 13. And a lot of older teens, young adults, older adults, use kik. I hadnt heard of it to be honest. But apparently, it is very popular. Experts say if you have the maturity to use it, it is safe. It is not a bad app in general. It is just young kids probably shouldnt be on it because they probably dont have the experience in life to know when something is awry. Also important to note, there is no phone number associated can kik. A lot of these messaging apps use phone numbers so parents can track who your kid might be talking to. Obviously, you need to talk with your kids in general about the dangers of all of these messaging apps. Absolutely. And this Child Predator, a father of two. Yes. Upsetting. Thank you very much. Neighbors of ian teager describe this father of two as very antisocial. We are reporting from the Small Community where they are rocked by the disturbing allegations. Reporter several neighbors of ian teager used the same words to describe his character. Different, and quiet. News that the 40yearold had been arrested for allegedly luring a minor on the internet and into a motel almost two hours away, is hitting this Paterson Community hard. To me, it is shocking. It is really scary. I have to be really careful. Reporter those that live next door say he is a father to two small children who for years kept to himself. Neighbors who lived on the block for years say when they walked by the home, he never said hello and would be on his computer or on his phone to himself for hours. They said he would sit on his phone using the devices now confiscated as evidence by the investigators. He never said hi to anybody. I always tried to be friendly when think first moved in. But, he didnt want to associate or talk to nobody. Reporter he lives just one block away from creek side middle school. Parents are worried that a possible Child Predator lived among them. To me, it is carry. Im a working mom. And sometimes, you know, she stays, she comes home before i come home. Reporter we reached out to the family who replied no comment before driving away. In the east bay, police say they have identified a homeless man killed at a pittsburgh park. 41yearold anthony lord. There is no official cause of death. But, police are ruling it a homicide. His body was found inside Buchanan Park early wednesday morning. Rattled nerves and one east Bay Community after a rolling gun battle unfolded right in the middle of the day. It happened in san leandro. One of the cars involved crashed headon into another vehicle that had nothing to do with the gun battle. It was driven by an elderly couple. Kron 4s dan kerman has the latest. We have reports this may be a rolling gun battle. Reporter the battle between the altima and an unidentified vehicle began at 1 30. There are several gunshots into the passenger side of the Nissan Altima left here at the scene. Reporter minutes later, the nissan entered the 300 block of doweling boulevard where it struck a toyota prius head on. It appeared it was headed in the opposing direction. It may have crossed the Center Divide line. Hit that prius head on. Sending that airborne, landing in the position that it is at now. Reporter inside the prius, an elderly couple, both seriously injured and taken to a nearby hospital. Steven ray heard the crash. You dont want Something Like this to happen in your neighborhood. But, it happens. You know. It can happen anywhere. Reporter once on scene, police found a man with nonlife threating gunshot wounds near the Nissan Altima. Nearby washington and roosevelt Elementary Schools were locked down for an hour as a safety precaution. I was very shaken up. I really felt for the kid. But our main thing was to make sure our kids were safe. And they were. Reporter now, the work begins to find the unidentified vehicle involved in the gun battle. We are canvassing the area trying to get security video and meet with witnesses who may have additional identification leading to the identity of the people who got away and may have been involved in todays shooting. Alecia reid joins us live from the jail where the suspect is being held. Reporter good evening pam, well, u. S. Marshals are trying to detain that fugitive when things went awry. He was wanted out of the state of louisiana for drugs and weapons charges. It all went down just after 3 00 while school was in session. Fair view elementary was put on lock down. We held that lock down for about an hour. Reporter trying to execute a federal warrant, it became dangerous and marshals fired at the suspect who was inside a vehicle. According to authorities. I dont know if they were fighting or what. Then i haired the can. And pop, pop, pop. He was wounded by a grazing bullet wound or glass. Reporter the 2800 block of macnolo street is is a dead end. One woman rushed home to check on her elderly mom after finding out the shooting. I came home from work, my mom is 87 years old. She has all of these health rob problems. And if we have seen them, they gave us the number and i called one daytime he was out there. The guy didnt come. And then he was like, oh, we have been watching the street. It is the fourth such incident in less than a month in the san ramon School District. Tonight at an emergency meting, parents came together to voice their concern. At some point, we need to have a brotherhood and if people want to go against it, that is fine. Let them go against it. But at what point do we say there is a problem . We have a lot to talk about. But whats the solution . Im also concerned about it escalating. How many of us have heard about a High School Shooting . And they investigate how it is happening. Reporter this morning the principal sent out a letter followed by an assembly assuring parents that the school is committed to creating a safe and inclusive environment. And encouraging students to find common ground. I was more proud of the students who spoke up at the Assembly Today expressing their heartfelt fear and sadness this happened at their school because it doesnt represent the community. There are three just yesterday. First, around 8 00 in the morning, a car stolen and later found crashed on newberry street. Then, right before noon, a car burglary on the Franklin Canyon golf course. Ten minutes after that, another burglary in the lower parking lot of the Franklin Canyon golf course. More camera equipment was stolen. Since october 1, Hercules Police have responded to 41 cases of window smash auto burglaries. The majority of the cases were window smashes and electronics, briefcases and purses were taken. The crimes typically happen in the Early Morning hours. Police say the common thread, valuables were left in the vehicle. Just how easy it is for fake news to make it onto your time line. Then, a gruesome death at a national park. It was a mistake, but it cost one young man his life. Next, a group of criminals in custody accused in an east bay crime. The stunning part is just how young the suspects are. Tonight, five girls are in Police Custody accused in ten robberies in the east bay. Yeah. If you are a young girl and you see girls coming your way, you feel you would be safe. But the suspectst just between 14 and 16 years old. And they are robbers. The suspects targeting the same type of person using force to get what they were after. We talked to the Oakland Police about this disturbing crime scene. These suspects were looking for females as their victims. Isolated females walking along near the west oakland part station and rock ridge. Reporter that is where a group of teenage girls have been robbing women of their cell phones and other personal items according to Oakland Police. We had a crew of suspects ranging from 14 to 16. Several committing multiple strong arm robberies. Reporter some residents here in rock ridge were surprised to hear that women were being targeted by thieves in this typically quiet North Oakland community. Very concerned. I have a twoyearold toddler. We were talking about how safe this neighborhood is. Two or three day ins a row, theres been a lot of crimes. I suppose here, we are kind of lulled into a sense of security. Because it is so lovely and beautiful. And there are all these lovely nice things. I suppose they are still security considerations that we forget about. Reporter teenage girls being a Security Threat is not the first thing that comes to mind at least for these two women. That is not usually who we picture. I wonder where their parents are. I think that is where it starts. Reporter Oakland Police say the five girls are suspects and ten strong arm robberies in recent weeks. Monday, they say the takers were spotted driving in a stolen vehicle, with stolen personal property found inside. All five teenagers were taken into custody. In oakland, haaziq madyun, kron 4 news. A man was killed in a hit an run crash along highway 101 this morning in san jose making this the third person to be hit on bay area freeways just this week. The collision happened about 1 00 in the morning on the southbound onramp near tellly road. No one stopped to help the man who was only identified so far as being in his 40s. The victim was pronounced dead on the scene. Investigator say they have not located any witnesses but continue to look for the vehicle that struck him. In milpitas this morning, a driver was pulled from a burning car after a ten car crash along i880. This is video from our helicopter partnership with abc7 news just after the pileup. This happened at about 5 30 in the morning according to police. One driver said he was distracted and then, rear ended a car full speed. That car then burst into flames. People stopped to help and rescue the driver who was trapped in the burning car. Heavy track, though, lasted for several hours making the south Bay Community a very rough one this morning. Today, in china town, protesters stopped traffic in a protest. To bring more Pedestrian Safety measure to the neighborhood. They are calling for a pedestrian scramble to be installed in the intersection of kearney and clay streets. This intersection is known for danger after a 77yearold pedestrian was struck and killed there last summer. China town advocates have pushed for the scramble to besoeverred ever since with a design, all four directions of the traffic are signaled to stop while they cross diagonally. San francisco supervisor aaron was there in support of the safety measure. Where else does it take the community to have a protest to get our Municipal Transportation Agency to put in a very common sense. We know it works solution. The citys Municipal Transportation Agency has a knowledge of the request and has gathered comments to insert signals. They say they need more time. It need to be updated for infrastructure because it is too old for a proper upgrade. A trip to the Yellowstone National park took a turn for the worse when a man fell into a hot spring and died. His body actually dissolved in the acidic water. The bizarre accident happened back in june. That is then the man went to an unauthorized part of the park with his sister to find a place to swim. When leaning to check the water temperature, he slipped and fell in. Rescuers found his body, but they could not retrieve it at the time because of a lightning storm. When they returned the next day, they could not find any remains. An unusual crime trend ton the rise in hawaii as the islands Homeless Population grows, so do bizarre scenes like the one you are seeing here. You will see nudity, sex, and violent arguments. And among the trash and smell of human feces, many of the lewd acts are done in broad daylight. People living in the area say they have had to find other ways of getting around in order to avoid the people who are homeless since they can be confrontational at times. A city councilman in the area is trying to impose a ban in the area. Public lewdness is a criminal act and punishable up to a year in jail. Well, all this week, kron 4 has been taking an indepth look at the dangers, the continuing dangers of lead contamination. We are going to talk about how the water supply is kept safe. Over the last year, lead in water has made national headlines. That follows the discovery of high levels of lead in the Drinking Water supply of flint, michigan. While experts say there is very little chance of a similar problem happening in california, water regulators are not letting their guard down. Reporter kron 4s Charles Clifford has the story. Reporter stefon kahina is with the state engineer of Drinking Water. They are charged with keeping contaminant ifs getting into the tap water supply. After watching the residents of flint, michigan struggle with widespread contamination in the water they renewed a sense of purpose. We are looking at flint as a wakeup call. Reporter california has very little naturally occurring lead in its water but from time to time, lead shows up in the water of homes, schools, and old buildings. The fixtures can sometimes contain led. The water in the Public Water System is excessively corrosive, some of the lead can leech out of the materials and can show up in tap water. Reporter his job is to keep the corrosiveness under control by enforcing the lead and copper rule. Federal regulations requiring lead to be 15 parts per billion. We inspeck Public Water Systems in the state. We review their operations. And we review their Water Quality monitoring result to make sure that their tap water meets all state and federal standards. Reporter in a report released last march, test results showed that lead levels in flint, michigan exceeded 100 parts per billion upon multiple occasions. It is highly unlikely that level of contamination could happen in california. It is our infrastructure and household plum is not as old. Reporter while he is confident that a flint style event will not happen here, they are paying attention. To reevaluate everything we have done and taking the precaution to protected peoples tap water. Reporter finally, the original epa lead and copper role was created 25 years ago and is in the process of being revised. The new rules were expected to be announced in 2017.
