ñ last night's highway 4 shooting was the latest in what has been a series of bay area highway shootings in the past year. most of those shootings happening in the east bay. here's what we know about the cases. ñ saturday's highway 4 shooting is at least the third bay area freeway shooting of the year. it comes less than a month after a highway 242 shooting in concord that left a man hurt and a black mercedes riddled with bullets. and less than a month after an i-80 shooting near carlson boulevard in richmond. three shootings may sound like a high number but it certainly doesn't compare to what we saw last year. from novemeber of 2015 to the end of 2016 there were more than thirty bay area freeway shootings. the highest number of shootings happened on the i-80 coordior but branched onto other freeways throughout the area. almost all of these past shootings have been labeled gang related.last year law enforcement credited the reduction in shootings to a multi county gang bust that put two dozen people behind barscredit has also been given to officials in the city of pittsburg who budgeted at least a hundred grand on 14 freeway cameras that are now installed and recording any car traveling along highway 4 through pittsburg.but this most recent shooting saturday night is evidence that the freeway shooting problem may be far from over. he was the president of a little league team in san jose. right now a vigil is happening on the baseball field he loved for frank navarro who was stabbed to death outside a bar last night. frank was stabbed to death sunday just after midnight outside tres gringos cabo cantina.he was said to be working there as a bouncer when it happened.he was taken to the hospital where he was unfortunately pronounced dead. no suspects have been identified or found. at the vigil friends and family remember frank fondly as a man who loved the kids and his job. he worked with as a coach with the little league here as well as over felt high school baseball and football teams. andrew cruz, coached by frank "he cared about anybody if you were out here to work and you wanted to play he made sure you go t to play." the vigil will go on until 9 tonight. this is the sixth homicide of this year in san jose. a gunman opened fire inside a popular vallejo bar. killing one man and injuring two others. now police are looking for the suspect. it happened around one this morning at gentleman jim's bar on lincoln road. at the scene, officers found two men suffering from gunshot wounds. one the victims died at the scene. the second victim was taken to a hospitla with non life-threatening injuries. police are currently searching for a possible suspect. the identity of the deceased victim has not been released. the wife of a man killed in his home in santa rosa is speaking out...it's a story you'll only see here on kron4 news.lydia pantazes is live in santa rosa...lydia what is she saying about her husbands death? ñ in the south bay ... a small earthquake struck near gilroy this morning.ñ according to the u-s geological survey ... the earthquake was a magnitude three-point-seven. officials say it struck just before 7 a-m. the u-s-g-s says the epicenter was three miles south of gilroy. one kron4 viewer told us her entire home rattled. gilroy police say no damage was immediately reported. in the south bay.san jose city officials say most properties flooded by coyote creek are now cleared for re-entry. three homes located in the williams street park area are the only exception. those properties have been red-tagged for structural damage. resident's can't re-enter those home until repairs are made. each structure in the affected areas have now all been green- tagged, yellow-taged, or red- tagged. green tagged properties are safe to enter... but yellow indicates the property can be entered with restrictions. tomorrow...city officials will hand in their initial assessment of the coyote creek floods. a cold storm will bring more showers and low snow levels to the bay area tonight.there could be a few lingering scattered showers on monday with partly cloudy skies and cool temperatures. happening tomorrow. the department of water resources will gradually ramp down outflows from the oroville reservoir. since february 12th...water levels in lake oroville have been reduced from 901 feet elevation to 842 feet. that's nearly 60 feet below the top of the emergency spillway. as the flows are reduced, officials will monitor the dam and the spillways to make sure everything is safe. the outflow from the nearly 800-foot-tall dam will be stopped for several days...to allow crews to clear concrete from a pool at the bottom of the spillway. coming up at eight. we have more information on the man police crowd of mardi gras revelers while intoxicated. is being held on a $125 thousand dollar bond. police say neilson rizzutowas arrested last night after he drove into a crowd of people watching a parade in the mid city neighborhood of the big easy. 28 spectators were hurt there were no fatalities. police say a breath alcohol test determined that rizzuto's alcohol level was three times the legal limit after he was arrested. ñ as millions across the country gather to watch the oscars... hollywood is remembering charismatic actor bill paxton.ñ according to a family representative ... paxton died of complications from surgery today. the actor had more than 90 acting credits-- including "titanic," "aliens," "the terminator," and "twister." he received three golden globe nominations for his role in the h-b-o series "big love." paxton was currently starring in the movie "the circle" ... and the c-b-s crime show "training day." he was 61. ñ police are trying to figure out who vandalized a jewish cemetery in philadelphia.ñ nearly 100 headstones were found broken or overturned at mount carmel cemetary this morning. officials say a man discovered the toppled headstones while visiting his father's grave. the attack comes less than a week after a jewish cemetery in saint louis was vandalized. the israeli foreign minister spokesperson called the damage "shocking and a source of worry." faces marijuana, oxycodone and reckless driving charges after being arrested this morning in miami beach. police say while searching elam's vehicle they discovered 126 grams of marijuana as well as three grams of oxycodone. elam drafted in the first round back in 2013 out of flordia. the ravens declined to pick up his fifth-year option last year. meaning he will be a free agent. still ahead... a 4...an elderly san francisco woman was injured in a hit-and-run.now her neighbors are trying to track down the driver.kron four's spencer blake spoke with the victimand her friends.he's live in san francisco tonight. spencer, first of all, how is that woman doing? remarkably well.you wouldn't be able to tell she was injured so badly just by looking at her.but she is still recoveringand her friends are trying to bring about justice for the person who hit her. "i had just got to arguello, was crossing the street, and that's where i was hit." 73-year-old susannah cain likes to take nighttime walks around the park.but on february eighth, she didn't make it home, because a dark- colored s-u-v or truck - probably the blur in this surveillance photo -- hit her in the crosswalk, and then drove off."i do not know what happened. i stepped off the curb, was walking across the street, and i came to in the er." "the impact was so loud that many neighbors came out to the scene." some of those neighbors and witnesses then stood around cain, who lay unconscious thirty feet away from the crosswalk, to protect her from more injury.one of the people who called 9-1-1 has visited cain since the accident."he was so darling, i wish he were here today. such a little angel." cain ended up with some cuts, a concussion, and some brain bleed.jude koski, who's known cain for ten years, has been concerned about how the hit-and-run case is being handled."i realized that the police and neighbors weren't necessarily coordinating." so koski went door-to-door in the area, posting fliers to let people know what had happened, and asking anyone who might have surveillance videos or pictures.he noticed a nest cam in this window just yards from the intersection, and was able to get the owner to turn this video over to police.it's a dark, and it's hard to make a lot of things out, but the more pictures investigators get, the better.susannah cain is touched by koski and all the other neighbors who have rallied around her."i am a better person now because of this experience. i'm going to be kinder and i'm going to be more generous." cain says doctors will let her resume driving next weekbefore she tries to go back to work. koski has collected video from other people and businesses on this block, pledging to repair and unite the demorcratic party. today perez described a party focus that will emphasize protecting social security , medicare and "growing goods jobs in this economy." the former labor secretary in the obama administration . acknowledged that many in the u.s. had felt neglected. saying he heard from rural america that quote " demcorats haven't been there for us recently." he says the democrats will win back the working class ...by being truthful. perez... is the first latino to be a dnc chariman. adminisration officials say president donald trump has no plans to cut social security or medicare. treasury secretary steven mnuchin says people should not " expect to see that as part" of the administration's first budget. mnuchin say's president trump's priority was passing legislation to reduce middle-class and corporate taxes. the white house says the commander in chief was commited to keeping his campaign promise to leave medicare and social security alone. ñ a senior administration official says president trump will call for a substantial hike in military spending tomorrow. it is part of a white house budget outline that will be released monday. the document will also look to protect social security and medicare from any cuts. the outline will propose federal spending for the next fiscal year. and will call for spending cuts to several federal agencies. trump is speaking to a joint session of congress for the first time on tuesday he is expected to lay out his legislative priorities. ñ there's a controversy surrounding a girls' high school wrestling champion in texas. the reason - the new champ is transitioning to become a boy. polo sandoval has the story. ñ it's the dramatic end to a competitive and controversial weekend for mack rush". the legalization of recreational marijuana in california is setting the stage for the birth of a new industry. it is an economic influx that could be a big boost for the city of oakland ... but now, there are fears that the city has been falling behind as it tackles how to make sure communties of color don't get left behind during the green rush. kron4's maureen kelly takes an in depth look need a cannabis operating permit issued by oakland by 2018 and that permitting process stalled before it even really got started.the issue that has the permit process clogged up at city hall is how to make the cannabis industry equitable for those communities of color that some would say were unfairly targeted during the war on drugs. the city council recently scraped a plan to set aside half of the city's operating permits for those convicted of marijuana related offenses or those who have lived 2 years within certain east oakland police beats with high number of marijuana arrests.a plan criticized by many cannabis business operators for being too restrictive the debate around this issue has been waging for months.meanwhile there are those that are worrying that other cities will benefit from oakland's delay.santa rosa looks good, richmond looks really good matt hummel is the chair of the city's cannabis regulatory commission. he says interest in oakland as a marijuana mecca
