Commute seemed to become a bit more challenging as the rain started to fall. No downpour, but enough to make the roads more dangerous than normal. It is hard to say how much rush hour was effected by weather but drivers we met at the flying a gas station who were commuting homing or heading somewhere else were well aware of how to handle themselves. There is new information in the death of a patient who went missing at the San Francisco hospital. The witness they have been looking for has come forward. That witness reportedly saw Lynn Spaulding lying in a stairwell several days before her body was discovered october 8. The man is a researcher working at the hospital. He came forward last week after seeing fliers that were handed out in hopes of finding her. He has been interviewed by the police. New at 6 00, thieves steal a 150pound safe from a boys and girls club, and it happened the morning after the most successful fundraiser of the year. The clubs leadsers cannot believe anyone would take money meant for children. As allie rasmus reports, it goes far beyond that cost. More than 100 children come to the boy and girl club everyday and the director wants to know what kind of person would steal from them. I cant imagine that they thought about that. That they had any kind of picture of a kid in their head in doing this. Reporter in the Early Morning hours of november 10, thieves busted the front door of the Administrative Office and through two locked interior doors to steal a safe hidden in a closet. We didnt know they would steal, let alone take the time and effort to carry a 150pound safe out. Reporter the money was from this gala the club had held the night before. This was a great fundraiser. We were living so high and then i got that phone call on sunday. Reporter the costs go beyond the 6,000 in the safe. They now have to spend money to upgrade security at their 16,000 square foot facility and dyers says his staff has lost a sense of trust. We are looking at anything around us and trying to find the club leadingtous who it could be. But we dont know. Reporter the Contra Costa County Sheriffs Department is investigating. They have not made any arrest. In the meantime, the boys and girls club is offering a 1,000 award for information leading to the return of that safe. Allie rasmus, ktvu channel 2 news. The City Attorney in San Francisco says he will aggressively defend the citys new gun law against an nra lawsuit filed today. The National Rifle association is suing the city over the banning of rounds that fire more rounds. They are entitle today enact reasonable gun regulations. San francisco has been one of the nras top targets for years and im proud of the success we have made to protect our sensible gun safety laws. A controversial gun measure has gotten final approval in pleasant hill. The Council Voted 3 2 to pass new restrictions on gun dealers. New gun shops cannot be located within 150 feet of homes, within 500 feet of a park or Adult Entertainment site or 5,000 feet of a school or day care center. The rules go into effect in 30 days. Dozens of people are demanding answers from San Francisco police after a violent clash was caught on camera. They are holding a rally right now. David stevenson is live now on the scene. David . Reporter well julie, police are standing guard outside the Mission Police station, but this has remained a peaceful protest. They have been out here about 40 minutes and the rain has not dampened their energy or anger about what has happened in this neighborhood last friday. Stop Police Brutality stop Police Brutality reporter about 50 protests came angry. The clash at the housing complex about two blocks away. Cell phone video captured confrontations. Police say it began when a 20 yearold resident refused to stop for officers after being spotted illegally bicycling on a sidewalk. Tonight some of the residents said they want justice. We have to stop what is going on with the police. What they are doing. And we are trying to get this under control with the law and everything. The Publics Trust is everything to us. And so we are going to have a fully transparent investigation. Reporter residents marched peacefully through the mission district. Police chief did say to us the department has the right to use whatever force is reasonable to overcome resistance. The incident is being looked on internally. And in coming out live here just beyond this taxicab, you can see some of the protesters have taken over one lane of traffic. It has been very peaceful. San jose and its Police Department today approved a pay hike for officers under the deal, officers will get an immediate 4 increase, plus a 2 bonus. Next july, officers will get another three and a third percent increase and the july after, another. The new deal restores the pay cut they took in 2010. While it is good to get the pay cut back over the next year andahalf, i realize that we are six and seven years behind all the other agency ins the bay area. Wage and benefit issues have started a max exodus in the department. 300 officers have resigned. Californias car tax could more than double to fix roads throughout the state. Backers have filed a proposed ballot measure to do just that. It could increase the vehicle license fee by an additional 1 over four years. That would raise about 3 billion a year for street repairs and maintenance. Backer haves to collect more than 800,000 signature to get it on the ballot,. Food truck vendors are getting a break. They can include state taxes in the posted menu price. It doesnt mean the operators are off the hook in paying taxes but they dont have to calculate tax on each transaction which is a hassle for many small businesses. This is a way to provide some relief for them carrying out their business. The new rule takes effect next july. Members of the bart board of directors today called the controversial family leave policy in the new contract a poison pill. Ktvu spent today tracking down the Board Members to get their take on the policies. They are supposed to vote thursday, Board Members expect to reject the contract because of the family leave clause. The provision was never agreed upon, they say, but Union Leaders say it was no mistake. A judge has blocked dozens of university of california employees from striking tomorrow. More than 2100 members are set to walk off the job at a one day strike including radiation therapists and mri technicians. This is video of their last walk out back in may. The state labor board received an injunction to exempt about 50 Critical Care workers from the strike. The university and the union are at odds over staffing, pay, and benefits. A california based Nursing Home Company will pay 48 million in a settlement over medicare claims. The enson group operates Nursing Homes in several states. We went to my grandmothers house because we were afraid our house might burn down. My god, i have never seen anything like it reporter she remembers the fire that burned down homes and camed 25 people. The city standard an Inspection Program to see if homes had defensible space. It continues today. If you are not in compliance, they leave you instructions on what you need to do. Reporter but oakland city auditor Courtney Ruby says it is flawed. Homes identified by fire inspectors as been noncompliant fell through the cracks and nothing was done. What is more, when the city was forced to clean up a property because a homeowner refused, the city failed to bill that homeowner. In 2011, 40,000 of abatement work was done, it was never invoiced to the citizen. In 2012, 130,000 was done in abatement work. It was invoiced but only 7,800 was collected. Reporter there is a vicious circle. Because money is not being collected from homeowners who have their properties cleared by city. There is not enough money to pay for the program to begin with. The issue of billing homeowners was shifted from one city agency to the Fire Department two years ago which was ill equipped for the job. Oaklands fire chief says these issues are not new and being addressed. Despite the report, the homeowners we talked to said they feel safe. I have always felt they were on top of things. In october of 1991, it started as a grass fire that was not completely extinguished. It reignited the next day. 25 people were killed and more than 3,000 homes destroyed. The disaster brought improved fire systems. As wet weather moves in, crews are working to stabilize the huge rim fire burn site around Yosemite National park. They moved loads of straw to act as mulch in areas most vulnerable to erosion and mud slides. Most of the 9 million project has been completed. There is about a 10 chance of a winter storm Strong Enough to cause mud slide thats could potentially threaten bay area drinking supplies. An the rain is the big story of the day. Take a look. Lets take a look at what we have. You can see the moisture plume is pretty wide from the north day all the way to the santa cruz mountains. Heaviest showers have been showing up in the hills. We have been talking about that. Scattered showers will remain in the forecast tonight. Heaviest in the hills. Indefinitely causing problems for the afternoon or evening commute as you know, even the morning commutes. Now the winds have been very light with us. That that is because the dynamics are not there with this system. There is not a lot of upper air support with this so the rainfall accumulations are coming out mostly in the hills. Here is the computer model. At 10 00, you see, showers in the south bay. And now we get going for the morning commute, maybe a few showers. And then more scattered showers, some sun comes out tomorrow for a brief time. Then we start to clear out very rapidly as we head into our bay area thursday. So, the rain event really between tonight and tomorrow morning with scattered showers after that. Forecast, one there. Mid and upper 50s in low 60s tomorrow. That is because it is a warm air mass. The warm air holds a lot of water. As it hits the coastal hills we start to see the precipitation. The sun will come out a little bit tomorrow. Temperatures will be on the mild side. Warm air mass, as we go into the next couple of days so once this thing ends t High Pressure kicks in. We will see breezy conditions and then a return to warm temperatures. Back into the 60s and the 70s. So a big change from what we have been seeing. This commute a little wet in the north day. Tomorrow mornings commute looks wet on the roadways and by tomorrow evening, more rain. There will be breaks in the action and the commute shouldnt be as bad.
