Demarcus dawes is on life support after being shot three times. He is in grave condition. He was driving a honda minivan. His friend was in the passengers seat. They were headed east on interstate 80 when shots rang out near the san pablo exit. He had to be airlifted to the hospital. His friend was hit in the hand and will survive. Police found the suspects dodge in a richmond neighborhood and arrested three suspects. 24 year old parolee Elliot Johnson was driving the dodge. One of the juveniles fired the shots. Witnesses quickly came to the victims aide. The reason this case was solved so quickly was due to several outstanding witnesses including an offduty Police Officer coming forward and providing us with information. Reporter now, motive is not yet known, but the chp says the suspects are affiliated with a game. Coming up, well hear more from the victims family. They say he was a victim of mistaken identity. Thank you. Santa clara police say a man shot and killed by an officer last night had previous run ins with the police. Officers say they responded to disturbances at the suspects home in the past. Last night, his parents calling 911 to say he was acting erratically. Its unclear what happened next, but when officers arrived, they say they were forced to use a taser on the man. When that didnt work, an officer shot and killed him. The investigation continued through the night and its going to continue today with interviews, collection of evidence, and at some point, the investigation has to be presented to the district attorneys office. There is a Police Body Cam video of the incident, but police say its not being released because of the ongoing investigation. As standard protocol, the officer who opened fire is on paid leave. He has 13 years officer experience. An oakland Police Officer is recovering after crashing his vehicle early this morning. He is taken to the hospital, but is expected to be okay. Reporter the Oakland Police patrol car has been towed, but it was up on that Center Divide here on broadway and did take out a light fixture. The accident happened 5 30 this morning. Another car, a black sedan, was involved in the accident. We spoke to the driver of that car who says he was signaling to move into the left lane and didnt see the Police Officer behind him. I give the signal and see my shoulder there is nobody coming and see in my mirror nothing come. When i just moved, i get the bump. Then i got scared. And even i see there was a car who hit me, no headlights even on. Reporter that driver says the officer didnt have his headlights on, which is why he didnt see him, but a separate witness said the officer was driving with his blue and red Service Lights on without the siren. Just before noon today. Witnesses say the suspect presented a demand note. No weapons were mentioned or seen. He did run from the bank after the robbery. Deputies are still searching that area. One person is hospitalized and seriously burned after a fire engulfed her san rafael apartment. You can see smoke coming out of the unit there. The occupant of the apartment is in serious condition after being burned and collapsing in the parking lot. 6 to 8 other units were also impacted by the smoke. Another woman and child were rescued from the second floor bag connie but did not need to go to the hospital. Noor salman, the widow of the Pulse Night Club shooter should stay in jail. Noor salman has been held at santa rita jail in dublin since her arrest in january. Salman is accused of helping her husband scout potential targets including the Pulse Night Club. City Officials Say they are not neglecting the homeless victims of the flood, but the homeless say thats not how it seems to them. Amanda has lived by coyote creek for 5 years. She says shes doubtful any assistance will come. She lost everything in the flood waters and shes not alone. Entire encampments were washed away. Dozens needed to be rescued from the creek. Scott has been out daily trying to help the homeless replenish what was lost. He believes the city of san jose is not doing enough. Money has gone to those with permanent addresses and city Officials Say their focus is not getting people back in tents but rather back in housing. Theyre trying to identify the flood victims and how best to help them. Onetime assistance might not be the best tool to help someone who has been on the streets for a long time and was negatively impacted by the flood as well. We can help restore their encampment at least. Youre not enabling them by giving them what they need. Reporter city Officials Say theyre taking the triage approach trying to make sure more people dont become homeless as a result of the flood but the existing homeless will not be forgotten. Theyre already deal withing between 30 to 50 of the homeless flood victims trying to get them into permanent housing. Is that the number they think that lost their houses or their possessions, 30 to 50 . Reporter the trouble is identifying who was living along not only the creek beds but in some of the vehicles parked along the streets that were affected by the flood. They dont have a real number. The 30 to 50 are the people who have been staying at the shelters who have identified themselves as being pre existing homeless. But there are plenty of others who are also impacted who have not necessarily showed up and sought out those services actively. Finding permanent housing for the homeless has been an on going problem in many cities now. Are there talking of a short Term Solution other than helping out the encampments or rebuilding the encampments . Reporter when i talked to city officials today, theyre talking about how home first has been dealing with the problem, really trying to get people into permanent housing, but there are different concerns depending on which population youre talking about and how much assistance those people will need. Theyre saying there are Different Services available to the people who might need short term housing as a result of an apartment that might be damaged as opposed to someone looking for long term assistance. Theres a housing shortage down here, so they have their work cut out for them. And not just san jose. Oakland, San Francisco. Its a difficult situation. The answer may have just been discovered. What northwestern scientist greg and his colleagues ran into was a specific cell in the retina that may cause myopia when it dysfunctions. This new cell is highly sensitive to light. They believe as children spend more time indoors, the florescent lights inside trick the eye into thinking it is seeing 2020. Artificial lighting has lots of redgreen contrast. The sunlight does not. And that can fool this cell in particular into thinking the world is more in focus than it is. Thats when they realized one particular cell was highly sensitive to light and slow to respond. Now that this discovery has been found, whats next .
