Reporter let me show you. Firefighters are trying desperately to get thunder control. The fire started just after 3 00 p. M. One witness we talked to said that early own noticed a pallet on fire. Clearly it spread. The witness said this is ahg recycling which handles cardboard, paper, and plastic. Were told a shelter in place order has been issued for residents south of central and west of 880 to auto mall parkway. Also weve heard that businesses in the surrounding area have been evacuated. Now, an air quality inspector is also being broad in to monitor things here. Now, there have been large embers floating through the air. Theres also a concern that this might spread to neighboring buildings. This is an industrial area. When it is say theres a Plumbing Supply company nearby that has some flammable chemicals. Theres also apparently a refinery from. Our Vantage Point i can tell you for awhile there the smoke did appear to be getting a tiny bit lighter, although now it appears to be dark again. We thought perhaps that was a sign that maybe they were getting a handle on it. We understand that in addition to Alameda County, fremont, newark, hayward Fire Departments all here working hard, trying to get thunder control and to couldnt it from spreading to those neighboring businesses. Frank, julie. Thats what i wanted to ask you, ann. How concerned are they that this fire could spread . Does it look like its fairly windy out there. Reporter yeah, it is. The winds are a concern. You can see the smoke is low, and really moving out here. So i was told that for awhile there they were actually shooting the water up in the air because of the concern about the embers. And i really do think theyre worried because some of the businesses are so close by. And one ember going in the wrong direction, and then it will have spread. So there are concerns and of course these are industrial buildings, so a lot of those would have perhaps flammable things on site. Frank. And this is a recycling center. Do we know whats burning . Reporter no, no. I mean, only one witness told me it started perhaps on a pallet, but they do handle everything. Cardboard, paper, plastic. So i dont know, but chances are any or all of those things could be on fire right now. Ann, are they pouring tons of water on this, or are they going to let part of this try to burn itself out . Reporter so thats a good question. Were being kept back at a distance so its hard to tell. I can tell you theres a massive amount of water being put on this thing but i cant really tell where it is focused. For awhile some of the white smoke seemed to be coming from one side, and it was still dark smoke on the other side. I dont know if its save what you can and let the rest burn. I cant tell from this Vantage Point. You touched on this ann but weve been watching this burn now for over an hour. At one point, the smoke was thick, black smoke. It does look, at least based on your shot here, that the smoke is not quite, perhaps, as black or as intense as it was at one point. Would that be your take, or is it just as bad as its been since the beginning . Exactly what im seeing is. I would say that it does appear to be getting lighter. Still, far from under control. But always when you see that white smoke or that lighter smoke its a really good sign. Were going to let you work to get more information on this fire, ann. Well be back with you if we get any new updates later. We also want to let our viewers know that ace trains are delayed in this area due to this fire. So if youre relying on an ace train know that there are delays because of that fire. We want to get a check of the weather now and how the winders cooperating with the fire file. Were going to chief meteorologist bill martin. How concerned are you about all of that smoke . You know, most likely a recycling plant with cardboard, it probably is nothing like when you would be dealing with cars or oils. But when you have a lot of smoke, you know, even campfires are bad. Businesses have been evacuated. This video was taken earlier today. We do see the black smoke. Any kind of smoke, even like we say, camp fire smoke is bad four. The black smoke is ominous looking. Were in the sure whats burning here as of yet, but if it is a Paper Recycling center we can pretty much assume that its paper. I was seeing this when i was driving in. The smoke out there is really settling. The inversion has sunk down so theres a lot of smoke drifting south towards milpitas and down towards the mission peak area with a shallow inversion. So a lot of folks are going to notice the smoke out there. I have in my path, i told this story before, but when i used to work in restaurants we used to do the laundry and wash the napkins and stack the napkins. The napkins were warm, but the compression from all that heat, ive seen it cause fires. Just the compression, the weight of the napkins, the warmth, the compression. In a place like this weve seen this happen before in recycling centers where you stack things, where you stack paper or card board. Im not saying thats what happens, butt it oftentimes explains sort of a compressional fire event. So theres a shelter in place in the immediate area. Businesses are closed in the immediate area. And as we pointed out, and as you guys pointed out, they got the source right there. Theyve been dumping a lot of water. You see the fire hose dumping on the source. In a case like that obviously the smoke at the outset is very, very thick. As it gets up into the sky it dissipates. It does look like there is at least a little breeze out there. Its pretty windy. What direction . Its blowing from the north, julie, so its blowing everything to the south. Is that possibly the best case, blowing to the south, or could the wind shift . Would it be a worstcase scenario . I think its working out okay because theres some room to the south for the air to spread out, and, frank, you make a good point, right next to the fire, thats where your largest particulate matter is falling out. Thats where the smoke is most dangerous if you have respiratory issues. As this smoke works its way downstream, youre getting into smaller particulates. Still not good, but the shelter in place by Alameda County is in place for newark, in the area south of central avenue, west of i80 to auto park mall pardon me, auto park parkway. Or auto mall parkway. With that said, its a spectacular looking fire. It does look like they are making at least some progress. We should also say that is an industrial area. Its in the like there are a lot of homes there so that would be some good news. It started about 3 15. Just the smoke coming out from the very beginning was that thick, black, dense smoke. So it does look like they are getting a little bit of progress. However, were going to continue to watch this. Its burning at cherry and smith there in newark. As soon as we get more information, we will bring that to you throughout the night. Now to the situation in dallas where those five Police Officers were killed last night. Today we learned who those officers are. Michael krol. He moved to dallas from michigan nine years ago and joined the citys Police Department. Brent thompson was a newlywed, married just weeks ago to a fellow officer. Theres also pat trim zamrippa. He survived three tours in iraq before beg kid. Michael smith was a dallas sergeant for 37 years. And horn harris was shot by the sniper as the march came to an end. Today a heart broken Dallas Police chief had this message. We dont feel much support most days. Lets not make today most days. Please, we need your support. And this afternoon, the dallas mayor said ebels the city can he believes the city can start to heal after the downtown was turned into a war zone last night. This is video from Downtown Dallas last night. You can see those officers running through the streets, trying to protect innocent people from getting caught in the crossfire. During the intense gun battle the gunman killed five officers. Seven more were injured, and two civilians were also shot. The violence all started during a peaceful black lives matter march. During the early moments when the gunman started shooting at police you can see hundreds of people start to run for their lives. Hours later, we got our first look at the gunman. Thats cell phone video of the gunman hiding behind those cement pillars shooting down a street at the officers. That suspect has now been identified as this man. Micah xavier johnson. Police say he lived in a dallas suburb named mesquite. And the Army Confirms that he served in the Army Reserves and did one tour in afghanistan. Ktvus Cristina Rendon is in the newsroom with more on what were learning about the investigation and those five officers who were killed. Reporter frank, in the past hour we learned the gunman acted alone despite reports that others may have been arrested. He died when police detonated a bombcarrying robot in the parking garage he was in. Tonight were learning more about the officers he killed. Prayers led a day of mourning in dallas as the memorial continues to grow outside the Police Department. Our hearts have been broken by the recent events that have transpired throughout this entire week, especially these last 24 hours. Reporter the ambush on police followed a peaceful protest in Downtown Dallas thursday night. Five officers killed, seven others injured. Our profession is hurting. Dallas officers are hurting. Four dallas officers and one dallas area Rapid Transit officer were killed. Theyve been identified as 32 yearold patrick zam ripple. He served zamrippa. Michael krol. Brent thompson is the first dallas area Rapid Transit officer to die tin line of duty. He was a father, grandfather, and recent newlywed. Michael smith and lauren ehrens also died. On the one hand its a tale of heroism of Police Officers. At the same time its been a tale of cowardess by an as sass since. Reporter the lone shooter, micah xavier johnson, was a u. S. Army veteran. He told officers his goal was to kill white Police Officers. He did not after criminal record. I just want to mention the atf did do a search of a home connected to johnson earlier today in mesquite, a suburb outside of dallas where they found things like ballistic vests, rifles, and a journal of combat tactics. Cristina, do we know anything about condition of the seven officers wounded . We do. When we heard Texas Governor greg abbott speak he said all of those officers have been released from the hospital so that is a good sign, their injuries not so severe to where they needed to be held another day. As you can imagine it has been an emotional day for Law Enforcement everywhere as officers react to those deadly shootings in das. The San Jose Police department now says it is changing its deployment tactics. Ktvu south bay reporter jesse gary joins us from Police Headquarters to explain the changes by departments all around the bay area. Jesse. Its a way to try and increase safety following the shootings in dallas last night and a veiled threat against the sjpd just this morning. Every Law Enforcement officer throughout the country is on a high alert. Reporter that escalated several ticks for san joses finest after a startling discovery. Someone put a sticker on a box outside city hall which read kill cops. You cant help but to have that affect you mentally when you hear something such as somebody slapping a sticker that may seem like a joke to somebody but to a Law Enforcement officer it means a lot. Reporter police in multiple steers on alert and have altered normal patrols in oakland and san jose. Police will dunl by put thing two officers in each squad car. Senates not only the safety for the officers, but also for our community. We need to be safe in order to provide the service to our community. San joses police chief says the new configuration will not negatively impact response times. We respond to calls generally with two officers as it is. And so it might actually increase response times to our priority one calls. Reporter Palo Alto Police took a similar in the light of last nights murders in das. The Department Spokesman says doubling up will continue for the next several days out of an abundance of concern for public and officer safety. San Francisco PoliceOfficials Say they already put two officers in each squad car when on patrol. To make sure that we have enough people out there for the size crowd we anticipate. No matter how many officers ride together in each squad car, the slaying of five brothers in blue in another state has put bay area Police Officers in a state of deep concern. Theres absolute allot of fear now on both sides in the Law Enforcement community as well as the community in general. And we just have to continue to work together. Reporter dheef garcia said after the officer involved shootings, first in louisiana, then minnesota, he immediately did community outreach. Could be thats paying some fruition. Last night protesters shut down interstate 880 in oakland for more than two hours but even so the protest ended up being peaceful for the most part. Five people were arrested. One person was given a citation for throwing bottles at officers. The march started about 7 00 last night and quickly grew to 2,000 people. Many of them ended up blocking traffic in both directions on 880 near downtown oakland. No injuries were reported. Again for the most part here the protest remained peaceful. Driving down broadway today i only noticed a few buildings with broken windows including the footlocker which, for whatever reason, gets hit every time there is a protester. Ktvus paul claim bears spoke to some people who were part of the black lives movement. The black lives movement isnt about a Single Person but a movement which has become the umbrella that many other agencies attach itself to. Today the organization officially de nunsed the actions of the dallas shooter. As the city of dallas moves towards healing after a night of deadly protests which left five officers dead people who are part of the black lives Matter Movement in the bay area spoke out. I was filled with immense sadness, not just because five Police Officers are dead, but that that came on the heels of the very brutal murders in minnesota and baton rouge, louisiana. The protest in dallas started off peaceful. It was about the recent shooting deaths of alton sterling of louisiana, and Philando Castile of minnesota. The dallas mayor says a lone gunman changed the focus when he killed five officers which many say is where the fight for black lives matter gets lost. Its about beg antipolice terror and the genocide of black people in this country. But the fight for black lives isnt always fought by black people. Me being a black man, im an advocate and activist. He says the killing of sterling touched him deeply. I myself have black African American family members in louisiana he is special baton rouge. It hit home for me. So darren decided to express himself by taking part in an illegal act, spray painting murder on Police Headquarters. He says he knows what he did was wrong but he feels the actions by officers in louisiana and min so tarp also wrong. The difference, he said, is what he did doesnt hurt people. I felt like that was a very good word to use and i felt like spraying it on the oakland Police Department was a very effective tool for me to help shed light on an ongoing problem. What darren did does not represent the black lives Matter Movement who is now working to change the focus again, not away from the five officers but to make sure those two men who were also killed by police arent lost in the shuffle. My hope is this conversation becomes about how do we very quickly solve the problem of africanamerican genocide and preventing blood shed on all sides. A thought by some now is that five officers are dead. People are outraged, understandably so but some within the black lives Matter Community say those same amotions should have been shown yesterday when the focus was on the Police Shooting deaths in louisiana and minnesota. In oakland they didnt get out of hand. I was getting a sandwich, and i met a black woman, and we just started talking about all of this. We had a really nice not politically correct conversation. I was talking from my perspective, she was talking from her perspective, and i always see the cup half full. I thought, if thats whats happening, if its getting people to talk, thats a good thing. Thats the thing. Its the conversation behind it. They want people to talk about it, discuss it. Dont be afraid. Its something that has to be discussed, because its the only way we move forward. If you act like it doesnt happen, if you act like race isnt an issue. Thats a lie. People say theyre blind to race. You see race first. Lets be honest. A live picture now from that fire in newark. Its a Paper Recycling plant. So there is plenty of fuel. But again from the look of this picture, this is drastically different from what it was like just half an hour ago. Also ahead, a truck fire causes a big traffic backup on a main connector in the east bay. A truck fire is causing major backups on the 880 connector at the macarthur maze. It happened near the oakland and emeryville border. Plumes of black smoke could be seen from the highway there. Witnesses reported that debris from the truck was falling onto 580 below. Berkeley, oakland, and emeryville Fire Departments all responded to the scene. They have not released information about injuries but this is going on in the macarthur maze. Thats a very heavily trafficked area, especially during the evening commute. Keep that in mind because traffic is backed up as a result of this. Federal regulators have banned the founder of a bay area startup from operating a Blood Testing Laboratory for at least two years. Elizabeth holmes is the ceo of a company which operates a lab in newark. The company has been under federal investigation since former employees came forward to along the companys tests are unreliable. Holmes promised investors the company would revolutionize medical testing by processing tests with just a few drops of blood. Holmes could decide to appeal the decision. A Richmond Police officer has been placed on paid leave in connection with a growing sex exploitation scandal involving an 18yearold woman who describes herself as a call girl. Several other officers have been reassigned and remain under investigation but are not on leave as the richmond Police Department investigates the extent of their relationships with the woman who goes by the name of celeste guap. In a statement, police chief brown said we did reach out to her separate and apart from our personnel investigation through Family Justice Center staff with the intent to get her connected to services that could help because it was apparent that she might benefit. We cannot comment further. Richmond mayor tom butt said he hopes the investigation will wrap up quickly. Its not a good thing to have your Police Department involved in Something Like this, for a whole lot of reasons. I think the sooner we get to the bottom of it and deal with it, the better. Besides Richmond Police, the list of agencies that have opened investigations into officers involvement into guap include the oakland Police Department with two officers having resigned, three others under investigation. The Alameda County sheriff, four deputies there have been cleared. The Alameda County d. A. s off, one inspector has been fired. Contra costa county sheriff, the department there has one deputy that has resigned. Livermore police, one officer is on leave. And the san Francisco Police, we dont have numbers for that. Also, the defense logistics agency, one guard there has been reassigned. More now on the situation in dallas where five Police Officers were shot and killed last night. We learned this afternoon just one gunman was likely responsible. It has been a day of mourning in dallas and all across the country. As a safety precaution departments here in the bay area have made changes to the way they police by having officers patrol two in a car. San jose, San Francisco, oakland, and other departments have now decided to double up their patrol cars with two officers in each. Hard to imagine what it must be like to be in dallas right now. Fox reporter joel waldman is there. Joel, what is it like 24 hours after five officers were shot and killed . Reporter frank and julie, it is eerie, in a word. We got in here early this morning. We tried to go into town to get some food, and into downtown, and that area is still cordoned off with police tape. Still a very active crime scene as they are processing evidence even at this hour, leaving no stone unturned, as the cliche goals. But here it is a matter of fact theyre trying to make sure that they collect each and every piece of evidence. But as you mentioned, theyre now saying it was a lone attacker. Even the Department Homeland secretary jeh johnson coming out and saying that. So that is a new development. But all in all a very somber and sort of eerie day here in Downtown Dallas, guys. Joel what are you learning about the three people . The lone attacker was killed after the shootout, but there were three other people taken into custody. Have you learned anything about them . Reporter yes, we have. Last night there was a lot of talk about other suspects, particularly three other suspect, and that went into this morning. And then the police chief, david brown, sort of backed off of that. We didnt hear much about it. Then later this evening, both the mayor and the governor held a News Conference here at city hall. They say that those three suspects are cleared, and that the lone attacker they say was micah johnson, 25 years old, a veteran Army Reservist who did serve a tour of duty in afghanistan. So this protest as it was happening, as the shooting happened, this was a peaceful protest, demonstrating against the black gentleman who was killed in baton rouge and another in minnesota. Have any of the protesters come out and talked about what happened there in dallas . Reporter yeah, the protest organizer is both a reverend and a doctor. He was out here as well on the plaza here at city hall early in the day, essentially saying that, and this is going to sound corn knee, but these are his words, that love needs to conquer all, our country spiraling out of control. There is too much divisiveness, too much hatred. He organized the protest. He said during the process of the evening he lost his wife, ended up going home and ultimately was reunited with his wise. He said today we need to come together as nation. Joel, we know the five officers were killed. There were seven more wounded. Weve learned that they have been released from the hospital. But we also know that two civilians were shot. What can you tell us about their condition . Reporter these were people who were partaking in the protest. They were in the wrong place obviously at the wrong time. Their injuries dont appear to be serious. As far as i know, one of the victims at least of those two still remains in the hospital with some sort of flesh wound to her leg. I believe it was her sister, possibly another relative who was talking to the media today, basically saying that obviously she is traumatized, this woman who was struck. But obviously plans on overcoming this, despite the great odds and in spite of what happened last night. Joel, very quickly here, im just curious, are people still worried about their safety, given what happened, or do people essential think was just this one guy who went crazy, if will you, and the threat is now gone . Reporter well, you know, i think theres tension all over the country. So i dont think people feel the threat is gone, but not to be an alarmist, i dont think people are Walking Around in fear necessarily for their lives, but theres definitelily a sense of apprehension in the air. There was an officer who was shot at today near st. Louis. So people are definitelily on high alert, and as they are in your area, they are doubling up here, too. Youre not seeing any Police Officers standing alone. One other interesting note, at Micah Johnsons home where he lived with his mother, atf agents said they found bomb making material, ballistic vests, long rifles, and a diary of sorts. So that was chilling. Do you think he may have been planning something else, or do they think that this was just i mean, with all those other materials that they found what are they saying about that . Reporter well, in the course of negotiations last night with police, and as you mentioned, he was ultimately killed by a robot carrying a bomb, which we had never seen before, as far as anyone i know who i have spoken to, no one has ever seen this before. But there was talk that perhaps there were explosive devices left around dallas. He even kind of intimated that to police at one point. Thats when they decided to go in on him. Ironically, ultimately he was the one that was killed by a bomb, but they did find this bomb making material inside his mothers home so that is alarming. Im sure theyre going to continue to investigate to look into that further. Joel waled maine dallas for us tonight, thank you. Today Hillary Clinton spoke at the african methodist Episcopal Convention in philadelphia saying that people are cry kg out for an end to gun violence. I would not be here tonight if i did not believe we can come together with a sense of shared purpose and belief in our shared humanity. And if i did not know we must, because truly we are stronger together, not separated into factions. Clinton said if elected president she will work to develop National Guidelines for use of force by Police Officers. Donald trump called off the Campaign Event today in miami because of the Dallas Police shootings. Trump issued a statement on facebook calling the attack on police, quote, an attack on our country. He said, quote, we must restore law and order. We must restore the confidence of our people to be safe and secure in their homes and on the street. The chief of the Dallas Police department, david brown, has a person history with deadly Police Shootings. His son, who suffered from bipolar disorder, shot and killed a Police Officer in 2010. David brown junior was also killed in the exchange of gunfire with officers. The chief also lost his brother and former partner as a result of street violence. Police officers are guardians of this great democracy. The freedom to protest, the freedom for expression. All freedoms we fight for with our lives. Its what makes us who we are as americans. And so we risk our lives for those rights. Chief brown has fired several officers accused of using excessive force, and he has encouraged the use of body cameras for officers. Authorities say officers have been targeted in tennessee, georgia, and missouri in the past couple of days following the recent Police Shootings of black men. A driver allegedly shot at a Police Officer there three times in the back as that officer was returning to his car during a traffic stop. The officer, whose identity is not being released, is in critical condition. Police say a handgun was recovered and the suspect has been taken into custody. In tennessee a man opened fire on a freeway. He killed one person and wounded three others including a Police Officer. It happened early yesterday morning. Investigators say scott told them he was upset by recent incidents involving black people and Police Officers. The 37yearold gunman was shot by responding officers. He is now being treated at a local hospital. And a Police Officer was injured in georgia after investigators say a man made a fake 911 call, then ambushed that officer who responded. The suspect is identified as a 22yearold man, steven paul beck. Investigators say beck called 911 to report a vehicle break in and damage to his property. When officer Randall Hancock got out of his vehicles beck allegedly opened fire. The officer returned fire hitting the. Both hancock and beck were taken to area hospitals. An east bay city could soon become a major center for Legal Marijuana growing. Details about the businesses lining up for permits to get into the marijuana growing business. Also, it is likely the First Time Police have ever taken down a suspect like this. It wasnt a bullet but a robot with an explosive that took out the shooting is in dallas. Coming up, an expert walks us through how it all happened. Back now to the situation in dallas as weve reported the suspect was killed by a police robot carrying a bomb. In fact, it is believed to be the first time Something Like that has been used to kill a suspect. Ktvus lee martinez spoke with a local weapons expert to get his take on all of this. Reporter Scott Jackson knows guns, rifles, and explosives. But hes never seen, in his years working with Law Enforcement, the tactic used by Dallas Police to take down a suspect. Not to my knowledge. Not to my knowledge. They were creative. You have to stop the shooter. Reporter he said he spoke personally to members of the Police Department this morning. His sources say a robot was used to stop the shooter but it wasnt a bomb that killed him. They used a its a shotgun shell with a special explosive to propel it. The city of richmond could soon become a major center for Legal Marijuana growing and manufacturing. About two dozen businesses are seeking permits as ktvus rob roth tells us richmond says it stands to bring in a lot of money as a result. Reporter up until recently this laboratory at constance therapeutics in richmond was manufacturing cannabis extract used mostly by cancer patients. But the lab which also does research is on hold now waiting for a city permit. It gives us a stable platform from which to be a normal business. The law allows for growing and manufacturing marijuana within city limits, joining oakland and martinez as the only cities in the east bay that allow that. The reason, money.
