For the afternoon temperatures will come down just a few degrees and today is the spare the air day. Have well well have a look at the air quality coming up. Theyre looking at a small fire. And it started 9 20 last night and it was along the fair faction ridge line. Theyre calling it suspicious, it has burned about one acre and is 50 contained. They expect full containment by the end of the day. No clue on what started the fire at this point. It started after dark and its in an unusual spot. It includes marin county fire and cal fire. They say because of the conditions this fire has the potential to grow to 75 or 100 acres. Firefighters in the bay area and across the state are on heightened alert on this weekend. The unseasonably warm weather and dry conditions are keeping the fire cautions high. People are advised to clear away dead brush away from their homes. Vegetation is drier than normal and more susceptible to catching fire. 1200 firefighters are bat allege wildfire around las angeles. Its scorched 1900 acres and is 30 contained. Calm winds have slowed the spread of the fire which is 30 miles from downtown las angeles. The conditions are still extreme out there and once we have this fire put out it doesnt necessarily mean we dont have conditions throughout Southern California that Something Like this cant take place again. Three men are in custody accused of starting the fire. The men allowed their camp fire to get out of control. Theyre expected to face federal charges which could come as soon as next week. Another spare the air day. Stagnant air is trapping smoke and pollutants close to the ground. Wood burning is banned as a reminder. This goes from november through february. A drought emergency, hes asking everyone to cut their water usage voluntarily by 20 . He signed an Emergency Declaration at his San Francisco office. It gives the state flexibility in deciding how to allocate Water Resources and it means more wild land firefighters will be hired. Were facing perhaps the worst drought that california has ever seen since records began being kept 100 years ago. A number of reservoirs are at their lowest levels in year. Conservation could become mandatory in a matter of weeks if there is no rain. This is the second drought declaration, the first came in 1976 during his first term. Theyre already responding to the declaration. There was a water off campaign yesterday. Posters were maiden couraging people to stop using water. One asked people to hold off on washing their cars. Youll have some with hot lines established where people will call in and report water being wasted. The Lake Reservoir is lower than it was during the drought of 1976. The city of hillsborough will consider restrictions on tuesday. Voluntary conservation has been in effect in hillsburg since last summer. Now, to the 49ers quest for the sixth superbowl championship. You can see the smoke coming up from the area. They posted a photo online of the fire. Its at the flames coffee shop in hillsdale and roth. There are no suspicions at this time. Theyre taking a defensive mode from the ground. We continue to monitor the story and well have more information again as it comes into our newsroom. This morning firefighters are working a small wildfire on mount tamipias. That fire started 9 20 last night along the fair faction ridge line. These are the trucks you see near that oneacre fire. The fire is suspicious. Again as i mentioned it burned just about one acre, but firefighters continue to stand by unseen making sure its mopped up and not sparking up again. Its gone from downtown los angeles. An elderly woman is recovering from leg injuries after being hit by a lyft driver yesterday afternoon. The driver was turning left on to larkin when he hit the woman. Police say the driver stayed on the scene and was not cited. The pedestrians want to get somewhere quick and the driver wants to get somewhere quick and thats where you get the injury. There was another crash involving an uber driver and a 6yearold girl. That involved vehicular manslaughter. A girl was hit and killed on her bike. She was hit at about 7 30 in the morning at stoke street. She died at the hospital. The train was taken out of service and 40 passengers were buzzed to their destination. Surveillance video has been released. The video was taken on december 20th at 9 p. M. It shows what man walking in front of a 37 line bus, a group of people spray the bus with graffiti. They start breaking the windows. A bus coming from the opposite direction was vandalized. It happened in front of the skate board and Clothing Store which was hosting an after hours party. They had maybe five parties since ive been here all year. Thats the only time ive heard of that happening. They dont have any kind of incident over there. Police say the group may have planned the vanned lisp. Weve learned that a dozen buses were vandalized last month at different locations throughout the city. A fire that destroyed a machine shop and forced a dozen people from their homes is under investigation. It happened yesterday before 6 00 in the morning. The firefighters say the machine shop didnt have sprinklers. It spread quickly and reached an Apartment Building next door. One man started warning the people to get out when he saw the smoke. I finally understood my family, were fine, were alive, thats the most important thing. All of the 16 residents got out safely including 8 children. This is the fifth major fire in redwood city in the past 8 months. Theres new fallout, theyre demanding new penalties. The mayor says p and e tried to make a back room deal. They paid fines for failing to have a uniform policy to track its transmission lines. They wanted to count the money for any fines for the deadly blast. They should be fined for trying to pay a fine for two separate fines. They say the complaint is without merit. The word beach came up a lot it was so nice out we went to the beach. Outside your door of santa rosa, you are below freezing, 28 for you in the airport, again upper 30s, low 40s in hayward, upper 30s low 40s, redwood city, its reporting 46, 48 degrees right around downtown at this hour. If we get into the east bay weve got temperatures in the 30s as well. 36 for san ramon, upper 30s for pittsburgh, youre checking in at 37 degrees. So, were taking a look at a ridge of High Pressure that remains in place. Now, it is actually weakening and its losing its grip just a little bit. It has to do with just a few week systems that are passing over the north of us. Its not going to bring us any rain unfortunately. Well bring our temperatures down. With the ridge of High Pressure may be a little hard to picture but if i step out and roll this, notice how the rain and the storm track just moves right up and over us. No structures are endangered and so far no evacuations. Firefighters are telling us that this fire was reported after 9 00 last night and with the dry conditions weve been experiencing crews rush to prevent it from spreading. Its about a quarter mile east in ad windowed area. The location of the fire and since there are no obvious signs of ignition, theyre working on figuring out how the fire started in the first place. No clue on what started the fire at this point. It started after dark and its unusual. Now, again the idea were experiencing dry conditions, were not surprise to anyone. Crews are telling us that conditions are unusually dry. The conditions out here are closer to what they would see in august not january. The drought declaration from jerry brown comes as no surprise. The Martin Luther king junior holiday is a big ski weekend. But, the ski resorts are worried about business. They were surprised to find great deals at hotels. Instead of conserving weve learned that residents are using 34 more water than they did a year ago. Removing the tree would be expensive so theyre hooking for other possibilities. The San Francisco Public Utilities plans on replacing 18,000 sodium street lights with l. E. D. Lights. Its estimated to save more than 9 million over the next ten years. They can be controlled wireless from a tablet and can be programmed with motion sensors. If someone walks down the street or a car drives by that it will automatically dim the light or increase the intensity of the light. It will use half the energy of the sodium lights. Theyve set up two demonstrations one at irving and eighth avenue. This could be the last year for the annual Martin Luther king day freedom train. An elderly woman is recovering from leg injuries after being hit by a driver in San Francisco. It happened yesterday afternoon. The driver was turning left on to larkin when she hit the woman. The pedestrians was walking in the crosswalk when it happened. Police say the driver stayed on scene and was not cited. They just want to get somewhere quick and the drivers want to get somewhere quick. Theyre not paying attention and thats where you start getting the pedestrians vehicle injury. A deadly collision. It involved uber and a girl was hit. Vehicular manslaughter. A light rail train, this 14 yearold was hit at stoke street. She died at the hospital. That train was taken out of service and 40 passengers were buzzed to their final destinations. An oakland man died after being thrown off a bulldozer. The accident happened 5 40 p. M. West of highway 12. Police say the 38yearold man was an independent contractor working on a pond. He was driving a john deer bulldozer when he bounced off and was run over. We have an update to a wildfire we have been monitoring in marin county. Crews now say it is 50 contained. Ktvus Christien Kafton is live near fairfax, as firefighters work to put out that fire in the flint hills. Reporter weve been out here since 6 30 this morning, before the sun came up. Now that its getting lighter, firefighters are getting a better idea on what they are dealing with. Firefighters are staged here, planning out whats going on today. This is the staging area, about a quarter mile away from the fire scene. As we come over here, you can actually see where the fire line is. This hose that runs up the hill runs about a quarter mile up the hill and that is where the fire begins. They will be looking today to see what kinds of conditions they will be facing today, as they get out here. We have new video of the fire. We could see white ash on the ground, which firefighters told me this morning is evidence of a very hot fire. Firefighters are telling us this fire reported about 9 00 last night, with a phone call. With the dry conditions weve been experiencing, crews rushed in to prevent this fire from spreading. They say, again, dry conditions that were seeing this year are very dry. The conditions right now in january are closer to what they would expect to see in august. With those conditions, they did not want to let this fire get away from them. Our plan for the day is now that we have a line around it, to continue our mopup efforts, prevent it from spreading when temperatures come up today, the winds come up and the humidity drops. Reporter again, at this point, crews say no obvious signs of ignition in the area. Theres no power lines up there, no lightning, so they will have fire investigators out on scene today, trying to figure out exactly how it happened. Again, coming back to our live shot, you can see this is the area here. Firefighters tell me this fire is contained to 1 to 2 acres. They do have it circled and they are trying to keep it wet, making sure the fire does not spread today, as temperatures start to warm up, as the winds start to pick up. Governor jerry brown has officially declared a drought emergency. He is asking everyone to voluntary cut their water usage by 20 . The governor signed an Emergency Declaration yesterday at his San Francisco office. It gives the state flexibility in deciding how to allocate Water Resources and it also means more wildland firefighters will be hired. Were facing perhaps the worst drought that california has ever seen since records began being kept, about a hundred years ago. A number of reservoirs are at their lowest levels in years. The governor says conservation could become mandatory in a matter of weeks if theres no rain. This is governor browns second drought declaration. The first came in 1976, during his first term. Bay area water agencies are already responding to the declaration. Sonoma county water kicked off its wateroff campaign yesterday. The agency showed off posters, encouraging people to conserve water. One of the posters reminds people to clean up with a broom instead of a hose. Another asks people to hold off on washing their cars. Different retailers will use different approaches. But youll have some with hot lines that have been established, where people call in and report water being wasted. One example of just how dry its been, lake mendocino reservoir is lower than it was during the drought of 1976. And now to the 49ers quest for a 6th super bowl championship. The group is claiming that boeing knew or should have known the jet had inadequate auto throttle control and low air speed warning systems. Two americans are among the 21 people who were killed by a suicide bomber in afghanistan. Police say the bomber stood outside a restaurant where many foreigners and afghans were having dinner. Also among the dead, the head of the International Monetary fund in afghanistan and three United Nations staff members. The military says it could take weeks to determine how a young man died during training at camp pendleton. 18yearold private first class josh islam died on monday during a 30minute water treading test. While military officials are awaiting results of an autopsy, they told his parents that the death is not consistent with a drowning. Islam was a High School Baseball star in north carolina. His former coach says islam was one of the hardest working marines hes ever met. He was ready to move on with his next chapter. He had graduated boot camp and so now his next chapter was, as he would say, to be the best of the best. Islam had just graduated from combat training on january 10th. Police in philadelphia are searching for a young man in connection with a shooting of two of his classmates in their high school gym. It happened yesterday afternoon at Delaware Valley charter school. Two 15yearolds, a girl and a boy, were shot in the arm and injured. Hours later, Police Arrested a 17yearold student, but he was later cleared and released. Police say they have questioned two people, but they are still searching for a third person to interview. Im just so flabbergasted by how a child or whoever was able to bring a gun to school. Seven students were inside the gym at the time. Police say the shooting was captured on Surveillance Video. This is the second gunrelated incident at a school in the area over the past few days. On wednesday, a 17yearold boy was arrested for bringing a loaded gun to school. The death toll from the flu continues to rise right here in the bay area. Santa clara county Health Officials confirmed the h1n1 virus claimed the lives of two women, ages 52 and 62. By our count, that brings the bay area total to 22 deaths so far this season. Dozens of other people have ended up in the intensive care units. Additionally, my challenge is to ensure that at least one third of those will by permanently affordable to low and moderate income families. And now on to the story with San Francisco mayor ed lee, the mayor says hes making Affordable Housing the center piece of his state of the city address. He says the housing crunch is a crisis and hes proposing 30,000 new oh railroad has been tated homes within six years. [ applause ] mayor lee says one reason for the housing problem is the addition of 42,000 jobs. The mayor also proposed raising the citys minimum wage, increasing funding for Public Schools to a level he says has never been seen before, and improving services for the mentally ill and homeless population. Mayor lee also wants to add more police officers. President obama will deliver the state of the Union Address in 10 days. He touched on one of the themes in this mornings weekly address. So we are primed to bring back more of the good jobs claimed by the recession and lost to overseas competition in recent decades. But that requires a year of action. I want to work with congress this year on proven ways to create jobs. The president says in 2014, hes going to focus on expanding opportunities for the middle class, improving the nations infrastructure, and fixing the immigration system. The Golden Gate Bridge district is one step closer to raising the toll again. Its considering four options, one of which would raise the toll from the current 6 to 8 by 2018. The bridge district says raising the toll is necessary to offset 142 million budget shortfall over the next five years. Public meetings on the proposals are being held in san rafael, petaluma and San Francisco on tuesday, wednesday and thursday of next week. Uebber is offering free rides in the east bay for the holiday weekend. Passengers can take up to two free trips using uebber x. The offer lasts through monday. Cars will pick up and drop off passengers in berkeley, oakland, el cerrito, Pleasant Hill, san leandro, and san ramon. We are going above the 100 mark on the air quality index for areas along the north bay, coast and central bay. So going from moderate to just a little bit unhealthy. For most of us, you may see the haze and that will be about it. If you do have asthma, if you do have lung disease, this is something for you to consider if youll be outdoors. The sochi olympics are expected to be the most expensive Olympic Games in history. Organizers are estimating the games will cost about 50 billion to put on. Thats more than three times the cost of the london games in 2012. When russia won the bid in 2007, officials said the games would only cost about 12 billion, but that figure skyrocketed with efforts to build new sporting venues, roads than, and hotels. Christien kafton is near fairfax with an update. Whats going on there now . Reporter allie, lets start with the good news. Theres no evacuations, no structures endangered right now. The fire is about a quarter mile up the ridge line right there. We just saw calfire crews arriving on the scene f we swing the camera over here, you can see the Marin Fire Department is leading a morning briefing on exactly marin county fire is leading a briefing on exactly what they will be doing today. So far, the size of the fire, about 1 to 2 acres in size. Firefighters tell me they will spend the day surrounding this fire, making sure it doesnt spread. Now, when the sun came up a little earlier, jacob unger and i, my photographer, were able to hike in about a quarter mile to get this new video. The fire is small, but we can tell you it definitely burned hot. Firefighters are telling us this fire was reported after 9 00 last night. They say with the dry conditions weve been experiencing this year so far, they say the conditions are closer to what they would expect to see in august, not january. At this point, theres no obvious signs of how this fire started in the first place. It is in a remote location, which always brings up questions. Our Fire Investigation team will come out today and they will start to try to figure out what happened. Other than that, we dont know except for the fact that it is in a remote location. Firefighters tell me there was no lightning last night, so they are still trying to figure out exactly how the fire started. Fire investigators will be on scene trying to determine how this fire started. Crews will also be spending the day making sure this fire does not spread. So again, this morning, briefing right now, planning out strategy. From what we understand, since the fire is relatively small, about 1 to 2 acres in circumference, they will try to surround it and make sure it does not spread as temperatures build through the day and as the wind builds through the day. For now, Christien Kafton, ktvu channel 2news. We have new video coming into our newsroom of the breaking news weve been telling you about from the south bay. Around 6 20 this morning, a restaurant called flames coffee shop located on hills dale and ross in san jose caught fire. A couple of workers were preparing to open the place up when the fire began. Then they ran to the fire station around the corner to call for help. Flames were fueled by cooking oils and furniture. The blaze ripped through the building, causing several sections of the roof to collapse. It took firefighters about an hour to put the fire out. The damage is estimated at 1 million. Almost 1200 firefighters are now battling a wildfire thats continuing to burn near los angeles. The colby fire has scorched nearly 1900 acres and is only 30 contained. But firefighters have caught a big break. Calm winds have slowed the spread of that fire, which is about 30 miles northeast of downtown los angeles. The conditions are still extreme out there. And once we have this fire put out, doesnt necessarily mean that we dont have conditions throughout Southern California that Something Like this cant take place again. Three men remain in custody accused of starting the fire by allowing their camp fire to get out of control. They expect to face federal charges, which could come as soon as next week. Back in the bay area, today theres another spare the air day. The bay area air Quality Management district says pollutants are trapped close to the ground. As a reminder, wood burning is banned. This is the 28th spare the air alert of the winter season, which goes from november through february. An elderly woman is recovering from leg injuries after being hit by a lift driver in San Francisco. It happened yesterday afternoon near jackson and larken street. Police say the driver was turning left onto larken when she hit the woman. Investigators say the pedestrian was walking in the crosswalk when this happened. Police say the driver stayed on scene and was not cited. You get the pedestrians that want to get somewhere quick and drivers that really want to get somewhere quick and they are both not really paying attention. Thats where you start to get the pedestrian vehicle injuries. The accident follows a deadly collision on new years eve, involving an uber driver and a 6yearold girl. The 57yearold driver in that case was arrested on suspicion of vehicular manslaughter. In san jose, a young teenager riding her bike was hit and killed by a vta light rail train. The 14yearold girl was hit at about 7 30 in the morning at stokes street. Police say she died at the hospital. The train was taken out of service and about 40 passengers were bussed to their destination. San Francisco Police have released Surveillance Video of two muni buses being vandalized by a group of people. An undercover detective showed us the video, taken on december 20th at 9 00 p. M. It shows a man walking in front of a 37 line bus near ashbury. A group of people started spraying the bus with graffiti, then started breaking the windows. Later, a bus coming from the opposite direction was also vandalized. Police say it happened in front of the rvca state board and Clothing Store, which was hosting an afterhours party. They have had maybe five parties since ive been here all year and that, thats the only time ive ever heard of that happening. They usually dont have any kind of incident over there. Police say they think that the group may have planned the vandalism. We have learned that more than a dozen buses were vandalized last month at different locations throughout the city. Giving you a live look there at mount diablo, parts of concord down below, 41 degrees in concord, as temperatures finally begin to climb. We sat in the 30s for a few hours and now were looking at 42 degrees in livermore, 43 in antioch, 42 in fairfield. Ridge of High Pressure still in control, but not as profound as yesterday. Clouds rolling into the bay area today, but thats about it. Temperatures will fall slightly for today, tomorrow, an additional cooldown expected. This ridge of High Pressure will remain in place and not going to bring any rain to our area. But we started to cater to them and they started to breed like rats. Two turned into four, four into eight. 20 people are now back there. They just keep coming. But to get more comfortable, the niners flew to seattle last night rather than today. The mascots of the baseball teams are getting in on the wagering action. Firefighters across the bay area are on heightened alert this weekend. The unseasonably warm weather mixed with the bone dry conditions are keeping the fire danger high. There were two fires today, a restaurant fire in san jose, and a wildfire near fairfax that started late last night. Governor jerry brown has officially declared a drought emergency across the state. He is asking everyone to voluntarily cut their water usage by 20 . Water agencies will soon decide whether to make water restrictions mandatory. Governor jerry browns drought declaration comes as no surprise to ski resorts in the lake tahoe area. The Martin Luther king holiday is usually a big ski weekend, but some resorts are worried about business. Lastminute visitors say they were surprised to find great deals at the resorts. Instead of conserving, weve learned that residents in marin county are actually using 34 more water now than they did a year ago. A Water Conservation activist says its time for people to change their habits. We should cut our expectations for what we can do in our homes and in our industry and in our agricultural communities for the next year at least. Experts say people should also prepare for higher water rates and thats because water districts have operational costs that dont go down. One of the worlds most famous statues is in need of a repair due to a powerful storm. Work will begin on the christ the redeemer statue in rio. The statues right thumb was chipped during a storm. The 120foot statue is atop a Steep Mountain and is often hit by lightning. A Spokesman Says the church has a supply of the same stone originally used to build the statue, from 1931. More than 60 passengers on board a Royal Caribbean cruise ship got sick with whats believed to be the norovirus. The cruise line says the stomach bug quickly spread throughout the ship. Passengers say they were given letters warning about the illness and how to avoid getting sick. Told us that there is some disease or Something Like that. Announcements were in english and spanish. They went all morning, all afternoon. As crews were cleaning the ship, a new set of passengers were getting ready to board. Royal caribbean says they were given the new passengers the option of rescheduling due to the outbreak. Crews are deep cleaning an Elementary School in portland, oregon after a noroVirus Outbreak sent more than a hundred students home sick. A spokeswoman for the district says the process will last a few days. All activities and sporting events at the school have been canceled. The school is expected to reopen on tuesday. First Lady Michelle obama will be celebrating her 50th birthday with a dance party at the white house. The celebration, dubbed snacks and since and dancing and dessert, starts tonight at 9 00 and lasts until midnight. The president asked gusts to wear comfortable shoes. The white house will be limiting how much guests will be able to share about the event. The invitation does say no camera, no photographs. Civil Liberties Groups say president obamas plan to reform intelligence gathering does not go far enough. The president announced yesterday hes changing the way the Intelligence Agency such as the National Security agency, mines personal data like phone records. He wants strict approval from a court before accessing the information. Agencies can only target phone calls that are two steps removed from a phone number associated with the terrorist organization rather than three steps removed. In addition, no more eavesdropping on the phone calls of foreign leaders. We are finding out more about the massive data breach at target stores that may have compromised the personal information of 100 million customers. A Cyber Intelligence firm says the breach may be part of a larger scam and at least six other retailers, including neiman marcus, may be affected. The Company Works with the secret service as well as homeland security. Its report says there is evidence that more data breaches could be on the way. When we are seeing these types of attacks before and they create their attack methods and all the associated tools, they dont just target one or two companies. They say, well, how Many Companies are susceptible to this . Lets go after all of them. The company says retailers may not even know their credit card scanners are infected with the malware until its too late. It also says the malware at the center of the breach was partly written in russian and may be connected to organized crime there. Wells fargo is shutting down its direct deposit service. Beginning february 1st, new checking accounts that are opened wont be able to use the service. Existing customers will be cut off in the middle of the year. The Service Allowed customers to have an advance of up to 500 before their next electronically deposited check. The bank did not say why it is stopping the service. Dozens of Oakland Police officers are celebrating their new promotions. [ applause ] one of six six people were promoted to lieutenant. 25 to sergeant, two more to captain. Yesterday, the department threw a promotions ceremony for the officers and their families. By making these promotions today, we are setting in motion the next generation of leadership at the Oakland Police department. It might be the month for new years resolutions, but apparently january is a big month for another major life change as well. Oakland city officials have not dealt with the huge eucalyptus tree that fell two months ago. The 120foot tree was knocked down during the deadly wind storm in november. Some oakland residents say the tree is now a tourist attraction, while others say its a danger that needs to be removed. Its a total hazard. The fact its been here this long is complete negligence on the citys part. If they put a fence around it, you know, where nobody couldnt climb up on it just to look at it, it should be okay. The city of oakland says at one point there was a fence around the tree, but someone tore it down. City Officials Say removing the tree would be expensive, so they are looking into other possibilities. San Francisco Police are investigating a crash that seriously injured a motorcycle driver. Police say the motorcycle crashed into a car at about 3 15 yesterday afternoon at bush and broderick. Police say the motorcycle driver is in critical condition. Investigators are asking anyone who may have witnessed that crash to call police. The super bowl is just a few weeks away and for some people who are hosting parties, the food is just as important as the game. Its estimated americans will spend more than 1 billion on food for the super bowl. One chef says more people are steering away from pizza and beer and will be buying more healthy snacks, like humus and pita chips. People are more conscious of what they are eating. To celebrate, walking tours through the new Sea Lion Center and pier will be held. Tours begin every hour starting at noon on the west side of the entrance plaza. Sea lion center opened yesterday and is managed by aquarium of the bay. It is a free nature center, where people can learn about the sea lions who have made pier 39 their home. In just about an hour, a 24 hour effort to save the Berkeley Post Office begins. A group of protesters have been trying to save the post office since the Postal Service announced plans to sell it. At 11 00, the group is kicking off a festival celebration and resistance. Activities for the 24hour long event include petition signing, music and letter writing.
