You will see some slow traffic. 680 is also slow Contra Costa County. In San Francisco we have record of a new injury crash involving a motorcycle. Northbound 101 at silver avenue. We have northbound 101 just south of the toll plaza on the golden gate, i looked at my camera on the golden gate bridge. I dont see anything. But i dont see a lot of cars getting through. Well investigate that. 7 04. Back to the desk. New this morning, fire season began a week ago. Its been a busy start in the bay area. This morning, firefighters were on the scene of a fire at a homeless encampment at story road. Janine de la vega is live to let us know how this fire started. Good morning, janine. Reporter good morning, tori. I want to show you all of the dry brush at my feet. This stuff is everywhere. Its very easy to pick up. Its very dry. If you look further down into this homeless encampment, theres a lot of vegetation here, a lot of trees. The potential for fire to break is great. The firefighters got on scene quick. The fire was spotted by a sheriffs deputy driving by. Firefighters hiked down a trail and found a structure made by one of the Homeless People on fire. It spread to the trees. And they worked quickly to put it out. They say it appeared to have started by someone cooking with propane. The dry brush and the warm, windy weather scheduled for this week could keep firefighters busy. We have a lot of vegetation. We have homes that are in chutes, draws, valleys. Places where people would make a very fast run upslope and could endanger some of these homes. Reporter fire season started a week ago. Calfire has increased its equipment and Staffing Levels. Yesterday, south bay firefighters were practicing different scenarios and were called to at least nine vegetation fires. People are being advised to remove dry brush. You may recall last month a homeless man was charged with starting this fire that destroyed a former San Jose Television station. As many as 30 Homeless People were believed to occupy the vacant building. At first, there were concerns someone may have been killed in that fire. But a painstaking search of the debris found no evidence of human remains. The building has been turned over to the city of san jose for demolition. It was a real close call for a baby in concord. A babys in the hospital this morning after almost drowning yesterday in a backyard pool. Reporter this close call for a family here in concord should serve as a remainder to other parents to keep a close eye on their kids around water, especially with the weather warming up. Its a perfect time to hang out by the pool. In this case, a 1yearold boy was found unconscious in a backyard Swimming Pool last night. Relatives found him unconscious in the pool. Hes in stable condition now, according to Concord Police. This happened after 6 00 at a home on ducker court here in concord. Concord Police Arrived and found family members already doing cpr on the child. Officers took over cpr until paramedics could get there to the house. The boy was taken here to john muir hospital in concord. He was transferred to Childrens Hospital in oakland for further treatment. Were told he was successfully revived by first responders. Were working to get an update on his condition. I did speak with police. No word exactly how that boy ended up in the water. But obviously Concord Police will be doing a full investigation into the circumstances surrounding this near drowning last night. Were live this morning in concord, alex savidge, ktvu channel 2 news. All right, alex. New concern for Public Safety in oakland. Its rising. After reports of Oakland Police officers working mandatory extra patrols. Now, according to the oakland tribune, the mandatory overtime started in october of 2012. Its not scheduled to end until next march. Thats when the Police Department expects to have hired enough officers for a full staff. Coming up for you at 7 45, pam cook will have more on the problems the department is facing as oakland deals with the highest volume of 911 calls in the entire state. 7 08. The safety of people walking and biking will be the focus of an event at at t park before tonights giants game. Local Law Enforcement agencies and the city are joining together. They want to education bikers, walkers and drivers on how to interact safely with one another. The event is at Lefty Odoul Plaza from 5 00 until 7 00 tonight. Theres new information concerning the computer glitch that recently grounded or delayed hundreds of Los Angeles Area flights. Security experts claim a design problem in the u. S. Air Traffic Control Computer System is to blame. Air traffic chromers did not have altitude information for the flight plan of a spy plane flying through the area. The faa says that caused a meltdown of the Computer System. In theory, experts say the same vulnerability could have been used by an attacker but it could be difficult to represently replicate the exact conditions. They claim to have remedied the problem. The statewide testing system has been hit with glitches. Computers used computers and ipads for the first time to take tests. But students have reported a lot of problems. Many problems trying to log onto the system. They also say the system logles them off while they are reading the test questions. Some devices are frozen and dont save answers. This years results will not count. They will not be used to evaluate students since the new system is clearly in its testing phase. Testing phase. Uhhuh. A mother in ohio got a surprise mothers day surprise when she gave birth to rare twins. Now, take a look at this know toe. You can see two photo. You can see two baby girls Holding Hands. The twins are considered mono mono twins. This only happens in one in 10,000 pregnancies. The babies were born 45 seconds apart but once they were held next to each other, they grabbed hands. It was so awesome. They were both Holding Hands. It was so great to hear them both cry. Even though mono mono twins are rare, the hospital in akron, ohio said they are expecting another set later this week. And that mother is just a couple of doors down from sara. Wow. 7 15. Good news this morning for people who commute from marin county to San Francisco. The golden gate transit board of directors has decided to permanently add a 7 30 a. M. Ferry right out of larkspur to San Francisco. The 7 30 a. M. Ferry run just finished a nine month test period. The district says the ferry attracted more than the expected number of passengers. Before the 7 30 a. M. Ferry was added, the 7 50 and 8 20 ferries were frequently sold out and backup buses were needed for those who did not fit on the boat. An important traffic warning for northbound drivers headed to the golden gate bridge. The last San Francisco exit before the bridge now comes a little sooner. The exit has been moved about 1,000 feet south during a construction project which should last about a month. Presidio Parkway Project managers say this exit will be clearly marked. However, any driver who misses it will have to go over the bridge and then pay the 7 toll for the unplanned trip back to San Francisco. See, now you warned everybody. I have. The fire which has burned nearly 1500 acres started yesterday afternoon in fritch in the texas panhandle. Crews say the enentire town was at risk, at least 100 homes have been destroyed. It happened yesterday afternoon at this sanker landfill zanker landfill near highway 247 and 880. Thats where Tara Moriarty is live now. You just got off the phone with firefighters. So tara what are they saying about the cause . Reporter a san jose firefighter says its not considered suspicious. They believe heavy machine may have caused the fire. They are not 100 certain. The investigation will continue. The firefighters left the seen at around 11 00 last night. They have workers at the landfill who are turning up those large piles that caught fire with bulldozers and dousing it with water. On the horizon, you can see it will be smoggy. Today has been declared the first summer sparetheair day. People are not only smelling the remnants of this fire but car exhaustion to deal with. The fire is out but not after fighting six hours of stubborn flames. Huge plumes of smoke are in the sky that can be scene by drivers on freeways. Firefighters say it wasnt too hot but with temperatures pushing the triple digits. Thats about to change. The intense smoke grew. Many are concerned about the air quality. It happened around 9 00 last night on archer street near al visa park. A young man was stabbed at least once but hes expected to survive. Still not what led up to the attack or how many people were involved. Do you feel safe riding on muni . If you do, you are not alone. New crime stats are out. And crime is down on the transit system. Brian flores is live in San Francisco with the particular crime that saw the biggest drop. Reporter good morning, tori. A drop in crime is good news. From the muni riders we spoke with, theyve noticed a difference from a few months ago. As for the numbers released and the biggest drop in crime, actually cell phone and smartphone thefts. Now, the chronicle reports outlines stats just released from muni. Overall crime down from 30 incidents. Going from 284 indents to 201. The most impressive drop was smartphone crests. They say its dropped an impressive 77 since last may. A drop from 109 reported thefts in may to just 25 in march. Muni transit officials are crediting the drop in crime to a few reasons. One of them has to do with the federal grant of 1 million which added more paid hours for officers to patrol muni lies. The other reason is a commuter vigilance campaign which urges muni riders to be more aware of whats going on behind them and not get distracted by their smartphones. I have noticed a few more muni employees, more employees on the bus than before. I do see a few more muni fare checks going on. But other than that, as it relates to problems or crime, i i have seen no change. Its always been good. Reporter the surge in Police Presence came shortly after an incident back in october in which 20yearold justin valdez, a San Francisco State University student was randomly killed as he was exiting a muni light railcar at ingleside heights. Apparently at the time the suspect was seen waving his gun. But nobody was aware because the passengers were transfixed on their cell phones. Thank you, brian. 7 38. Police and School Administrators are hoping a 1,000 reward will encourage someone to come forward with information about threatening graffiti found at a school in danville. The graffiti found near charlottewood middle school threatened to harm students on may 8th. It prompted an increased Police Presence on School Campuses that day last thursday and kept almost half of the student body from even coming to school. Police say they hope this reward will lead to the arrest of whoever was behind the spray painted message. The search is expected to resume today for four men who are presumed dead after their speedboat capsized on full some lake. More than 25 rangers, emergency workers and divers searched the lake yesterday. The search was suspended in the afternoon because of high winds. Investigators are still trying to figure out what caused the 40foot boat to capsize on saturday afternoon. 7 39. The plane experienced engine failure. The body of the third and final victim of a hot air balloon explosion in virginia has been found. A company has offered to track all large passenger planes for free. Routine use of satellite tracking has been resisted by commercial airlines because its so expensive. New concerns about safety in a local city already fighting a reputation for high crime. Pam cook is in the newsroom why Oakland Police say they worry about making mistakes on the job. Oakland Police Officers are worried that mandatory overtime will lead to dangerous mistakes. The mandatory overtime for the Oakland Police department began in october of 2012 and it is not scheduled to end until next march. Now, thats when the department expects to have hired enough officers for a full staff. The paper says officers have had to sign up to work the equivalent of two extra days per month for the past year and a half and they are sometimes ordered to extend shifts without warning. Officers worry that the excessive fatigue could cause mistakes on the road and while handling an incident. A Santa Clara County sheriffs deputy saw the glow in the distance at 3 30 a. M. Firefighters arrived and discovered a burning structure by a homeless person. It spread to the trees and firefighters knocked down the flames. It happened near center and center road. Firefighters say it appeared to be a looking fire. Firefighters are preparing for the upcoming season, when they were called to nine vegetation fires yesterday afternoon. Its definitely ahead of schedule. With the drought, obviously, its helping things to dry out quicker, not so much moisture throughout the winter. And with the temperatures expected to reach into the 90s even the 100s this week, firefighters are on alert. Calfire has increased equipment and Staffing Levels at its nfl fire station. Let me show you video of what happened last night. It was in concord where relatives found this 1yearold boy under water in a backyard Swimming Pool at a home. Hes, however, in stable condition after being rescued by firefighters and rushed off to the hospital. Everything was at 6 00. The home is on ducker court in concord. Police arrived and found family members performing cpr. Paramedics and firefighters got to the house and the boy was taken to the hospital. First in concord, then changen to Childrens Hospital and taken to Childrens Hospital. As if often the case, this little boy is not out of the woods just yet. This child potentially could have longlasting effects from yesterday. Thats correct. We never know until the child is completely stable and the doctors have had to a chance to evaluate him. Any time your brain spins without oxygen is not good. Were hoping for the best. These are tough calls. Yes. We had a lot of people involved in this call, not only the crews who went initially to the scene but the stabilization and the transport of the child as well. And any call involving a child is tough for responders. Let me ask you, the weather is gonna get warm starting today and throughout this week. That means people are gonna be hanging out by pools. They will be bringing the kids to the pool. What is the message you would like to get out to parents with this warm weather on the way . The main think, people be aware of what their child is doing at all times. In those times where you cant, what we recommend is that people install barriers, safety barriers, either over top of the pool which is a particular kind of a barrier, we recommend that they put fences or gates around the pool and put alarms on those gates and on the sliding glass doors that lead out to the backyard. Concord police are investigating the circumstances of that near drowning that happened last night at this point, they sant say exactly how that 1yearold boy wound up in the water. It happened around 2 30 sunday morning. Firefighters say the car raced through an intersection crashed through a chainlink fence and then smashed head on into two trees. Four people were trapped in a car. A fifth person was found walking a short distance away. People who live in the area say that intersection is a dangerous one. Its a short intersection. I think theres not a lot of time to slow down. It changes fast. Might be coming down and try to make it. Its changed right there. So they will just be out there. They got the green. They are coming in. Investigators believe speed played a role in the crash. According to the chronicle, the Alameda County coroner identified one of the victims of Dwayne Palmer of oakland. The name of the other person who died has not been released. In another serious crash, six people were hurt in San Francisco. It happened at 7th and harrison streets yesterday afternoon. Police say an suv ran a red light, then hit another suv and drove on the sidewalk. Five people in the two suvs and one person on the sidewalk were hurt. Lets take a look at the bay bridge toll plaza, you can see if you look on the left, the traffic getting in from 880 at the toll plaza, its not very there iss not very many people theres not very many people getting through. 25 to 30minute delay at the toll plaza. I want to mention, we have a look at the south bay, 85, 101 are all very slow. This is more runofthemill slow traffic. If i draw a line look at 280. Its slow from 101 all the way up into cupertino. 101 is slow right from 280 all the way into palo alto. So were having a heck of a monday out there. 8 19. Lets go to steve. That has been slow. The only bright spot is if you are getting on the freeway taking the 880 ramp. Since so many are stuck, the 880 ramp is much better than it was, 25, 30minute delay. As you are looking at traffic on the other parts of 880, southbound weve had some slowing getting down to the fremont area. Southbound 880, weve had slow traffic all the way through but i think northbound really is the slowest. 880 south a little slow but northbound is the slowest. Back to the desk. Today is the first summer sparetheair day and air quality Officials Say a big fire at a san jose landfill didnt help things at all. Tara moriarty talked to firefighters just about an hour ago, tara, and they think they know what caused that fire. Good morning. Reporter investigators believe this fire could have been sparked by some machinery. They are not 100 certain. Thats what it is looking like. Right now there are landfill workers churning through these huge piles of wood chips with bulldozers dousing them with water. Fire crews left last night around 11 00 but the landfill workers are there and the fire is obviously out but not until after six hours of fighting stubborn flames yesterday afternoon. Mountains of these bark chips caught fire sending huge plumes of smoke in the sky that could be seen by thousands of drivers on nearby freeways. With temperatures pushing the triple digits this week, it will be warmer. We anticipate the next in the next few days with the increase in heat that the fumes will be drying out a lot faster. The moisture content of them will be a lot less. They will be ready to burn. Reporter people who live nearby are not only smelling the remnants of this fire but now they have more still air and car exhaust to deal with it. After this baby boy nearly drowned in a backyard Swimming Pool, firefighters are urging all parents out there to keep a close eye on their kids when they are anywhere near water, especially as the weather warms up. A lot of families will be spending a lot of time near the pool. In this particular case, this 1 yearold boy was pulled by a backyard pool by some relatives last night. It happened at 6 00 at a home on ducker court in concord. Concoward Police Officers and found family members performing cpr. Officers took over cpr until the paramedics got to the house. The boy was taken to john muir and then transferred to Childrens Hospital in oakland for further treatment. We understand he was successfully revived and is in stable condition according to police. While its unclear how the boy wound up in the water, the fire official said parents need to be vigilant around water and put up barriers. It only takes a minute for a child to get into serious trouble. If its a home pool, we recommend barriers, fences and gates around the pool. When you have those gates and doors that you put alarms on them so you know whats going on around the pool and know if a child has gotten into the pool without your knowledge. Reporter even though he was stabilized, the fire marshal said this boy may not be out of the woods. Its unclear how long he spent under the water. Its possible there could be lasting effects. From the riders that we spoke with, theyve noticed a drop in time from a few months ago, the biggest drop is actually smartphone theft. Now, munis report states overall crime is down about 30 . Robberies have dropped 75 this july of last year. But the most impressive drop in crime again was smartphone thefts, report states its dropped 77 since last may. A drop from 109 thefts in may to just 25 in march. Muni transit officials crediting the drop in crime for a few reese. One of them has to do with a federal grant of 1 million which added more paid hours. The other reason is a Commuter Campaign called eyes up, phones down. That was launched last august which urges muni riders to be more aware of whats going on behind them and not get distracted by their smartphones. I feel very safe riding muni. Ive been riding funny full time for sick muni full time for six years. Never had trouble. Reporter 20yearold justin valdez, a San Francisco State University student was randomly shot and killed while exiting a muni car. Miss takes on the job mistakes on the job, thats the concern for Oakland Police officers because of staffing issues. Pam cook is in the newsroom with a new report shedding light. The report in the oakland tribune says Police Officers are working mandatory overtime. That could lead to dangerous mistakes. The extra shifts are sometimes ordered without warning. No time for officers to prepare for the extra hours. It started in october of 2012. Its not scheduled to end until next march. Thats when the department expects to have hired enough officers to be at full staff. The taper said officers had to paper said the officers had to sign up for two extra days a month for the past year and a half and the officers worry the excessive fatigue could cause mistakes on the road. Now the head of the union says the mandatory overtime has further heard an already low more ral and contributed to resignations from the force.
