We spoke with a homeless man who has been here for 90 days. He agrees with having more shelters in the city. According to compost, he is also suggesting one of the shelters the allowed to allow alcoholics to keep drinking and allow drug users to keep shooting up. The shelter in the missions does not allow that. The mayors staff is identified 12 different locations where the shelters could be. They have not been disclosed. A powerful storm this weekend called caused flooding and a real mess. Broken tree limbs and debris washed up on the beaches. Storm runoff also sent debris clogging streams and rivers. Those weekend raids rains cause sewers to back up causing massive damage to walls, floors, carpets, and furniture. A contractor did not probably properly close the sewer system. Insurance will not cover the damage. I Insurance Company said the claim was denied. My dad called to see how were going to deal with the situation. The agent said nothing would be covered. The Police Rushed to self third around 6 15 with a report of the stabbing at san jose state. Officer saw the suspect and two victims outside a home. No troubles on the bridge reported. 7 31, lets go back to the desk. Lets go back to developing stories of last nights a Strain Development derailment. Federal investigators from the ntsb are working with local investigators to determine what happened. Just hours ago this morning, a sheriffs spokesman told ktvu alex savidge the a strain hit debris from a mudslide that was on the tracks. There were 214 passengers on the train. Nine people were hurt, four suffered critical injuries. A lot of mud that we had to move away from the track. That is going to take some time. They had to move some heavy equipment and machinery to be able to move the railcars out of the way. It will take several hours. The train was headed from san jose to stockton when it derailed at 7 35 last night. Ace Train Services canceled today. Commuters have to find another way to go around. A terrifying for an frightening ordeal for the hundreds of passengers on that train. Janine de la vega, you are in fremont where some of the injured were taken to hospitals and are recovering this morning. Reporter yes, at least one is left here. A man is recovering at Washington Hospital in fremont. We are told he is in Good Condition. He was one of nine people who were taken to bay area hospitals. Out of those nine, four were seriously hurt. Those injuries are not life threatening. Some of the people injured were in the first train car that fell into the creek some head back and spine injuries, others had head injuries. It was a miracle no one was killed. There are 214 people on board. All got out themselves or were rescued. Those who were not injured had to walk a mile on the track before they could get on a bus. One of those passengers described their ordeal to us. We were probably in the train up to an hour. Most people open the emergency exit windows and got out and took a look at what was happening. We saw that the front car had completely derailed and gone into the river. Passengers were bust into the fairgrounds at pleasanton where they had emotional reunions with their loved ones who were grateful that they were safe. And a strain Spokesman Says the agency is committed to getting to the bottom of this and they will make sure the passenger stay informed. Probably marin county as well later. Colder lows turning cloudy especially in the north bay. We will go some north bay rain that may stick around for a while for a while. Look how these clouds are spilling over so fast. Some of this rain, no rain yet at last report. It looks like it is trying. Its on its way, it will just take its time. The system is going to stall out. Nothing heavy, but the rain can add up. Oakland and San Francisco at 50. 40s to morgan hill, closer to upper 30s boulder creek. Santa cruz, 46. 41, saratoga. People of made it to the bay bridge. You will see a big back up at the toll plaza. It is backed up all the way out to the macarthur maze. Looking at a commute here if youre driving on to the san mateo bridge. That traffic has been slow for most of the way across. I put a white arrow on 680 in the eastbay. Dial canyon road is closed between 680 in mission. A lot of people are coming up to that area and are confused. Lets go back to the desk. Developing stories, weve been following this story in the eastbay into what caused and a strained to derail. We have a clear look at the situation this morning. This is video taken this morning. A spokesman told us investigators suspect the train went off the cracks tracks after hitting debris from a mudslide. The train had 214 passengers on board. A car rolled into Alameda Creek and started the flood. People rushed in to help. We could look down and see the number one car lying on its side. At that point, we cut out on the other side, went down and started helping people out of the car. Train Services Canceled for the day. The ntsc is an agency now investigating the derailment. After the derailment, passengers were taken to the fairgrounds in pleasanton where they were met by family members who are relieved to know their loved ones were okay. Buses were brought in and took them to their final destinations. This morning we hear from some of the passengers who arrived overnight at the as train station in stockton. The entire train fell. The whole thing shook. My boyfriend was next to me and he held on the me. We were still moving around pretty hard. Janine de la vega has been getting an update on injured passengers from Washington Hospital. Jeannine will bring us an update coming up at 8 30. The as train travels from san jose to stockton and stops in eight cities along the way. That route takes the train north to pleasanton ann livermore. The trip last little more than two hours. The name ace stands for all to mock corridor express. That Service Began in 1998. Ace runs four trains on a daily basis. The service carries more than 1 million passengers every year. This morning, the san jose homicide unit is investigating an officer involved shooting. Police responded to a report of a stabbing last night. When officers arrived, he saw the off suspected two stabbing victims outside. Neighbors we talked with say they heard several shots fired. We heard five or six shots. Thats all we no. Very shocking. I have never seen anything like this before here. The suspect was pronounced dead at the scene. The stabbing this victims are in stable condition. San francisco supervisor david compost will ask his colleagues to do tear declare shelter crisis. He wants to speed up creating more homeless shelters. Were live in the mr. Dachshund Mission District with why some people agree. Reporter the centers were talking about are called Navigation Centers just like this one. This is a collaboration with several interfaith groups as well as the city and county of San Francisco. What the supervisor would like to see is more of them and very soon. He plans on introducing legislation to declare that San Francisco has a homeless shelter crisis. That would remove some of the red tape through the normal process. Compost would like to see more Navigation Centers open up. We took a tour of one last year. The centers provide homeless with dorm style living, taking in 75 people at a time, giving them not just a roof over their head but its secure place to keep their belongings, room for pets and counseling services. We spoke with a homeless man earlier who says he has been here for 90 days. He agrees with having more of these shelters. Somewhere else, they would just keep you out. But out here, people comment, a lot of mental people are coming here. I would think that we have some kind of people to help them. Reporter what the supervisor is suggesting comes with controversy. He suggests that the shelter should allow alcoholics to keep drinking and drug users to continue shooting up. The shelter in the Mission District does not allow that. We understand the chronicle says that 12 sites have been identified where the Sites Centers would be. We are speaking with the supervisor at nine this morning and there will be a press conference at 10 00. We will have more on the nine. This weekends powerful storm caused flooding and a mess in santa cruz county. Broken limbs wash up on the beaches and the runoff created problems with debris clogging rivers. For homes were flooded with raw sewage. The city says it believes the contractor failed to properly cover an open sewer pryte. Sewer pipe. That caused the mess. Several homeowners say their Insurance Companies will not cover the damage. Our insurance called up this morning saying that our insurance has been denied. My dad called to double check what would be covered, and then during that phone call, the Insurance Agent said that nothing will be covered. They didnt even call us to tell us, we had to call them to find out. Without insurance, the homeowners may have to seek legahelp or reimbursement from the city. The company who has done the work is called sewer rat, they have not returned our calls. A nationwide surge on the number of destry and hit and killed by drivers. Bay area researchers are trying to fasttrack law test for the sake of hours. Three california Companies Including two in the bay area are trying to come up with the test to screen blood donations. There is no such test right now. The paper says there is evidence the virus is already spreading through donated but in brazil. Puerto rico now has to import all its flood because local donations are banned because of the spread of the zika virus. A San Francisco company is being blamed for a very expensive mistake during efforts to fight the bola. Metabiota was tapped by the World Health Organization to helped fight a bola in 2014. And Ap Investigation says employees misread the epidemic, contributed to botched lab results, and put people at risk of getting the virus. A major problems as you get on to the bridge. It will be busy into the toll plaza. We are also looking at the sole bridge, by the time you get to the bottom, it looks good, but theres a lot of waiting to do from the interchange headed south. We can put that on the map for you. 680 has been slow out of the interchange. You can see the purple there, niles canyon road, that section is closed as they work on the Train Derailment. 880 will be slow as well. I want to check marin county because southbound 101 is slow. We continue to following follow developing story. Investigators are searching for what caused this train to derail. Four people were critically hurt. The as train is not running today. There were 214 passengers on the train causing a lot of confusion and chaos when that train derailed. Janine de la vega live from fremont. Reporter patients were taken to multiple hospitals throughout the bay area. A female in her 50 susan stable condition, she was taken to eden medical center. Two of the patients, male, were both taken to Washington Hospital. One was released, the other one is in Good Condition this morning recovering. The updated numbers we have are a total of nine people were injured, four more seriously hurt. Many were sitting in the first train car that fell into the water. Some tell us they were jolted suddenly, dirt and water started coming into the car. Those who were not injured were taken to the Alameda County fairgrounds where they were reunited with family members. Many were then bus into the as train station in stockton. Thats where they shared what happened. We were sitting there ridingall of a sudden it slow down real quick and it was like a dead stop and thats when all the excitement started. Everybody was getting off. They told everybody to get off. It was different, thats for sure. Firefighters and emergency crews were able to get all 200 firefighters and emergency crews were able to get all 214 people on board out of the train safely. Authorities say that is a miracle that nobody was killed. In a train Spokesman Says the agency will find out what happened and make sure that they keep in touch with the passenger so they are informed of whats going on. We will talk to you later. New this morning, from marilyn, judge just ruled that a Baltimore Police officer charged in the death of freddie gray has to testify against a colleague while he awaits retrial. The ruling is for william porter, charged with manslaughter. His trial ended in a hung jury. He will have to stand trial again in june. Five other officers were charged in the death of eddie gray in april. The lawyers for porter argued that forcing him to testify against his colleagues would violate his fifth amendment rights. Crews and pacifica to get ready for the demolition of an Apartment Building on an eroding cliffside. Today, crews will check for asbestos. Thursday, excavators will tear down the building. It was red flagged after part of the cliffside gave way. The city will have to shore up the cliff and protect the utilities under the street. We are interested in whats going to happen to the street. Thats the asset we want to protect. The street carries all the utilities, all of the apartments and businesses in that area. We are focusing now on how to protect the street. City leaders say the demolition will take up to five days. Another building was demolished last month, and a third building was tagged in january to be torn down. A Building Owner wants to know more about why a roof partially collapsed over the weekend. The roof it just been replaced last summer. Firefighters say heavy rain led to that roof collapsed but they think the water on the roof may not have been draining properly. This happened yesterday morning in the frontier Semi Conductor building on green avenue. Employees were just getting to work. Falling debris tipped chemical containers used to clean computer parts. Employees had to run. No one was hurt. One of the Business Owner says she has had concerned about leaks in the roof. It was really scary, because the landlord is supposed to make sure the roof is safe and we have been seeing it for a long time. We will see what happened. The Sprinkler System broke. The water pressure went everywhere on the floor. Its hoped the whole ea. For now, no one will be allowed inside. The building will need chemical cleanup as well as structural repairs. Today water managers at folsom dam will open two more floodgates. It is a controversial move. Reporter we are standing right across from folsom dam. Look at the site behind me. Its quite impressive. It started yesterday for the first time in four years that three gates were opened at the dam to release water. This was being done to deal with all that rain and run off and snow we got in recent storms and dam operators say they are doing it because they have to make more room for more rain expected later this week. This morning we were told they were going to open two more gates at full some dam. That has happened as yet. It was scheduled to start at seven. It is possible for them to increase the flows up to the 15,000 up to the 15,000 ft. s that they wanted simply by those three gates right there. They dont have to open those two other gates. Well see later today whether they ultimately do. They can increase the flow simply using those three gates behind me to give a sense of just how much water is being released out of the dam, it was explained to us that this water behind us could fill an olympic size Swimming Pool in just 11 seconds. A lot of water coming out. Operators say even more water is coming in. In fact with all this water going out, people say the lake is still rising, just more slowly and even with the water coming out they say that. Lake folsom lake will likely still be full coming up on boating season. I am i can still for ktvu. The time is 8 38. Mark wants you to know about track replacement work. It will shut down bart service between two stations. Service will shut down between san leandro and mayfair stations during six weekends from late march to the middle of june. Bart will have a bus bridge between those two stations during the work. The bart is replacing a section of track that allows trains to move from one track to another. Parts as work will result in a safer, quieter, and more reliable ride. Work is moving along on San Franciscos bay terminal. A piece of the project has been unveiled. This is the penrose pattern. It will be about 3000 feet long, 44 feet tall. It will wraparound the four block exterior of the terminal. Nancy pelosi went to the construction site yesterday and says the terminal will connect systems and bring the future to the city.
