I cannot keep up on the rainfall rates. 3. 21. St. Helena over an inch of rain. Occidental over an inch. So its in the north bay. Eventually it will work its way south. When you see yellyand green on the returns, that means really heavy rain. Reports of three to five inches of rain. Everybody will be getting in on rain and wind. Wind advisories. There are advisories for the burn areas. And in the mountains it is wind and snow. Snow will be later on. Right now its the wind. Gusts up to 100 Miles Per Hour in the passes. It is cranking up and it will continue to do so over the next four to six hours. Until the front arrives. So that will be until this evening. I think its a wind event for many. The rain will eventually make it. It doesnt mean there is not rain in advance of it. 50s and 60s on the temps. Then the wind will pick up. Thats what is heading towards us. If you dont have the rain yet, it will get there, even south. 50s 0 and 60s on the temps. It is brutal up on the 101. It is. Other parts of the bay area are not seeing it yet. According to steve, you just heard the man, it will be coming in at the bay bridge. Probably the busiest commute. It is not raining yet. The traffic is moving along slowly. It is a normal commute which is to say it is slow traffic. Traffic will be busy here in the Santa Rosa Park area. We dont see a lot of stop and go traffic. We see traffic in petaluma that will be slow. Lets go to the south bay. Northbound 101 at tulle, there is a crash. If we can go back to the map on northbound 101, i can point out that northbound 101 is very heavy approaching tulle road. If you know your way around get off on city streets and go over to 82 and up that way to avoid this problem at tulle road. Lets go back to alex in the north bay. He has been driving around, finding rain. This time, where are you, alex . Reporter were in ronner park. It has just been the steady drizzle for the entire time weve been here but it is creating slick conditions. That is of course leading to various crashes in the area. The chp staying quite busy. Were just off of highway 101 south of gulf coast drive. The chp clearing up a twocar crash. One of the cars came off of the freeway. This accident happened about 6 15 this morning. You can see that a gray honda veered off the road and took out a sign. The honda hit some sort of debris in the roadway on the 101, sheet metal, slid out of control, hit another car and then both cars veered off of the roadway. The good news in all of this, neither of the drivers were hurt. Just damage as the car plowed through a highway sign and through the fence as well. The chp working on getting everything cleared in this area. Of course this is just one of many crashes that the chp and local police are dealing with up in this area. As we bring you back out to the live picture, you can see the rain is not falling in any sort of significant way in this area. But the roadways are wet enough that the driving conditions are very dangerous. Youre going to want to give yourself as we like to say extra time. Give yourself plenty of room between your car and that car in front of you. Just in case they have to stop, youre able to stop as well without sliding out of control. We will send it back to sal. Take a look at the bay bridge toll plaza. Drivers are starting to pay that peak toll right now of 6. The idea would be to increase the toll on bridges like the bay bridge to Fund Improvements throughout the bay area. They started discussing the idea on wednesday. The plan could add one, two or three dollars on the bay bridge, dumbarton bridge and carquinez bridge. It would solve major transportation issues like widening roads. Drivers say they would need more information before deciding one way or the other but they would like to see improvements. It needs a lot of work. Theres pothole thats are mind altering and bone jarring all over the place. So i would say that if its going to really go to the roads and immediately, we need it. I guess it definitely would affect me. Thats like 3 would almost be a 50 increase. So i would hope that it would make it work way better. Reporter now, this is very much in the preliminary stages. The mtc could start discussing the idea and pitching it possibly to ledge late ores. They will start discussing it next month. Then it has to go to the legislature. So we want today know how much of a difference this toll increase would make on the regular commuters expenses. Right now they pay about 1,500 a year on the bay bridge. If the 3 increase happens, they would pay 2,200 a year in tolls. That is an extra 750. Thats not far off from other commuting options. Daily ac transit riders on the same route pay 2,100 in fares. Bart riders pay about the same amount. Ferry riders pay about 3,500 a year. How much does it cost you to get to work . We know many of you have very long commutes. Portland doesnt use rock salt on the roads for environmental reasons and because it rarely snows. The rail system worked all night giving rides and preventing ice buildup out there. Now, if we go to the bay bridge toll plaza, you can see the traffic is backed up for about a 15 to 20minute delay before you make it on to the bridge. It was better than yesterday when we had the problems on the span and on 80. Those problems are gone. Lets go to the south bay here. Im looking at northbound 101 coming up on tully road. This crash has been blocking lanes. Its a good idea to get on after tully. That its not look back. 280 looks slow after 17. And 85 slows from about the guadalupe exit and pockets through saar towing a the commute in general is looking rather nor malish. That will change once the rain hits. Lets go back to the desk. Authorities are withholding the names of the victims until their families are notified. Californians that are already own guns can be subject to the same waiting period as those applying for guns. The cooling off period was unnecessary for people who already own a gun. The judge on the 9th Circuit Court did not agree, saying the waiting period is reasonable. No major problems yet. This is interstate 680 in oakland. Things are starting to slow down. I use this camera during storms. It is starting to shake. You may not be watching but you can see it bouncing around. That means the high winds are arriving and the slow traffic is arriving too. A crash at 101 and tully. Traffic is backed up into the south valley. Then its okay up to the west valley. 85. A lot of people have heard about the crash and they are on 85. That is slow up to cupertino. Back to the desk. City leaders in pacifica will meet and talk about tearing down an Apartment Building that sits on a crumbling cliff. Janine de la vega is in pacifica. Tell us more about this. Reporter dave, the building right behind me, this apartment complex here on esplanade, that is what the city wants to tear down. There is new bluff erosion next to it. You can see work crews here. Theyre here and have the whole area blocked off because there is a sink hole that opened up on the beach path here. It opened up earlier this week. And in january of this year, thats when the city determined the apartment complex located at 310 was uninhabitable due to coastal erosion. Everyone was evacuated and they say the owner has neglected the property. They worry the complex will crumble over the eroding cliff and crumble into the water. It has been determined that it needs to be demolished as soon as possible. The building there is a bit of an eyesore. I dont think anyone will give grief to it being demolished. But the beach access, if it isnt fixed, a lot of people will consider moving. Reporter the two buildings adjacent to that complex have already been taken down. The owner of 310 has filed for bankruptcy and the city is working with his attorney to get access to the site. With all of the storms coming, the city is closely monitoring the cliffs. They get pounded hard every time a storm comes in. It is accelerating the erosion here on the bluff. They will be meeting at 10 00 in City Council Chambers to discuss this and what the next course of action will be and when they can get this building torn down and who is really going to pay for it. A benefit concert last night for the families of the victims of the ghost ship warehouse fire in oakland was a sellout. The show featured a total of 20 artists. It was headlined by primus. This kind of show would normally take months to put together. This one came together in less than two weeks. All of the fire victims were honored with special remembrances for some musicians. We actually have cash performing a song in tribute to him. If you dont know someone directly, you know someone who knew someone who died in the fire. Nearly 700,000 has been pledged to the oakland fire relief fund. This event really pulls together the community in a way they havent experienced before. They hope that feeling doesnt fade with time. A public feud that erupted days after the ghost ship warehouse fire is over. It started when there was a News Conference that angered some artists. She wanted the warehouse to be brought into compliance. The artists living there felt she was trying to get them evicted. That led to a shouting match and hate filled comments on facebook. Now the two sides are supporting each other. One of the first things i would like to say is to apologize for misinterpreting your intentions when i first came in. We have been meeting ever since we had that last press conference, getting to know each other. Just yesterday the Oakland Fire Department conducted an insex of the salt lick building. The Restaurant Owner says she use today live in a warehouse. Her big concern is for the safety of the residents. A tennis coach in the south bay who is a registered sex offender is now accused of molesting his students. 61yearold matt montana is facing 31 charges. Investigators say he sexually abused two girls between 2006 and 2013 while teaching at the Sunnyvale Tennis Center. The operators of the center didnt know that montana was police stationed on the megans law website for sexually assaulting patients while working as a chiropractor. Authorities found the latest cases when one of the girls told a friend about being molested. My children are in sports. I havent looked up their coaches to see what their background is. I guess it is eye opening and a good reminder that as a parent we need to be doing that. Now, the Sunnyvale Tennis Center is owned by the city but run by a subcontractor. Investigators say when a new operator took off and had tougher background checks, montana left the Tennis Center and started giving private lessons in sunnyvale, san jose and cupertino. Authorities believe there may be more victims. President elect donald trump has chosen montana congressman ryan zinc to be secretary of the interior. Some environmentalists have expressed concerns. He has called the belief that humans have caused Climate Change not proven science. The evacuation of the last rebel enclave in aleppo is going on in syria. Hundreds of people started to board buses to leave aleppo, including many sick and wounded. There are late reports of violence across the city during the evacuation, despite the latest ceasefire deal. The time is 7 38. Covered california extending the deadline it sign up for a Health Insurance plan that begins january 1st. Now, the original deadline was tonight at midnight. But it has been extended until the midnight saturday. In the past couple of days, more than 25,000 people have signed up for a plan through covered california. Now, because of that high demand, the deadline has been extended. Open enrollment will continue to run until the end of january. But coverage will start in february or march for people who sign up after saturday. It looks like we will have to wait long tore find out about the future home of the oakland raiders. Envelope owners met to consider proposals in oakland and las vegas. It was believed they would vote in january. It anow appears that a relocation vote wont happen until march. That gives east bay leaders and ronnie lott more time to work on the proposal of building a stadium on current coliseum property. So far though it doesnt appear the league is impressed with this plan. The nfl says oakland hasnt made much progress and officials worry that the league will be on the hook for paying for the stadium. One post office in sacramento has become the north pole of Northern California with a very special christmas program. Program. Santa, my parents cant afford to give me Christmas Presents on their disability. Every Holiday Season the workers at this post office put in extra hours to make the dreams of many needy children come true. They read the kids letters to santa and accept donations from those who want to cheer up the Holiday Season with toys. Some of the letters to santa are heart breaking. My dad is in heaven. And i want to know, can you please help us. Please call grandma. Christmas morning somebody who wont be able to open a Christmas Present will know that someone loves and cares them and the belief in santa will stay alive. Gasia. I know. One School District in colorado springs, colorado is trying something new to help children learn better without getting distracted. It is called the walking classroom. Instead of sitting at desks, the Students Walk around in the gym or outside. They listen to pod casts on lessons in science, social studies and other subjects. All of the classes are very energetic. We dont like sitting in the classroom for more than two hours. I thought the kids would be distracted. But i found after even the first one, they remembered quite a bit of what they had listened to. Teachers say the walking helps get the oxygen to the kids brains. That in turn helps students remember the information they hear. Right now two fourth grade classes are testing this walking classroom once a week. But more classes may join in in the spring time. I love that idea. Walk. I love it. Good Old Fashioned walking. Not a good day to be walking today. Many people will be doing it later undaunted by the weather. No matter the weather out here in california. Yes. Im going always going to see one guy in shorts. Lets take a look at highway 24 westbound as you drive to the commute. Shorts guy always wears shorts. He wears shorts in inappropriate locations too. Westbound 24, you can see traffic will be slow as you drive through lafayette. Also in orinda. No major problems there. We have a crash nearby northbound 680 right before Sycamore Valley road. That is danville. Trying to get up to the spot is a slow. A crash reported 680 as well. Those are close to each other. Traffic on 680 is not that great right now. We also do have a traffic traffic that is slow here on west 80. More rain drops on the lens here. Traffic has been slow as you drive through. We have had some slow traffic this morning on westbound interstate 80 and eastbound interstate 80. Eastbound at willow we had a crash in hercules at highway 4. That is slowing traffic in the direction you that dont normally see slow traffic here. That would be eastbound getting up to hercules. 7 47. Lets go to steve. It is moving slowly but it is moving. I have seen four and a half to five inches of rain for some from about northern Sonoma County into parts of Mendocino County. Cloverdale raining, pouring there. They believe that Bank Account Information and credit card data was not stolen but this complicates the sale of yahoo to verizon with all of these revelations. Verizon is saying, quote, we will evaluate the situation as yahoo continues its investigation. Were also waiting for a response from uber after the state ordered the Ride Share Company to stop operating self driving cars in San Francisco. We were talking about this yesterday morning. Well, uber started testing its selfdriving cars in the city yesterday. A safety driver and an engineer were in the car as well as backup. But just hours after the first car hit the road, the dmv ordered uber to stop. Saying the company did not obtain a special testing permit like the 20 other companies such as mercedes and google. With just ten days until christmas, retailers are discounting prices. Thats because shoppers seem to be holding out for deals and spending more time at the store thats offer big discounts. Hoping demand for Holiday Gifts would allow them to offer fewer promotions and keep the prices higher. A little drizzle and fine once i got over to the east bay. It is moving in now. Up in Mendocino County, north of Russian River, it has been coming down big time. Impressive totals. Anywhere from two to five inches of rain. There will be rain in advance of this. The main front wont show up until late morning, early afternoon for some. Not until this evening or tonight for others. Again, it doesnt mean that you wont have rain. Im just talking about the main front and the heaviest rainfall rates. The rain has started on the San Francisco side of the bay bridge. Windy as well. Most locations are pretty windy. Not everybody but most. Eventually everybody will get in on the wind. Very heavy wind. Northern napa county as well. The system is moving south. As it does, it is starting to pick up into marin county. Not that bad. Mostly western marin county, up to bodega bay. Not much in San Francisco yet. So it does look after about 9 00, 10 00, thats when the heavier rain will come in. Santa cruz mountains picking up as well. There is so much deep moisture coming up that will play into a cloudy, windy and rainy day. By tonight, the system moves through and gives us really heavy rain. Its a rain and wind event for the sierra until tonight. Then it will be snow. 48 Miles Per Hour gusts already at truckee right now. 50s and 60s. I mean, plaintiff me it is on the mild side. By tomorrow, here comes the cold air. The system lifting up. It will give us an active day. Rain heavy at times. 50s and 60s. All right, sal. It is 8 02. 8 02. Yeah. We have a pretty serious crash here, steve. This is video from a twitter follower. It is an overturned car eastbound 80 near willow. A jackknifed truck and trailer. According to chp, the trailer was pulling a car ask that car fell off the trailer on to another vehicle. So a vehicle and a couple of other cars here overturned in an injury crash. And you can see there there is an upside down vehicle. And this was taken theres the trail they are was carrying one of the cars there. So this is a pretty severe crash. The authorities have arrived. It looks like the trailer jackknifed. So give yourself plenty of time. Im going to put it on the map for you. Eastbound 80 at highway 4 at the willow exit. And traffic is backing up from near hill top drive. There is another accident nearby eastbound 80 at the off ramp. A separate crash reported by chp. It will likely be there for a while. They have issued a sig alert. Look at 680 and highway 4. They have cleared up. Highway 24 is pretty slow as you can see. Lets take a look at a live picture of the bay bridge toll plaza. A little bit of rain there. Backed up for 25, 30 minutes. In san jose, northbound 280, traffic has reached 280. Although it is not severe. 101 is still slow from an earlier crash near tully road in the northbound direction. 8 04, lets go back to the desk. Thank you, sal. San Francisco City workers preparing for flooding at 17th and fullsome at the mission. It tends to flood when it rains. They are installing flood barriers to try to stop water from getting into buildings in the neighborhood. And the sierra also preparing for a lot of snow over the next couple of days. Of course if you need them, bring the chains. Across many parts of the country, frigid arctic air is blasting in. This morning, low temperatures are set to plunge below zero in a number of places. On thursday, with windchill, minneapolis is expected to feel like 23 below. On friday, boston is forecast to feel like minus 9. Out west, oregon has been getting hit with snow and ice with more snow expected by late friday. In the meantime a snow related accident near albany, new york. A boy was buried alive. They were digging tunnels in heavy snow when a snow plow came by and dumped more snow, trapping the boys underneath. When they located the pair, it was too late for one of them. I watched probably a dozen and a half men, firemen, forest rangers, new york state police, my guys literally started digging. I think when in exaggeration, they probably moved seven tons of hard packed snow in a matter of ten minute snooze meanwhile officials in vermont are saying to limit time outdoors. Steve rappoport, fox news. This winter storm comes as the airports prepare for a busy week. Millions are expected to pass through the check points tomorrow. Theres a proposal to have you pay more to get across most of the bridges in the bay area. The money generated would pay for transportation projects. A lot of people feel they already pay enough to cross the bridges. Now the idea that they could pay 3 more, that has people talking. Were at the bay bridge. This is one of the bridges that could be affected. The bay bridge here, an increase on bay bridge and other bridges throughout the bay area could Fund Improvements throughout the bay area. The metropolitan Transportation Commission started talking about the idea on wednesday. It could add 1, 2, 3 to tolls on the brims in the area. The money would be a bold move to solve major transportation issues like the widening of the narrows. Drivers we spoke with this morning agree that bay area transit could be better but differed whether a 3 toll increase is the right move. I guess it definitely would affect me. Thats like 3 would almost be a 50 increase. So i would hope that it would make it work way better. Yeah. I think so. I dont know about 3. An increase makes sense. Youre driving around the roads all the time and bouncing around. There is definitely a lot of issues out there. I think it makes sense, yeah. Reporter now n is all still really in the preliminary stages. The mtc could start talks on how to approach the Legislature Next month at some point in time. And voters have a say whether they will see the toll increases in 2018. The toll increases would take place sometime after that. Christien kafton live there in San Francisco. Thank you, christian. So how much of a difference would this toll increase actually make for commuters pocket book . Right now those that go from oakland to San Francisco pay about 1,500 in tolls. If the 3 increase happens, they would pay about 2,200 a year in tolls. Thats an extra 750. Not too far off from other commuting options. Transit riders pay 2,100 in fares. Bart riders pay about the same. Ferry riders pay about 3,500 a year. How much does it cost you to get to work . We know some of you have very long commutes. Here on highway 24, it seems to be slowing down a little bit on the way to the tunnel. Well, for some, cloudy and windy. For others, just pouring. The green on the screen slowly making its way from the north bay down south. And in the small box, theres a live look of the south bay as we look at the Santa Cruz Mountains. Many cuters in the bay area this morning are indeed encountering light drizzle as well as strong winds at times. That has already caused problems in the north bay. Thats where we find alex savidge with traffic headaches and rain all around, alex. Reporter yeah. The rain is starting to pick up in the north bay where we are outside of grayton. Outside of santa rosa. You can probably see the cars passing by with their headlights on. A lot of rain coming down in the area. The wind is also picking up as well. With that being said, were seeing damage already from this storm. I want to get to you video we shot just a few minutes ago up the road from here. And this is a large tree that came crashing down on to some power lines just about an hour ago. And this tree toppled over on to the lines and is now blocking highway 116 in both directions just north of forestville. You can see it has chp, firefighters on the scene. And also caltrans crews there. Theyre using chain saws. They have the chain saws out. Theyre trying to chop the tree up and get it out of the way. Ive been told it will probably be several hours before they can clear the large tree out of the way and get the situation figured out. That is obviously probably the tip of the iceberg when it comes to storm damage. We can obviously expect a lot more downed trees, downed power lines because the winds are really expected to intensify with the storm, especially here in the north bay. Again, were just outside of grayton right now along highway 116. The rain is really coming down in this area. It is going to continue like this throughout the day. Thank you, alex. And its an overturned car that came off of a jackknifed truck. It is a weird scene here. I always think about this when im driving behind a trailer pulling a car. Is that car going to come off . Well, this time it did unfortunately. And there are injuries in this crash. It hit another car. And one car flipped over. And, again, theyre working on someone there. This is video taken earlier. As you drive by, there is youll see it in a minute here as the viewer will there you go. Theres the trailer that was carrying the car. It had a car on it. It jackknifed and the car came off. That is one of my biggest fears as a driver. 80 at highway 4 willow exit. There is another accident in the backup east 80 at hill top drive. Not as serious. Avoid this area. There is a sig alert issued for the area. We also have a lot of slow traffic on marin county commute, southbound 101 doesnt look good there. Lets go to the bay bridge toll plaza. The traffic is backed up for a 20, 25minute delay. Northbound 280 getting up to highway 17 looks good. 101 is taking a beating because of an earlier crash. 8 17, lets bring steve in. Thank you, sal. Hello, steve. The rain is tracking along very slowly but working its way. Now it is starting to pick up around petaluma. The rain rates. So the north bay until 9 00. The rain is beginning to fall. San francisco. Especially out towards the western edge of it. The heaviest rain is still off of the coast. And so same for the bay. The east bay will take from 2 00 to 4 00. Not all of the peninsula but the heaviest rain later this afternoon. The south bay later tonight. There are intense cells approaching the Santa Cruz Mountains. Ill show you that in a second. I keep clicking these along. It keeps raining. I have seen some four to five inch amounts, up in Mendocino County and areas in Sonoma County as well. Hillsberg is at an inch and a half. St. Helena an inch and a quarter to an inch and a third. Oakville. 82. The system is working its way in. We need the rain. And it is pouring now in sonoma. So the system, you can draw a line from about petaluma over to sonoma north. That seems to be the heaviest. Maybe a letup up to the north. There seems to be a back edge. I still think you will get rain for a while. Now it is working its way towards petaluma. That is verifying. Marin county, it is trying. On the western edge of marin county. Still not making it over mount tam yet. You can see the line. Even though theres a little bit of rain San Francisco over to oakland, the bulk is off shore. Look at Santa Cruz Mountains. Lighting up as it begins to move on shore. There are isolated areas where it will pick up. The main system is still to the north and has a ways to go. Here come the dynamics associated with the low coming up from the west southwest. Everything in place for heavy rain for areas to the south. The breeze is a big story. Already 22 at the Oakland Airport. Hayward is picking up southeast at 20. The sierra, it is all wind right now and rain. Gusts up to 50 in truckee. The snow will not turn until tonight. The snow level wont come down until then. 50s and 60s because of the warm air mass. 56 inu kai a the cold air is on tap for friday night into the weekend. This system it tapped into tropical moisture. You also get a colder system coming in on the north side. It is rotating towards us. 50s and 60s on your temperatures. Heavy rain. Windy conditions will persist most of the day. For some, the heavy rain is now. For others, tonight. The cold air will come in. We clear out on friday. The weekend looks dry. The search underway for the person who pulled the trigger. my hero zero by lemonheads zero really can be a hero. Oakland police are investigating a shooting last night at a gas station that left two people dead. Police received a call at 9 00 about gunfire at the gas station. Authorities are withholding the names of the victims until families are notified. Traces of explosives have been found on some of the victims of an egyptair flight that crashed back in april. This according to a statement from egypt Civil Aviation ministry today. It killed all 66 people on board and came 7 months after a russian passenger plane was blown up over the peninsula in an attack claimed by isis. No one has claimed responsibility for bringing down this airport. Egypt will begin a criminal investigation into the crash. Authorities in Los Angeles County are searching the mountains for a wounded bear that was shot by an off duty sheriffs deputy. It happened tuesday night outside of the Vacation Home of the deputy in the san gabriel mountains. The officer was walking up the driveway with his children when they spotted three bears near the trash bin. The largest bear estimated to be 450 pounds then set his sights on his family. Initially the bear was not real aggressive, kind of stayed in place. And the deputy backed off and tried to get the kids safe and make some loud noises. But after he got 30 or 40 feet from the bear, the bear started to walk towards him and then charged towards them. The wounded bear then ran off into the woods along with the other two. Fish and game officers are looking for them. The deputy and children were not hurt. New this morning, president elect donald trump has chosen montana congressman ryan zinc to be his no, maam fee for secretary of the interior. We are following the big story this morning, which is of course the storm. There is a ground delay there is a ground delay in effect at sfo. If you are heading to the airport to pick someone up or heading out yourself, double check because your flight may not be on time because of the weather. The main system while it is arriving later today, currently moving through the north bay, we saw problems in this mornings commute. The chp says slick conditions likely contribute today this twocar crash on 101. Officers say the first vehicle went over debris on the roadway, possibly sheet metal. The driver lost control and hit the other vehicle. The two cars veered off the roadway, knocking down a highway sign and went into fencing. This wet weather yesterday caused a big problem up in the north bay. Look what happened when a driver of a cocacola truck lost control and slid off the road. The good news is no one was hurt. But about 30 gallons of diesel fuel spill. A tow truck was called in and a hazmat team to clean up the spill. We saw that tree in alex savidges report blocking the highway there. Lets bring in Steve Paulson and get an update on the storm. There are three inch totals in the Russian River. Already. Yeah. Im not surprised there will be issues. On your timeline, it has been all morning into the north. Were talking about this coming into marin county and points south until 9 00 a. M. This is right on cue so far. It doesnt mean that you wont get rain in advance of this. Im talking about the front. Coming in late morning, early afternoon. And then this afternoon, tonight for parts of the peninsula and the south bay. Although the Santa Cruz Mountains are starting to get rain right now. I kid you not, i cant keep up on these fast enough, especially near cloverdale and hillsberg. Hillsberg 1. 56. Occidental up to an inch and a half. Santa rosa keeps clicking along. Thats where your system is. It continues to there has been really heavy rain up towards ukiah. Flooding issues into lake county as well. The bulk of this moving south. It is moving through. Santa rosa to petaluma. It is picking up near inverness. It doesnt mean that you dont have rain. It just means the heaviest rain, San Francisco and oakland south, not much until you hit the Santa Cruz Mountains. Rain is beginning to move in. That is along highway 9, Scotts Valley over to santa cruz as well. You see the moisture. Two sources here coming up from the west southwest. It has tapped into tropical moisture. If you dont have rain yet, hang in there. You have a good breeze and the gusts will continue with the wind advisories out. 50s and 60s. We get the cold air tomorrow. This is what i will show you here. Cold air feeding into the back side of this system. Theyre lifting towards us. 50s for a few. 60s. But the rain will be with us. I think the evening commute, if you can get away soon enough, sal, i would. I would move. Maybe you got into work okay. Trying to get home will be a different ball game. That is a good plan or adjust your expectations and realize if youre driving you will have to drive slowly and carefully. Put on music. Yeah. And allow for extra time. Yeah. Thats what you have to do. Thats what you have to do. Lets take a look at what we have now. We are going to start with that accident weve been working on eastbound 80. I want to show you this video from a viewer. Eastbound 80 at willow. There was a crash where a car came off a trailer and caused a crash here on eastbound 80. Theyre still trying to clear it up. All of the lanes are open. But there is stuff going on on the shoulder. It was a pretty dramatic incident here as the car that came off of the trailer ended up hitting another car. Again, all of the lanes are open. But the traffic will be slow. As a matter of fact, as you look at this commute here lets put it on the map here. I can show that you even though the lanes are open, they have canceled the sig alert. A lot of slow traffic coming through. Westbound traffic slow approaching the scene. When they clear the lanes, it doesnt necessarily mean they have cleared the backup. Lets go to the commute on the toll plaza. Backed up to the macarthur maze. And the metering lights are on. Typical commute. This is highway 24. You will see slow traffic here in lafayette and orinda. Now back to the desk. City leaders in pacifica will spend the stormy day discussing the fate of an apartment complex. It sits on a crumb willing cliff near the pacific ocean. Janine de la vega joins us live on esplanade avenue. Reporter it is beautiful out here with the water. But the bluffs are eroding. A sink hole opened up below the building that needs to be torn down. And they put up this fencing. You can see neighbors have been stopping by to check this out. This just illustrates the danger because city leaders are saying the building right next to this needs to go. City leaders have been watching the apartment complex at 310 esplanade for years now. In january they determined it was unsafe to live there and evicted the residents. There was concern that the land it sits on would continue to crumble away and the building would topple over into the ocean. The city wants to demolish it now as soon as possible. We talked to people who rent apartments near the condemned property. Here is what they had to say. I wanted to buy. I love this area. I take my dog down to the beach every single morning. I wanted to buy just up the hill and decided not to because of that risk. I honestly do think about it. I thought i was being paranoid. My building is a little off. I dont know how safe it is here anymore. Even walking along the cliff to walk my dog in the mornings. I dont know if i should be concerned about it. Reporter city Officials Say the owner of the apartment complex has neglected the property and it is his responsibility to take care of it. He filed bankruptcy last year. The city is in touch with his attorney and they are monitoring the building. The city manager will talk about how theyre handling this and if they will have to pay for the demolition. Last year the two buildings were torn down and the city had to pay for one of them which belongs to the same owner as 310 esplanade. Thank you, janine. We told you yesterday morning that uber was going to Start Testing selfdriving cars in the city beginning yesterday. Now, safety driver and an engineer would be in the vehicle as backups. Just hours after the first cars hit the roadway, the dmv ordered uber to stop saying they did not obtain a special testing permit like 20 other companies have ranging from mercedes to google. They started uberx before they had permission from the cpuc. And then they wanted the carpool lane and they did that for a while without permission. This is an uber car running a red light on third street. A pedestrian in the crosswalk had to pause as the uber went through the intersection. They say this incident was due to human error. This vehicle was not part of the pilot and was not carrying customers. The driver involved was suspended. Well, it is the day that star wars fan have been waiting for. New this morning, we know that charges have been filed against a former Milwaukee Police officer accused of shooting and killing an African American man which sparked two nights of riots. The officer who is also African American is charged with reckless homicide in the shooting that happened last august. The incident began when the Police Officer stopped a suspicious rental car. The suspect ran into a neighborhood. The Police Officer chased after him and opened fire. The suspect was no longer armed when the officer shot him a second time. We will have to wait a little longer to find out the future home of the raiders. Nfl owners met in dallas yesterday to consider proposals in las vegas and oakland. It appears that a relocation vote wont actually happen until march. This gives east bay leaders and ronnie lotts Investment Group more time to work on the proposal of building a 1. 3 billion stadium on current coliseum property. So far the league is not impressed with the plan. There is not a stadium proposal on the table that we think addresses a longterm issues of the club and the communities. So we need to continue to work at it. Lotts stadium proposal calls for 55,000 seat stadium with half of the money coming from the nfl and the raiders. The league is concerned that it will end up being on the hook for paying off that stadium. It has been a messy wet commute up in the north bay. It may include names, email addresses, birth dates and other personal information. It believes that bank account and credit card data were not stolen. There are things you that should do now. A lot of people use that same screen name or user name or login. They use it for multiple sites. If theyre using the same password, if that is released, they can get into multiple accounts from the same hack. So change the passwords. Make them different. This is complicating the intended sale of yahoo to verizon. Verizon says it is going to evaluate the situation as yahoo continues its investigation. A jury has ordered apple to pay 2 million in restitution to employees at its Retail Stores in california. The employees filed a Class Action Lawsuit accusing apple of failing to give them adequate breaks, not paying wages in a timely manner after employees left the company and failing to provide accurate wage statements. It works to about 95 per employee. That is included in the Class Action Lawsuit. Apple has not commented on the settlement. There are reports that Facebook Says it is looking into the possibility of creating its own Television Shows and movies. Industry analysts say it shouldnt be a surprise given the popularity of the Live Streaming app facebook live. Executives say the new content would come under the video tab.
