We will talk about that more in a minute, ask you your thoughts as. First the Oakland Alameda Coliseum Authority is meeting with the Oakland Raiders management this morning and most likely they are going to talk about keeping the team here for one more season. Its a closed door meeting that started just about half an hour ago. At o. Co coliseum. The raiders and the group are expected to discuss extended their lease. Of course, many fans are still hoping for a new football stadium to be built here right in oakland. Perhaps even at the current coliseum site. I dont know about you, but i sat on the couch for seven hours yesterday to find this out. Super bowl 50. Levi stadium. Carolina panthers against the denver broncos. The broncos knocked down tom brady all day yesterday at mile high. Beating the beating the patriots in the afc championship game. The missed extra point in the First Quarter proved costly. That was the first extra point attempt he has missed in nine years. Denvers defense again on brady all game long forcing dozens of incompletions, grabbing two picks. Brady almost engineered a comeback though hitting gronk for a touchdown with 12 ticks left in the game. They had to go for two to tie it and brady was picked off there in the end zone. Broncos coming away with a 20 18 victorily. Mike, the Carolina Panthers will face the broncos on february 7. The panthers routed the Arizona Cardinals 4915. Carolina scored early and often, including this 22yard run by ted ginn jr. He is now with the panthers. Cardinals quarterback Carson Palmer committed six turnovers, including four interceptions. The panthers are favored over the broncos to win the super bowl. The line i saw was four and a half points. Yeah. Well, four or four and a half. Okay. This morning there are some major San Francisco street closures already in effect because of super bowl festivities. Allie rasmus has been in the city talking about major changes along the embarcadero. Is the traffic there letting up at all on northbound embarcadero, or no . Reporter no. Not at all, gasia. In fact, in the last hour we have seen two traffic parking Traffic Enforcement officers come out here. They are directing traffic. If you look at that car right there with the flashing lights, Parking Enforcement has shut down the lefthand turn lane here at washington and embarcadero. These are the northbound lanes of embarcadero. They are still open. Up until a half hour ago you could do left to washington where all that congestion is over there. But i had a chance to talk to the Parking Enforcement officer. He said its way too backed up on washington. So they have closed down the lefthand turn lane. He said it will probably be closed the rest of the day. Maybe for the next three weeks. So this is traffic heading the people are dealing with because of the construction of something called super bowl city. Southbound lanes of embarcadero from washington over to don chee way and Market Street from the Ferry Building over to beal are completely closed down for that event. Its described as a sort of fanfare of sorts. They are going to have stages and free concerts. All of that construction though is having an impact as we showed you. Now, these closure are going to be in effect for the next three weeks until february 12th. The San Francisco Municipal Transportation Agency expects as many as a Million People to come to San Francisco for that super bowl city event and another attraction called the nfl experience. And thats happening at the mosconi center. Expect traffic in that area to also be more congested than usual, if you can believe that. Traffic is always bad in that area anyway. The recommendation, try to avoid driving in San Francisco for the next three weeks if you can. Of course, that is not always an option. Especially for businesses and delivery service. We talked to an electrician this morning who said his company stocked up on all the materials they are going to need for the next three weeks just so they can avoid having to drive through this. They know deliveries are going to be a problem. We also talked to two workers from a company that delivers uniforms to some of the restaurants in the city and they said everyone at their workplace was told to show up to work early at least an hour early for the next three weeks. People are trying to plan ahead. As you can see, it is having an impact on the traffic out here. We have seen a lot of Construction Equipment and big rigs and trailers bringing in some of that equipment that theyre using to build this super bowl city. And in the meantime traffic is pretty bad. This is the first monday morning that these closure are in effect. And we should say its not just bad here in the financial district, but we have been told folks trying to get from the financial district over to the bay bridge, over to the over to oakland are having tough time as well. That drive usually takes people 30 minutes from the financial district to the bridge. And were told its taking some folks as much as an hour. Back to you guys. Oh, all right, alley. I did a couple of things last night for denver on their television stations. The fans are excited. They are booking flights. Our phones are lighting up this morning around tickets and private suite sales. I think you hit it on the head. We expect them to travel well. Denver and carolina are direct flights into san jose. They won that super bowl. So well be ready. You know, levi stadium hasnt had a lot of rain during regular 49ers games. Not these past couple years. It depends when the rain happens. If it happens in the morning leading up, thats not such a big deal. If it happens in the middle of the game, you know, during the halftime show, that would be unfortunate. A near record snowfall was reported from the gulf coast to new england. And reporter joe wald man is in the middle of it all in washington, d. C. A lot of that city is still shut down in. Reporter absolutely. Schools are closed here. The federal government is closed as well. Thats because there is a ton of snow. Take a look at whats going on. You see this all over the city. I am told by our very knowledgeable photographer that that is a tractor with a frontend loader. I had no idea what we call it. Apparently that is what we call it. They are digging out here, trying to get out from underneath this record snowfall. It doesnt matter if you know them or not. Its just to make the effort to try to help when you see there is a need. Reporter residents along the eastern seaboard are working to get back on track lending a hand to neighbors left stranded by this weekends record setting blizzard. I love it. But its an inconvenience for everybody trying to get around, trying to take their car out. Reporter schools in washington, d. C. , baltimore, and philadelphia remain closed. The federal government also closed after nearly 30 inches of snow covered areas around the nations capitol. Officials are asking for patience urging people to stay indoors allowing crews to continue clearing the streets. I continue to be grateful for the residents who are heeding the warning to stay off the street and continue to caution those out on the street whether they are walking or they are on bikes to be careful. We just dont want to see anyone get hurt out there. Reporter this storm also unexpectedly dumping the second biggest snow totals on record in new york city while flooding the jersey shore. You know, it becomes a part of your life here. Youre kind of used to the flooding. Reporter and airlines are trying to get back on track also. There are more than 1300 Flights Canceled again today. Guys. Joe, i know Public Transit is so important in d. C. Whats the situation with mass transit . Reporter well, they had mass transit shut down as of friday through the weekend. It was unclear when they would start it back up. They started in limited fashion today. I mean very limited fashion. About three lines are running and thats it. People dont really have a way to get around the city. Another important thing to note here is that within the district people who do have cars, there is kind of an alley system behind the homes and the city does not plow those alleys. So even if you can clear your driveway and cars, you cant get through the alleys. Really people are kind of stuck in place. In the suburbs they got 30 inches of snow. The countrys largest series of events focusing on k through 12 education. And january is the month when parents need to start making important decisions for the Upcoming School year. And joining us now via satellite is andrew camnella, president of National School choice week. Andrew, good morning to you. Good morning. Thanks so much for having me. Of course, let me start by asking you, what do you think parents are not getting enough of when it comes to options for their children . Well, what i think we need to remember as americans is that we do have choices when it comes to the education of kids all across the country and we want parents to know that if they want to choose a school for their child for the Upcoming School year, they need to start the process of looking for a school during National School choice week, right now. If you wait until summer break, you will have fewer and fewer options. So start the process now. I think thats the biggest thing we need to keep in mind when we talk about school choice. The first thing we ask when we were considering school for our kindergartner, we looked at our neighborhood school. We thought is there anywhere else in our community so go to. We did the School Lottery process. Is it wrong to think of a school in terms of how easy dropoff and pickup might be . We came to the conclusion, no, thats not selfish. Thats part of the whole package, isnt it . Reporter you know, i think parents should evaluate everything when they are looking at schools. And in california parents have lots of School Options for their kids. Traditional public schools, public charter schools, magnet schools, online academies, private schools and homeschooling. What i encourage folks to do is make a list of what all of your priorities are. What matters to you when it comes to choosing a school. Then visit schools. Talk to teachers, principals, administrators, and talk to other parents about that school. Find out if that school would be a good fit for your child. So, no, i dont think that proximity to your home is a problem. I think you should factor it . Andrew, i think whats stressful for parents trying to choose a school for their kids is what if you dont get into that school that you want . I mean, then all of a sudden you think, wow, my kids not going to get a good enough education. What do you tell those parents who maybe didnt get into the school of their choice . Reporter well, what i would say is make sure you do a thorough search to begin with and start looking now as opposed to waiting. That will increase the odds of you actually getting into that school. Of course, you might not get into your first choice. So make sure you have a backup plan. A school that you like equally as well, maybe not as much as the school you would have originally chosen. There are a lot of options in california. Parents have lots of choices. So remember that youre not limited. Youve got public schools, charters, magnet schools. There is a online academy. You have private education options. You can also homeschool your kids. Right now, andrew, the governor here in california recently offered up his budget proposal. 122 billion with increased funding to schools. People spending about 10,000. Is that enough . Reporter well, i think what matters in education is not how much money is spent, but where the money goes. Is the money going to classrooms to pay teachers more . Is the money going to make sure students are learning at the highest levels . Thats one of the things that about a thousand people who are gathering in just half an hour from now in sacramento at the Capitol Building for a National School choice week rally will be talking about. Twitters Ceo Jack Dorsey confirmed in a tweet last night that three Vice President s of media, engineering, and product are leaving. There have been rumors all three had planned to leave. Also the Human Resources Vice President is also leaving. And last night the head of the video app vine, which is owned by twitter, tweeted he will also start working for google. Dorsey is making changes, trying to regain the trust of investors. Twitter stock is worth one third of its price from last may. And cameras have face detection capabilities. They are about to be installed on some business San Francisco streets. They will be installed along van ness and franklin and goff streets. They insist the cameras will only monitor traffic. Waves coming up friday and saturday. The rain will return. There is going to be, it looks like, the seven, ten, 15 day outlook is wet. Keep that in mind. This is footage we took over the weekend. The cliff crumbling below several homes in pacifica. Crashing waves have been crashing on that coastline. Several Apartment Buildings were abandoned in 2010 because of that erosion. Ktvu fox 2s alex savidge is here to talk more about what the city is doing. Reporter good morning to you guys. We have been spending the morning here on the edge in pacifica. You know, the city has declared a state of emergency. We are going to give you a look at exactly why that is. These apartments that we are standing next to, the buildings we are standing next to, they are in jeopardy certainly this morning, and thats because part of the cliff here thats down below us has been giving way. People in these apartments in particular, they have been warned they may have to leave if things get worse. We just heard what steve was talking about here with the strong bells and more rain potentially headed in way. We want to show you drone video from over the weekend. It does show parts of the bluff falling down towards the beach below. This erosion of course is caused by the huge waves we have been seeing and also the soaking rain that we have been getting in recent weeks. Some of these buildings, these Apartment Buildings, they were evacuated originally and abandoned back in 2010 because storms back then washed away part of the cliffside and now, of course, we are dealing with new concerns. The People Living in one of these cliffside Apartment Buildings, they have been given a precautionary notice from the city. Just telling people that, you know, you are gonna have to be prepared. That kind of thing. And i have actually given the Police Department everybodys phone number in 310 just in case they have to do a reverse 911 when and if there is an evacuation. Reporter now, workers are trying now to preserve these crumbling cliffs. They have piled up huge boulders down below on the beach and they have also covered parts of the cliff face with concrete to shore it up. Now, because of the storm damage to these bluffs and also the damage done to the nearby pacifica pier as a result of those huge waves we saw recently, the city has declared what is called a local state of emergency and the goal really is to get state and federal funding in the long run. And thats a declaration of emergency, thats the topic of discussion at Tonights City Council meeting here in pacifica. But again these apartment build edges here that back up to the buildings that back up to the cliff have not been evacuated. They have been warned if the situation worsens, they may have to leave. They wont be given much time to leave. Can you ask chip, the photographer there who is with you, show us his feet in relation to where the cliff is. I mean, i want to make this clear. You guys are not being unsafe. You are exactly where you need to be . Reporter right. Yeah. No. I mean, if we were to go beyond this fence. I mean, of course, its a precarious position here. We are trying to be as safe as possible and give folks the Vantage Point so you can have some perspective on the situation here. No. But we are not going past this fence line here. There is fencing set up all along the back side of this Apartment Building to make sure that nobody can get towards that edge. So thats the situation you have here. You have quite a few safety precautions certainly in place. And we are being, chip is being as careful as can be. And i, frankly, am quite nervous being just even this close. San jose police say the case of a missing man is now a homicide investigation. Kyle myrick vanished from work on friday. Coworkers said he went missing under suspicious circumstances. Officers searched the area and found etched they say leads them to believe myrick was murdered. They arrested his coworker steve lebo on saturday, but police say they are still looking for his body. Family and friends are now joining the search. Hopefully, we can cover it all today. Ill be here the whole day. So there are a few other areas further inland, too, we would like to search. But ive mapped out a grid. I have been on facebook and a lot of people are going to be helping. So it will be good. Searchers say even though they believe myrick is dead, they want to bring him home. If they dont find him today, they will continue their search. Only on 2, former San Francisco chinatown crime boss Raymond Shrimp Boy Chow is speaking for the First Time Since a federal jury convicted him of racketeering and murderforhire. Some 160 charges in all. He could spend the rest of his life in prison. And chow spoke with ktvu fox 2 reporter amber lee about his trial as well as his past. Reporter hi. Amber lee with channel 2. Good, good. Reporter Raymond Shrimp Boy Chows smile is as bright as the orange jail issued clothes he wears. His manner approachable rather than intimidating. In contrast to the notoriety that followed him as a long time organize the crime leader in chinatown. Any question, you know, you just openly ask me. Reporter relatively small in stature, 55, but a larger than life presence. Why did you decide to talk to us . I want people see me. People thinking i, look at me, i am the bad person. Hey, you know what . You just have to get to know me and im im truthful. But i cannot bring the jury because my past is very scary. They just before i get a chance to tell them who i am. Reporter this an ex exert from the History Channel documentary about gangs in San Francisco chinatown. In september 1977, chow, then 17, survived a shootout known as the Golden Dragon massacre in a restaurant with rival gang members. Five people were killed. The selfdescribed son of the underworld says his life of crime started when he was 8 years old in hong kong where he was born. He says it continued when he immigrated to San Francisco when he was 16. I sold drugs. I robbed people from the little hustler. I become the big hustler. Thats it. Reporter you shot at people . Oh, yeah. I mean, people shot at me, you know. I shot at people. Its he very scary to the jury, you know, they listen to my past i i am very honest. I tell them everything exactly the way it is. No lie. Just tell them the way i know who i am. How i am. Reporter chow says he changed his life after he was released from prison in 2003 after serving time for drugs, prostitution, and money laundering. He became the leader, the socalled dragon head of a chinese Fraternal Association in chinatown in 2006. The 56yearold also volunteered with a group that helps atrisk kids. He tells me he received Financial Support from his family and girlfriend. Then on march 26, 2014, chow was arrested. And so was then state senator leland yee. A lot of uncertainty, though, which is causing the market to move. And its also not just the u. S. Economy. Its the global economy. We have got some turbulence in china and latin america. That starts to affect the market as well because some of those earnings come from overseas businesses. You know, oil prices have been in the news and the drop of Oil Prices Hurt the economy last year here in the u. S. Do you predict the same will happen again based on oil right now . You know, i think oil, a sharp drop in Oil Prices Affect some people in a positive way. Some people in a negative way. Economists sometimes emphasize it makes gas ep chooer. Good makes gas cheaper. So thats what you are seeing. Ultimately, its a good sign for the economy because it gives people more purchasing power. Get the economy moving. Dr. Taylor, we have had such an incredible run with the stock market in the last few years. Its been a bull market. Is there any possibility we are entering a bear market . What is to say, that market that is very skiddish, thats down a lot. Just kind of different from what weve seen . The last few years, of course, thats coming also have a real crash we had during the financial crisis. But i dont see there is no reason not to think the markets going to chug ahead. It might have ups and downs. You dont have that Strong Performance you had over the last five years or so. Dr. Taylor, do you see any parallels between the subprime mortgage corb of 2007 and 2008 and the current fall of the price of oil . No, i dont. But whats similar is these very unusual low Interest Rates that the fed has sat and other central banks. Thats somewhat reminscent of the period before the crisis where there is lots of what economists call search for yield. Taking risks. So there is a similarity there. Thats worrisome. I have written about the concerns of monetary policy. I will have a good debate with the president of the San Francisco fed this friday at the Commonwealth Club on these issues. Dr. Taylor, you are talking about the the rate. The fed raising it a quarter point last year. Four similar jumps expected this year possibly. Would that be a good move for the u. S. Economy to have the fed increase the rates for times this year . You know, i think if it does it in a way that people understand what its purpose is, if its not willynilly, i dont think they are going to move at the meeting this week. They have late out a strategy. What becomes problematic is if they deaf crate from the strategy deviate from the strategy. The economy worked well when the fed was operating in that normal way. We will see what happens. This is an election year. Do you see anything related to the election . If Bernie Sanders gets elected would it be different from if donald trump was elected and what the market will do . Well, there is huge amounts of differences between the candidates. My perspective, the economic philosophy. You know, i think we can do much better on the economy. We have had slow growth over the last two years. Unemployment might be low in the bay area, but you go a little bit east of fresno, its 10 . Go to imperial county, 20 . So we can do better. I think a change in policy. I think i got to have more incentives for firms to hire. Those kinds of things will make a difference. So when you evaluate the candidates, look at what they are going to be proposing in terms of ways to get the economy growing more rapidly.
