Gasia, weve got news in our own backyard. Lets bring you those live pictures now. Were following developing news from oakland. Theres a truck crash on southbound 880 right after 980. This crash is there blocking almost all of the right hand lanes. So what you want to do to avoid any sort of problem with getting through oakland right now is to use eastbound interstate 580 and plan ahead. You dont want any part of this. On the right is the jackson street exit and traffic is backing up not only on 880 but also backing up on 980. I want to show you on the maps where this is. Its right there at that critical junction. If youre coming to the Jack London Square area and if you know your way around city streets, you might want to do that. Interestingly enough eastbound 580 is a dream come true. You can get through without having to deal with any of this stuff. These are live pictures of the scene. Oakland Fire Department is on the scene there. And it looks like its going to be a while. Theres also a fuel spill associated with this. If youre coming down jack london, do not use 880 unless youre fond of slow traffic. The fact that this truck is on its side and theres a fuel leak, were looking at at least hours before the scene is cleared. Right. They have to get a tow truck thats big enough. They have to right the truck. If the truck is damaged and cannot move, then theyll have to get Something Else to do it. I think just a conservative estimate here, another hour before they get this thing out of there. Well stay on top of it. A lot of people in the east bay concerned this morning about a report of yet another shooting along interstate 80. This makes 17 shootings since november, and two of them were deadly. Ktvus alex savidge on how police are trying to track down the gunman and what drivers have to say this morning. Drivers we talked to are genuinely concerned about whats going on and worried about being caught in the middle of one of these freeway shootings. The latest car to car shooting happened off this stretch of interstate 80 along san pablo road. It happened 8 30 on sunday night. The good news is nobody was hurt in this case. Authorities say a minivan pulled alongside a taxi which was carrying two passengers at the time. Someone in that minivan opened fire on the taxi, hitting the cab, but nobody inside the car was hit by the gunfire. The taxi driver then pulled off the freeway in to a parking lot where those two passengers then ran off before police could get there. This was the 17th car to car shooting along the 80 corridor since late last year. Two people have been killed. And authorities do believe the victims in all of these cases have been targeted as part of a gang feud but the ongoing violence has many drivers on edge. It is really concerning because i do drive and take my daughter to school every day. And i cross that little section where there have been all the shootings. And you never know if its going to hit you or not. Right now the chp is working alongside Richmond Police and federal Law Enforcement agencies, trying to catch the people responsible for this string of shootings. Just last week they carried out a joint raid. One man with a possible connection to one of these shooting cases was taken in to custody. The chp is continuing to step up patrols here along this stretch of freeway and they are urging all drivers to keep their eyes open and report anything suspicious they see along the 80 corridor. Well send it back to you. After being on the Richmond Police force for 31 years, brown is now at the top, just named chief of the Richmond Police department. Joining us this morning is chief brown here on the 9. Thanks for joining us. Ill start with you about the shootings. 17 is a lot. I know Richmond Police are teaming up with chp. Do you believe many of them are retaliatory . The freeway shootings are something that got our attention back in november when these things started to happen. Not many happened in our jurisdiction. But what we learned by working with other agencies is some of these do have connections to folks we know that have connections in richmond. I think its evidence of kind of the changing face of gang and group involved violence where folks have sort of presence in multiple localities and jurisdictions which is why the cooperative effort weve been engaged in for some time now is really helpful and really the best way to combat and counter what we see as some of it is back and forth, targeted among individuals. This is not random stuff thats directed at the public or motorists or anything like that. Its targeted at different groups. Chief, you were just named the permanent chief. But you were interim chief while the other chief left. They put you on top there. Explain why you think its important that you are now the permanent chief, what message that sends. Because for a while people were complaining, we dont know whos going to be the chief. Now that youre there, what could you do that you couldnt do as interim chief . I get to make the policy decisions from the top. I think the plus, one of the pluses in coming up in the organization is ive seen firsthand how we can adapt, evolve, change, and conquer tough challenges. For every success we have, we really create new and different challenges for ourselves. But i know its possible with the smart and capable men and women of our organization, well adapt. You were a narcotics detective. You played a lot of roles in this Department Since you came aboard. 20 years old when you came on . 20 years old. What did you learn when you were kind of on the street that you can relate to as chief now . The thing is this. Community safety is everybodys responsibility, not just a job for the police. What i learned is that the most important sort of variables are the communities, the folks, the people. The public can play a role and historically weve seen this gun violence concentrated in neighborhoods. That could continue because these folks can be anonymous because people dont come forward. Thats not the case anymore. People are looking out, reporting suspicious activity. Why did that change, do you think . I think over time weve been able to develop a greater sense of trust with the neighborhoods we work. We keep officers assigned for a long time so they can understand the character of the neighborhoods, make connections, get involved in community meetings, twoway communication. Do you still make it on to the street . Youre the chief so youre the administrator. Do you still drive around in an unmarked car with your uniform on . If someone were to blow a red light, youd pull them over . As often as i can, i do try to get in to the neighborhoods on a pretty regular basis and make contact. Its in my dna. Once a cop, also a cop. Its kind of instinctive. I met you as a sergeant back when i first started here in 2005, a time when richmonds homicide rate was averaging about 40 such killings a year. In the years since then its been cut down to about half of that. You were just saying you Credit Community support. Essentially people saying dont do that in my neighborhood. Dont do that on my street corner. We used to cover crime scenes where a dozen people were standing around, someone gets shot and killed, but nobody saw anything. Thats changed. Thats changed dramatically. People come forward. They give us information. They call. They report. They can be on the record or anonymous. We still take it. Investigating some of these things, youre putting together the puzzle pieces to figure out what happened. And i think the message is pretty clear though, that neighborhoods dont want to tolerate this kind of thing and they do have a Good Relationship with the Police Department where they can report things anonymously or not and theyll be acted on. When this position came up at other times, did you ever put your name in the hat . For instance, before they hired chief magnus . No, actually, this is the first time i tried for this position. Magnus came aboard, i was a sergeant. So was it a debate with you . Or youre like no, this is what i wanted. I want to be chief. The fortunate thing, the good fortune for me is the last eight of chris magnus 10 years here, i worked pretty close with him. We sort of built and refined the system we have and feel like it works, this geographic neighborhoodbased policing system with layers of technology that help building strong relationships, not just with the community but across the justice spectrum, working with partners to tackle sort of tough problems, tough challenges. According to a new seismic safety report, a large earthquake magnitude 7 or above on the San Andreas Fault will likely cause movement of the sea wall that stretches between Fishermans Wharf and at t ballpark. The movement could lead to cracks in the embarcadero, possibly impacting transportation as well as damaging buildings. According to the report, the sea wall needs about 2 billion in repairs to make it earthquake safe. For more stories around the bay area, some of the top stories, lets check in with brian flores. In San Francisco police are asking for the publics help to find the two people accused of stabbing a british tourist to death. Police released these sketches of the suspects yesterday. The one on your left on the screen is the male. On the right is the female suspect wanted in connection with the case. The stabbing happened on february 18th on post street between franklin and goff. Surveillance video of the attack shows three people getting in to a confrontation. In the video you see the victim try to run away but hes chased down and eventually stabbed from the male suspect. He died from his injuries weeks later. His niece was also there during the mugging but wasnt hurt. Anyone with information in this case is asked to call San Francisco police. In morgan hill a running coach and private gym owner has been arrested on several charges involving sexual assault. Police say David Wolfsmith was picked up outside of his gym called wolf pack yesterday afternoon. It trains runners ranging in age from 12 to 60. Police say the charges involve children as well as adults who are alledgedly assaulted at the gym. According to the chronicle, wolfsmith is also a former head coach of the Ann Sobrato High School team in morgan hill. Police are investigating whether or not there may be potential victims at the high school. Theres another legal claim resulting from last years deadly balcony collapse in berkeley. The east bay times reports three young women who say they left the balcony just before it collapsed, theyre now suing the builders, owners, and the apartment management company. The women say they could have been killed or injured. Their lawsuit alleges poor construction and that warning signs of extensive water damage were ignored. The balcony collapse killed six students at a party last june. Were following new developments out of belgium. Three people have been obtained in brussels for questioning about the terrorist attacks. Three were detained following a morning search of a home in brussels. Brussels was home to many of the attackers who struck paris, killing 130 people. Coming up on mornings on 2 the 9, the cdc is issuing a serious warning about the zika virus. Still ahead, why federal officials believe that more of the country is at risk than originally thought. Welcome back to mornings on 2 the 9. Theres a stark new warning from the white house now on the zika virus. As we approach summer, u. S. Public Health Officials say much more of the country is at rusk than first thought. The administration thinks this could be a 2 billion problem. The scariest thing from the centers for Disease Control may be this map showing that much more of the country is at risk from the zika virus this summer than first thought. Reporter it is the tiny bug with the sometimes devastating bite. But beyond that we dont know much. Everything we look at with this virus seems to be a bit scarier than we initially thought. Reporter at a white house briefing, officials for the centers for Disease Control and the National Institute of allergy and Infectious Diseases painted a dire picture. The zika virus is transmitted by the aidies egypti mosquito. There have been 300 known cases in the u. S. All over the country but those cases are believed to have traveled believed to be linked to people who traveled to locations with zika virus. The mosquitos are headed north for the summer and we may not be prepared. This is a very unusual virus that we cant even pretend that we know everything about it that we need to know. Reporter already in texas blood banks are taking precautions. People who have always donated blood, were now having to defer even if they went to mexico for a day. All of this will require resources, the administration says. Already theyre tapping in to leftover funds that were targeted at the ebola virus. The money thats being transferred from ebola accounts will help bring us a little bit further but its still not what we want. At the National Institutes of health, theres hope they could have a vaccine ready for testing maybe as early as the coming fall, but nothing is certain. Everybody from social media giants to the president of the u. S. Are talking about how far the nation has come and all the work that is still left to do. Claudine wong joining us live now on set to explain the concept of equal pay day. Hi, guys. Equal pay day, people are like what does this mean . Its really about getting our heads wrapped around this discrepancy of what a man makes, what a woman would make. Its to show how many extra days youd have to work to make the same money a man works for the same job. Heres another way to look at it. Take a look at this graphic. A new report is called gender pay equality that came out this week. When compared with men in comparable jobs, a womans median earnings are about 10,800 less over the year. Spread that over 40 years, that adds to a gap of 400,000. Things have gotten better since the equal pay act was passed back in 1963. Back then women made 59 cents for every dollar earned by men. Now at 79 cents. Unless youre a minority. This is where we can gauge the progress. According to the study, black women make 66 cents on every dollar earned by a white man. Latino women earn 59 cents. You compare that to 1963 figure, its exactly the same. Its an issue the president addressed about an hour ago. Equal pay for equal work should be a fundamental principle of our economy. Its the idea that whether youre a high school teacher, a business executive, or professional Soccer Player or tennis player, your work should be equally valued and rewarded. Whether you are a man or a woman. Its a simple idea. Its a simple principle. Simple idea. So the president made that speech from the house youre looking at on your screen. That house has been central to the womens rights movement. Its the belmont paul womens equality National Monument just designated. They were figures in the womens rights and suffrage movements. Tech giants are taking today to say things are different for their employees. Facebook says it pays all employees the same for the jobs they do. Microsoft announced its employees make nearly the same. It reports women make 99. 8 cents to every dog. Other Companies Like intel and amazon say their employees regardless of gender are paid equally. This is something thats been changing. Sales force said it spent 3 million last year to raise the salaries of some women to equalize that to their male employees. This new study also talked about why equal pay is so important. If you make less, it takes longer to pay off your student loans, longer to buy a house, takes Stock Options off the table. All that adds up to that 400,000 over a lifetime of work. It takes some of the best players and puts them on the sidelines. At the top of the newscast, we asked viewers on twitter to reach out to us. Do you think this will be resolved by the lifetime is over . Bentley said 1982, women made 59 cents to mans 1. Now we make 79 cents. Its a vast improvement. We should be paid equally by 2050 at this rate. Natalie said gender roles will be eliminated in my lifetime and equal pay will be an outdated issue. More optimism in my twitter feed. Someone tweets me, yes, i do believe this will happen in my lifetime. Ecandoit. We can thank a new generation thats eliminated standard gender roles, from natalie. One of the things people told me on my Facebook Page last night, how do you know how dothey figure out that the woman is doing the same exact job as a man and not getting paid the same . I think some of the tech giants, they look at some of these discrepancies, there are jobs that make it a little more difficult to determine. But engineer. You take a look at someone who is an engineer. What does an engineer get paid at facebook and what does a female, what does a male . When there are specific titles to what they do and maybe specific work loads, its a little easier. Obviously its more complicated than saying were all the same but when you can really mark what women engineers make and what male engineers make. Especially entry level. If you enter at the same time, based on whatever, similar experience, should be same pay. Exactly. I think what they did was they requested from the tech giants, they say tell us what your folks are making and when you talk about change in our lifetime, if this is going to be any different, when you talk about it like that, some of the Companies Said okay, sales force who already made a big effort said yeah, well show you our numbers. Other companies were like well show them to you in a few months. And lets take a look at whats happening and make sure its actual equal. On a very personal level, ive given the advice given to me as a woman from women, talk about how much money you make. Because were not supposed to. Maybe that should be done. Theyre saying the more you share your information maybe with a fellow female, you can go wait a minute, shes making 2x and im only making x . Thats important. The more information out there. Maybe thats how you realize youre being horribly underpaid. Thats what the president was pushing in his speech. If youre talking about your pay, if employees are discussing it and kind of comparing, then they cant have retaliation from employers because it always has been a little bit taboo. You dont want to be the one that finds out youre making less than everyone else. If the conversation doesnt happen, the change doesnt happen as well. Equalpay. On the subject of pay and how it helps you take care of your family, californians who take paid family leave are getting a boost in pay over the next couple of years. Yesterday governor jerry brown signed a bill in to law that raises the compensation level for family leave. Currently workers get 55 of their pay. This new law will raise that to 60 for people with higher salaries and raise it to 70 for our states lowest paid workers. Most people take the six weeks of paid leave to bond with a new baby but so many others use it to care for a sick Family Member. We want to do as much as we can in a creative way to make sure that everybody has a decent life and particularly the kids coming along have that opportunity. When the mothers can take off some time or the fathers to take care of the kids when theyre born or Family Member when they become ill, thats human. These changes actually take effect in 2018. You may remember we talked about this on the 9 last week. San francisco approved some of the most generous benefits in the country, making it mandatory for businesses to give most new mothers and fathers six weeks of fully paid time off. Chp was called but everyone had left the scene by the time officers arrived. In the last couple hours weve heard new information about the future of b. A. R. T. And its workforce. Thats after the Transit Agency and the unions representing many of its workers reached tentative new contracts. Janine de la vega tells us about the details on that and brings us reaction from a state senator who was elected after he campaigned against allowing b. A. R. T. Workers to strike. The senator says its not the contract he would have negotiated because he says b. A. R. T. Workers are highly paid and the Transit System requires a lot of money for upgrades but he is pleased that a strike has been avoided. Glazer represents Contra Costa County and part of alameda county. He says the tentative agreement signals a turn around for the agency. B. A. R. T. Says service should be consistent and uninterrupted through 2021. It gives workers a 10 pay increase over four years. Now that there appears to be compromise, b. A. R. T. Says its main priority has been on rebuilding its system. The trainss are the oldest in the country and public trust is slipping because many feel the trains arent reliable. Its my hope that prior to placing that measure on the ballot that theyll continue to take the steps that weve outlined to build that public confidence, that our money is going to be used well. That theres proper stewardship within the b. A. R. T. System so we can reinvest in it. We know how important it is. B. A. R. T. Still needs to raise millions for its Capital Improvement projects and plans on asking voters to pass a bond measure to help play for it. Pay for that. The tentative agreement still needs to be approved by labor and management. But theres no fare hike to pay for these raises. The record ridership is helping pay for that. Reporting from walnut creek, janine de la vega, ktvu fox 2 news. Oakland police now say theyve arrested a man who has been lurking around homes in the Oakland Hills. Surveillance camera caught the man on video here. Neighbors are calling him the, quote, ninja burglar. He was first reported prowling through a womans yard early last thursday morning but when officers responded the man had already taken off. Another surveillance camera caught him taking several bikes which were loaded in to an suv, driven by another person. Neighbors admit theyre unnerved. I would rather not have anybody like that around me. I have two kids. I think id be pretty alarmed if i saw that if i was there by myself. Police are asking people who live in the Oakland Hills for anymore Surveillance Video that shows this man. One thing theyre still trying to figure out exactly what that long black object that hes carrying around. Ford is offering a new stealth feature for its Popular Police intercepter suvs which look like ford explorers really. Ford says it will provide the option of factory installed light bars mounted inside the vehicle instead of those flashing lights mounted on the roof. The new report says it can exploit computers automatically, making it much easier to target large Scale Networks and hold data hostage. Last month one such chain was used to target med star. Hackers encrypted vital patient files, making them unreasonable unless they were paid. Adam leaven joins us now. These Big Companies are at risk. How about individual users . Are they at risk . Were all at risk. Usually in the case of consumers, its because you clicked on a link and malware is in your computer and it can do a number of things. First it can basically transmit the i. D. And login information. It will envelop your files, basically encrypt your files and unless you pay them theyll delete your files. My medical files are now electronic and more and more of these offices are going electronic. And its not just your name and Social Security number. They can use your medical information on the black market. Now theyve found an easier way to make money quickly and that is if you encrypt files you literally can stop an institution from operating. In the med star case they were reduced to working on paper as they shut down all their systems. Operations were delayed. Lab results were delayed. Lives were at risk, unusual reputation on the line. So you can blackmail the medical providers . Once you do that, for the criminal, what does he get . The get is between 10,000 and 20,000 generally in bitcoin. The skull appears on your screen. A ticking clock. They even have Customer Service departments to help you. Let me ask you this. The 10,000 to 20,000 for a big corporation, between 300 and 500 for the average individual. That doesnt sound that high. Is there a reason theyre not saying 5 million, 10 million . Why are they shooting in the lower range . Because they want to get paid. And theyre making sure when it is paid, theyll absolutely decrypt the files because they dont want to get a reputation of you decrypt the files, then somebody pays you and you never decrypt the files. Then people wouldnt pay anymore. This is a business operation. What about beefing up digital defenses . We need to do that. By the way, another target is law firms. And law firms because they have intellectual property, trade secrets, inside information stuff that could be used to front run transactions. What can be done . A few things. First, when a vulnerability is found in a system, and this is based on penetration testing, it should be patched immediately. There are a lot of people who dont look for vulnerabilities. Second thing, you have to have robust backup files and they have to be completely separate from the system when theyre not being used. What happens with this particular strain of ransomware is it gets through a system because of vulnerability, then looks for the backup system. But if you have a really good backup system, you back up every day, you could wipe your drives and reinstitute the system. Backup system that is only online for a brief period of time to back up. Thats correct. Should i call doc and be like are you onboard with this ransomware . Should i check with my medical provider . Its not a bad idea but typically theyre attacking big institutions. Med star, a 5 billion institution. A number of other hospitals. We really have to understand the fact that the cyber war has really replaced the cold war in this world. The forprofit guys, the state sponsored guys, they have different tools and methods that they use. Were really living in a dangerous time. You had an incident where a hacker in iran opened a valve in a dam in an upstate new york dam. Imagine if someone opened the valves for the hoover dam, the kinds of destruction that could occur.
