You know what gets me . They say to fix a main spillway would be 200 million. Thats a lot of money to fix the main spillway and they have to do that obviously not now because theyre still using it. They have never used the emergency spillway this year. Why isnt the emergency spillway concrete . I dont know. Were talking about that down the road. I know were getting a few more answers about whats happening today coming up in an hour. The 10 00 News Conference set to start in an hour. Well brng it to you live. It will be interesting to see when they allow the individuals to come back. Could be today or another week. I want to give you live pictures now from sky fox over the oroville dam. About an hour ago, we are expected to get an update at a News Conference with the department of Water Resources. Alex savage has been live there. Whats going on mow . Good morning, just got off the phone as a matter of fact with the representative from the California Department of Water Resources. Ahead of the News Conference an hour from now, essentially what i got from him is theres a far less concern this morning about a kol lapgs on that auxiliary spillway when the water was cresting over the top. The lake level came down four feet below the crest point where were spilling over the auxiliary spillway that is eroding and caused so much concern yesterday and triggered the Evacuation Orders. An improving situation over night, still doing a lot of work out here this morning to try and put a temporary fix in place. Well take you first to a live look from sky fox and show you what things like up above. They were able to relieve the pressure overnight because they ramped up the amount of water that was being released from the main spillway here at Lake Oroville and coming over the dam and again, the lake level came down and theyre seeing an improve situation. Other emergency officials got up in the air in a helicopter taking an airline tour and trying to assess just how bad the erosion is there on that auxiliary spillway. They can try to put together a plan and figure out what to do next. I talked with a representative from the California Department of Water Resources just a few minutes ago about the improving situation overnight and whats next. The water was cut off so the erosion stopped so we have teams going out now that are assessing the what the erosion looks like and they will yauz those assessments to develop a plan for how to respond. As they develop that plan, one aspect of that is preparing these giant bags that you see right here sitting in this parking lot. This is kind of a staging area up above the dam and you can see all those bags are filled with huge rocks. At some point, if they feel its necessary, they have a number of helicopters on stand by. Theyre picking up the large bags and placing them in position to try and shore up the portion of that spillway that is eroding. Keep in mind, its the emergency spillway, the secondary spillway and we should also point out the main spillway has damage as well. They are continuing to use that to release water from Lake Oroville and again that situation improving but certainly not out of the woods. Especially with more rain on the way here on thursday. Thank you for the update. Bringing in Steve Paulsen now. We talked about the damage on the main spillway as more and more water goes down it. Do you think the damage is worsening there . Yes. They have no option because of the emergency spillway was being breached. So they had to start releasing water. I think it was 55,000 cubic feet. They had to get the lake level down to take the pressure off the emergency spillway. The problem here i havent heard any update there was damage as you know to the spillway. Major erosion on the left side and the right side. Thats right there. So im sure that hole is bigger now. What other option do they have . They have to ramp it up so they can work on the emergency spillway. The problem is youre creating a bigger hole now on that spillway. But they have to go full throttle to get the lake down. Thats what theyre dealing with now. They will focus on the spillway after the emergency. How big is the storm coming in . How much brain are we expecting . Rain. Based on what ive seen, thursday through next wednesday of next week. Ive seen some projections of 10 inches. Theres creeks contributing to the inflow. Its a lot less than it was cht the outflow is greater but theyre still feeding into the Feather River downstream. They have to get this down 50 feet is the order. I hope they can buy time on that. They have three days max and rain comes in thursday through wednesday of next week and ive seen some projections of a foot of rain up in the Feather River canyon. Above that, big snow pack. These are not cold systems coming in. Theyre mid latitude. Closer to home here, youre seeing tweets by people saying ive never seen the water this high. Highway 162, thats 234r50d floods. So much water is coming out of the oroville coming into the Feather River feeding into the delta so the cause way is having issues. If we get another foot of rain up there, theyre on borrowed time but what other choice do they have than to dump water out and hope it holds . . Thank you, well see you again this hour. Thousands of people forced from their homes last night. Many were given less than an hour to pack up and head to Higher Ground in case the emergency spillway failed. Live in the newsroom with more on the massive evacuation. Paul . The orders remain at this hour. For nearly 200,000 people affected after damage was spotted on the emergency spillway so many People Living below ordered to leave their homes. Nearby centers filled up quickly. The emergency evacuation extended beyond butte county and suter. Officials surge people in low lying areas to move to Higher Ground since it was thought that a 30foot wall of water called have gone downstream into the community. Traffic was backed up for miles. Although some families stayed in their cars, many people hope to return home soon. This was a scene in yuba county where there were long lines at gas stations as drivers filled up before leaving evacuation zones and hotels reported in the area as being full. Crews now have a better opportunity to assess the situation and let residents know they can return home but again for now, the Evacuation Order remains in place. A Menlo Park Team headed back and joining emergency crews at a staging area. 0. The situation has improved with a water level dropping at three feet. State officials are keeping a close eye on rain that could start in the area in two days. Right now theyre committed for up to a 14day mission. Well see what happens. If they need us there, well stay and if they dont they will cut us loose. A lot of winter ahead of us. We do have water assets at menl o park Fire District so were prepared for the deeper water as well. No indication to when the Menlo Park Team may return home. They brought drones with them to spot vehicles in the water. 0. Search and rescue team staging there autobutte college. That would take at least 8 8 million and several weeks of dry weather. If you plan to drive to the sierra, theres still detours for highway 50 after last weeks mud slides. Part of interstate 50 and 80 shut down friday because of slides. Interstate 80 opened in both directions. Part of 50 is closed in both directions. Right now theres no estimate on when that part of the roadway will reopen. 23 you normally ride ace train you cant do it for the next two days. No Service Today and tomorrow between stockton and san jose. Union pacific needs to reroute the freight trains on the same tracks because of weather related problems elsewhere. 5,000 people ride the ace train every weekday. If you drive the corridor you can expect more traffic until the service is restored. Cargo verses commuters cargo loses they do. Theres millions of dollars on those tracks. Scott weiner plans to introduce new legislation to make it easier to pass transportation bonds. This would lower the threshold to pass transportation bonds from a twothirds majority to 50 50 . The plan is still in the early stages. Weiner says the change could help to fund Public Transportation projects. United airlines is apologized after a pilot removed from a flight. Those are workers around checking the damage specifically looking for those erosion holes and the plan here moving forward is to shore them up with bags of boulders dropped down by helicopters. Theyre going to provide eight eight helicopters to assist the operation. The bags and boulders are ready to go but the choppers are waiting to go airborne. What did you guys find here in about these faults possibly chris crossing and coming together to join forces this mega quake . . Well, what we did [ inaudible ] it was the us gs work. E leshlly the hayward fault line that goes up san pablo bay, they think now it does connect to the rogers creek fault line. That means if theres an earthquake anywhere along the fault line its going to travel up and down the fault being bigger than previously expected. This is all Ground Breaking stuff. Im really excited to be able to share it in this show in the way were doing it. This isnt the first time ive been preparing for an interview and gotten more and more squared. We all live in the bay area and the earthquakes underneath San Francisco and east bay are now connected. How are you finding this out . Will you get more information about this as time goes on . Well, scientists in the area are constantly studying these things. What theyre really trying to do is have as much Early Detection as possible. You know, you guys live in the San Francisco bay and youre more familiar with earthquakes than most of the country. One thing that most people dont understand is that as soon as an earthquake fires, you could have an Early Detection system 20 seconds ahead of time which might give people the ability to take cover. Thats what the signists are trying to figure out now scientists. Lets talk about alacatrez. It remains a top tourist attraction nationwide rich with history and secrets and possibilities of escape tunnels. What did you find . . Well, we found anomalies underneath the wreck yard there on alacatrez that indicate there may be tunnels. So the legends had it they there were a whole potential of tunnels. If you watch that show from the 90s, the rock you have in your head theres a whole system. Anybody who has gone to the rock knows thats not real. When we found the anomalies and started to investigate what people were discovered there further, it actually made me think there is problem more to these legends that people give them credit for. Coming up on mornings on two, trash dump illegally in san jose is a growing problem for the city. We spoke with the mayor live and what hes doing about the Illegal Dumping. Theres still concerns today about erosion on a spillway at the oroville dam. We are live here at the dam this morning and well tell you about the work thats happening later today to try and shore up this dam. We continue to follow developing news from oroville. Heres what it looked like. The water coming down the main concrete spillway while workers are assessing the emergency spillway looking for eroded holes. At this point nearly 200,000 in butte, yushgs counties are evacuated. The spillway was close to collapsing although they say the danger has decreased this morning. The auxiliary spillway is Still Standing but not being used to release water. Thats the main spillway. Officials say the latest report shows the reservoir is still 100 capacity but the lake has indeed dropped a few feet which is a great sign. Thats important. We have been waiting and monitoring a News Conference happening today. We now expect that to happen at noon. First, back to alex savage at the scene where i see work continuing to fill the large bags of rocks. Crews here are working against the clock over the next couple of days. They want to get a temporary fix in place before the next round of rain moves in on thursday. Ill tell you about some of the work happening here at the staging hear. We have seen a lot of activity throughout morning. The heavy machinery is out. They have been moving these boulders and loading them into these bags that you see over here on the right hand side. Then whats going to happen we understand later in the morning is those helicopters on stand by are taking the bags and place them in the area that is eroding on the emergency spillway here at the oroville dam. Thats the spillway that caused so much concern just yesterday when they were worried that it was in imminent danger of collapsing. They issued the order for 200,000 People Living down river. All those people moved to shelters and many of them moved to hotels and went to Higher Ground. Overnight they did have some better news. As we have been talking about, the level of Dakota Access pipeline oroville did come down about four feet according to a representative from the California Department of Water Resources and heres what spokesmen for the department told me about the situation a few minutes ago. The immediate threat was reduced last night by stopping the erosion. Now the emotion that was on there stopped and the lake is being brought down as we speak. Its going down. Im looking at the chart now. About four inches an hour or so. So the level of the lake is as you heard is falling at a very good pace, the kind of pace that water officials do want to see. The concern here is that you have more rain coming in later in the week. Theyre working against the clock with a narrow window to try and get a plan together and figure out how to shore up the erosion that is eroding and theyre going to at some point later today put the large bags of rocks in the area to deal with that erosion. That would be obviously a temporary fix here for the time being. We should also point out theres damage to the main concrete spillway at Lake Oroville as well. You have damage to both of these spillways and a whole lot of concern and nearly 200,000 people out of their homes and staying in shelters and hotels and the big question is whether those people will be allowed to return to their homes at some point this week. Its sort of an open ended question. I talked with the state official at the department of Water Resources. The decision is out of his hands as far as when people are allowed to return home. Thats a central question they try to answer as they put a temporary fix in place with more wet weather headed our direction. For more on some of the headlines we have been following concerning the oroville dam and putting closures into the state of emergency, lets go to dave clark in the emergency room. Two jails evacuated inmates because of the oroville dam situation. The Butte County Sheriffs Department evacuated inmates and took them to nearby jails. In suter county about 100 inmates were evacuated by the Sheriffs Department and taken to other counties. Most schools in butte county are closed together. The only exception are in the chico and paradise districts. 0. The governor issued an order. The governor said ive been in close contact with Emergency Personnel managing the situation in oroville and its clear the circumstances are complex and rapidly changing. The Governors Office activated the Emergency Center to its highest level and theyre working along with state and federal emergency officials. Well continue to follow the developing stair here in our newsroom. For now, mike and gasia, back to you. Thank you, we are certainly watching and waiting for more rain to come. Steve paulsen is monitoring the situation. You know lake shasta is 98 full. Theyre releasing 87,000 cubic feet per second. It goes down towards the delta. Two coming in which is why the water levels are extremely high around the delta. So at any point do they have to shut the gates and say they cant release anymore. Theyre only 4 away from capacity. Its 137 above historical average through shasta and down. Thats only adding to higher water levels. And its february, thats correct. So real quick well get to this. A break here for two more days. They had sharp meteorologists over there. Im not telling you nib anything theyre not saying. Ing. The good news is the lake has come down four feet. It was above capacity and now at last check 98. 3 as of 9 00 a. M. Its also now down below the emergency spillway, thats the key so they can work on it. The amount of water coming out far exceeds the amount coming in. If theres not additional damage maybe they can ramp it up. They know that theres a lot of cloud cover on the way and the pattern is changing starting Late Wednesday and thursday. We will also see these clouds continuing to roll in here. A series of systems thursday looks wet. Friday night well have rain and this is a possibility of maybe 510 inches near the Feather River canyon over the next 710 days. Wednesday night it sweeps through and it kicks in and well see it continuing. A break on saturday but again sunday and monday, well get more rain. This is a tough situation here. Were going back into a wet pattern. A couple days with a break. Two more and everything changes as we head towards thursday. Another week of rain. Looks like it. President trumps National Security advisors job could be in jeopardy. Doug luzader reports from washington its not clear whether the president himself still has confidence in one of his top advisors. Reporter you can see National Security advisor mike flynn there at President Trumps side. Hes seen a brilliant leader in intelligent circles but did he go too far or are democrats just looking for a head on a platter . Reports say it looked like National Security advisor was trailing the president after air force one landed back at andrews last night. Flynn is still part of the administration but are his days numbered . A Top White House aide was asked about it yesterday. Its a sensitive matter. General flynn served his country with distinction. Hes accused of discussing u. S. Sanctions with ushzs ambassador before trump was sworn in which could be a violation of federal law russia. Mike pence initially came to his defense. I talked to general flynn yesterday. The conversations that took place at that time were not in anyway related to new u. S. Sanctions. But was pence mislead . Democrats sense blood in the water. I would be interested to know how the Vice President feels after he was basically thrown up under the bus. This comes at a time for National Security, north korea just fired a missile. The Trump Administration is reworking an order on Board Security and later this afternoon President Trump is meeting with justin trudeau. Flynn has been at his side for a long time and values loyalty. Later today the u. S. Senate is expected to confirm President Trumps choice for treasury secretary, former banker mnuchin. The department of Homeland Security teamed up with santa cruz police. Allie rasmus live now with the update. Reporter we just got an update with the police chief and he says nine arrests were made this morning. They initially detained more people but some were released. Nine arrests and as you mentioned, this was part of a joint operation five yearlong investigation they have been doing with the department of Homeland Security. The deputy chief in santa cruz was quick to emphasize they were working with their special investigation unit, not immigrations and Customs Enforcement. This happened around 4 00 this morning. Thats when a lot of residents in different neighborhoods and apartment complexes started hearing grenades and saw Law Enforcement officers with department of Homeland Security vests going into homes and banging on doors. We have video to show you. The aftermath of one apartment where federal agents went in this morning. I spoke to the residents of this apartment on corker avenue and they told me that no one in their apartment was arrested because the guy that the police were looking for does not live there. I asked the woman if he ever lived here and she said no, he lived there before they did. That was some of the aftermath of the raids that happened this morning and the arrests as part of the operation. The deputy chief said that immigration and Customs Enforcement was not involved in this operation. They have been working on this with the department of Homeland Security to break up a criminal street gang for the past five years. Some people they arrested were warranted for crimes including drug trafficking, murder and extortion. Heres what the deputy chief had to tell us. We were targeting violent criminals. Nothing to do with immigration. Any of the people arrested undocumented . I dont know. The deputy chief said that the people they were arresting this morning were wanted in connection with a gang that had been operating in santa cruz for the past decade or so. They said hes loosely affiliated with the ms13. Again, santa cruz is technically a sanctuary city ask the deputy chief explanned that and the. This was again he said an operation to arrest people who are wanted for criminal activity. Back to you guys. An update now from oroville, the water level has dropped four feet. Water has now stopped spilling over the dam and down the emergency spillway where erosion has been a concern. Nearly 200,000 people down river from the river still out of their homes and being evacuated. Authorities ordered the evacuation for everyone living below the lake. They were worried the spill lake could fall. Once again, the danger has eased a bit, the California Department of resources is inspecting the erosion now. The damage there on that emergency spillway before rain comes back later this week, one fact here, oroville is the tallest dam in the country. Cheng this out, about 8 00 the first helicopter took off where crews were preparing the boulders. You can see the dust kicked up at the staging area. Alex savage was there as the dust covered the workers. Poor alex got a dose of dust. It looked like a video game at one point. We have seen workers walking around. The oroville dam was part of the Feather River project. Its the second largest man made lake in california and the dam is the tallest in the country. This is not the first time theres been questions about the safety of the reservoir. 12 years ago three environmental groups say they failed to met safety standardses. There were heavy storms and the water level could rise faster than it could be released and the unreinforced spillway could erode and flood the communities below the dam. However, the dam was relicensed without making any changes. The California Office of Emergency Services monitoring the oroville dam. Yesterday the state Operation Center in sacramento was activated to coordinate a response to the emergency. Employees were called in to help state agencies manage the possibility it could fail and help those who were evacuated.
