Summer. I know. Was it hot at your house. There is in no air conditioning land that a lot of people in the bay area live in. No ac at the Claudine Wong estate. The compound. Yeah. This hot weather is reminds us of the problem that we have every time that there is a summer heat wave, kids and pets trapped in hot cars. We have chp and child Safety Advocates talking to us about this important issue. It really is an important one. Allie rasmus has a look at just how quickly the temperatures can rise inside of a hot car. Good morning, allie. Reporter yes. It is an issue that we tend to think about when we experience heat waves, especially in the summer months. A lot of people dont realize that the temperature doesnt have to be that warm for the temperature inside of a vehicle to reach dangerous levels. I want to bring in jan nelson who has been studying the issue. The issue of children being trapped inside of hot cars. You have looked at the data for 20 years. The general rule, the temperature inside of a car can get 50 degrees hotter than the temperature outside. After an hour, it heats up about 50 degrees. And there are some cases where even a little bit more. A lot of that heating is just in the first 15 to 20 minutes. It doesnt take a lot of time for the temperatures to spike. We did a demonstration. You set up you have a thermometer inside of the vehicle. We have a camera inside of the vehicle. It is not safe for us to sit in the vehicle under these circumstances. We have the thermometer and the camera inside. You first got here at 8 00. And the temperature inside was about 74 degrees. Now about an hour later, how hot is it now. Were up to almost 97 degrees. And this is still fairly early in the day with low sun angles. As the sun gets higher in the day, the heating impact is great. There was a tragic case in the bay area, six, seven years ago in el cerrito, not known as a hot place where a child died. It wasnt 67 degrees that day and the child was left in the car at a b. A. R. T. Station and died from heat stroke. What does the law say if a Good Samaritan or somebody passing by see a child trapped, can you break the window legally. Not legally. California is not one of the states that has enacted a specific Good Samaritan law relating to children in hot cars. Though i have never heard of a case being prosecuted. I heard a case in Southern California where the person was given a citizen of the year award for getting a child out of a possibly deadly situation. There is a difference between the law in theory and the law in practice. Absolutely. We also heard there is the hot car bill that would require automakers to put in a device that would alert parents or caretakers that there is a child left in the car. Thats how half of the cases happen. This would give a visual audio reminder to parents or other caregivers to get look in the back seat. But that only covers about half the cases and takes a long time to implement. It is important ongoing for continuing efforts for for awareness and activities like that. A lot of parents and a lot of people dont realize that you cant leave your kid legally in the car unattended. In california we have caitlyns law after the death of a small child in Southern California back in 2001 that was enacted so that it is against the law to leave an unattended child six years or younger in a car. Even for a couple minutes. Even for a couple minutes. It doesnt take long at all. Lets take one more look at the temperature inside. Last time we checked it was 98 degrees. 96. 6. Lets see. One more time. We are going to show the camera inside of the vehicle again. If youre just checking in with us, we have a thermometer inside of the car. It went up another degree in the short time that weve been chatting. In the last two minutes, it went up one degree. Yes. It will continue to do that. If we came back later in the afternoon, it would be 140 inside of the car. Thank you, jan, for your expertise and that information. It is a timely reminder not just during the summer months. The data is very sad unfortunately, 40 kids across the country die every year being trapped in hot cars. So far this year alone 12 kids have died across the u. S. Trapped in a hot vehicle. We are not even in the depths of the hot summer months. Caitlyns law was passed in 2002 that you cannot leave a child alone in a car in a parked vehicle on a hot summer day. Our question of the day is, is it legal to break into that car if you see a child inside . And that seems to be a little bit more of a complicated question. But when we asked it, people dont seem to be at all it seems pretty clear. Yes. They are saying 7 8 say yes it is legal. 14 say no. 8 say i have no idea. One viewer says i dont care if it is legal or not. If i see a child or pet inside of a hot car, im breaking the window. It would be the moral thing to do. Allana says i would call the police. Im not up for breaking a window. Obviously you want to call the police. But you will want to help. I did see someone outside of a Grocery Store looking inside of a car. There was a pet in there. And they said do i do it now . Do i do it now . If you see a child, not that pets are not important, i dont think i would question doing it. And you know what, it is a lot harder to break a window than you might think. Yeah. Call 911 first obviously. Yes. We will check more of your responses at 9 30. And we have hot weather that weve been talking about for a lot here. And steve, this hot weather is going to get a little bit cooler today. What about the rest of the week . Mountain view off five. It will be cooler today. A lot of people noticed it on the lows. 50s, 60s, 70s, 80s, some 90s and 100s. Tomorrow looks warmer. Obviously the fire danger very high right now. And the largest active wildfire going in california is this fire here. It grew to 1 hub acre 100 acres overnight to 950 acres. That was the estimate this morning. This is down in San Bernardino county. This is the holcomb fire burning northeast of big bear in the San Bernardino national forest. Containment went from 5 up to 10 overnight. There are two heat related injuries related to this fire. Officials have also closed portions of highway 18, which is a popular hiking trail in the area. They have also shut down a number of campgrounds. Fire crews brought in a night flying air attack to battle the fire overnight. The fire began yesterday afternoon. No word yet on what may have sparked it. Joining us this morning on the 9, captain george lange with the Contra Costa CountyFire Protection district. We talked to you the last hour about how this isnt so unusual. We have a drought. We have heavy rain and it builds up vegetation and we go into it having to be prepared. But we were just talking, you see the San Bernardino pictures, they dont have a fire season. We do. I shouldnt say that. They have one all year round. Are we in ours. Yes. That is a continuous canopy fire. The fire spread quickly. We are getting to the point where brush is now available to burn based on moisture content. And once once the actual brush is burning, the trees also are more jeopardized because of the potential of ladder fuels. If a fire gets into the trees and burns continuously through trees, we need aircraft to be effective in fighting the fire. What is the thing that the average homeowner can do to help with fire season . Is it just clearing the brush or is it other things too . Clearing the brush is essential. We need to create a safe place for firefighters to protect homes. We want to prevent a continuous stretch of fire. It is important to create a separation. Everybody should be keeping grasses and weeds short and removing all debris, flammable materials, and keep wood piles and play structures safely away from structures. Lets talk about how to prevent the fires in the first place in the bay area. With very few exceptions, usually human beings are being something that causes the fires to start. A lot of times theyre starting off on the highways. You have a car that overheats and pulls off to the side of the road and then you have the brush on fire. It just takes one little spark. What should people keep in mind to try to prevent the wildfires now that the brush is as try as it is dry as it is. That is correct. People should be aware of anything that they can do to introduce a heat source to vegatative fuels or anything that can burn. That means being very careful with your spoking materials, making sure that theyre fully extinguished. Maintaining your vehicle. Make sure that youre not dragging chains or anything that could spark. Youre not pulling over into dry grass in the event of a mechanical failure on the highways and freeways. And being careful if youre out on a camping trip. We want to make sure that you have a permit for the fire and you fully extinguish the fire before the end. When we had the drought, it was a bad fire season. Everything was so dry. This year we didnt have the drought but now we have more brush. It seems like you cant win. It is kind of a proposition. But thats what we get living in the state of california. This is a fire adaptive ecology. All of the plants are designed essentially their survival depends upon burning. What we need to be aware of as the People Living here is maintaining our properties responsibly and sharing the responsibility with Fire Agencies for the protection of our communities. Absolutely. I think people here are like it could be the worst fire season ever but we always seem to have that potential. You get a little numb to it potentially. It is the same every year. Whether it is a drought or we get a lot of rains, by the beginning of august, everything is available to burn and really off to the races. Captain lange, thank you for coming in. Coming up on mornings on 2 the 9, we are look at the Economic Impact of a new stadium in oakland. We are joined by the president of Economic Institute and the president much the oakland a of the oakland as. All right. Well, the as are looking to build the new ballpark away from the current coliseum site. According to the chronicle, the team has narrowed the list. Theyre telling us the same thing, including the coliseum. However theres a 13acre site that is currently headquarters for a college district. That is close to the lake her approximatity b. A. R. T. Station and would offer the postcard views of lake merritt and the east bay hills. We talked to students and professors who dont like the idea. Mayor schaaf has been pushing for a site near the port of oakland. We wanted to go to the source. Right. They are releasing to us here at ktvu the Economic Impact of building a new as stadium. Were joined by Vice President of the Economic Institute and the president of the as. Just tell us which one its going to be. We have three sites. We like them all. Were doing the work to figure out what will be the final one later this year. What goes into choosing which site . I think people who are watching now are saying wherever it is in oakland, we love it because the team at one point was thinking of moving to san jose. Youre right. Or leaving the bay area. Now youre committed to oakland. Now it is, you know, what what goes into your final decision . It is transit, it is parking, making sure that we can create a vibrant Ballpark Village around the ballpark. All of those things were weighing, the pros and cons of each site. We will make an announcement later this year. I have the report. You gave us a first look at it. It is an interesting study. You dont have the actual site. Exactly. You dont have the Little Details that would finetune the numbers. When you take a look at the numbers and youre saying, okay, over 3 billion Economic Impact and the jobs, tell me how you came up with the numbers and did they surprise you in any way . We look at spending within the stadium and on the stadium itself. There is 2,000 construction jobs is the big number for con instructing the stadium. And the 3 billion economic over ten years is spending by patrons in the stadium, and then spending by the as on its operations and employing contractors and people within the stadium itself on game day. When you did the study, i noticed there was i think it was you quoted as saying the team has to be good. You have to have a nice stadium in a good area of town with businesses. But the other component is you have to have, you know, the team to draw people in. Yeah. Competitive product. One of the key things is with the new ballpark, we can invest more in the players, keep the players and compete for more world championships. It is a key part of our success longterm. Bring more championships to oakland, have more parades. We want more parades. When San Francisco moved from the candlestick to at t, you saw that worked well. Uhhuh. Because people were coming out. Do you look to replicate that. In terms of the impact of a new ballpark on the community, economically, jobs, all those things, definitely the same. We want our stadium to be a little different. To have a more oakland feel to it and unique in its own way. That will be fun. Here is the question though going with that. When you have Something Like this, did the numbers surprise you in any way . A lot of people say you commit to saying we are oakland, which is something that the team has come out and continuously said given the warriors and the raiders, everybody is excited about the as for oakland. Do the numbers matter to you in the Decision Making . I think it does. It shows beyond just the fans getting a great new ballpark, it is great for city. Even if youre not a fan, it will create jobs and be a catalyst for many positive things in the city. Since weve been here 49 years, thats a great way to give back. Do you have a favorite . Its like saying do you have a favorite son or daughter. All sites are neck in neck. They all have pros and cons. If i mention langley, let me see in your eye twitches. Im not going to tell. The numbers, site neutral, these are generally the numbers that we will see. Did you look at the sites and say this one would end up better . I think you mentioned downtown would be better because you have transit and access to restaurants as well. There is the opportunity for spending outside of the stadium at restaurants and bars and new retail and housing around the stadium. If they say to you where to put the stadium. There are arguments for a downtown stadium. That is correct. We will commission a second study once we find the location. That is something that we will do. Jeff, when it comes to baseball, it has more of an impact than football. Baseball has a lot of home games. 81 home games. And youre looking at fans spending in the stadium and around the stadium. Theyre looking to create that instadium spending but how do you get people to the neighborhood . It is a magnet for the dollars to come in across the region into oakland. You wouldnt give us your pfeiffer rate child favorite child. You wont commit on the 9. You said later this year. When is later this year. We committed when i came on late last year that we would make an announcement this calendar year. Were working diligently to make the decision. It is a huge decision not only for the club but for the community. Were meeting with stakeholders and doing the analysis. It is a generational decision. June 31st or december 31st. Voters in georgia will head to the polls later today in a closely watched special election. They will be choosing between democratic john ossoff and republican karen handle to fill a vacant house seat there. The district has been represented by republicans since 1979. So this race is seen as a key indicator for democrats who want to win back control of congress in 2018. This is exactly the type of district they hope to win if they can retake the house in 2018. Theres 24 seats they need to win. A lot will be the fast changing suburban districts that republicans have long held. Candidates have spent a combined 50 million on this campaign. That makes it the most expensive house race in history. The seat became vacant when republican tom price left it to become president Trumps Health and Human Services secretary. The new title 9 coordinate for the Palo Alto School district is on the job after 2 investigates first started reporting on allegations of Sexual Assault at palo alto high. For the First Time Since taking the job, were hearing from him about the challenges ahead. Ktvus jessie gary spoke with him exclusively. Reporter fresh from a red eye flight, john is walking into a district ripe for reform. A washington, d. C. Attorney, he is the new interim title 9 coordinatorror the Palo Alto School district. Everybody has been fully cooperative and everybody is completely committed to doing this right and meeting the higher standard thats are being demanded of efforts in the area. Reporter a Community Outcry for change comes after a series of 2 investigates reports starting in may. We detailed how a Palo Alto High School athlete was convicted in Juvenile Court of having oral sex with a minor in a School Bathroom last october. Since the initial report, more than a dozen additional allegations have been brought to light n2015, another incident where a female junior student says she was sexually assaulted on the campus quad by a senior. I received verbal confirmation from the school that they our fault kind of thing. Reporter were concealing the identity of the victim who hasnt spoke about this until now. He says the accused student was allowed to continue on campus until he graduated in 2016. This despite the district being under scrutiny for failure to report Sexual Assaults in a timely manner. They know what should and should not be reported. So is there a culture they dont know or a culture of cover up, dont tell. A culture of lets see if we can keep it in within the school. Hool. So and not report it as title 9. Correct. And not even report it they may not even report to the board. The former title 9 coordinator did not launch investigations into the campus attacks as required by law. She wont discuss specifics about this but is focused on investigating current cases and changing the culture within the district. The degree of understanding and the investigation of the title 9 issues is not not where it needs to be. Sometimes theres a problem. Speaking generally of an issue coming in and school staff not recognizing that this is one where there needs to be a fairly intensive investigation. This morning, allie rasmus has been talking about the dangers of leaving children and pets inside hot cars. She is live at san jose state where she put in a thermometer inside a car. How hot is it now, allie. Reporter 30 minutes later, it has gone up quite a bit. Jan knoll is the meteorologist with San Jose State University who is helping to do this experiment. You have a thermometer in the car and an app that tells us the temperature inside. In 30 minutes it has gone up more than five degrees. Were now at 103. We started out at 74 degrees a little while ago. Yeah. 30 seconds ago when we were talking here about and checking the app, it was 102. 8. The temperature continues to rise as the minutes go along. Kind of highlighting the danger of leaving a child or a pet in a hot vehicle. And its particularly dangerous for children. I mean, it is dangerous for anyone to be in a car like this when the temperature is that high. But children especially. Children due to their body makeup, their bodies heat up three to five times faster than adults. We could sit in a car and not be in a periless situation like kids. 40 kids die each year of vehicular heat stroke. Ing . And they have sold out. They sold about 400 fans this weekend. They had an emergency ship yesterday and within four hours, that was all gone. The High Temperature and solar radiation overheats the system, making it lessee fish less efficient. And then we have the potential for a blackout. For concord, it has been 12 years since they experience this had kind of heat. Home depot customers were shocked to find out that the products were sold out. She bought a desk fan last week but she needs a bigger fan. She walked the entire store to find one and only eight small fans were left. I bought two fans at the home depot in oakland. And i bought one for my hair shop because theirs broke and one for me at home. There was a whole bunch. I didnt think it would get this hot. Better yet, i didnt know the little fan wouldnt work so well. I got a bigger fan. Im glad you got one. Me too. But i was getting mad. Reporter homes and businesses are being asked to voluntarily conserve energy during the peak hours of 2 00 this afternoon and 9 00 tonight. The officers carrying the torch through the city. They started out after they got it from San Ramon Police officers. And the Danville Police officers will run to walnut creek to meet officers there. The officers will carry it on to the next town. Then it will be carried through berkeley and emryville before continuing on to the final destination at the Northern CaliforniaSpecial Olympics being held at uc davis this weekend. Investigators could not determine exactly why the ghost ship warehouse went up in flames. These photos were going to show you were released as part of the report showing how some areas were more damaged than others. We learned that the fire started on the ground floor. The report also reveals that the main electrical sub pan l for the warehouse was next door in an auto shop. And also we found out the tenants used extension cords to power the appliance and lamps. Investigators could not rule out candles or other smoking materials as possible causes of the fire. 36 people died from smoke inhalation inside of the warehouse. The manager of the ghost ship derrick almana and the artistic director are facing 36 counts of Involuntary Manslaughter in connection with the people who died. A Law EnforcementTraining Program that some call controversy. Every year Police Officers from all over the world come here to the bay area for the fourday Training Program, learning police s. W. A. T. Maneuvers and a lot more. Berkeley police have been taking part for the past decade. Supporters say officers learn different policing techniques from detective work to how to deescalate violence. But critics say urban shield teaches military techniques instead of how to resolve conflicts. Santa rosa police are investigating whether two Young Children found dead yesterday with their father could have been saved. Neighbors say camara often had his 6yearold daughter and almost 2yearold brother julian at his apartment and he seemed to be a good father. On sunday night the mother notified the Sheriffs Office that he did not bring back the children we had was supposed to. Deputies went to the apartment but it was dark. Yesterday morning the police broke in and found the bodies of camara and the two children. His sister says the family is in shock. It just caught all of us by surprise. Its very tragic obviously. We are not sure why he would do such a thing. Investigators are putting together a timeline when the children were killed. A neighbor heard camara and his daughter talking before the Police Arrived yesterday morning. But investigators dont know if the children might still be alive today if the apartment had been searched sooner. Well, the white house has strongly condemned yesterdays deadly van attack in london on worshipers outside of a mosque. Osborne is accused of mowing down worshipers leaving a mosque after prayers. One man died and at least ten others were hurt. Osborne said he wanted to kill all muslims. He is being held on terrorism charges and suspicion of attempted murder. Ann reuben says that homeless advocates say it wont solve the problem, it just moves it somewhere else. Reporter near mclaughlin and 280, caltrans is erecting a steal face. Advocates are calling it the wall. Neighbors call it necessary. We sympathize with them but feel sorry for them. But this is our neighborhood. And basically we wanted to take it back because they were making a mess. Reporter more than that, the encampment was getting dawn engineer us. There had been drugs and homicides over the past year. So neighbors emailed and called elected officials. Every time that authorities would move the homeless out, they would cut a hole in the fence and move back in. Ultimately caltrans took action, aprop rating 270,000 to build the taller stronger piece of fence on the state land. It sends the wrong message because it tells the people youre not wanted here. I mean, symbolically in our country a wall these days means exclusion. Reporter homeless advocates say it is short sided. The homeless will move to another neighborhood and they will want a wall built there too. Instead of wasting money on that, they should waste it on giving the people in the streets a piece of land, you know, to live in since theyre kicking everybody out everywhere. Reporter neighbors say for them the fence is about security and peace of mind. Theyre just grateful that it is finally going up. Were hopeful that the fence is going to do what they claim it will do. But if it doesnt, then we will keep fighting. Just keep fighting. Reporter authorities expect the fence to be completed over the next few weeks. We have been talking about the question of the day with the heat, people who leave kids or animals in cars. Is it legal to break in to get the child or pet out. Technically the reason were asking the question, it seems like an obvious answer. Sure, break into the car and get the child out. Technically there is no Good Samaritan law. Experts are saying technically it is not legal. But the chp says it is a gray area. If youre saving a child that wont stop someone from taking action in that situation. Something to keep in mind.
