Good evening, im frank somerville. And im julie haener. Were going to start with cell phone video of people being evacuated during that shooting. You can see workers in a hallway there, with their hands raised. A Police Officer is helping to guide them to safety. The workers can be heard with whispering nervously amongst themselves, and the officer tries to reassure them. Ill take a bullet before you do, thats for damn sure. We now know the name of one of the gunmen in the massacre. His name was syed farook. A coworker says he was employeed as a foodwork inspector. The l. A. Times says farook was one of two suspects who died in a shoot outwith police. His body found near this bullet riddled black suv. A second suspect, a woman, was also killed in the shootout. A third person seen running away from the scene has been detained. The mass shooting took place at the inland Regional Center. The victims were in a Conference Center that had been rented out by the county health democratic, and was decorated for a Holiday Party. Reporter the police are in the very early stages of this investigation as they try to figure out just why this happened. What was supposed to be a Holiday Gathering turned into a nightmare. The first calls to police came in shortly before 11 00 a. M. This morning. That response was swift and heavy. Shots fired per a witness. Reporter San Bernandino Police responded first. Then more and more officers from the sheriffs department, the fbi, and atf arrived at the scene. A short time later, workers began filing out, their hands raised. Ambulances took the injured to hospitals. Police say it appears there was a dispute of some kind during a Holiday Party that may have triggered the mass shooting. There are reports one of the shooters may have been at the event, then left, and returned with one or two accomplices. Police said they used assault style weapons and dressed in tactical gear. One father waited anxiously outside. His torr was inside. He read her texas as he tried to control his emotions. Shooting at my work. People shot. In the office, waiting for cops. Pray for us. Reporter another man said his wife just got out of the building and had been texting him. She said the guy shot, came in next to her office, and i guess started shooting. They locked themself in, in her office. Theyve seen bodies on the floor. Reporter witnesses reported seeing someone leaving in a black suv. Law enforcement developed the information that took them to a home in a nearby city of redmond. Officials say they saw an suv leaving the home, and gave chase. Theyre killing that guy. Reporter the pursuit took them back to san bernandino, where there was a shootout. A man ran from the suv and was shot, and died on the street. A woman died inside the vehicle. A third person seen running from the area was detained, but its unclear if that man is involved. Of the suspects that were, that are dead at the scene, one is a male, one is a female. They were dressed in kind of assault style clothing. I think it is probably the best way to term it. They are both armed with assault rifles. Theyre both armed with handguns. Reporter tonight, the search for evidence continues inside the Conference Center where the shooting happened, and at the home in redland. We are bringing in fbi resources. We have agents on a house in redlands california right now. That house, as we know, we do not know the contents of whats in that house. But previous active shooter incidents have shown us there are times when devices are left behind. Reporter at this point, police have not released the names of any of the victims. Sadly, some family members are waiting to hear from their loved ones, they keep calling their cell phones with no answer. We expect to learn some of the identities tomorrow. But we have heard from one of the family members of one of the suspects. Syed farook. We heared from his brother. I have absolutely no idea. I am in shock myself. Reporter again, that was the suspects brotherinlaw. His name is farhan khan. He spoke at a council on American Islamic relations. This investigation is really just beginning. Thank you. President obama offered his condolences today to those affected by the san bernandino shooting. The president also said lawmakers need to take action to stop mass murders, which have become all too common in the united states. There are steps we need to take to make americans safer, and that we should come together in a bipartisan basis that every level of government, to make these rare, as opposed to normal. We should never think that this is something that just happens in the ordinary course of events, because it doesnt happen with the same frequency in other countries. People are on edge, literally, amend figuretively, with another mat shooting in the spotlight. Its frightening, and its saddening, more than anything. Reporter she cant protect her from everything. It doesnt matter where you go, whether its the movies, theater, or whether youre trying to get your child help. You just have to be extra aware of your circumstances, and basically, roll the dice wherever you go anymore. It decreases your feelings of security. Reporter clinical psychologist, Edward Abramson says its natural to feel anxious, when we see news of another mass shooting. Your risk probably is greater when you get in the car and drive on the freeway, than it is for a random, senseless attack like this one. Reporter still it hits close to home. Abrahamson used to work in a similar Regional Center. Did you ever feel unsafe . No. Would you now . Probably not. Another mass killing. Its scary. Reporter fear has a way of making us all a little unsteady, but there always seems to be someone interest to help us up. Now the psychologist we talked to tonight said there are some things you can do to ease your anxiety. You can go out and do something just to free your mind, like go ice skating. Or if you feel compelled do Something Like writing a congressman to feel like youre taking more control of the situation. As for the kids in your lives, he says the most important thing is to reassure them that the adults around them are doing everything they can to make them feel safe. He is 28 years old. Im told that he is u. S. Born. The person that was with him is a female. She is deceased as well. Her name is tashfeen malik. She is 27 years old. I do not have any Additional Information on where she is from at this point. The reason and how we came across that, and ill just kind of talk about the investigation a little bit ill talk about the investigation a little bit. There was some questions you guys asked at an earlier press conference about a person that had left the meeting angry. This was a Meeting Christmas Party type event that was taking place with samuel county employees at the Regional Center. Mr. Farook is a county employee. He works with his title as an environmental specialist in the Public Health department. Has been employed there for five years. He was at the party. He did leave the party early under some circumstances that were described as angry, or something of that nature. That is the information that we were following up on, when we encountered him back near this residence in redland, which led to the pursuit in the officer involved shooting. As weve now confirmed, he is one of the deceased. A little bit about the response we had. Some questions that were asked earlier. From the time that we received our first 911 call of a shooting taking place inside the business, the inland Regional Center, to the time the First Police Unit arrived on scene was four minutes. Almost immediate pli after our arrival, we had multiple units arriving, and they immediately entered the building, responding to an active shooter type situation, where they encountered victims, and they were in search of suspects. Multiple, multiple teams of officers were going into various buildings and doing that. From the time that we were able to start extracting those victims, which was a few minutes after we had cleared the first rooms, and where we had found the victims, from the time we extracted them, got them to the Triage Centers just outside of the business, where they were treated by paramedics, and then transported to the hospital was about 15 minutes, so it was fairly fast for a situation such as this. So with that, any questions . Do you know the relationship between the two dead suspects . I have, we have gone back and forth between information that they were married, or that they were engaged, but there was a relationship. I dont have it to what that is now. Holding it in questioning. How does he fit into this . I have not been able to get an update as to whether or not that person was involved. As i said before, when the officer involved shooting occurred, the initial officers that we had information from, did not see anybody specifically fleeing the vehicle. There was other responding vehicles that saw this person running away from the scene, stopped him, and detained him. For that reason, we dont know if he was involved, or what his involvement is at this point. We initially put out that we had information that there were upwards of three shooters. Right now, as we continue to drill down on information and its witness statements, it looks like we have two shooters, and were pretty comfortable that the two shooters that have gone into the building, are the two shooters we have this crime scene. We have the crime scene up on we have the crime scene in redlands, thats being ac tim worked as well. And as i said, mr. Farook was a county employee. So we have obviously secured his office space. Is there a residence . A residence of his specifically . It a residence listed for him. I dont know if he was living there. You have been listening to a press conference with the police chief of san bernandino. Talking about giving some new information to the shootings today that took place at the inland Regional Center at 11 00 this morning. We learned just now, moments ago, the suspect has been identified as syed farook, a 28 yearold man. The woman was identified as 27 yearold tashfeen malik. They had some kind of relationship and were at the Christmas Party that the man left. He was angry, they came back, those two people that did the shooting are the people who were killed this afternoon in that shootout with police. The police chief also confirmed that syed farook was a county employee. He had been a county employee for five years, and theyre also operating under the assumption that it was just these two shooters. You may recall, a third person has been detained who may have been seen running from the suv. The operating theory here, if you listen to the police chief, is that they think it was just two people. They have both people, both of whom were killed in that shootout. Were going to continue to monitor the developments from down there. Witnesses are already raising questions about that shooting, and pointing to video of the confrontation. The shooting happened just before 5 00 at third and holster in the bay view district. Ktvus Paul Chambers is live with that video. And how police are responding tonight. Paul . Reporter julie, five San FranciscoPolice Officers are on administrative leave, while theres an investigation into that fatal, and what some are calling a very controversial shooting. Theres video making its way across social media, showing a confrontation between police and the suspect. This video posted on a public Instagram Account shows several San FranciscoPolice Officers, circling a man who they say was armed with a knife. Police believe he was a suspect in the stabbing around 3 50 this afternoon. Officers from bay view responded. Were told by a witness to the stabbing that the suspect was indeed still in the area. Reporter police began looking for the suspect, and finally encountered the man near third and gilman. Officers told him to drop the knife, and when he didnt they deployed the standard bean bag gun several times, striking the suspect. He did not drop the weapon. Reporter officers used a Higher Powered bean bag gun to disarm the suspect. It knocked him down, but again, he didnt drop the knife. This suspect had already demonstrated by committing a felony aggravated assault, that he was a danger to others, so he could not be allowed to move away from the scene. Reporter thats when chief sur says the officer feared for his lives, and fired several shots. Oh, my god one of the officers cut off his path. He went towards the officer, and that officer and four other officers fired in defense of the officer who he was moving towards. A young man was up against the wall. He was backing up, never did he approach the police in any form or way. He was backing up, if anything, and then he was shot to death. Reporter this man lives in the area, and asked we conceal his identity for fear of retaliation. He said he was angry with the officers actions. I just want to say rest in peace to the young man. Ive never seen him, i dont know him, and i really hope that god blessed him and his family. Reporter now its unclear if the knife recovered at the scene is the same knife used in the stabbing this afternoon. As for the victim in that stabbing, they were stabbed, and wounded in the shoaltder, and is expected to survive. At this time, police have not released any information about the suspect who is now dead. Paul chambers in San Francisco tonight. Also in San Francisco tonight, the Police Commission approved new rules for use of body worn cameras by officers. The president of the San FranciscoPolice OfficerAssociation Says the rules adopted tonight will allow the officers to view the video for daytoday incident reports. If there is an incustody death, the police chief or disnecessaryny will make the decision as to whether the officer can view any part of that video. The department is hoping to have the body cameras in use sometime next year. The e. She was hit and killed the day before thanksgiving, as she was walking in a crosswalk to get her stethoscope out of a car in the parking garage across the street from the hospital. Today, her coworkers raised their stethoscopes in honor of alvarez. More staffing and supervision are coming to the main jail in san jose. This comes after an investigation found a majority of use of force comproclaims came from a specific shift. Azenith smith explains. Reporter nearly 4 months after inmate, Michael Tyree was found beaten to death in his jail cell, Santa Clara County sheriff lori smith said an investigation found what she called a troubling cluster of complaints from the d shift. The d team is the least senior. Its the night shift from 6 00 p. M. To 6 00 a. M. They work most of the weekend. So its generally the junior people, including the supervision and management. Reporter the Sheriffs Office found 43 of use of force comproclaims came from the d shift. 38 of selfreported use of force incidents where constructional officers were required to report any force on an inmate were also from the d shift. Considered the busiest shift. People under the influence, domestic violence. They dont feel they should have been arrested. A multitude of reasons. Reporter most of the use of force incidents came from the housing areas, not the booking area. In light of these findings more staff will manage the d team, including a lieutenant, and a sergeant. All management must also document all activities during the shift. There will also be more training. D shift members will receive priority to receive Mental Health training, and nine crisis intervention trained deputies who were supposed to transfer to the countys other jail, elmwood will remain at the main jail. When asked if they could have prevented the death of Michael Tyree. The sheriff was adamant, it wouldnt. Reporter i spoke with the attorney for Michael Tyrees family who said while shes happy about these changes, she thinks Michael Tyrees death wouldnt have happened if there was better supervision. Reporter i think there was a lot. Weve been through quite a few News Conferences. You can see the people behind me. This was a massive News Conference. We now know the names of the two suspects. One of them identified as syed farook. Another one, either his girlfriend, engaged, or married too, tashfeen malik. They believe there was a relationship between the two. Both of them were killed in a shootout with police tonight. Syed farook we know was a county specialist with san bernandino. He had worked with the county for five years. And what was the motive behind all of this is still this huge question mark hanging over this entire massacre and the chief of police tried to address that question just a short time ago. We dont have the motive at this point. And im really being careful. Weve seen this happen time and time again. That theres a lot of information that comes out in the first day, in the first couple of days, and that information changes significantly in the days that follow. Until we know the motive, or we have something clear on that motive, i just dont want to weigh in on that right now. Chief, have you ruled out terrorism at this point . Is that still on the table . We have not ruled out terrorism. Reporter as for the numbers here, again, just staggering. 14 people were killed in this. 17 people were hurt. Some of those injuries were from gunshot wounds. Some of them were from people just falling on the ground, because they were trying to get out of this building with the panic and chaos going on. Again, this very much still continuing here in san better than. 14 people killed. 17 others wounded. A shootout right down the street from you. Police killing two suspects. Youve been a reporter for a long time. Whats it like to be down there right in the middle of all of that . Reporter i have done this for a while, and ive been on some pretty big stories where you end up having a lot of media. I think this was just one of those big stories. First of all, i think i heard this identified earlies as the third worst massacre in this country in a number of years. We certainly had plenty of media out here from all of the counties in this area. There was a real effort to try to control the information going on, and make sure that everythings right that was being said at press conferences, because nobody wanted to be wrong. With this era of terrorism, where things are what they are, everybody is extra careful we want to be sure we know exactly what were talking about. I would say from someone who has been around the block a couple of times on big stories, this was certainly way up there. Is the building behind you finally secure . , and what about the building in redmonds . Are they still processing that . Reporter i think theyre still going through the home in redlands. The fbi wanted to be sure there were no explosives, no things that could be dangerous to the community in the home, they were going to be back in there and make sure there wasnt. The building is about four miles down the road that way. It was about 8 00 tonight, we heard a big boom, and we believe that was a device that was being exploded by bomb experts here. The chief saying in this News Conference as well. There were three devices out here, they believe were real devices, and they had to deal with those. Now it appears they have dealt with those issues. Now it is trying to find out more about these two people who set all of this in motion, about 11 00 this morning. Hal eisner reporting for us down there in san bernandino county. California governor jerry brown released a statement on the san bernandino shootings today. It reads our thoughts and prayers are with the victims families and everyone affected by the brutal attack. California will spare no effort in bringing those killers to justice. At the State Capitol in sacramento, the governor canceled tonights Tree Lighting ceremony. People who came for the ceremony said they understood. Its disappointing, but i understand it. Somebody has to go and ruin it for the young man that was here to light the tree, and all the people of sacramento, and everybody else. I totally respect it. Its an unfortunate event. The tree was eventually lit, but the event was held without speeches, songs or festivities. The decorations on the tree were made by children with Developmental Disabilities through the state. Im going to talk about the next rain event headed your way. Gunfire may have triggered a multiple vehicle car fire in east oakland. Shots were reported fired at 7 30 this morning. About a minute late, police say 911 call came in of a multiple vehicle accident. Some of whom were struck, or rather stuck, and had to be extra kateed from their cars. Police havent released the names of the victims, or a motive for the shooting. British warplanes attacked isis targets in syria just hours after parliament voted to authorize the air strikes. It came after an emotional 10 and a half hours of debate. The Royal Air Force jets took off from a british base in cypress. There are no immediate details about whether they hit their targets in syria. Our newest look at San Franciscos golden gate park. What the judge said he cant do for the time being. New developments in the case of a San FranciscoPolice Officer charged with felony hit andrun. The officer known as the hot cop of the castro appeared before a judge today. Ktvus tara moriarti now. Reporter Christopher Kohrs made no comment as he walked into the courtroom this afternoon. The 38yearold who has gained fame on social media for his good looks and good deeds faces two felony charges for allegedly hitting two men. Hes not concerned so much as the fall from grace. He obviously expressed his concern about the individuals who were harmed in the incident, and he also wants his whole story to be told. Reporter Surveillance Video captured from the scene, shows someone running away. Witnesses say it was kohrs who according to police was returning from a nightclub with his brother and another when the accident happened. He held the green light. The people that he hit actually were crossing against the red light. What would make this very disturbing for me and for us is the fact that he left the scene. Reporter district attorney, george gascone says more charges could come back if he is charged with drugs or alcohol. Reporter kohrs did surrender to police, but it was about eight hours after the hit andrun. Clearly, there were two people injured as a result of this collision. Seriously injured, and officer kohrs does not appear to have upheld his responsibility to help people. Reporter the prosecution ask that as a condition of his bail, kohrs be prohibited from driving. The judge said kohrs could drive, but only for work purposes. He said he does need to get to the department, because an internal investigation is currently underway. Other than just being the hot cop, he was also well known for being a great cop in the community, and going that extra mile. One of the reasons he was on disability, is because he was chasing down someone and hurt his knee. So the most important thing we want people to know, is hes still the same guy. Reporter the next court date is set for january 26. Clouds are increasing out there tonight. Those clouds will add up to some rain as we head into your tomorrow midmorning, early afternoon.
