News I'm Ari Shapiro And I'm Audie Cornish we've said it a lot these days but this week promises to be a nother momentous one on Capitol Hill for the 3rd time in history the House of Representatives will vote on articles of impeachment for the president of the United States and senators are already sparring about how an impeachment trial might be conducted in January to talk about this we're joined by N.P.R.'s to Matt welcome to the studio there how is the a House expected to address the 2 articles of impeachment advanced by its judiciary committee what is this boat going to be on well so number of steps will take place late Sunday Judiciary Committee chairman Jerry Nadler filed the panel's 658 page report outlining why that panel had advanced 2 articles of impeachment one for abuse of power and the other for obstruction of Congress on Tuesday the Rules Committee is expected to hold a meeting to set the parameters of the debate for example how many hours lawmakers will get to discuss impeachment members of the House will get to debate the topic on Wednesday and we expect that they could vote on the articles as soon as the same day although there might be some spillover into Thursday over the weekend news broke that a moderate New Jersey Democrat Congressman Jeff Van Drew was switching parties now he represents a district that President Trumbull won in 2016 there is a lot of chatter now about other moderate Democrats and where they stand on impeachment Right right well there are no votes in the house today so many Democrats used the day to make their views on impeachment known to local audiences congresswoman Elisa Slotkin of Michigan for example she announced her support for impeachment in an op ed in her hometown paper then she held a town hall to explain her position while Congressman Joe Cunningham a South Carolina on the other hand announced his support in an interview with Charles gins Post and Courier newspaper Congressman Ben Mick Adams from Utah made this public statement in his district I will vote yes. Knowing full well the Senate will likely acquit the president in a display of partisan theater that Republicans and Democrats in Washington perform disturbingly well because of that I know my vote will not remove the president from office in 11 months the people will ultimately decide president terms fate not me but politicians in Washington so with the exception of Congressman Ben Drew who Democrats say was facing a tough primary challenge if he opposed impeachment most Democrats in competitive districts that have made their position public has said they're going to vote yes on impeachment it's expected there will be only a handful of defections among Democrats as the votes are taken this week over on the Senate side they're beginning to negotiate a framework for the expected trial essentially how it would work I know the Senate minority leader Chuck Schumer has come out with a proposal tell us what you've learned while the proposal outlines how much time the senators will have for opening statements questioning as well as what documents and individuals to subpoena Schumer said that he wanted key witnesses who didn't testify before the House to testify at the trial including individuals like Acting White House chief of staff Mick Mulvaney and former national security adviser John Bolton to conduct a trial without the facts is saying we're afraid. We have something to hide to conduct a trial without relevant witnesses who haven't been heard from. Trying to sneak something past. The Mexicans Well I think that the key thing is to recognize that it's not just the u.s. There is a difference between the administration u.s.t.r. U.s. Trade representative Yes that's right and between the Democrats in the house because the Democrats in the House have been pushing for much tougher limitations on what Mexico can do in the in the labor environment where as u.s.t.r. Although they've. Been pushing for stricter regulations in Mexico they've been willing to be a little bit more flexible with their Mexican counterparts so what's the upshot of this news conference I think it reflects the fact that say I am light hisor have a friendly relationship they have an understanding and like hisor has said to say I say don't worry about it I give you my word that they are just going to be labor Attash in the embassy monitoring what's happening in Mexico they will not the inspectors and stay at a is going back to Mexico feeling quite content with that in other words he's got the language that he needs to justify his decision to accept the deal that he got last week here in Washington so is it your best sense that this is back on track now I think it's back on track for now but I would raise the specter that in fact when push comes to shove those labor Attash may have a much more broader role than we think they do or rather than the nexus that they do at this point in time so I don't think that the the idea of inspections has disappeared forever you know Mexico signed on to the steel quickly before the u.s. And Canada which are both still working on it do you think there's any concern on the Mexican side that may be based on too quickly before they had all the details hammered out I think there's certainly that concern there and in particular because you know this this latest modification it was just rushed through the next consented it was approved unanimously on the understanding that the administration in Mexico had negotiated well and now there are all of these questions there and so I think that the administration in Mexico will be exposed to at least some questioning by the opposition there what kind of track record does Mexico have all made her why was the so. 2 American parties to have some kind of oversight here well 1st of all Mexico of course has has some very good for the real problems being in it forcing those laws on the labor front over the Mexico cost a major new labor reform which is a constitutional reform earlier on this year which actually modernized a lot of the late legislation and made it much more progressive for free elections for unions etc But clearly that was enough for Democrats in Congress who said we need more labor oversight if we're going to sign on to this or yes that's because there are doubts about the willingness of the Mexican ministration to actually enforce those rules and whether or not the resources is there in the government to make sure those rules are respected that's Duncan would director of the Wilson Center is Mexico Institute thanks for speaking with us today my pleasure and. Supreme Court declined to take up an appeal today at issue in the case whether or not cities can take it or jail homeless people for sleeping in public places when there aren't enough shelter bets available N.P.R.'s Kirk Siegler has more from Boise Idaho where the case originated today the Supreme Court denied without explanation the city of Boise's petition to appeal what's seen as a sweeping ruling in the federal 9th circuit from last year that lower court ruled that Idaho's capital city was in violation of the Constitution's ban on cruel and unusual punishment when police here ticketed the homeless for sleeping in public now cities in the West from Idaho to Washington to California can't enforce such rules against the homeless until they found shelter for everyone who needs it the most it is in the region don't have enough shelter beds on any given night which means if they take it the homeless now they're in violation of federal law attorney Theon a evangelist represented Boise and its appeal and City's hands are tied now by the 9th Circuit's decision because it effectively creates a constitutional right to can. China has built a vast network of cameras all across the country that enable facial recognition technology to find out just how common it's become and whether it works N.P.R.'s Emily Fang took a walk around her neighborhood in Beijing so right now. Amy Chang N.P.R.'s producer here in Beijing and I are walking down the another street in Beijing you know they wouldn't be out it's have been right above freezing the smog is pretty choking today but we're on the lookout for facial recognition cameras and we've just spotted what looks like one here parking lot. I think you see it you see that white ball this thing hanging off the pole China has 200000000 cameras by its own estimate but we're looking for a very specific set of facial recognition cameras that feed into a surveillance data set on hundreds of people in Beijing discovered this spring you can just call me curator researcher condition block her organization and money was John whether into Weddington was on duty the night his firm found the dataset and as we started digging deeper in true realized people were effectively being watched we had learned to even longitude cameras we had I t. Addresses. Where I didn't the cards the data came from hundreds if not thousands of cameras across paging some of which Amy and I were now tracking down and they were doing comparisons of facial recognition data that they were taking up off of these cameras with facial recognition data that had been collected by police surveillance in the dataset Weddington found people were indexed by information. Their criminal history with facial recognition data like if they were bearded her wearing a mask and even what ethnicity they were Han the ethnic majority here in China or weaker a predominately Muslim Estrich minority China has detained by the hundreds of thousands in the region of John in the name of anti-terrorism she has seen a rapid build up in facial recognition technology using cameras all part of an effort to monitor millions of ethnic minorities there in the name of national security those methods are now becoming mainstream across China including cities like Beijing Oh I think China is absolutely unique Steven Feldstein is an associate professor at Boise State University and a fellow at the Carnegie Endowment I think it's at the cutting edge of not only integrating new forms of surveillance capabilities but I don't know of a repressive police state Feldstein has created an index that measures the degree to which countries use artificial technology surveillance including facial recognition and where the technology comes from is really true of reading around the world in all regions and it also really just autocracies hybrid regimes democracy so it really is something that is spreading pretty evenly around the world but while the accuracy of facial recognition is quickly rising it's still dependent on things like weather conditions and lighting China has also shown it's of willing to surveil broad categories of people and Xing John for example where an estimated 1000000 or more weekers and other minorities have been detained at some point facial recognition has not been used to precisely pinpoint Muslims its use as a blunt instrument of intimidation going back on the streets of Beijing I ask Amy and it is Beijing or at N.P.R.'s producer do you ever have a feeling that you're being watched I think surveillance cameras are all those things that if you start noticing them you can on notice them so far the feeling of being surveilled constantly seems to be more of a deterrent than the facial recognition technology itself Emily Fang n.p.r. Boeing is temporarily stopping production of its $737.00 Max airplanes starting next month the company announced the decision after a meeting of its board of directors in Chicago today all of these planes are out of service after 2 crashes that killed 346 people this new decision suggests the plane will remain grounded for a while N.P.R.'s David Schaper joins us from Chicago to discuss the impact of Boeing's decision Hi David they are aviation officials around the world ordered all $737.00 Max planes grounded 9 months ago so why is Boeing only stopping production now well because last week the f.a.a. Gave Boeing a reality check and told the airplane manufacturer to stop pushing a return or service schedule that is quote not realistic you know the f.a.a. And other regulators around the world have refused to put any sort of timeline on returning the max to service saying they're going to take all the time they need to review and analyze and test the software so fixes for the plane but Boeing has kept suggesting that approval of these fixes is imminent and kept on making planes cranking out 42 of them a month out of the factory so now is about $400.00 of them in storage the f.a.a. Is message though is that hold on we set the timetable for returning the point of service not you and won't be pressured into taking quicker action and now it's appears that Boeing is listening and responding to that going from $42.00 planes a month to 0 is an abrupt about face Did they consider slowing production rather than stop and they did but there are some advantages to completely shutting down the factory one is cost it's quite expensive to keep a factory open making dozens of airplanes a month when you cannot deliver those planes to customers and you can't take final payment so even slowing the rate would still cost the company a lot of money according to Richard Aboulafia at aviation industry analyst with the Teal Group but it. Point there's been billions of dollars per quarter on keeping production going at a pretty high quit without bringing in any revenue and financially that hurts a lot in a statement the company says they believe this decision is the least disruptive to maintaining long term production system and supply chain health but another factor the company says is the uncertainty about the timing and conditions of returning the plane to service and that's where this factory shutdown might actually hurt Boeing a little bit in sending the message that the grounding of this troubled plane may continue for a few more months at least if not longer there are so many parts that have to be built before it even reaches the factory that we're talking about so how is the supply chain going to be affected by this shutdown Yeah there are like $900.00 some companies that supply the parts to the Boeing planes the fuselage the wings the wheels all the components and the a lot of them are meld made elsewhere so the ripple effect down the supply chain could be huge here again is Richard Avalon FIA all the suppliers would feel a great deal of pain so major suppliers to even deal with higher order which is where the engine manufacturers are which is which is where the body of the plane is built its spirit air or systems they would feel great you think to David what about the ripple effect for workers getting this news right before Christmas yeah it's so there's a lot of uncertainty there but there may not be any layoffs or furloughs of Boeing employees at the plant itself in Renton Washington just outside of Seattle in the statement announcing the suspension of $737.00 Max production The company says it is planning to have affected employees quote continue $737.00 related work or be temporarily assigned to other teams in the Seattle area so there may not be any furloughs or layoffs at least not right away but a lot of people in that area are still anxious one thing that Boeing wants to do to saw one reason Boeing wants to soften this impact on workers is because they don't want to risk losing that experienced and skilled workforce when they have to get the plant up and running again and get planes that are already manufactured to live . News this is All Things Considered I'm Audie Cornish and I'm Ari Shapiro a judge has ordered Wisconsin to take about 234000 registered voters off the rolls because those people may have moved now President Trump won Wisconsin by about $23000.00 votes so taking 10 times that many people off the rolls could have a big impact and Democrats are especially worried Benwick liras chair of the Democratic Party of Wisconsin and joins us from Madison I dare Hey thanks so much for having me on before we get to your strategy here what's your best guess as to how many of these 234000 voters are Democrats the thing we know is that these kinds of purges disproportionately affect young people and people of color and those are folks who are more likely to be Democrats so this is a purge that is motivated by partisan interests it's intended to knock more Democrats than Republicans off the rolls and it's a cause for us to organize to make sure those folks get registered and vote some of those young people or college students who move around and if they were still registered at the place where they went to college and are now living in a different place doesn't it make sense that they should be registered someplace else yeah I mean most of the people who are purged are people who have moved it's just that there are thousands of them who should not have been purged and the reason why the right wing group brought this lawsuit is that the elections commission had concerns that the data that they were using was unreliable and inaccurate those concerns really go to the heart of how to market is supposed to work people shouldn't be hit off the voting rolls for doing nothing at all wrong but the judge has ruled and now you have 11 months until Election Day So what is your strategy for getting people reenrolled between now and November so the 1st thing we do is we get a list of the folks that are purged and we start texting and calling and reaching out to them to make sure that they know that they have been deregistered this will come as a surprise or shock to a lot of them and frankly people get angry when they find that they've been kicked off the voting rolls so our plan is to make sure these folks hear from us early and often and we can see whether this works because we have an election on April 7th. For Supreme Court we want all these folks to the same day register if need be but on April 7th and then be part of our program going into the fall 2020 as you point out Wisconsin has same day registration so if somebody shows up to the polls and they find out that they were unaware they had been kicked off they can just register that day so doesn't that solve the problem and most people don't care utility bills around with them in their daily lives there's a higher burden to proving your place of residence when you seem to register than there is from simply starting up in casting your ballot so there's there's more organizing work that needs to be done it's not a cause for panic it's a cause for planning and it's I mean we can overcome but it just creates another bump in the road for people who just want to cast their ballot and exercise their franchise it's not something that should be happening the judge has said this has to begin right away there are also appeals happening what is your understanding of how this is going to go forward and are you going to act as though the case has reached a final decision even knowing that it could be overturned on appeal knowing that Republicans and Republican allied groups are trying to knock voters off the rolls just lights a fire under us to make sure we talk to anyone who is not registered now work could be at risk of being purged and make sure that they know exactly how to vote how do they register and have a plan to get to the polls we're wasting no time this is an organizing and as of that started the moment the official ruling came out from the as our county judge so people should get ready for a lot of perhaps annoying text messages from the state Democratic Party I think people love getting text messages from the Democratic Party.
