International criminal court. Hes wanted for violence following the election four years ago. And thats where well begin, the trial of kenyas Vice President gets underway today. He is now the highest ranking official to be in the hot seat at the International Criminal court. He and the newly elected president are accused of master minding the violence after the last election five years ago. The trial comes just days after kenyan m. P. s voted to pull the country out of the i. T. C. Heres more. William routeo faces three chargers of murder, deportation and persecution. Before he left, he parade with the president who is also charged with crimes against humanity but his trial will not begin until november. Last week kenya voted to quit the jurisdiction of International Criminal court. He said he will stop cooperating with the i. T. C. If the Court Summons both men at the same time leaving kenya without a head of state at home. If they want us to continue working with them and we are ready to work with them, we need to know when ruto is here, he will be sitting as president there. Both men will plead not guilty to the charges stemming from post election violence. More than 1200 people were killed 600,000 left homeless. They said rutto planned ethnic killings as far as 2006. Initial attacks spawned reprizals and soon kenya was at the brink of civil war. Its reputation as a stable democracy was shattered and only now is the countrys economy beginning to recover. Both ruto and the president s cases have been mired by claims of witness intimidation, claims defense denies. I wish to thank all our witnesses. They have resisted persistent threats and offers of huge for the sake of justice. The trials are a major test for prosecutors at the hague who have had a low success rate, focusing on african countries while ignoring war crimes in other parts of the world. For more im going to bring in sophie. You were there in court today. How did the kenyan Vice President seem . It was a bit we had a bit of fear that he would not appear today in court. But in the end ruto was here, ive seen him, so thats good news for the i. C. C. While he was smiling a lot while the prosecutor was accusing him of serious crimes against humanity. He accuses him of organizing armed groups of young people attacking other clans in kenya during this post election violence of 2007 and 2008. He said it three times, im not guilty, so did a radio journalist whos also here in the hage. He would have spread messages via radio. He said no, he shakes his head, i did not do it. So the battle has really begun today. Sophie, this trial has been billed as a highly symbolic one for the i. C. C. Why is that . Yes, you could say its a really symbolic trial. Kenya has been fighting against the i. C. C. And many politicians in africa are watching kenya, watching the hague, what is going to happen. Will it be a success or not. Very symbolic. But prosecutors seem determined to get justice for the victims of the post election violence. Her statement was really strong this afternoon they go on and well have to see how this ends and well if kenya will still cooperate with the i. C. C. In the hague. Ok, thanks sophie. Well, the frenchesforns Laurent Fabius says france is proposing a resolution setting out conditions for syria to place its chemical weapons under International Control. That resolution would also demand syria dismantle the weapons. That resolution would warn of extremely serious consequences if it breached those conditions. We seek the elimination of the chemical weapons and the protection of the syrian people. We saw with the russian proposals on monday and it was our determination to act including militarily that created a new path towards that goal. We wish to explore this new path in good faith. But we do not want to see it work as a delaying tactic, all options currently remain on the table. Frances prosed security resolution comes as russia has been pushing through a similar plan to put syrias weapons under International Control. Moscow says its now discussing with the syria regime and a spokesman for putin says the russian president and barack obama discussed the idea of putting syrian weapons under International Control at the g 20 summit last week. Heres more from the Russian Foreign minister. We suggest to him looking at the possibility, namely of putting Syrian Chemical Weapons under International Control from the perspective of agreements over their complete destruction and to look at the question of syria joining. Josh, were just hearing that what seemed to be a purely Russian Initiative may also have originated with the United States. What more can you tell us about that . Thats right. There seems to be some statements coming out of the president s office suggesting that lavrovs idea to put syrian weapons under International Controls may have originated with an informal discussion between putin and obama at the g 20 last week. Well still have to see of course how the americans react to that. So far yesterday, it seems Like Washington was taken aback at the russian suggestion. Also this came lavrovs idea didnt even come up at the form press conference between himself and the syrian minister, but another press conference that was called rather spontaneously. All of this pointed to be a rather unexpected and spontaneous russian maneuver done in the wake of kerrys rather off the cuff comments earlier in the day. But now it seems like maybe in fact, this would be at least theoretically discussed before that. Of course well have to see what washington said and what the further reaction from the white house is. Thanks for that, josh. Meanwhile, members of the u. S. Congress have said that russias plan could be an interesting option, but they do remain skeptical. The u. S. Senate has continued its debate on the use of force in syria with a vote now delayed until next week. Heres more. Syrian regime target. Barack obama said it could be a significant breakthrough but he and other american politicians remain skeptical about a russian proposal to secure syrias chemical weapons. Including senior senators john mccain and lindsay graham, although they said it could boost support for an intervention. Congress should proceed with its plans to consider and vote on the authorization for use of force that is now before the senate, and todays developments should make members of congress more willing to vote yes. Democratic Senate Majority leader harry reid said he was delaying the vote to address russias offer, but they remain on the offensive trying to win over undecided lawmaker. I believe america must set the example for the rest of the world. If america must once again lead, as we have before and we will again, to set an example for the rest of the world, so be it. Democrats control the 100 seat senate, but its unclear if obama has enough support in the chamber to garner the 60 votes, the measure is expected to need. Which is now notorious and ill considered red line comment, president obama has forced us to debate a military attack in yet another middle eastern country. If the motion gets Senate Approval nest week, it would pass onto the lower house. But support is even lower in the house of representatives with more than have of its 433 members expected to oppose intervention. Well, the Opposition Syrian National Coalition says its opposed to this latest plan put forth by russia. It says the proposal does not hold the assad regime responsible for killing the innocent but instead is being used as a political move that will just lead to more deaths. Gives us more time, allows us to buy more time, to kill more syrians and destroy more places in syria. Thats highly unlikely that the regime would actually follow and we know that, the International Community knows that. Even his on allies understand that he is just trying to buy time. So we need the International Community to take more serious steps with the crimes that are taking place in syria. Joining me now here on the set is a chemical weapons expert here in france. Thanks for joining us. What are your thoughts here . Is this plan for syria to basically dismantle, completely hand over its chemical weapons stockpile realistic . Well, time will tell first of course. But what is for sure is that this plan will take a long, long time to implement. It means that the negotiation will probably start in the coming days, you know, with syria, and will have to declare carefully the stock pile, the agents, they have pro dused where they are and the negotiation will probably take some months before the country will ratify the temp cal weapon convention. The chemical weapon convention. Then maybe after some long months some inspectors may be able to go underground to really control the chemical stockpile of syria and then we will enter an even longer process which is very difficult to implement. The full distraction of the chemical stockpile. Let me give you an example. Russia and the United States have started the destruction of their own chemical stockpile dating from the cold war. They started this process at the end of the 1990s, and today this process is not finished. It will probably be finished at the end of this decade, at the beginning of the next one. So its a very long, very costly process. You have to build factories in order to destroy this kind of very dangerous weapon. You cannot transport them. You have to do that onsite, so that means we have to be able to build the factories in syria. Process, so i think that the russian position, even though gaining ground even in washington and in paris is really a way to buy time for the regime, and good to avoid any strike against. This plan put forth would require cooperation from the Syrian Government. Theres not great precedent, we all remember how uncooperative iraq was. Would the Syrian Government actually cooperate in this kind of plan . Of course, this kind of plan to be really implemented would need the full cooperation of syria, and of course you are right. There are huge doubts about the fact that syria will really cooperate with the United Nation, and maybe then with the inspectors on the ground to really open the door in full transparency in order to evaluate the size of the chemical program. So, it will be a long, long way anyway, and there is no possibility that we get rid of the syrian Chemical WarfareProgram Within years for sure. Do we have a sense of just how big the weapons stockpile is there in syria, or even where it is . And how do we goability verifying that . We have quite a fair view on the size of the program. Probably one of the biggest in the world today. Its a complete program meaning that syria produced last generation of neuro toxic, they also produced the delivery mean in order to use this weapon with efficiency on august 21. So they have a full, complete program. Of course we lack information on the real amount of chemical agents it produced but probably one of the biggest today. Hundreds of tons of neurotoxic and mustard gas. And in the coming months we may have some more information, of course if syria cooperates with the United Nation on this issue. Thanks so much for that. Youre welcome. Another story for you now in india, all four men accused of the gang rape and murder of a student on a bus in new deli last year have been found guilty.
