Good evening. Im ali velshi picking up msnbcs continuing coverage of the coronavirus pandemic. Lets begin with the numbers. There are now more than 1. 1 million confirmed cases across the United States. More than 66,000 americans have died, and this comes as parts of the country are starting to reopen. More than half the nations governors are beginning to lax restrictions in their states despite warnings from experts that more testing is needed before we reopen safely. And the state of the economy is growing more dire each day. More than 30 million americans have filed for Unemployment Benefits for the past 6 weeks. Senior advisor to the president kevin hasitt joins me in a few minutes. Meanwhile there are glimmers of good news to report. The fda has rightsed an emergency use authorization for the antivirus drug remdesivir for patients hospitalized with severe cases of covid19. And nbc news reports the number of potential vaccines under development has been whittled down from 93 to 14 as part of the administrations efforts to fast track one for use as early as january. Joining me now dr. Vin gupta actually using remdesivir to treat some of his patients. Hes a professor at the university of Washington Medical Center and an nbc contributinger and dr. Sarah koreshy an assistant professor at the Georgetown University school of medicine. Good evening to both of you. Thank you for joining us. Dr. Gupta, lets start with you and remdesivir. This is drug we knew about, we heard about, we heard it wasnt successful and then we heard it was another test and it was successful. For people like me who dont know anything about medicine tell me what this is. Reporter so theres glimmers of hope, ali. And let me parse that out. What were seeing there was a study done by the National Infectious institute that dr. Fauci leads, and what that study showed is that there was a significant finding of clinical improvement, shorter days required to get to clinical improvement for those critically ill if they receive remdesivir by four days. So dr. Fauci said 20 more rapid faster recovery which is great. Thats fantastic. But lets keep that in context four days is four days. There was a trend towards improved mortality if you got remdesivir in this trial approved by the nih, but there was only so much we could look into that result saying yes, lets give it, were very confident in it. Which is why dr. Fauci said we need to build on this study, we need to learn more. More studies are in the pipeline like this so hopefully its going to either confirm or deny. One quick qualification the same day this study was released there was a study published out of china and that arguably contradicted parts of the nih study. It said there was no clinical benefit broadly speaking. But when you looked and saw those patients with remdesivir within ten days of symptom on set it mirrored some of the findings from nih it actually seemed they got better faster. There is optimism here, but the devils in the details. We need more information. Dr. Koreshy, lets talk about vaccines. Theres a lot of talk about different vaccines. The white house has narrowed it down to a few, but there are really just a handful that are in actual trials. Yeah, so i mean yeah, so theyre fast tracking everything. Just to let you know theres a really strict process that vaccinevise to go through to actually go from the prevetting to being a syringe in a doctors office. It started off there was about 102 candidates. It looks like theres about 8 that have enrolled human individuals, and they have to go through three phases and they have to prove three things. That vaccines have to be safe, and they have to show theres some immune response or you have to identify an immune response and identify they actually protect an individual from the virus or disease. And so most vaccines take years. I mean the hpv vaccine ten years and so we are really looking at this pandemic, fast tracking it, and we want to make sure we put something out there that is safe and effective. We dont want this to be a negative, but we want to fast track it, but we also want to balance it. Its a balancing act. Vin, what should people think about this because theres remdesivir which is i guess a therapeutic of sorts, but its not a treatment for most people for coronavirus, so we dont have a treatment per se. We are starting to get pretty good serology testing, Antibody Testing but were not even 100 about that. If you get one of these tests to see if you had coronavirus apparently a lot of them are coming out with false positives. Yeah, thats right, ali. To your first question what should people think about the vaccine dr. Koreshi just discussed, remdesivir if we think theres going to be a magic bullet in the pipeline were going to start leing down our guard. Were going to start perhaps engaging in behaviors we shouldnt be. Its dangerous. Its uncertain, so we should act as though nothings changed. Theres not a hail mary, not a savior, not a magic bullet coming down the pipeline. If it does its going to be unprecedented from a vaccine standpoint. We all hope it happens. We all hope remdesivir is maybe as promising as these initial studies suggest. Remdesivir showed initial promise in ebola, and that was ultimately debunked in better studies. We need to be focused on the here and no. Your second question i think we need to be following what ohio is doing. Ohio has laid out very clear guidelines how we can normalize life in phases with Public Health and Infection Control at the top of mind. So thats where i think we should start. Antibody testing still lots of problems there. I am not a big fan of that. Its an intellectual exercise at this moment. All right, thanks to both of you. As always dr. Vin gupta pull monologist and professor. Now, despite the positive Scientific Data theres already growing political divide over the antiviral drug remdesivir we were just talking about. Politico reports, quote, on the heels several prominent trump boosers are downplaying results and joining me now former acting administrator for the centers of medicare and Medicaid Centers under president obama. Lets talk a bit about the testing regime. The bottom line whether you deal in medicine or health care as you do or economics as i do you need a denominator, you need to know what youre solving for, and we still havent quite understood what our testing regimen is in this country. Yeah, i think thats right. And i think we have put ourselves in a position where should we choose to relax our guard, should we choose to take may and say you know what things arent that bad were doing it with a lot more risk than we would be doing it if we had rapid abundant available testing and the ability to trace and track the disease as it goes. As your previous guest said, thats not a silver bullet. Thats actually just a set of tools that allows us to make sure we dont get a raging bond fire again which is what weve been living through. Instead we get a small camp fire and surround it and make sure it doesnt grow. That will allow us to go back across our lives in a more normal fashion. Andy, i want to read from you you know these things better than i dwroosh but theres a poll from gallop that said that one in seven, about 14 of u. S. Adults would avoid treatment for covid19 symptoms or suspected Coronavirus Infection due to the cost of care. Now, thats complicated because in theory people shouldnt be paying for the testing, and in most cases people shouldnt be pay frg the cost of care, but the complexity is the thing you suffer from may be an underlying condition, which you may not be covered for. Right. I mean, you think about that, 40 to 45 million i think is the number i calculate when i see that, and we have 40 Million People who are hungry right now, we have have third of people that arent paying their rent right now. Congress needs to act and sustain people through this. Joe kennedy has a bill that i think would just allow people to stop worrying about the payment for health care that has to be put through. I think we need to fix about people from an income standpoint to get through these times. Were a wealthy country. We know this is marathon, not a sprint. Everybody tells us that. I think we have to make sure and by the way, theres also a good bill that Chef Jose Andres worked on i think will help with hunger and food banks. Those are the Things Congress has to Pay Attention to. I think theyve got a lot of great priorities but its time to focus on these right now. Andy, thank you for joining me as always. The Economic Data here in the United States continues to get worse. This week the Labor Department reported that another 3. 8 million americans filed for unemployment claims. That means more than 30 million americans have now filed for unemployment since the lockdown started in midmarch. And according to the Economic Policy institute the current claims level likely drastically undercounts by as much as 12. 2 million over a recent 4week period. Those who are eligible for benefits but arent getting them because of difficulty with filing. Joining me now kevin hassett, the former chairman of the council of economic advisers. I appreciate you going to the white house to talk to me, but i want you to know you can actually do it from home if youd like to. You were on fox this morning talking about the fact we may not need a phase four relief bill. What we have, though, is number of states saying to the president they need more backup because theyre losing revenue. And unlike the federal government they cant go into debt and they cant print money. So talk to me about the phase four as it relates to states. Right, well, i think first whats going on is that some of the states are under the guidelines from dr. Birx and fauci and the rest of the task force opening up and doing so in a cautious step wise manner. And what were doing is were monitoring the data both on the health side and economic side to see the impact of that. And so if the virus were to go away at a relatively quick amount of time then a lot of states could safely follow the guidelines and march through the phase and the economy would turn back on a lot earlier in which case it could be the amount of stimulus we put ipright now is enough. You know, my guess is looking at the burn rates there might well be a phase four deal necessary. This is definitely taking longer than many people thought, and the phase four deal would of course have to address the problems with states because since weve turned the economy off weve turned, you know, a lot of incomes off. You mentioned the epi study which is pretty welldone about how many unemployed might be out there. So that means those folks arent necessarily paying taxes so theres a massive crater. The president has said theres not going to be a bail out in the sense somebody who has a problem before the coronavirus couldnt come in a phase four deal and try to get that fixed as well. But anything related to the coronavirus hes open to talking about, should we decide we need a phase four bill . I would say right now were kind of watching for a week or two to see what happens as states slowly start to open up. I was surprised a week ago to hear the back and forth between Governor Cuomo and Mitch Mcconnell about mcconnell says states should file for bankruptcy. Is that a viable option as far as youre concerned . I dont know what senator mcconnell was thinking, and hes a really smart guy. So im sure there was something he was thinking of when he said that but my understanding is pure bankruptcy is sort of excluded as a possibility for the states and the constitution so they might have to come up with massive reorganization, and maybe thats what senator mcconnell had in mind. But an actual bankruptcy is something i dont think could happen. The epi numbers we were just talking about say that for every 10 people who said they successfully filed for Unemployment Benefits three other people tried to apply but could not get through the system to make a claim. Two additional people could not make a claim because it was too difficult to do so. We do know there could be some state backlogs because thats how you apply for the system. Whats your understanding of whether most people who are qualify today get unemployment right now are there, or as epi suspects there are a lot more we dont know about. I think the epi numbers could well be accurate. Its something that is hard to say. The problem is that many of the states have super antiquated Computer Systems so when you go out and apply for Unemployment Insurance the computer is broken or doesnt let you go through, or if theres too many claims going through at once it crashes. So i know theres been a lot of stories of frusation at various states, and by the way they arent just blue states or red states that have the problem. Its a little bit of both. Its these places where they have these sort of 40yearold computers that really do have a hard time when theres a surge of this magnitude. Again, think about it this increase in claims its historically unprecedented. This is you have to go back before the Second World War to see anything like this kind of change in unemployment, and its because weve sort of thrown the switch and stopped the economy for the a second and hopefully these people can rush back in and get to work. But yeah i think the epi study has probably got something to it. Paul krugman was up with msnbc yesterday, and he said the u. S. Is actually very similar to what you said. He said we may be heading for Lindsey Graham has come out vehemently about the Unemployment Benefits. I want to ask you about that, and at what point weve sort of done an emergency thing right now, a few months of extra benefits, the federal government padding what the states can do. How do you think about this because it doesnt seem like this emergency is over in a couple of months. We may have reopened, but we may end up having a good deal of structural developments it takes to absorb. The thing is we already passed a massive amount of stimulus and the fed has stepped in big time as well with the main Street Lending and other programs. So i think what weve done is weve bought ourselves time, and the good news is that the scientists out there had been using the time well. You saw remdesivir now is approved for treatments, and yet were learning more and more how to use ventilators wisely and so on. So were Getting Better at it gradually over time. Were using the time well. I think the question is do we buy enough time, and thats something we have to wait and see. I think its possible we didnt, and were going to have go back to the well again. I think its possible we did. And i think depending on the way the disease develops and the economy develops i think itll be pretty clear to everybody whether we need to do it or not. If you look again i think one of the Untold Stories about this episode has been, you know, that congress acted in this very, very divided time in a bipartisan way really, really quickly to get the stimulus out there and to help americans through this time. I would agree with that. I have every confidence they can do that again. Again, we tend to focus so much on the negative, but think about it things are passing with unanimous consent and so on that are really big major bills because Everybody Loves this country and theyre trying to do the best to help it turn around. We did something interesting. The federal government added to unemployment payments the states make, but there was an interesting thing and it was the airline deal, the money that went directly to the airline, a grant to thir airlines if they kept everybody on payroll through the end of september. Its an experiment that feels a lot more european than american, and is not something traditionally conservatives in america would signon to, but what do you think about it . There are a lot of people saying that might be the better model if we think theres going to be a snap back or some quick return to the economy. Keep people on the payrolls. Have the government do that rather than have them get up and file and that kind of thing. There are a number of historical episodes here in the u. S. If you go back and look there was something called the georgia Works Program during the Great Recession where people could use their benefits and get an apresentship or something and go back to work. And i was a very strong advocate of change in the uninsurance law to make sure there could be work share, so people didnt have to necessarily separate from work to get their ui benefit. I think thats also the motivation of the ppp. More than a million Small Businesses with fewer than ten people have gotten loans to sort of keep the people around. And i think what that does is it gives us the possibility at least of getting this thing going really fast once the virus is behind us. And finally i can say that that outlook is really what the Congressional Budget Office just put out where they looked at the evolution of gdp over the course of the year, and, you know, the numbers are really somber really in the first and second quarter. But really they expect a relatively quick snap back. I hope that happens, that if it does itll be because of programs like this. Let me ask you about state and local taxes, the exemption that was done away with for most people in the tax bill. Theres been some discussion about exempting that or returning to the way things were. Where do you stand orthan that or where do you think the president stands on that . Thats not something thats been discussed since ive been back. I just came back to help out and be an extra set of hands during this emergency. And ive beenen a number of discussions what should be in the phase four bill and so on, but i did not see any discussion about state and local right now. Whats your sense of i want to put those unemployment numbers up again. We have surpassed all the unemployment numbers you and i know of except going back to the Great Recession now where we were at 24 , 25 Something Like that in 93, the great depression. Where do you think were going . Its a very hard thing and when we get the jobs report on friday well learn a lot more and be able to evaluate things like what the epi guys think which is theres maybe more unemployed. I think were definitely going to see a number that is north of 15, might be as high as 20 and that would make it, you know, a number bigger than anything weve seen since back in the 1930s, and so, yes, this is really, really massive economic shock. And its necessary we expose ourselves to this shock because its the only way to protect us from the disease, but you have to be, you know, clearheaded and frank about the challenge ahead because this is shock unlike anything weve seen since the Second World War. Due think because i think youre being pretty straightforward how serious it is, because if youre not i dont know what youre hiding. Do people around you at the white house share your understanding of how serious this is . Of course. Of course. And i think that you know, i think the president is very optimistic about the second half, that his view seems very close and that probably is the consensus view in the white house. I think one of the things ive been doing is look at different scenarios and notetaking sure and its really what ive been tasked to do, that we have a plan for each of the possibilities going forward, and so weve been putting things together what if it gets worse than we thought and so on. I think the median was whatever the congressional outlook was, which theres a strong second half but you still end up a year below where we started. Thanks for joining me. Pnc bank former Vice President joe biden has now categorically denied a Sexual Assault allegation made by a former staffer twice within the past 36 hours here on msnbc. Heres a conversation he had with reverend al sharpton that aired a couple of hours ago. You did an extensive interview over 20 minwits my colleague around the allegations made by ms. Reid against you. And the Trump Campaign after the interview read this statement. I want to get your reaction. It says the only thing joe biden did was dig himself a deeper hole, and it says but there cannot be one set of rules for joe biden and another set for everyone else. Do you want to respond to them saying that about your interview with mika . No, i dont want to respond to them. But its not true. Im saying unequivocally it never happened, period. Believing a woman means taking a womans claims seriously when she steps forward and then vetting it, looking into it. Thats true in this case as well. Women have a right to be heard, and the press should rigorously investigate the claims like these, and i always uphold those principles. But in the end in every case the truth is what matters, and in this case the truth is these claims are false. Biden made similar comments during an interview yesterday on morning joe. Terra reed worked as an aid for biden in the 1990s. She originally claimed he harassed her alleging inappropriate touching. But in march he expanded her claims to include an allegation of Sexual Assault while she was working as a Staff Assistance in his office. Reid says she filed a complaint with the senate at the time and originally told nbc news it did not accuse biden of assault. In a text message with nbc news today reid said, quote, i file a complaint but im not sure what explicit words are on the intake form until we all see it again. In an interview with the Associated Press reade said, quote, i i didnt use sexual harassment, i used uncomfortable and i remember retaliation. Though in a tweet after that story posted reade write, quote, this is false. Biden recently asked the secretary of the senate to locate and release the complaint if it exists. Nbc news reached out to 14 people who worked in bidens various offices at the time of reades alleged assault in 1943. None of the former staffers said they recall any complaints about bidens behavior during their time working for him. Joining me now yamiche alcindor. And i guess, yamiche, you and i really try hard not to make the story about us, but there has been criticism and there always is criticism and maybe there should be criticism about the way the media handles allegations like this. What in your thinking is the role that the media should play when things like this happen . The role we should play is to investigate and to really deeply look at each allegation any woman makes. I think its the responsibility of journalists to try to get to the truth, try to get to the bottom of that. Weve now seen multiple reports on tara reades allegation. I think i suspect hes going to have have to answer questions about this because thats part of the era of me too, youre going to have to continue to defend yourself especially if youre speak in the office of the presidency. So apart from tara reade, there are other women who said joe biden made them feel uncomfortb. We should report those facts. The tough thing, of course, is joe biden is up against President Trump. And President Trump probably wants to go after joe biden he has also more than two dozen woem accusing him of Sexual Assault and rape. I think right now on a political end theres a tough situation whos running for president on the democratic and republican side. So, in fact, i want to show ow viewers there are as you said a number of women who had spoken out against joe biden. He addressed that. None of them were Sexual Assault allegations but they were women who said the things they did made him feel uncomfortable. He had a response to that in which he said hes learned and he said women should be taken seriously, but what happens when you get to impasse we have now. The allegations have become more serious over time. Joe biden has been on msnbc twice in 24 hours talking about them. How do we hold everybody to account particularly the Vice President . What happens when you ask him and he says its not true, then what . I think then we start wondering we follow where the facts lead. Joe biden has put out he wants the vetted and that means as journalists you call the National Archives and see is there some sort of complaint and we follow that down the road to see if theres any actual evidence of this. I think in terms of where joe biden hes going to have to continue to answer questions, i think the answer is probably yes. Why because theres probably a lot of women voters out there possibly who want to know more about this, and i think at the moment where joe biden in speaking to the president ial office that hes going to have to continue to answer this because its the era of me too. Im not sure if theres going to be a point in this where were going to stop talking about this with joe biden and thats maybe unfortunate on his part, maybe its not, but theres a lot of women in this country including women voters, suburban voters who are interested whether he did this or not. And you make a point joe biden has said hes going to have a woman as his running mate. That im sure must have sounded exciting to a whole lot of women who are potentially his running mate. Because if you are joe bidens potential running mate, people are going to be asking you about that, too. The media is going to have to hold them to account to say how do you reconcile this . Thats right. And weve seen at least one person Stacey Abrams the politician thats come out and was running for governor of georgia she has been pretty clearly looking and kind of wanting that vp role, so shes someone already signaling im happy to go to bat for joe biden. I think that joe biden in this betting process while hes looking at the number of women to be vp one of the questions likely will be is this woman comfortable continuing to defend joe biden in the face of these allegations and maybe in the face of any other allegation. Theres no evidence there might be anymore in the future, but if youre a woman about to be the Vice President ial pick of joe biden, in the back of your mind youre probably thinking i also have to be very, very comfortable defending joe biden. I dont know where thats going to end up, but it is kind of remarkably ironic that the Trump Campaign is getting in on this given there are a number of outstanding allegations against the president of varying degrees of seriousness including Sexual Assault to which he has not in a lot of peoples opinion adequately responded. Thats right. I think the president himself youve seen him be reluctant to punch joe biden this specific issue. On this issue said, hey, there are allegations out there. He claimed if he was falsely accused. But you have seen people close to the president including the Trump Campaign and his sons come out and say, no joe biden really needs to be looked at and tara reade needs to be looked at here and the president is in a tough position because even the White House Press secretary said this week those are old allegations against the president when thats not true. We saw carol in this year of 2020 seeking President Trumps dna as part of a lawsuit because she said the president raped her. So the president has fresh new issues, fresh new claims when it comes to allegations of Sexual Assault and rape against him. Yamiche, thank you as always for joining us. Close quarters, overcrowding at the maryland correct institute in ohio resulted in nearly 80 of those incarcerated testing positive for covid19. Five inmates and one correctional officer have died since the outbreak there began, but the crisis in our criminal Justice System didnt start with this pandemic and the ways in which states handle the crisis and the shortterm could like so many other things in coronavirus pave the way for longterm reform. Joining me now voice vance, professor at the University Alabama school of law which whom ive had this conversation several times, and executive director at the africanamerican policy forum and host of under the back light the intersectional failures covid lays bare a web star series dealing with the effects of the covid virus. All these places in which we see an increased instant of coronavirus and coronavirus deaths have something in common, whether they are Nursing Homes or i. C. E. Detention centers or prisons they are places in your words in which the value of life is demingeiminished. The value of life is not seen as high as anywhere else. If you look at what is common, what is in common with prison jails, i. C. E. Detention centers, places of longterm care, these are all places where people who are judged to have less value to us in society. We like to think of ourselves as the land of the free and the home of the brave, but where we really distinguish ourselves we are a country that teaches black people, brown people, poor people and warehouse older people. What this crises is laying bare is the commonality between two populations that is because on one hand people who have done things to deserve being put in a situation like that are no longer able to care for themselves. Under people are just being aged out of concern. In reality their vulnerability is manmade. As you pointed out the level of concentration, the ability of people in incarcerated places to look out for themselves is and we have not made the decision to prioritize how we care for people in their old years. And so its not an accident that both of them are vulnerable. And its not an accident many of them are vulnerable because of the very same reason. Joyce, youve written about this, wave talked about this and theres been something of a renaissance the last few years around criminal justice. Liberals and conservatives have come together and agreed on at least some basic things like, boy, we incarcerate a lot of people, its probably not giving us a great return on investment. And in your article for time you talk about other countries which have taken a more humane approach in this time for criminal justice. Give a sense of shortterm and longterm things we can do or are doing in the United States about this. You know, the most important thing we can do and its what professor crenshaw is talking about, its to educate the public and change attitudes so that people who are in prison are no longer viewed as permanent bad guys. The reality is 98 of those people will come back to the community. Theyve made bad decisions, but theyre in the process of paying off a debt to society. And the question is what do we do for them when they come home . Do we help them find housing and jobs and medical care so that they can get back on their feet and go onto be productive citizens, or do we just dump them back into the Community Without any support at all . All too often theres been opposition to helping people, theres this notion we shouldnt help folks who have been in prison, but theres good data that shows that spending money on Community Based programming pays off for our communities much more than spending money warehousing people in prison. We can have Safer Communities and productive citizens if were smart about this. Kimberley, do you think theres some degree of open mindedness about this given weve seen weve seen a bipartisan bill in the last year about criminal justice, the idea this just doesnt work for us that well. We do it at a rate greater than anywhere else in the world. We have put people away, you know, 20 years ago. Theyre still there for certain things that are not violent crimes, but do you think there is momentum in actually fixing this problem, sore is there advantage of prisons and isodetention centers and Nursing Homes where we put people in we dont see them they die at a faster rate . This remains to be seen. Theres bad news and good news and in los angeles, california, for example theres an effort to reduce the population in jails by 10 . Theyre doing so by releasing people who are at the end of their term, by releasing pregnant people, by releasing people who are significantly at risk. But then if you go back to the other side of the country and look at what our governor of new york is doing, on the one hand he is the hero. Hes being celebrated for standing up to trump and really trying to protect the people in new york. On the other hand, there are thousands of people who could be released right now who he has chosen not to release. People who are there because they simply couldnt afford to pay bond, people who have not been convicted of anything. People who are there because of technicalities. These are people who basically are being given a sentence that may be a sentence of serious health, maybe could be a death sentence and hes still being celebrated. So if our policy comes together, if were able to say you need to worry if we are able to make that a cost then that frankly so many politicians are concerned if they make the humanitarian choice theyll be accused of being soft on crime. But, joyce, you address that in your Time Magazine column in which you say norway recidivism rates are the lowest in the world. In norway it looks more like college campuses. Pr prisoners receive education to prepare them for life. If we really look at it as a place where there could becase. And all too often we make criminal Justice Policy in this country based on ideology not indict ta, its easy to run for Political Office if youre touch on crime, its dangerous, we all republican the willie horten ad, dangerous to advocate for reforming the criminal Justice System. The norwegian model, a model thats used in other places in europe is a much more humanitarian model, for instance instead of being referred to as inmates, theyre called residents. And theyre prepared for their return to the community. The question is, how do we want them to function when theyre back in society, these models that prepare them to return and educate them are obviously a much better choice.
