And by the end of today, the two biggest names in America Politics are going to be running for president as jeb bush makes it official in miami today. Hillary clinton is hosting her first New Hampshire rally of this campaign right here moments from now. Could this be the 2016 matchup . More on that in a minute. But first, we go to North Carolina where two teens are hospitalized afternoon losing limbs in separate shark attacks. The attacks took place within 90 minutes of each other on nearby beaches in North Carolina. 12yearold girl 16yearold boy, both losing their left arms. The young girl has also also part of her left leg. Heres the 911 call moments after one of yesterdays attacks. Someone just got bit by a shark on 55th street. Okay. Where are you at . 55th street. Oak island. Is he alert right now . Is he alert . Is he alert . Hes alert. Okay. And can you tell me what part of his body is injured . His left arm. The beaches are open today but beachgoers are on edge as authorities are patrolling the waters by helicopter looking for possible sightings. Gabe gutierrez has more. Reporter two teenagers are out of surgery and in stable condition after a pair of terrifying close calls sunday on the beaches of North Carolina. The first around 4 00 in the afternoon, a teenage girl losing part of her arm and possibly her leg from a shark attack in oak island just south of wilmington. An hour later another call this time a teenage boy losing his arm in another attack just a few miles from the first. Both near Ocean Isle Beach where a shark bit a 13yearold girl on thursday. Today the beaches are open but authorities are on patrol. We will continue to monitor them and also encourage them to maybe be a little bit more beach oriented tomorrow instead of in the water until we can get a better handle on the situation. Reporter in the last century there have been 90 shark attacks in North Carolina. Last thursdays was the first reported in the state this season. But with others turning up in florida and hawaii already this year beachgoers this summer are on high alert. Joining me now is chris, the fire chief of oak island North Carolina. Chief, thanks very much. First of all, how are these teens . How are they doing . Well, the last report that i have is that they are both out of surgery and in stable condition at this time. I can see behind you that the beaches are open. Why are the beaches open . A lot of us would wonder after two attacks so close to each other. Well, we cant control whats out, you know in the ocean. The beaches are open and beachgoers are just being made you know aware of the situation and asked to be more careful and be more alert as to their surroundings. But you know we can close the beaches if we want to but its not going to stop swimmers from going in the water if they want to go. Are there lifeguards there . I was told earlier that there were no lifeguards there. What is the situation today . There are no lifeguards on Brunswick County beaches. And so who is warning people . How are these warnings being conveyed to beachgoers . Well, we did have patrol of atvs out earlier. And i believe oak island water rescue is also making a couple sweeps of the beach throughout the day. And they are in a fourwheel drive truck. Chief, do you believe that the waters are safe . What are you seeing from your overhead surveillance . What do you know about whether any other sharks are out there or not . Well, i havent had any reports of anything on overhead surveillance. Thats another agency that is taking care of that. Thats not within the Fire Departments realm. But you know i cant guarantee safety in the water. You know sharks fish dolphins whales they all live in the ocean. And this beach is the atlantic ocean. So, you know we can never guarantee anybodys safety 100 . Not just with sharks but with any other water injuries or boating accidents or rip tides. Chief, thanks for joining us. Obviously everyone is hope that these young people recover as best they can. What a dreadful situation. Thank you, sir. And now to the manhunt. Up in the northeast not that far from here the two convicted killers still on the run ten days after escaping from prison. Richard matt david sweat is accused accomplice Joyce Mitchell made her First Court Appearance today. Shes accuse of smuggling hacksaw blades, screw driver, a bit, other tools into the clinton correctional facility. Not the power tools. Thats another theory of the case. Were also learning more about what the d. A. Calls Joyce Mitchells, quote, unusual relationship with the two convicts and their original escape plan. Nbcs Miguel Almaguer has the latest. Joyce mitchell was back in court today for a second time. She mass pled not guilty to helping two convicted murdereders escape from a maximum security prison ten days ago. The District Attorney though tells us that she was involved in their escape smuggling in tools and also planning to go on the run with the men. The District Attorneys say she was going to meet them at midnight at a power plant and then drive some seven hours to an undisclosed wooded location where they would live a life on the run. Now, ms. Mitchell will be back in court in the next couple of days, if not the next couple of weeks. Still wait for a scheduling of her next court appearance. Meantime that massive manhunt for those two killers continues in this area. Over the weekend, they scoured some 800 Law Enforcement officers, scoured hundreds of acres looking for any sign of the men. So far there is no sign. Chris jabsnsing, first to you. By all accounts it was a successful trip to europe. Now hes trying to make this announcement and distinguish himself as best he can without being disloyal of course from his father from his brother. How does he become just jeb . That is the question isnt it . You see it starts with a logo jeb, exclamation point. Today hes going to try to be worthy of that exclamation point. He has an internal struggle he has going on. I talked to him about it when we were in europe. He does not want to say that he is going to diss his brother or his father. On the other hand, how does he make himself his own man . Part of it really is just the messaging jeb but he also is looking at how he becomes a person who can tell his own story. Thats what were going to hear today. Were going to hear about what he thinks his accomplishments as governor, but its also a reminder that he has not been on a ballot for 13 years. So while people know the name bush even here in florida many of the people dont know that much about jeb. So he recognizes hes going to have to tell his personal story, hes going to have to tell his political story, and he also knows that the First Six Months leading up to this where he was out both raising money and trying to get a sense of some of those early battleground states things didnt go as smoothly as they had hoped. So in some ways this is going to be a restart for him. He knows that hes going to have to go slow and steady and he believes that that ultimately is going to be the winning formula for him giving people time to get to know who he really is andrea. And, chris, this is the Campaign Video they put out yesterday. Lets look a t a little bit of that. This is what leadership is about. Its not just about yapping about things. Theres a lot of people talking and theyre pretty good at it. We need to start fixing things. What we need is new leadership that ticks conservative principles and applies them so people can rise up. Americas best days are in front of us and were going to lead the world. And so as they gear up behind us at this event where Hillary Clinton is expected within the hour, ann, she has the same problem, to try to drish herself from the Hillary Clinton who lost in 08 against obama. That Hillary Clinton that was a cabinet secretary without appearing disloyal. Her husband who is a far more centrist democrat, different times, different policies. Shes trying to edge away on all those fronts. And she has to distinguish herself from president obama. She has to make a case for why the voters should elect a third democratic president in a row, which is something that doesnt happen very often historically. And show how she would continue the parts of his policies that people support and chartered a different koiscourse on others. Its a tricky need to thread as we saw just over the last few days on trade. And so on trade for the first time she actually took a position and said that she was standing with nancy pelosi against barack obama. Hes also trying to show she can be more specific. Theres been a lot of criticism shes been on this listening tour for two months and hasnt been specific about policy proposals. Today in rochester, New Hampshire, this is what she said about Early Childhood education, proposing prek for all 3 and 4 year olds. Republicans arent just missing the boat on Early Childhood education. Theyre trying to sink it. Their budget puts at risk one of the most Effective Investments for our youngest children, early headstart. Did they cut subsidies to Oil Companies . No. Did they cut tax loopholes like carried interest for Hedge Fund Managers . No. The republicans took care of those at the top and went after the kids. Chris, is this the way she can combine Public Events these small events the one she held this morning, the ral he shes ant to hold shes beginning to do some interviews. We hear she may be doing local tv. Is this a better mix for her Going Forward . Well, i think anything would be a better mix than what shes done thus far. I do think not sitting for any interviews, taking you know a number of questions that you, ann, and i could probably count on her hands together is not her best strategy. I do think, though andrea the policy specifics i think are a very good idea and heres why. Her biggest challenge in the race is to be cast as a character of the past. If she can use her policy ideas to say, look ive been around. I know what works and what doesnt, and i can future looking ideas republicans dont. Thats a way to sort of square that circle that i think is smart. Shes clearly someone of significant policy depth, so it speaks to her strechbtngths. I think thats a very smart thing if she did go out and say ive gotten lets say, policies thats going to drive the country forward. Heres specifically what they might be. She may not do it but i think it would be smart. Heres the way she described the way shes going to try to thread that needle about being her own person in her first interview. Her first interview was to the Des Moines Register yesterday. Listen. I will have my own proposals but its not like im saying, you know bill Clinton Barack obama are not going to influence how i see the world. I am a democrat. I believe that our country was stronger, more inclusive, produced more jobs with more rising incomes, the two democratic president s who both inherited the problems of the republican predecessors. And so chris jansing, does jeb bush assume that hes going to be running if he were to win the nomination against Hillary Clinton . Is that sort of their strategic game plan because shes so far ahead of her democratic challengers . Im sorry, andrea. Everyone is getting set up here so its a little noisy. Could you repeat that . So, sorry. Im just saying is the calculus on their part down there that if he wins the nomination hes going to be running against Hillary Clinton . Its almost easier for him to strategize strategize. She has to figure out which of this large field of republicans shes going to be running against. And my own take is that they are more worried about marco rubio, another florida republican, than jeb bush because of the generation contrast and the fact that jeb bush while he might be better financed, it could be a little rusty. Yeah i think that when you talk, first of all, you know theyve even talked to some of his aides about shaking the cobwebs off after 13 years of not being on a campaign. When i was out with him before he went to europe on several events, both in iowa and New Hampshire, which you heard from a lot of republicans is theyre concerned about jeb bush that it takes away that generational argument, it takes away that forward looking argument. Weve talked to him a little bit about how do you do that how do you convince people given your history that youre the one who really can look to the future. So youre going to hear a lot of language about that. And i think today while you will see his mother when he tells his personal story, we do expect barbara bush to be here his brother wont be here and his father wont be here. Its going to be very important for him to sort of set those boundaries. But they know they have that challenge. And it was interesting, im sure you saw it, andrea, that marco rubio actually put out a statement today, you know sort of welcoming jeb bush to this very crowded republican field. But it certainly is unexpected at this stage of the race that one of his strongest challengers is in fact the young politician who he helped to nurture, andrea. Indeed. Thats a complicated relationship. And then mitt romney was on morning joe and suggested that Hillary Clinton has some of the same vulnerabilities that he had. Take a look at this. I got beat up on that sort of stuff and i think Hillary Clinton has to expect the same treatment. Look Hillary Clinton is somebody who talks about how much money some people are making and how much less other people are making. But look at how much money shes been making. How could she get out there and sell a populous message when she makes in one hour multiple of what the average american will make in a year. So their argument the clinton argument would be shes not proposing the same policies as mitt romney, the economic policies. But it is one reason why she keeps talking about her humble beginnings. Absolutely. I mean they have a vulnerability here which is just you know plain for everyone to see. Clearly the. Republicans are going to try toeks ploit it. Its something a lot of democrats have the same question that mitt romney just posed. There is a real disconnect between the public figure and well paid public figure shes become and the kind of you know, im in it for the little guy message shes selling. First of all, why the reluctance to put the name bush on the bumper stickers . Jeb has always done that. Ive been involved with his campaigns and he has always used jeb. That part is nothing new. Its been his trademark. Its worked for him in the past. Theres no reason why he ought to change it. You were quoted in the New York Times saying that theres a little rust on him. What do you mean by that . Well, i was asked a question about the statement on iraq and obviously when youregageing in debate and q and as that you do in public life, sometimes youve got to pick up a rhythm. Basically thats what it was. Jeb is an incredibly good administrator. Hes deep in a policy he understands policy. Hes one great policy speaker. And i have all the confidence in the world that as he announces today and engaged in the real combat of campaigning that it will show very strongly. Marco rubio was asked about jeb bush obviously welcoming him to the campaign and said in politics, people throw around the world friend so much that it often has little meaning. This is not one of those times. When i call jeb bush my friend i mean hes someone i like, care for, and respect. He and i have worked closely together for many years, on issues big and small. He is passionate about what he believes and i welcome him to the race. That said some people find it surprising even in politics someone who is your friend and your mentor would that you would jump into a race against someone who is his friend and mentor and gave him a big head start in politics. Those things do happen though you know. Opportunities come. Its an open seat so to speak, for the presidency of the united states. A lot of times you have to go through that window when its open. So yes, theyre friends. Their from the same city and the same state. Theyve been allyies in the past. But those things do happen. They happen in particular obviously in local and state politics where that happened on a continuing basis. This is very unique that its happening at the presidency. It will make for a good conversation. Good conversation is an understatement. What is this doing to Florida Republicans . Well, i think that both have a base and a case of governor bush. He spent eight successful years as governor dealing with all forms of issues. Theres probably anywhere from 100 to 140 members of the Florida House and senate that were republicans who served during the eight years he was governor and im sure thats a network hes got throughout the state. Currently that three elected cabinet officers in the state of florida have all endorsed jeb bush for election to the presidency for the nomination, i should say. So he has a very Strong Network in the state. Speaking of marco rubio, he ran a fantastic race against Charlie Crist crist, general the governor of the state of florida to win the seat for the u. S. Senate. Theyre both very skillful come painers. They both have bases. Its a quest for who executes it best. He said some months ago he would run for president if he could do it joyfully. There doesnt seem to be a whole lot of joy in these last couple of weeks shaking up the campaign staff, new Campaign Manager just as he was heading out to europe. What has gone wrong so far . Well, im going to differ a little bit there. I think its smart. He wasnt yet a candidate. So he whatever he had to do he did it before he announced, which i think is good strategy. Dont do it after you announce. So i think he had the six months to begin organizing making decisions, in terms of what will work and wont work and made 2 decision before announces today. Im luke russert pinchhitting for a quick minute for Andrea Mitchell. Rachel dolezal has just stepped down as president of the spokane, washington, chapter of the naacp. Her resignation comes amid a growing controversy over claims she lied about being black. Nbcs jinah kim joins us now live from spokane. Gina, how is this decision reached . It seemed to be all but in inevitable as the clouds of controversy kept circling here. Yeah in some ways one could say this was inevitable move by a woman who has just been battered since late last week when all of this news came to light. But in another sense, its also very unexpected because she announced this on facebook. She wrote a very long statement addressed to the executive committee and naacp members. Not necessarily to the public. In it she says its been an honor to serve and there are so many issues facing racial inequality in america and yet she is shocked that International Attention has been diverted away from that to focus on her. And she says people do not have the full story. Theyre continuing to make judgments about her without it. But that she will never quit championing human rights and racial equality in america. Having said that now this kind of excuses her from needing to make a statement as to what she truly meant when she went on this journey of hers when clearly her parents even say that she was born caucasian and for the last decade or so shes been living life as a black woman. After this statement she no longer has to speak on behalf of her role as an naacp leader. We may not know for a while. Indeed. Thank you so much for that report. Take care. United airlines is on the defenseive today after a flight from chicago to london made an Emergency Landing in a remote part of canada over the weekend. And while they put up passengers on a cold night not in a hotel but a military base without heat while the flight crew well, they said comfortably at a nearby hotel. Nbcs tom costello has more. Tom . Reporter this morning United Airline says 176 passengers who arrived in london more than 36 hours late will get a full refund after spending nearly 24 hours here in military barracks at canadas goose bay with temperatures just above freezing. He took out his cellphone. Its cold out here. Its about four degrees celsius. Reporter united 958 was flying to chicago from london friday night when it made an Emergency Landing at the Royal Canadian air force base for mechanical problem but passengers say the military barracs were keeld and had just two thin blankets to make it through the night. It was the two of us in a single bed. We froze through night because there wasnt any heat. Reporter meanwhile the crew pictured here slept in a nearby hotel. Soon angry passengers and families took to twitter. Why is united 958 stuck in a military base in goose bay since 2 00 a. M. . No airline rep in 11 hours. Someone in united responded to a tweet saying the crew must rest in order to continue the flight. You can rest onboard the aircraft knowing that they are in charge. United says there simply wasnt enough hotel space for all the passengers and, we apologize to our customers for the disruption and we recognize this was a considerable inconvenience. 24 hours later another plane finally took the passengers to newark. There they were rebooked on to other flights to london. And tom costello joins me now from the washington newsroom. Tom, from watching some of the enter vuszinterviews of the passengers it struck me they were remarkably calm given what they had to endure but the big problem they had was not the Emergency Landing, it was not hearing from united throughout the duration of this process. Thats right. What is united saying about why there was such radio silence . Theyre not addressing that issue. I think its important to stress here that all of the passengers say the canadians did all they could for them. Their biggest complaint was the lack of assistance or information from united. By the way, that same Canadian Military base was also used after 9 11 to house hundreds of passengers who were stranded in canada after u. S. Airspace there was closed. And, again, canadians giving a thumbs up from the united passengers, its United Airline that is getting the thumbs down from many passengers. Something well certainly keep an eye on. Not the delay of those poor passengers but the delay over the trade bill which youve been comping. This is what Hillary Clinton had to say about it in iowa yesterday taking a position not going all the way but saying she sides with nancy pelosi against the president. Lets watch. The president should listen to and work with his allies in congress, starting with nancy pelosi who have expressed their concerns about the impact that a weak agreement would have on our workers to make sure we get the best strongest deal possible and if we dont get it there should be no deal. Lookuke, what impact might this have . Is the white house about to change its position on the first bill that went down in a defeat on friday. It was such a rejection of the president in the lastminute desperation lobbying attempts by going up to the hill. Absolute rejection of the president , andrea. Some people went so far as to say this could be the end of the Obama Presidency at least legislatively because he is so much a lame duck. How it will move forward will remain unclear. How Kevin Mccarthy said today they are still trying to work on the schedule. Remember the way in which the rule was written in this legislation in the house they have an opportunity for a revote by the end of tomorrow early wednesday morning on the trade adjustment assistance package. Thats what nancy pelosi voted against to try and bring down the overall trade bill with the realm nations. This is something that democrats ordinarily support. However, at the behest of labor they rallied against this legislation because they knew it would not get enough republican votes to pass and it was necessary for the overall bill to pass. So expect the house gop leadership to try and revote here more likely than not sometime tomorrow really early wednesday but theyve sort of hit their limit on the amount of republican help they can give over the last vote which is about 86 so it will take about 70 democrats to flip and from the pressure theyve gotten from labor outside progressive groups, it doesnt look like thats going to happen. So probably this is going to go back to the senate in some capacity and the whole trade process will have to start all over again and how much clout does president obama have now with his own party on this issue . Well, i dont think theres a lot. I think its going to be problematic for him moving forward. And one of the things that his former chief of staff bill daley said in defense of the president is its really stupid for these House Democrats to abandon him because it weakens him for a lot of other things they want but from the white house perspective it also weakens him when he faces senate on Iran Legislation after we expect will be an iran deal. What is the impact of this very unusual controversy on the organization and its mission . Well, i have two concerns one of course is for rachel and the other is for the branch. Im concerned for rachel in that there may be some psychological issues or whatever going on and i wish her the best. I hope that she gets the help that she needs. You know and then for the branch of course i hope that it can maintain its credibility, that it can continue its collaboration and partnerships with this Police Department, with the city of spokane, and with spokane public schools. What do you think that this incident that her experience has created an international. Controversy, why are people paying so much attention to this . You know, thats a good question andrea because the naacp here in spokane has had europeanamerican president s before. We are only 1. 9 of the population of spokane eblt county. So our membership is probably 50 50 if not more europeanamerican than africanamerican. So its not unusual to have europeanamerican president of the organization. Tissue, of course, is her unusual claims to misrepresent yourself and there could be a legal issue in terms of an application, to be on a police commission, however she defines herself that way. I understand that the naacp does not have any ethnic or racial requirements for membership or leadership. What about the situation in spokane, the relationship between the Africanamerican Community and city leaders, the police . Will this have an impact on it . I hope that it can be amended. It sure it has had an impact. But im hoping that the new leadership for this branch will step up to the plate and maintain the relationships that weve already had with you know the city and the schools and the Police Department and other organizations within the city. So its that search for the new leadership and what type of leader that will be. And were you surprised by this . Did she always had you always assumed that she was africanamerican . Yeah, i assumed that she was africanamerican. I only had her word so i went by what she said. I had no reason to question it. I mean had she said she was europeanamerican, it wouldnt have mattered to me. As long as she wanted to fight for the cause and support the naacp. I say kudos. I also say that, you know under the present circumstances with whats going on the ferguson and in cleveland and in new york on the streets there and in florida with Trayvon Martin if youve got a europeanamerican who wants to be africanamerican under those circumstances, thats unusual but i will say, hey, welcome to the club.
