So talk about a persons rights until versus the governments power to selfquarantine especially in a time like this where it is a pandemic. It is a classic american conflict, the rights of the individual and the rights of the government and arguably the rights of the society as a whole. And the federal government has considerable power to quarantine. It flows from the Commerce Clause in protecting the boarders. But in raemt, federal government quarantines are relatively rare. The states have what is called the police power. They are the ones primarily charged with the health, the safety, the morals of its citizenry. So the states often do the quarantining with the support of the cdc and their assistants. And courts have upheld their power to quarantine folks upon return from countries that are hot spots for disease. And even if their blood tests are coming back okay, if they have a fever or some other indication, that has in the past justified quarantine for at least the incubation period. But depending on the disease itself, a reasonable period of time will almost always be uphe held. If this continues on that upward curve as weve been seeing, if were not able to stop the spread of this thing, could we reach the type of quarantines that were seeing in china, the type of quarantines that were seeing in italy where basically an entire country is closed off . Of course, when you think about china, we all know thats an authoritarian country and they have authoritarian rule. So in a time of crisis like this one, can the u. S. Government act in that way . China doesnt have the same focus on individual rights and individual liberties that the United States does. But, historically, most quarantines have been upheld. There was one example in 1900 where a federal court says youve gone too far. The remedy is too much for what youre trying to protect. If its completely in violation of peoples rights, then a court may step in. Even if its for their safety. Well, the court would do a balancing test. What were trying to figure out now is where are we on this curve . These are the new cases by region. A march 12th, yesterday, we had 351 new cases. You can see where we were, the numbers, the daily growth. You can see how were going up the curb and the last three days the growth rate was 35 , 35 , and 29 . One of the things that obviously were going to look state by state and region by region. So this is color coded on this graph. So the before ylue shows you thn the west. The majority of cases are here in the west and the northeast. The midwest is the smallest. As we get into the warmer season, how is the virus affected by the warm weather . Does it start to come down, obviously, the south will get the hottest first and well start to trying to figure out some of the information. And doing some of this math, the current growth rate, we will start to hit 1,000 new daily cases in our country in four days from now and then in 13 days from now, if we dont stop the current growth rate, we will have 10,000 new daily cases. So you can kind of do the math and see how serious this is going to get quickly and why social distancing is so critically important right now. And also making sure we can get more tests into circulation. As weve been speaking to so many experts about this, the key is to getting those numbers accurate because even when you put those numbers up on that groove, bill, we cant necessarily assume that those numbers are kurlt because and we know the numbers are worse than that, but we only can go with the data we have. When we go from the number of cases, when it starts from 50 in each country to 2,000, how long it takes and every single line represents different countries. This is a 33 increase rate. We were below this for a long time. But now we are assuming that same exact curve that everyone else has. So, you know, we expect that to continue until our social distancing begins to affect that exponential rate that weve been at. This is your inaugural moment on morning joes first look. Good to see you. Talk about axios one big thing today. The big thing today is the world needs donald trump to save it. Crazy to say but thats where we are right now. The entire world looking at President Trump for the respo e response. Well see if we get it. There are negotiations on capitol hill, and people are hopeful. Americans needing the negotiations to come through, some of the relief packages to come through. Lets look at markets today. Futures are up this morning. Yesterday, the biggest drop in a day since 87. Yeah. Unbelievable, what markets have been doing over the last two weeks. What are we expecting to see today . Well, were hoping that futures start to climb back up. Ive been talking to folks on the street and on the market over the past few days. They say theres no reason fundamentally, economically, for the market to be selling off the way it is. This is just fear. This is about people being uncertain and not knowing whats going to happen. Not getting the big response that they want from congress and from the white house. Theres some hope, movement. When you go down 10 on the dow like we did yesterday, you expect to see some kind of bounce. We havent gotten that over the past few days. The market has capitulated into further selling, bigger drops. Were hope ting this can hold. Maybe the feds actions yesterday, 1. 5 trillion announced to support the markets, are enough to get traders to say, it is safe to go back in. We can put money back in the market, start buying a bit. The world needs Economic Confidence right now. There has been criticism that the president has been wholly focused on the economy and not necessarily focused on mitigating the circumstances surrounding the coronavirus, ie, getting more tests out there. Getting more americans tested. If we had leadership that was more focused on the coronavirus and getting more tests out there, if americans had confidence in what the president was doing to manage the coronavirus, do you think markets would be able to stabilize more than what weve been seeing so far . Look, the president has handled this in about as bad a way as you can. His speech from the oval office was taken by markets as the opposite thing. What the world is looking for right now is a coordinated, global response. For him to say, you know what, im talking to italy, to the Prime Minister there, to the Prime Minister of the uk. Im in conversation with xi jinping with china to talk about what he did and what we can do here. Were going to unleash a massive, worldwide stimulus. Coming out with a trillion worth of stimulus for the u. S. This package we got from the uk, 400 billion. Their economy is about 12 the size of ours. When you put that on the scale and scope of what is necessary or what could be necessary to fight this crisis, the market is saying, Trump Administration does not get it. Congress does not get it. Theyre not taking the necessary steps. Its time to sell. Even before the coronavirus, there was some sort of feeling that we could easily be heading towards a recession at the end of the year. Yeah. Now, with what we are seeing with regards to the markets and the coronavirus and what could be happening with our economy, with all the closures and, of course, well be looking to the jobs reports come march, is there any chance here that we could stay out of a recession at this point in this country . Are we already in one . We are likely already in a recession right now. It is likely well see negative growth the first quarter. Likely negative growth in the second quarter. Thats not guaranteed. If we do get a big blow the doors out Stimulus Program from the president like i said, fed acted, 1. 5 trillion into the market and theyre not done. Well see spending from the fed probably like weve never seen in our lifetimes. We could, potentially, if this virus really gets put under control, if Health Officials come out and say theyve got some kind of you know, this quarantining, closing the nba, nhl, mlb, no march madness, if it works and we seal this off, the president announces a stimulus measure, that helps folks who lost their jobs or who are out of work. We could avoid a recession. It is unlikely. I want to be clear. It is unlikely. All the folks i talk to say recession isnt a certainty, but it is a likelihood at this point. The big question is how bad itll be. If the president announces something big, broad, and sweeping, we could avoid a big, bad recession, but it is a real possibility. Dion rabouin, thank you so much.
