The centers for Disease Control will no longer collect coronavirus data. The Trump Administration has ordered hospitals to bypass the cdc and instead send the information directly to a central database in washington. The case the Trump Administration is making is that it will streamline this data process, but no word on whether they will fix the cdc system if it indeed is as broken as they say. Moments ago as the president departed for a trip to georgia, he defended his relationship with the top Infectious Disease expert in the country, Anthony Fauci. Were all on the same team, including dr. Fauci. I have a very Good Relationship with dr. Fauci, and were all on the same team. We want to get rid of this mess that china sent us, so everybody is working on the same line. And were doing very well. Were doing well in a lot of ways, and our country is coming back very strong. We bring in my coanchor for the hour, katy tur. With the president headed to atlanta right now, home of the cdc, it would seem logical to me, as we know theyre callee cf the record sometimes, but otr, unscheduled stops. It would seem to me the timing of a president ial visit to the cdc might be in good order. Ill be curious to see if this president chooses to do that. It would be interesting to see him there. Last time we saw him there, he talked about how good he was at science. Im always struck, he keeps saying were on the same team. I feel like in his vision of the same team, hes on a Basketball Team and he keeps smacking the ball out of the point guards hands as theyre trying to play the game. If youre on the same team, you dont throw your top Infectious Disease expert or the cdc, the centers for Disease Control, under the bus during a pandemic. But anyway, it is a busy day both inside and outside of the beltway. Lets start in washington, where in about 20 minutes, Speaker Nancy Pelosi is going to hold a News Conference with the clock set to expire on those enhanced unemployment benefits. We expect the speaker to focus heavily on extending that program and other forms of relief. Also, later in the hour, President Trump is scheduled to touch down in atlanta. Hell deliver remarks on rebuilding americas infrastructure. The president s trip to that region comes as the cdc director offered this dire prediction for the fall and winter. I do think the fall and the winter of 2020 and 2021 are going to be probably one of the most difficult times that we have experienced in American Public health. Director Robert Redfield also suggested that in that interview that if all americans wore a mask, the country could get the virus under control in one to two months. So i mean, that is stark right there. One to two months if we all just decided to wear a mask. And that comment on masks is the latest example in a growing divide between the white house and the cdc. They have also been at odds over reopening the nations schools. The Vice President downplayed the cdcs guidelines yesterday during a stop in louisiana. We dont want cdc guidance to be a reason why people dont reopen their schools. Also take note of this, President Trumps trip to georgia comes as the states covid restrictions are set to expire at midnight. Cases have surged along the states coast, glynn county, one of georgias most popular beach getaways has emerged as a covid19 hot spot. The daily case count in georgia has tripled since june, and testing there continues to be a problem, with long lines and a backlog on results. Its a much different political reality than when the president last svisited in march when he was riding high in the polls and the coronavirus outbreak was barely a blip on the radar. Joining us from atlanta is blayne alexander, and boy have timed changed. Absolutely. Its really striking to realize that it was just four months ago or so that the president was last here, and he was here to visit the cdc. So its stunning that his next visit after that comes on the day that we learn that the cdc is no longer controlling coronavirus data. So lets talk about what were expecting to hear from the president today. Two things, katy. We know its going to be a short visit and we know according to the white house, its going to focus on infrastructure. So were expecting President Trump to land here at atlantas airport in a little less than an hour or so. Hes going to be on the ground for all of an hour and ten minutes, give or take. Hes going to be visiting a u. P. S. Facility. You see the trucks parked behind me, barely leaveing the airport, adjacent to the airport, speaking of policy changes to move along infrastructure projects, and hes highlighting one here, and hes expected to bow on air force one, wheels up, by 4 00. This is happening against the stunning backdrop of the rising number of covid19 cases in the state. Let me lay out the numbers for you. Yesterday, alone, the state of georgia added about 3400 new cases. 28 new deaths from the day before. Not only are those numbers going up, but were also seeing hospitalizations rising. The highest number we have seen since back in april, and as you mentioned, testing. I was speaking with an official at the state Health Department who confirmed theyre seeing a backlog, a delay when it comes to test results because more and more people are getting tests. A lot of delays there. It certainly bears reminding people that it was georgia that back in april was the first state to reopen the economy. To really have one of the most aggressive reopening plans that we saw in the country, and at the time, President Trump actually criticized Governor Brian Kemp when it came to opening, saying it was too soon. Now all eyes are on the governor here to make sure that or to see whether hes going to extend those guidelines that are set to expire tonight. Katy. Blayne alexander in georgia, thank you very much. And chuck, Anthony Fauci has responded to all these attacks on him in a conversation with the atlantic. He called the efforts to discredit him bizarre. He said ultimately, it hurts the president to do that when the staff lets out Something Like that and the entire scientific and press Community Push back on it. It ultimately hurts the president. He also called the attacks nonsense and completely wrong. And remember, the cases across the country are surging. The deaths are now starting to tick up. Everything that him and doctors like him had predicted about reopening too soon, not taking it seriously enough, confusing guidelines, are all coming to pass, and theyre doing it right in front of our very eyes in blue states, and now in red states also. Look, quantitatively, i think as far as i know Anthony Fauci is no political expert, but i think hes right. I think the more incoming he takes from the administration, it ends up hurting everybody involved. But probably first and foremost, the administration. Lets move on here. In texas, they set a new daily record today for hospitalizations and new coronavirus cases. Cases there top more than 10,000 in 24 hours, and doctors had already inundated hospitals and theyre wiried the worst is still yet to come. Remember, late last week, the governor there warned that this week would be worse. And so far, the data is pointing to that. The crunch is being especially felt in the lone rural hospital in texas star county, where cases have exploded from ten, 10, to 1,000, in a matter of weeks. With us from the Rio Grande City in texas is our own priscilla thompson. So priscilla, this has always been the fear of overwhelmed rural hospitals. What can you tell us . Well, what you said, chuck, is exactly right. This is one of those cities, one of those counties that early on implemented very strict restrictions in order to contain this virus. And they did a good job at it for about three weeks at a certain point, they had no positive cases. But that all changed whenever the governor began to reopen the t entire state, including this area. Now here in just the past two weeks cases have more than doubled, topping 1,000 here. That may not sound like a lot, but when you think about the fact this is the only hospital in a 50mile radius, it this is a test. This is a test. This is a test. This is a test. This is a test. This is a test. This is a test. This is a test. This is a test. In order to take it from promising to hopeful, beyond hopeful to yeah, i think were go to be able to use this. This might work. Well, you know, it goes back to whats required for a successful vaccine. The food and Drug Administration put a minimum target out there that a vaccine has to provide at least 50 protectivity. But given that we know that vaccines are also unfortunately part of politicized environment, there are significant numbers of the population that aresist vaccination, if were going to build vaccines, to get the virus under control, were going to need a much higher protective rate than 50 . That will be an enormous challenge. As you mentioned, the trials are one of many that are ongoing right now. There are promising indicators coming in elsewhere. Hopefully one or more of these will provide an early relief. But it also requires that people take advantage of this vaccine and hopefully not get caught up in the kind of political cross fire that we have seen other very successful and appropriate measures having been caught up in. As schools work on plans for how to safely reopen this fall, we can look overseas to see how other countries have fared. In early may, israel began reopening schools as well as other parts of everyday life. But within weeks, it has seen a resurgence in coronavirus cases. Including outbreaks in schools. Joining us now from london is nbc news Foreign Correspondent molly hunter. How much had to do with the broad reopening of schools in the middle of may . Hey, katy. Thats right. Because at the middle of may, let me give you a little bit of context, early may, israel had been the poster child. They locked down early, shut down early, got tests up and running early. The end of april, early may, they were ready to send younger kids back to school. They send them back in capsules, something we have been talking about with other countries, too. Small groups of kids all day long. Midmay, they decided it was going well. Full capacity. Older kids went back, full class size went back, and around that time, Prime Minister netanyahu basically declared victory over the coronavirus, and they went all in. They opened up restaurants, cafes, coffee shops, bars, beaches. He implored israelis to go out and enjoy themselves. The problem is we dont have data separating each one of those venues necessarily. We did also see school outbreaks. Early june, we started to see the cases pick up. Today, i spoke with a professor at hebrew university. He has three kids. He sent his kids back to school, and we talked about basically what they had learned. Take a quick listen. Exactly. We need to learn a lesson from that. Thats what we need to do, from one extreme to the other extreme very fast. This is clearly a mistake. You have to do it step by step. With evaluation. Then you at least learn your lesson. The answer to your question, israel doesnt have the data. They opened too much too nifast and the professors opinion, in an ideal world, the u. S. , other countries looking to reopen would get that data, do small case studies, try to figure out if their classroom strategies are working before reopening everything at once. Katy. Molly, the number of kids and teachers ended up getting the virus as well. Thats exactly right. Some big outbreaks at schools in late may, early june, which caused schools to quickly close down, and basically domino effect. The problem, though, is dr. Levine says we cant tell based on the data, based on the data they didnt collect at the time, if those infections, if those people were exposed in schools or whether they were exposed in gyms, restaurants, and brought it into the schools. As we have been talking about reopening schools, its so much about the local infection rate, though after we saw the school outbreaks, israel did put in a policy that if infections crop up, they dont wait, they dont put people in quarantine. They close the schools down. Guys. And they have definitely done that. Molly hunter, thank you very much. Chuck, whats so interesting about this is israel reopened their schools and everything when cases were on the decline. And were talking about reopening schools in some places where the cases are surging upwards and not at all under control. Yeah. You know, find me the places that are not in a Surge Capacity at this point. Thats what makes the reopening debate right now seem frankly disorienting. Chinas Foreign Ministry is promising some retaliatory measures after President Trump signed legislation to impose sanctions on china fritz interference in hong kongs autonomy. Nancy pelosi issued a statement in response to the signing reading in part, this can only begin to reverse the damage President Trump has done after month of praising president xis handling of coronavirus, years of selling out to human rights of uighurs to ink a trade deal and reportedly asking president xi for help to win an election. You might not realize both nancy pelosi and donald trump are on the same side of this sanction issue, for what its worth. Joining us from london is nbc news global correspondent willem marks. I guess thats the question, whether that bill signing normally would have been a leadership moment for the u. S. , as leaders of the organizing countries around the world who want to check china. The question is, is the United States the leader in trying to check china right now . Its a really good question, and theres a few different answers depending on who you speak to. You pointed out pelosi and trump on the same side. This was legislation adopted by congress in may that the president has now signed in law that seeks to target those undercutting the autonomous nature, and hes trying to target those who were involved in antidemocratic work in hong kong, particularly around those people arrested under the new National Security law. There are those who would argue that here in the uk, the former colonial power in hong kong, of course, you have seen a slightly more hardline approach. They have offered a path to citizenship for millions of hong kong residents in the last couple weeks and just yesterday, they have come out with a decision to strip huawei, the Chinese Telecom giants, out of uk 5g infrastructure by 2027. That was a really contested decision, and then separately, at the icc, the International Criminal court in the hague, you mentioned comments about trump selling out the uighur minority. Two uighur groups have come forward a claim at the icc in which theyre arguing that forced deportations of individuals from countries that are signatory of the court to china, where there are allegations of internment camps, really significant. We spoke to the lead lawyer on this and asked whether the u. S. Sanctions would help his case. These tips that have been taken by the u. S. Administration to sanction chinese officials are immensely important because they are based on evidence about Human Rights Violations being committed. Those are the very violations were asking the prosecutor to investigate, and she could seek that underlying evidence as part of the investigation. She could use it and develop it, so its so important that these various steps have been taken in different ways to insure that the circle is being closed. And that those responsible cant escape out of it. Of course, the chinese authorities have denied all of these allegations when it comes to mistreatment of the uighur Muslim Minority in western china and the ambassador to the uk here saying the decision to sdrip out huawei from the 5g infrastructure was disappointing. Very quickly, Boris Johnson was all in on huawei five months ago. What changed . Well, there was pressure from the u. S. Administration, particularly in the intelligence community. The brits feeling they would lose access potentially to some u. S. Intelligence and the network if they maintained huawei inside their critical infrastructure, and inside Boris Johnsons conservative party, there was a rebellion. Today, Alabama Governor Kay Ivey announced a statewide face mask mandate, requiring anyone in public to wear a mask both indoors and out. So far, the state of florida has not done that. The 2021 rose parade is canceled for the First Time Since world war ii. It will be shelved due to the n ongoing pandemic. For some reason, the rose bowl Football Game is still on for now. Philadelphia mayor jim kenney banned all large events for the next six months, and yes, that means no spectators at eagles games, if there is an nfl season this fall. And today, oklahomas governor became the first governor to test positive for covid19. Republican kevin stitt, who resisted mandates, confirmed the news. I got tested yesterday for covid19, and the results came back positive, so i feel fine. I felt a little bit achy yesterday. Well, katy, its more proof that whatever is happening in the sunbelt, i mean, it is bad. Youre seeing, i do think the governor of alabamas decision in light of whats not happening in some neighboring states, think georgia and florida, is quite fascinating. Absolutely. I mean, just mandate masks. Make it easier on everybody. Mandate masks. Show that if we all get in this together, we can get a handle on this disease. I just dont understand i dont understand the pushback on it. It just doesnt make any it just doesnt make any sense when you think about it logically. Chuck, President Trump also is continuing to pressure schools to open this fall. And hes quick to criticize any district that is opting for Remote Learning. Tell parents and teachers who feel that its unsafe to go back. I would tell parents and teachers that you should find yourself a new person, whoever is in charge of that decision, because its a terrible decision. In kansas city, missouri, two Elementary Schools will resume inclass instruction next week. The reaction among parents is mixed. Joining us now from kansas city is nbc news correspondent cal perry. With the caveat everybody wants to get their kids back to school sooner rather than later, nobody enjoys Remote Learning, what is the concern about getting kids back too quickly. What are parents telling you out there . The ones who are keeping their kids home for Remote Learning are posting on social media that they think its a bad decision. They think the schools are moving too quickly. They dont think theyre consulting with the parents, theyre making the decisions on their own. The parents who are bringing their kids to school are, as you said, i think happy that the kids are out of the house, happy theyre not going to have to do the Remote Learning. The day is going to be different. Socially distancing on the bus, and then a health check when kids arrive, including a temperature check. No more playing outdoors in big groups. No more eating in the cafeteria, and universal masks. According to the superintendent and all of had parents i have spoken to, the kids are not surprisingly taking the masks in stride. Theyre not having any problems with the masks. Kids are, well, theyre adaptable. Take a listen to two parents that i spoke to about the difficulty in making the decision. For me, i think the calculation came down to lowest risk is probably having the e learning environment. Highest risk is probably what school looked like in march. I think were somewhere in the middle. They always wanted to go back. My husband and i were a little concerned. Should they go back . What should we do with them . Its kind of a hoping and praying and making the best decision you can as a parent. And most of parenting is guessing anyway. That or parenting is just one terrifying decision after another. The question will be what people decide at the end of this month. That is the deadline to commit to either Remote Learning or bringing your child back to school. They hope to get the whole district up and running by august 24th, katy. Listen, the country is not a monlith. There are some counties that dont have the rates of infection as badly as others. Theres an understanding that its got to be done individually, but in those places that are seeing a spike, as we saw in israel, it can be a risky proposition. Cal perry, thank you very much. And nearly 1 in 10 tests, 1 in 10, are coming back positive. They moved it to jacksonville, florida, after the governor of North Carolina was unable to make promises in terms of what to expect in the coronavirus age. Especially in terms of what would be allowed regarding the size of the crowd. Sources have told our colleague, monica alba, that the rnc is now having discussions and seriously looking at the possibility of moving things here in jacksonville to outdoor venues and that political advisers actually sat down with President Trump on monday to talk about having several Convention Events take place outdoors at a baseball field, at a football arena, and an outdoor amphitheater. Heres what the mayor of jacksonville had to say when asked about the convention and plans as of right now in his press conference yesterday. We have many weeks until the convention, the date of the convention. And were monitoring the situation, and well plan accordingly based on hospitalizations, the community spread, et cetera. In duval county, they have 428 new cases of covid19 today. 9. 5 of their tests for this county are coming back positive. Jacksonville is, of course, one of three cities with federal surge testing going on right now. Were at one of those sites. So far today, chuck, people coming here, its been a relatively slow trickle of people coming to get their tests. Chuck. Ellison barber on the ground for us in jacksonville, thank you. Katy, with a little bit of a polling update. What do you got . We have new polling out of key battleground state of pennsylvania this afternoon. The numbers from Monmouth University show joe biden leading that state by 13 points. The poll also found a majority of voters expect a secret trump vote. Lets get a closer look at those numbers from Nbc News National Political correspondent steve kornacki, who is at the big board in new york. Steve, what do you got . Yeah, you remember 2016 obviously, trump carried pennsylvania narrowly, and it was one of the three states, pennsylvania, michigan, wisconsin, that had gone democratic for basically three decades that trump was able to flip and get that Electoral College margin. You see a 13point overall lead for joe biden in pennsylvania. The story in those three states, of course, there was this big divide among white voters in 2016. College noncollege divide. Trump doing extremely well among nonCollege White voters in 2016, and doing better among College Educated whites than prevoting expectations. The comparison of what happened in pennsylvania in 2016 with what this poll is showing. NonCollege White voters. In 2016, trump won this group by a 2 to 1 margin, 64 to 32. In this poll, he still leads, but the margin basically is cut in half. He won by 32 in the 2016 exit poll. His lead in this poll today is 16. Thats cut in half. He still leads, but were not looking at the margin at least right now that you saw in 2016. Then the other side of it, College Educated white voters. Again, a big group there. Let me get that number up. In 2016, that was a tie in pennsylvania in the exit poll, and look at that movement. In this polling right now, it is a 27point advantage for joe biden among white voters with a college degree. From a tie in the 2016 exit poll to this kind of a lead. And that is consistent with what we have seen in polling elsewhere. Thats consistent with what we saw in the 2018 midterms where you saw democrats really improving significantly across the country in metro areas, suburban areas, really Getting Movement among College White voters, and youre seeing that in this poll in pennsylvania. A state trump was narrowly able to win in 2016, now hes trailing it lopsidedly, and you see what the movement is behind that. Really interesting. Steve, thank you very much. The president responded to joe bidens economic and climate plan yesterday, but having an event in the rose garden. Are we going to see more of that where a rose garden guised as a Campaign Event since the president is not able to hold those big rallies . Well, i mean, i think we have seen the outrage expressed by the media over the president s remarks yesterday. But lets talk about whats actually going on. The media and democrats and joe biden, they dont like it when the president tweets. They dont want him to be holding rallies. They dont want him to communicate with americans. They dont want him to speak at mt. Rushmore, of all places, and now they dont want him to hold pres conferences. Joe biden will read a speech from a teleprompter a couple days a week and spend every work attacking President Trump, and the president is one who likes to fight back. He spoke for 63 minutes and took a handful of questions at the end. Are you really tim, im sorry, he spoke for over 60 minutes, only took a handful of questions at the end. It was a speech that was supposed to be about hong kong. He touched on hong kong for a moment, and then went off and started talking about a variety of different subjects, a lot of it just was not correct. Are you saying that that wasnt a Campaign Event . Im saying that the president is the one who is going to fight back. If youre going to theres not one reporter who covers this president who could possibly say they dont have access to him and the ability to ask him questions. Joe biden went 89 days between holding press conferences, and in that time, the president took questions from groups of reporters 55 times during the space of that 89 days. This is the most accessible president that any reporter has ever had access to, so to hold up yesterday, and which, by the way, the questions that the president took were far more than the zero questions that joe biden took yesterday. Joe biden gave a speech and outlined the complete upending of our entire Economic System with his 2 trillion Green New Deal package and took zero questions, and wasnt even asked to defend it. Its a clear contrast. The president faces the media routinely at the white house, on his way to marine one, at the steps of air force one, and in regularly scheduled press conferences. He is extremely accessible to reporters. I think if you talk to your reporters who cover joe biden, i bet you they would privately tell you theyre frustrated with being completely unable to ask joe biden a single question. Tim, im curious if you guys are now rethinking your rally strategy. We notice you havent yet rescheduled the New Hampshire rally, and i ask because in the last 24 hours we got word that theres a consideration now going all outdoors with the convention in jacksonville. Are you rethinking how the rally structure is going to work going forward, considering the new surge in the pandemic . There are always lots of different options for the president s rallies. Hes had rallies of all forms. Indoor arenas and outdoor arenas and airport hangars and open air airport hangars. All sort of outdoor venues are options. We always look at the ground and what the conditions are on the ground state to state, even before the coronavirus situation. So those are all factors that we take into account, and the president is very concerned about the safety of all americans, and if were inviting people to come to a rally, naturally, we would be concerned about their safety as well.
