Been a contentious trip abroad in a new interview labeling longtime allies in europe as a foe of the United States. Lets get right to the big meeting, though. The president arriving in finland a short time ago. In just over 13 hours from now, he will be all alone in a room with Vladimir Putin and no aides, no other officials, and seemingly no real agenda for what he hopes to achieve. Whats your goal from the Putin Meeting . Ill let you know after the meeting. I have absolutely it was mutually agreed lets have a meeting. I think its a good thing to meet. I do believe in meeting. I dont expect anything. I frankly dont expect i go in with very low expectations. I think that getting along with russia is a good thing, but its possible we wont. I think were greatly hampered by this whole witch hunt thats going on in the United States, the russian witch hunt. The rigged situation. And while the president doesnt seem to have an agenda, you can bet former kgb officer Vladimir Putin does. Making any concessions of Russian Election meddling is not on that agenda. For russia theres the hope of getting a clean slate when it comes to the annexation of crimea and its continued involved in ukraine. There will also be an attempt by putin to widen the gulf between trump and the nato allies, possibly getting him to cancel joint military exercises. Theres the issue of syria and whether the u. S. Would consider leaving the countrys fate to russia and its support of the syrian regime. To get started lets bring in nbc news nightly anchor, lester holt, who joins us from helsinki. Lester, thank you for joining us this afternoon. Very much appreciate it. We know President Trump has been met with protests everywhere that he has gone on this european trip. Whats the atmosphere that youve seen so far in finland . Well, there were protests here as well, but i have to tell you if i didnt know there was a summit between these two leaders, i dont know that i would have sensed it walking the streets here. People were out enjoying a beautiful sunday here along the waterfront. The only thing that would give it away are the amount of International Journalists that have set up at various parts of this city. There have been some road closures but nothing extremely difficult. So having been to some of these world events before, this seems a bit more low key. Thats just my take from being here a little over 24 hours. This meeting has a lot of risk. Does the white house from your understanding have a bestcase scenario for what comes out of this . I havent heard the best case. I think the idea that the president would be seen with Vladimir Putin to be on this world stage, i think that most would agree the white house would think of that as a plus. Obviously hes going to want to have something he can put forward and say this is why it was successful. We know that he will he is going to claim this is going to be a successful meeting. So its really hearing him say he doesnt have expectations kind of leaves the door open, what is the bar. And so by not committing to where that bar is, i guess whatever assessment he offers will be his assessment. Interestingly enough, when we wep went into the singapore meeting with kim jongun, the idea was just the optics of the meeting with President Trump and kim jongun was a success for kim jongun at the time. Im wondering if the same is to be said for Vladimir Putin, that just a meeting with President Trump is a win for putin . Well, it depends which side youre looking at. For the president of the United States having witnessed these 12 indictments against russian Intelligence Officers just a few days ago, to sit down with the leader of russia certainly adds an element of not surprise, but certainly intrigue, especially when the two of them take questions. They will be doing a joint News Conference here tomorrow. They have never taken questions together. It will be really interesting. For example, we heard him talk about the witch hunt a moment ago. Will he use that term around Vladimir Putin in discussing Cyber Security and russian hacking of the American Election. How is the indictments, lester, you think really changed the atmosphere surrounding this meeting. The timing of the release of these indictments being that it was friday. Its very interesting, to say the least. Well, i mean there was already plenty of evidence. We know that u. S. Intelligence agencies all agree that the russians did this. Now the mueller indictment comes on, which essentially reinforces and offers a bit more detail. So it is hard to imagine that the president says he will ask the question. It almost seems that the question has been answered. The next element would be what are you going to do about it, how do we stop you from doing that. As i said, it puts the president in a bit of an awkward bargaining condition that hes prejudged this as a witch hunt. Its not inconceivable that Vladimir Putin could respond with the same and say, yeah, youre right, its a witch hunt. Lester holt for us, thank you so much, lester. Lester anchors nightly news live from helsinki tonight on nbc, so make sure to join him there. Id like to bring in David Ignatius, the Washington Post foreign columnist and molly mchugh. We also have the authors of russian roulette, david corn and chief investigative correspondent michael isikoff. David ignatius, im going to start with you. Ahead of his meeting with putin, trump sent out these tweets today. If i was given the great city of moscow as retribution of all of the sins and evils committed by russia all of these years, i would return to criticism that it wasnt good enough. What would be an outcome that would be seen as a victory from your perspective for President Trump . Well, victory doesnt really fit my sense of this meeting. I think the fact that President Trump is meeting with Vladimir Putin at a time when we have new overwhelming evidence of how aggressive russian behavior has been is to me the headline is that trump is sitting down with somebody whos been documented to be attacking the United States and has been generally defending him. Im glad that there are low expectations from President Trump, that hes not talking about big deliverabliedeliverab. I think at this point those deliverables would mostly be dangerous. I think well come away from this perhaps with the beginning of new dialogue. I think thats a good thing, to have diplomatic conversations, especially when tensions are in the air. But i dont see this as one where either side is going to end up claiming victory. Molly, with that either side from David Ignatius, what about putin here, what do you think hes looking to gain from this meeting . You know, its an interesting point in that i think putin has already gotten out of the meeting what he needed before the meeting has even happened. Youve had the president of the United States attacking nato, explicitly saying he doesnt believe nato should expand anymore this week. You have the president of the United States not just calling the European Union a foe but equating them to china and russia, because were all just the same, moral equivalency for all. Youve had the president of the United States coming out and saying that an attack, a multiyear operation run by Russian Military officers against the United States of america doesnt mean anything. So putin has already gotten what he needs out of this, which is a president of the United States which is explicitly ignoring an act of war against the american homeland. And i think beyond that, if they can come out and smile and wave their little hats and do a little dance for the cameras and laugh at some jokes, it will achieve everything putin needs. Im sure he will be at his most charming tomorrow. Lets talk about what virginia senator mark warner said, michael. He laid out his concerns today over the oneonone meeting between trump and putin. Lets watch and then well talk. Im very concerned about a oneonone meeting between Vladimir Putin and donald trump. We know that trump doesnt do a lot of prep work for these meetings. He kind of goes in and wings it. In putin, youve got a trained kgb agent who does his homework. My fear is putin could come in with maps of ukraine or maps of syria and try to cut some deal and, frankly, take advantage of this president. Michael, you actually had Russian Foreign minister Sergey Lavrov telling a kremlinbacked network that it was the United States that requested this oneonone meeting with putin. Why would trump want this oneonone meeting with nobody else in the room besides interpreters . And is there something to be said with regards to having these domestic relations or these domestic conversations excuse me, diplomatic conversations that if someone is not involved in the meeting, if theres not someone whos taking vigilant notes of this meeting, it could feasibly disarm the other individual in a meeting like this one . The simple answer is that the president didnt want anybody to know what he was saying to putin, that he could speak freely and speak his mind, which does raise a question about the credibility of any reports well get post summit about what was said and what the exchanges were. But i just want to emphasize something thats pretty extraordinary about this particular moment right now in the aftermath of that indictment on friday. Look, nobody believes that those 12 gru officers who were indicted were acting on their own. And lets remember that the u. S. Intelligence assessment in january 2017 said all this activity was ordered by putin himself. So the indictment, if you read the fine print, does say in addition to those 12, others known and unknown to the grand jury. It does raise the question of whether putin, the guy who trump is having this summit with tomorrow, is in fact an unindicted coconspirator in this wide ranging federal crime that was unveiled by the u. S. Justice department on friday. So do you think he is . I think all signs would point to that. Whether hes formally identified as such, we dont know. But that language, others known and unknown to the grand jury, suggest that the prosecutors certainly are aware of others beyond those 12 and given the u. S. Intelligence assessment that it was putin who ordered it, you have to believe putin is among them. So lets stick with these indictments here, david corn. National security advisor john bolton saying the new indictments of these 12 russians could actually give President Trump an upper hand, interestingly enough. Lets hear what he had to say. The president was briefed on this indictment coming. I spoke with him about it. I would say in fact it strengthens his hand. It shows that the justice system, the department of justice are aware of these russian efforts at election meddling. I think the president can put this on the table and say this is a serious matter, we need to talk about it. But in a recent article, you actually say the mueller news is an indictment of donald trump and his gop enablers. What do you mean by that . Well, the indictment showed us what we already knew. It shows us what u. S. Intelligence had long assessed. In the book that mike and i wrote, we wrote about this operation. The new york times, the Washington Post, theres been no question, as molly put it, that there was a putin attack on the United States. The subtitle of our book is putins war on america, and we used that word knowing what it means. And so for the last two years, donald trump has denied this was under way or had happened. He called it a hoax. He said it was rigged. He said it was fake. He said we didnt know if the russians were doing it. A week ago he said putin, who ordered this operation, was fine. He tweeted out russian disinformation saying putin says we didnt meddle. So this indictment is a reminder of what reality is. There was an attack on the United States and a reminder that while it was under way and afterwards, donald trump refused to acknowledge it and said it didnt happen and in fact gave cover to the russian attack by doing so. So what bolton says now is completely absurd, its ludicrous to say it gives trump any leverage. It means he would have to totally reverse himself on everything he has said and all the help he has given putin up to date. David ignatius, while putin would never let on to this, i know that you released a column just moments ago saying that putin feasibly could be worried about some of these indictments. What are the issues you think this could raise for him . Fridays indictment is really important. Contrary to what john bolton says, doesnt give leverage to President Trump, but it does give leverage to the United States. Vladimir putin has to go to helsinki worrying what else the United States knows. The indictment is quite detailed. It lists the 12 gru officers who were involved. It lists their units. It discusses the operational techniques, the malware that was used, the Bitcoin Mining and payment schemes. Thats what it disclosed. And putin has to wonder what else do they know . How deep into our networks have they gone . How many of our operations are blown . And i think what mueller has done basically is hes not asking putin to stop. This is a warning shot across russias bow saying we know a lot about what youre doing and you dont know how much more we know. Its a way of saying be careful, back off. Its really important. Molly, as weve been talking about this entire block really, this oneonone meeting thats been characterized as more of an advantage for putin than it is for donald trump, beyond the policy goals that he might have, how else could putin use this private meeting to his advantage Going Forward . I do think that he will try to convince the president to agree to something that they need, that might be syria, that might be ukraine, that might be something else. Thats unclear. But i do think there will be an effort to continue to try to win the president , to charm the president , to get him to believe that putin is this Great Potential ally and that no one else can possibly be so sweet. You know, weve had the problem is weve had two consecutive president s that have failed to find the magic formula to address russia, and at this poi point weve ceded too much territory to russia and unless we start fighting back soon, its almost too late to reverse it. If trump doesnt come out at least willing to take the swing, and yes, probably he wont. But if hes not willing to at least say that he knows what is going on and that he stands up for the fact that a foreign adversary is attacking the american population, which is really significant, the indictment was incredibly detailed as David Ignatius just said. And i think that we need to wonder what else there is that we arent seeing. This is targeted at american citizens directly. If our government is doing nothing to defend us, then somebody else needs to step into that space. In the meantime theres an awful lot that needs to be discussed. It seems like this entire meeting will be more of a charmoff and both gentlemen are walking into this meeting with charm as their offensive tactic. I want to bring in my panel, former u. S. Attorney and msnbc contributor, joyce vance, katie and navid jamali. Kate, do you think the timing help bolster President Trump in some of his allies views that the Mueller Investigation is actually a conspiracy to undermine the administration . I think that the president and his allies will look for absolutely anything to be able to find a conspiracy, so of course you could say the timing did help them with that. But the timing is also fascinating because it shows that the Justice Department in particular has a lot of cards to play and that while President Trump can win the shortterm pr battle by attacking the Mueller Investigation, the Mueller Investigative Team can always come back with hard facts that support them that will be remembered long after the president s complaints are done. Joyce, what about the fact that the americans that were listed in the indictments were not actually named . What does that tell you . It doesnt really tell us a lot because doj policy is not to name people who are unindicted coconspirators. So this indictment reads exactly the way i would expect it to read, but it is very fascinating to note that the indictment includes language which is pretty standard in conspiracies and it says that the indictment includes coconspirators who are named but also those who are not included in the indictment and who are known and unknown to the grand jury. In other words, there are more people who are involved in this conspiracy. Do you believe that those names could feasibly be come out and theyre in the pipeline . I think well see an additional indictment here that will include americans. You know, i think it defies belief to think that we wont see an indictment that includes roger stone, who is clearly the gobetween with guccifer and is referenced in this indictment. We dont know who mueller plans to indictment, but it seems very clear that this indictment last friday was not the last indictment in this special counsel investigation. Interestingly enough, joyce, you bring up the fact that we could easily see roger stone indicted. Roger stone is saying these indictments vindicate him, so two very different points of view there to say the least. Navid, just days before these were brought, the secretary of Homeland Security yesterday downplayed concerns that russia actually plans to disrupt the upcoming midterm elections. Lets take a listen to that and then well talk. Right now there are no indications that russia is targeting the 2018 u. S. Midterms at a scale or scope to match their activities in 2016. But let me go further. Just like the activity targeting internetconnected systems in other sectors, we do consistently observe malicious cyber activity from various actors against u. S. Election infrastructure. So she says they consistently observe sort of these malicious actions happening but not to the scale to which they happened in 2016. What do you make of this . Look, russia still views the United States as their main adversary. Were their main target. That hasnt changed before donald trump entered the white house and certainly hasnt changed at that. So whether the specific tactics will be against the 2018 elections or in other areas, the point is their intent to harm the United States still sticks. I just want to add one thing to what joyce was saying is i fully expect other indictments to come. I spent three years working with the gru against the gru sitting down with Russian Military officers like those that were indicted. What i can tell you is that the russians value people. They recruit people. I fully suspect russian tactics would have dictated that if theyre going to pull out all the stops, theyre going to use americans. Whats important to remember, that there are americans after donald trump won the election met with russians, including Michael Flynn, including jared kushner. In fact Michael Flynn pled guilty to lying to the fbi about those meetings. So i fully suspect that the russians did not stop their intent to harm the United States after donald trump won the election. Thats an important point. Is it possibly, naveed, that they careless about the midterms than 2020 . So theres a possibility that theyre tamping down their efforts now, staying quiet for now when it comes to the midterm elections so as to say, hey, theres no smoke here, dont look, and then come 2020 theyre back in the game . Absolutely. Look, at the end of the day what theyre looking to do is remain covert. The idea of using an intelligence operation, a, its not detected. B, if it is detected, theres no attribution to russia. It would be silly to use the same door they did in 2016. They may come back in 2020 but i think theyre sufficiently worried that to do so again, they may not have the same result. Katie, the president is continuing to deflect responsibility with regards to blaming president obama and taking responsibility himself. Even going so far as to victim shaming the dnc. Lets take a listen to that. This was during the Obama Administration. They were doing whatever it was during the Obama Administration. And i heard that they were trying or people were trying to hack into the rnc too, the Republican National committee, but we had much better defenses. I have been told that by a number of people, we had much better defenses so they couldnt. I think the dnc should be ashamed of themselves for allowing themselves to be hacked. So we do know actually in the indictments that were handed down on friday, the republicans were actually hacked. We also know during the Obama Administration that the Obama Administration went to Mitch Mcconnell and wanted a bipartisan effort saying that this is actually happening, that the russian hacking that there is russian involvement in the 2016 election and Mitch Mcconnell was not in support of putting that out there. But is there any evidence from your point of view to support President Trumps claim here . I think what we see in this claim is that we are dealing with an extraordinarily unorthodox president. I know that we already know that but it bears repeating. This is just not the way that a leader of the United States would typically respond to information that we had come under attack by a foreign power. Most people would wanting to look ahead and solve the problem. I think that President Trumps unorthodox leadership style might contribute to one of the reasons why were not seeing the same scale of attacks on the midterms. If we think that the russians were trying to destabilize the election process, destabilize americans, drive them further apart and destroy Public Discourse in the United States, they now have a great helper in the white house who because he is very different from any president weve seen before has helped to do that himself and they might not actually need to work as hard this year as they did in 2015 and 16. Joyce, heres the big question. We know there is no extradition treaty between the two countries. Does it serve any purpose from your perspective for the president to demand that these indicted intelligence agents be extradited to the United States . It really does and its critical that he demand that putin turn these individuals over, even though we know that there are no extradition treaties that would require russia to do that. But look, these are official russian actors, military Intelligence Community members who are now charged with a conspiracy to hack and influence our election. That demand has to be made. Its questionable for the president to go ahead with the meeting. But if hes going to go ahead and meet with putin, he must underline this extraordinary moment where were living in, where the government putin is leading has been outed with its effort to influence the American Election on trumps behalf. Theres just no parallel for this. For him not to be strong and make this demand would just be extraordinarily disappointing. Joyce vance, stick around for us. President trumps diplomatic efforts abroad this week gave rise to protests from london during meetings with theresa may and Queen Elizabeth to time off at his golf resort in scotland to helsinki where he arrived hours ago for a meeting tomorrow with Vladimir Putin. President trumps time in europe has been exclusively on friendly soil, at least on paper. But when asked which countries he considers as adversaries, trump had this to say. Well, i think we have a lot of foes. I think the European Union is a foe, what they do to us in trade. Now, you wouldnt think of the European Union, but theyre a foe. Russia is a foe in certain respects. China is a foe economically certainly theyre a foe. But that doesnt mean theyre bad, it doesnt mean anything. It means that theyre competitors. Okay. David ignatius is back with me. Also joining the panel is douglas lute and rick wilson, republican strategist and author of everything trump touches dies. Wow, what a title there. Douglas, im going to start with you on this one. The European Council president tweeting in response to what we heard from President Trump saying the america and eu are best friends. Whoever says we are foes is actually spreading fake news. As we just heard trump calling the eu a foe and calling russia a foe in certain respects, which i thought was interesting. He said the eu was a foe, end of sentence. Russia is a foe in certain respects. How surprising is a Statement Like that coming from an american president . Well, its very surprising, especially since the first part of this threepart trip was in brussels where both the eu is based but also the Nato Alliance is based, where President Trump met with our nato allies and 22 of our 28 nato allies are also Member States in the eu. So its quite surprising that youd come out of that first summit of these three with that sort of observation. You were a former permanent representative to nato. How concerned right now are members of nato about this trump meeting with putin . Well, i think theres some concern because we have a president who prides himself on being unpredictable. I think we saw some of that unpredict abiliability last wee brussels and in the united kingdom, but before that at the g7 meeting, before that in the meeting with north korea and so forth. So theres a lot at stake here with regard to the Nato Alliance. What its done with regard to deterring russia in the wake of the 2014 attacks in ukraine. And based on the essential nato requirement for american leadership, when the leader of the Alliance Goes to meet with putin and prides himself in unpredictability, thats quite troubling. Rick, you have a republican president now cozying up now to a leader like Vladimir Putin, a leader like kim jongun, while all the while calling into question his commitment to nato and our traditional allies. Is this the party you signed onto . It most certainly is not. The party i signed onto even more broadly, its not the country i signed onto. Since the end of world war ii, there was a 70plus Year Alliance of american, european nato powers and countries, all of whom understood there was a threat from russia, whether it was soviet russia before the cold war ended or the sort of chaotic kleptocracy crime family nation that russia represents today. We always recognize that the values of the best were superior, the values of the west were markedly different. You know, the president making a moral kwequivalency between the government of germany and the government of russia, last time i checked, the brits, the german, the french, the italians werent killing journalists. They werent imprisoning political opponents. Thats what russia is and does, and the president thinks theyre just fine that way. So lets talk about the meeting here, david. You wrote an article, the danger is that the Putin Meeting will implicitly condone putins brutal tack takes in ukraine, searia, the European Union and the United States and foster further discord within the Nato Alliance, a russian goal for nearly 70 years. Heres actually what the president had to say about specifically addressing the annexation of crimea with putin. Will you recognize crimea as part of russia . Thats an interesting question because, you know, long before i got here, president obama allowed that to happen. That was on his watch, not on my watch. People like to say, oh, crimea. But the fact is they built bridges to crimea. They just opened a big bridge that was started years ago. They built, i think, a submarine port substantially added billions of dollars. What will happen with crimea from this point on, that i cant tell you. So kind of avoiding the question there, david. Nonetheless, it did happen under the Obama Administration. The question now is he is the president. Is he going to address the situation with president putin. Is there a danger here, is there a fear that this could become a situation where the president walks away saying, look, lets wipe the slate clean, let bygones be bygones. It is what it is, russia has done what they have done, we know what they have done but lets start from ground zero here. That is a problem . I think theres a significant danger of that. We just saw Donald Trumps default answer to almost any question, its Barack Obamas fault. To say that well see about crimea, one thing barack obama refused absolutely to do was to ratify, endorse, accept russias forcible seizure of crimea. I think donald trump will want to say in some ways its time to get past the differences weve had with russia, its time to start on a new footing, a new atmosphere. He talked about the atmosphere in singapore with kim jongun. Im sure there will be smiles and handshakes. The problem is if thats done in a way that accepts without condition the aggressive russian action, seizure of crimea, the assault on americas electoral system, the brutal tactics in syria, i think its a significant american acquiescence to russian bid for power and something well look back on with deep regret. There are moments in history, the ulta meeting in which a carveup of europe was endorsed unfortunately by the u. S. Is one of those. I fear for trump helsinki could be a similar meeting if hes not careful. You know, if i may, its more than a little ironic that theyre meeting in helsinki. In 1975 the helsinki accords laid out the rules of the road for security in europe. Both russia and the United States are signatures to this convention. Those conventions, those rules lasted for about 40 years until 2014 and it was russia that violated the territorial integrity of crimea. Now its russia that has meddled with the internal affairs of another state, the United States. So i think its entirely appropriate for the president to go to helsinki of all places and remind putin of the agreements that have stood the test of time in europe, until putin chose to break them. Yeah, and we need to remember not going to actually know what is said between these two gentlemen because nobody will be witness to it except the two interpreters.
