Participants include local elected officials, local faith leaders, as well as a former police chief from kenosha, a Police Officer from kenosha, and a representative of black lives matter local organization as well. So a very different kind of visit to kenosha than what we saw from President Trump days ago when his focus was simply on the devastation to some of the local businesses by some of the violence that we saw in the aftermath of the shooting of jacob blake. This is the kind of contrast that the Biden Campaign has tried to highlight throughout this process. The Trump Campaign very clearly thought that the winning message for them would be a law and order campaign. The Biden Campaigns view is if you remember how he launched his campaign, it was focused squarely on the protests and counterprotests in charlottesville in 2017. That was what joe biden said motivated him to get into this race. You saw joe biden travel to houston to meet with George Floyds family and now in the wake of another incident which has roused real concerns about police practices, as well as criminal justice in this country, joe biden trying to be a convener and a healer rather than someone, as the Biden Campaign sees in the president , someone who is trying to divide the country. Daniel, let me start with you. On tuesday, President Trump stood in front of a pile of rubble in kenosha. Today joe bidens agenda takes him inside a church. How do you think each candidates imaging will play to their bases, and maybe to any undecided voters out there . Well, joshua, if you remember back in 2017 when donald trump put his hand on the bible and was being inaugurated as the 45th president of the United States, he talked about american carnage. He talked about death in the streets that were going to be coming to an end because he was becoming president of the United States. We had no idea what he was talking about then, we didnt realize that it was going to be foreshadowing to what trumps america looks like today. And so the picture of him walking through the rubble is very much reminiscent of what he talked about back in 2017. This is trumps america and hes trying to convince us that hes a bystander as Vice President joe biden said of his own presidency. Hes saying if we elect him president , hes going to stop all of the things that are occurring while hes president of the president of the United States right now. So i think that former Vice President joe biden is making a very smart move in going to kenosha. My only wish is that he had gone there before donald trump had gone there, but hes doing it in all the right ways. Hes reached out to the blake family in a real way, not lied about it like donald trump did. And i think that hes a unifier and he is very empathetic to the loss that people are experiencing right now. Bill crystal, the president approved a memo to begin restricting federal funding from cities with democratic mayors. The administration apparently deems to be in their words anarchist jurisdictions. Congress decides how federal funds are spent, so not spending them could prompt a court challenge. What funds are we talking about and what is the upshot of all of this . I mean, its a patently illegal executive order. The president does not have the ability to say these drug rehabilitation funds or housing funds, there are many different programs that send funds to cities and suburbs, and the president cant just decide on his own to stop them because he and his attorney general have decided that one of these cities is, quote, an anarchist jurisdiction because they dont like the Law Enforcement strategies that the mayor or the Police Commissioner has chosen in those cities. You know, so the thing will not happen. Hes asking the attorney general to get back to him in 14 days with a list and then omb in 30 days. It will have no real effects and it will be stopped by the courts if he tried to put it into effect. But it is startling. It shows trumps mindset, which is he gets to decide to cut off funds to cities whose policies he doesnt like. He doesnt have to go to congress and say we should produce funding for this or make it contingent on that. And what really startled me, having been in the government some, is the white House Counsel must have drafted that memo. I dont think donald trump wrote a fivepage memo by himself. The Justice Department must have signed off on it. Theyre enabling him in his authoritarian efforts. Its very dangerous and it shows how much all these safeguards, the guardrails that were there in the first couple of years mostly of the trump presidency, theyre gone. And this is just a memo. Are we confident that on october 15th we dont have bill barr come forth and say we have intelligence that shows the Biden Campaign has been in touch with the chinese and are we confident that the director of National Intelligence wont come forth with something . This is what worries me the most. Trump has the executive branch at his disposal and the normal constraints on a president for using parts of the executive branch totally for his own political purposes, a lot of those, unfortunately, have gone away. Danielle, President Trump is still calling on North Carolina voters to vote twice, once by mail, once by person to basically test the integrity of mailin ballots. Heres part of what he said. Let them send it in and go vote. If their system is as good as they say it is, obviously they wont be able to vote. The president sent tweets urging people to go to your polling place to see whether or not your mailin vote has been tabulated and counted, unquote. Danielle, it is illegal to knowingly vote twice. You can cast a provisional vote in person if youre not sure, only one will count, but the president is literally suggesting that people commit voter fraud. Do you think this is just bluster, do you expect this to have a real effect . When i found out that he said this, my eyes crossed. I couldnt believe that was actually said out loud. This is the thing, joshua. This is why were in the trouble that were in, is because our better morals want to lead us right now and tell us that donald trump cant possibly be telling voters of the United States to commit voter fraud. He cant possibly be unlifting white nationalists, he cant possibly be condoning murder by kyle rittenhouse. No, donald trump is an autocrat and you should believe him the first time that he speaks. This is not bluster. This is not a joke. He is signaling to his followers to commit crimes for his benefit. That is what a dictator does and Everyone Needs to stop making excuses about what it is that hes saying or believing his staff when they tell us, oh, he didnt mean that tweet or he didnt mean what he said. He means what he says. He knows what he is doing. This is strategic and we need to Pay Attention to it. And democrats, frankly, need to hammer in the point that this president is going to do anything to steal this election and we need to make it too big to rig. The old quote, when someone shows you who they really are, believe them the first time. Bill, attorney general barr recently said mailin voting is susceptible to largescale fraud and said that logic would dictate that it is. Top Election Officials from both parties have cited evidence otherwise. Barr also said that expanding mailin voting is, in his words, playing with fire because of the threat of fraud. How do you see all of this affecting the election, bill . I think just to pick up on danielles point, they want to create a sense of chaos, a sense of uncertainty, a sense that things are messed up. So one voter in North Carolina, lets just say, goes to the polls and maybe there is one in 1,000 that they sent in the ballot and they dont have the record and then he comes out and said, my god, i voted twice. Who knows how many people voted twice. Who knows what kind of fraud and rigging is going on in touch with the Trump Campaign and white house and suddenly President Trump is on television saying the whole thing is rigged, we cant count any of the mailin ballots or i need to have the Justice Department and the Homeland Security send people down and were not going to count those that come in by mail. Theres huge opportunities by creating a sense of chaos for trump to intervene, not huge opportunities, but some opportunities for him to intervene and really to damage peoples confidence in the outcome and conceivably to actually steal the election. Wasnt the Trump Campaign asking for more debates than the three that are being planned and also asking for them to start sooner than september 29th . Yes, all of that would be true. The reality is that the Trump Administration doesnt want a debate that is going to have, you know, questions, facts, really hold him accountable for his record, which is abysmal because hes a failed president. He doesnt want any of that. And so if he cant have a slate of fox news or info wars or Rush Limbaugh up there throwing softballs, then apparently its going to be a terrible debate, according to trump. What happened was my last semester, the only two political heroes i ever had, both were assassinated, dr. King and bobby kennedy. As a matter of fact, kennedy was assassinated the day i graduated. I came home and my city is the only city in the United States of america occupied by the military since reconstruction for ten months. Every single corner was someone, a military person standing there with a drawn bayonette. Not a joke, ten months. I had a job with a good law firm, one of the oldest law firms in the state. And after a while i concluded that i was in the wrong place. They were good people, but i couldnt become a public defender. And i used to have interview my clients in what they called the northeast corridor where amtrak runs from washington to new york, that area that goes right through my city. And i used to interview clients down in the basement of that train station where they were arraigned. And here i was thinking that and we had the eighth largest black population of any state in the population as a percent of the population, and we were, to our great shame, a slave state, although we were one of those border states who fought on the side of the north, thank god. But anyway, make a long story short, what happened was i thought black and whites would never be in my city talking to each other again. And here i was, literally 40 years later to the month, on january 17th, standing on a platform of that very same train station and looking out over what we call the east side, which had been burned to the ground literally. It had been completely levelled. They came in and levelled everything. And then across the river there was the third street bridge that was overwhelmingly 100 an africanamerican community. And i was standing on that platform on january 17th, waiting for a black man to come 26 miles from philadelphia to pick me up and take me on a train ride to washington, d. C. 10,000 people standing down below, cheering. And my son, beau, was alive then. He was the attorney general of the state of delaware at the time, and my daughter, who is a social work, the Largest Program in the state, and my son who was running the World Food Health program, usa, the Largest Program in the world, and i called them up and it all of a sudden hit me, here i was and that whole area had been rebuilt and the third street bridge is still in a little bit of trouble, but things have moved. And i said, dont tell me things cant change. I told them about the story. Am i violating social distancing here . I guess i am. Sorry. And i said dont tell me things cant change and i told the story and reminded them what it was when i was a young attorney. But i made a mistake about something. I thought you could defeat hate. Hate only hides. It only hides. And when someone in authority breathes oxygen under that rock, it legitimizes those folks to come on out, come out from the rocks. And i hadnt planned on running for anything again after my son had died and i was a professor at college and running another program at another college, until i saw those people come out of charlottesville carrying torches, literally torches, coming out of the fields. Their veins bulging, their hatefilled speech, chanting the same antisemitic bile that was chanted on the streets of germany in the 30s. And on top of that, accompanied by white supremacists, clue cluks clan, a young woman was killed protesting those folks. And the president of the United States was asked, what do you think, and he said, quote, something no president has ever, ever said, he said theyre very fine people on both sides. No president has ever said anything like that. The generic point im making is not all his fault, but it legitimizes, it legitimizes the dark side of human nature. And what it did, though, it also exposed what had not been paid enough attention to, the underlying racism that is institutionalized in the United States, it still exists. It has existed for 400 years. And so whats happened is that we end up in a circumstance like you had here in kenosha and have here in kenosha. But i am i had a serious operation years ago, the neurosurgeon, he gave me a relatively small chance of making it, and after it was all over, i said ill be fine. He said you know what your problem is, senator, youre a congenital optimist. I think weve reached an Inflection Point in American History. I honest to god believe we have an enormous opportunity now that the screen, the curtain has been pulled back. Just whats going on in the country, to do a lot of really positive things. You know, as much as they say that black lives matter, since the president has gone on this rant about law and order, et cetera, still you have over 50 of the American People supporting it. It was up to 78 . Thats never happened before. People are beginning to see, because of covid, who the people are out breaking their necks and risking their lives to keep them safe in their homes. You know that old definition of a firefighter . God made man and then he made a couple of firefighters. Youre all crazy, thinks god. You grew up in a neighbor hood where you became a firefighter or a priest, and i wasnt qualified for either, so here i am. But all kidding aside, look at whats happened. Youve got over 6,000 young dreamers, quote unquote dreamers in the Hispanic Community who in fact are on the front lines dealing with covid. You have all of those folks working in the supermarket stacking the shelves making 5, 6, 7 an hour and theyre mostly minorities, africanamericans, latinos. People are beginning to figure out who we are as a country. This is not who we are. This is not who we are. So the first point i want to make to you all is i am not pessimistic. Im optimistic about the opportunity, if we seize it. Im going to respond to what each of you had to say. Tim, you talked about this a lot more, that youve got to put money behind the solutions. The country is ready to put that money behind the solutions now. Heres what im proposing. You point out 30 poverty rate among africanamericans, you have living wages that dont exist. Were going to nationalize 15 an hour. No one should ever have to work two jobs just to make it. Thats not right in america. Two jobs just to be above the poverty rate, above the poverty level. Prison reform, theres a whole lot of forms it takes but my view is we should take prison reform, and ive been preaching this for the past five years, from prison punishment to reform. So, for example, anybody serves time in prison and they get out, they should be entitled to every Single Program that exists under the federal government. Why dont we want them getting a pell grant and going to school . Why dont we want them getting a job and being able to get Public Housing subsidies . Why dont we want them qualifying for what used to be call food stamps . But right now i wrote years ago with a guy name specter, a senator from pennsylvania, the Second Chance act. Right now were in a situation where you get out of prison, i think you all know this, you get a bus ticket and 25 bucks. By the way, 93 out of every 100 prisoners are behind a city jail, a county jail, a state jail, not a federal prison. Barack and i were able to reduce the population by 38,000 folks. Anybody who gets convicted of a drug crime, not one that is in terms of massive selling, but consumption, they shouldnt go to prison. They should go to mandatory rehabilitation. Instead of building more prisons, ive been proposing we build rehabilitation centers, mandatory. Theyve got to go to mandatory rehab. But its not part of their record when they get out if they finish it. The point you made, you get a record and it stays with you. Sorry, you cant get the job because you did the following, even if its a misdemeanor. We shouldnt be putting anybody in jail for that. We should find ourselves in a situation where housing right now in the United States of america, we dont have the kind of housing funding we had back in our administration earlier before that, even the republican administrations. No one should have to pay more than 30 of their income to be able to live and have housing, including people on the street. Thats why i proposed a 400 billion program to vastly increase available housing in america. And, by the way, its not a waste of money. Even the folks on wall street point out that will increase the gdp, make it grow. People will do better, people will do better. Hard as the devil for any of your clients who are black to get an entrepreneurial business loan. All the studies show theyre just as qualified to be able to succeed as anyone else is. Barack and i put together a program that was 1. 5 billion that brought 30 billion off the sidelines and we provide that program for the local Small Business associations so you can go and apply. Because, guess what, if you get a loan, then the private sector says, hey, hes got government backing, were going to join him, well get in the deal with him or her. Were going to move that to 150 billion. Its fundamentally changing where we go. Im giving you too much. I can see youre about to stand up. Mental health, Mental Health is a badly needed commodity right now. Thats why in the Affordable Care act we insisted that it be treated equally. Theres no difference between a Mental Health problem and a physical health problem. Theyre both related to your health. They should be both covered. We talked about the whole idea of federal support, clinics. We need community clinics. You guys are expected to do everything right now. Barb, you talked about rebuilding. Well, you know what, lets get something straight here. Protesting is protesting. My buddy john lewis used to say. But none of it justifies looting, burning, or anything else. So regardless of how angry you are, if you loot or burn, you should be held accountable as. It cannot be tolerated across the board. And angela, you talk about the whole issue of sensing. One of the things that i proposed is we make sure that prosecutors are able to have to list what the charges theyre giving to a person. For example, if youre a white guy who can afford a lawyer and youre charged with a crime, youre not charged with nine crimes, and given nine alternatives and say if you plead to the least one, were going to put you on probation. And you have no lawyer or you have a public defender thats getting paid half the federal prosecutor is getting paid. Public defenders are going to get paid the same amount as prosecutors are going to get paid so you have representation. Because once you get that on your record, youve got a real problem. Well, two people show up for a job, you have that thing you pled to you werent guilty of any of it, but rather than run the risk to go to jail, you pled and you ended up with probation. That happens all the time. Thats why we have to have the federal department of justice, which is not much of a department of justice right now, have the ability to go and look at the methods that are used by prosecutors and their offices, how they in fact deal with sentencing and what they do. Theres a lot more to say, but i probably already said too much, except that theres a lot were able to do. The public is ready to do these things. I promise you. I promise you. Last piece, education. The idea in the United States of america, your education is determined by your zip code. Title i schools, you know what it is, mostly in black and hispanic neighborhoods, but also poor white neighborhoods, title i schools are able to get 15 billion a year to make up for the 200 billion gap that exists between them and other school districts, white school districts. Well, guess what . We move that to 45 billion a year, it means i can put every 3, 4 and 5yearold in school, in school. Weve learned a lot in the last eight years. Every Major University in the country has pointed out that it increases by 58 the chances of that child, no matter what home they came from, will get all the way through all 12 years of school. It also insists that we provide for right now we have one School Psychologist for over 1,505 kids in america. We know now that about 60 of a childs brain is developed by the time they reach that age and anxiety exists with children that can be identified early is able to be dealt with, anxiety. But we dont do it now because they cant pick it up. Its a situation again, where when you do that, we know the most atrisk generation for the first time in American History is the z generation. They have the greatest anxiety of any generation all the way up the scale, no matter where they are. Weve also learned i know, youre getting too antsy, sit down. Man. This is important. Heres the deal. If you think about it, weve finally figured out drug abuse doesnt cause Mental Health problems, Mental Health problems cause drug abuse. And if you dont detect the anxiety in children early and deal with it and treat it, you increase the procespect that theyre going to find themselves susceptible to whats happening in the community. The generic point im making is theres so much we can do, so much we can do. And we can do it just by eliminating the tax cut for the top onetenth of one percent, which is 350 trillion thats done nothing to help anybody. 19 corporations making 1 bill a piece, dont pay a single penny in taxes. I dont want to punish everybody, but everybody should pay a fair share. I can lay out for you i wont know, because hell shoot me, but heres the deal. I pay for every single thing im proposing without raising your taxes one penny. If you make less than 400 grand youre not going to get a penny tax and youre going to get a tax cut if you make under 125,000. Its not that we cant do this. We hadnt been willing to do this. I think the public is ready. Ill do whatever you tell me, boss. You are the boss. I know when my dad would tell me to sit down, i sat down. So im good, im good. I think what you heard here was strength, experience, and empathy. Weve been listening into joe biden speaking at Grace Lutheran Church in kenosha, wisconsin, clearly twr clearly trying to lay out that he has been on the sides of both sides of civil sides and the day he graduated was when question dee was assassinated. He listed his policy plans and said that he could pay for them with a tax cut that he should would be 1. 5 trillion. He also addressed concerns in looting saying protesting is protesting, but none of it justifies, looting, burning or anything else. It cannot be tolerated across the board. Also, directly took a shot at President Trump and some of his rhetoric and said i thought you could defeat hate. Kristen, i dont know how much you were able to listen in on, but whats your sense of how joe biden is doing right now in terms of beginning to walk some of the talk that he has put out in terms of the contrast between him and President Trump . Hes demonstrating tremendous empathy, which is so sorely needed right now, because we have communities and families that are reeling from Police Violence. Its important that he spent time, personal time with jacob blake and the jacob blake family and it stands in stark contrast to the approach taken by President Trump, who made a visit to kenosha with the priority and goal of meeting solely with Law Enforcement and assessing property damage. It sends a dangerous message to the families, communities, and people who are marching every day right now to fully confront a crisis thats gripping the nation. Police violence and racial violence. So i appreciate the tremendous empathy that we have seen from mr. Biden today. It seems like his goal in a number of these statements, and part of what he said today, is to cast a Broader Vision in terms of how to deal with racial injustice. We heard him mention raising the minimum rage to 15 an hour, funding housing so that people dont have to pay more than 30 of their income, et cetera. Those seem to be bits and pieces of what voters have been waiting to hear from him. We also have been waiting to hear more about his visit with the family of jacob blake. Attorney Benjamin Crump released a statement minutes ago while the Vice President was speaking, said that he and dr. Biden met with the family, including jacob blakes father, his sisters and brother, ben crump listened in by phone, as did jacob blakes mother and jacob blake himself from his hospital bed. This piece of a statement in particular stood out. Quote, im quoting from the statement from ben crump, jacob jr. , the young man who was shot, shared about the pain he is enduring and the Vice President commiserated. The Vice President told the family that he believes the best of america is in all of us and that we need to value all our differences as we come together in americas great melting pot. It was very obvious that Vice President biden cared as he extended to jacob jr. A sense of humanity, treating him as a person worthy of consideration and prayer, unquote. That is part of a statement from attorney Benjamin Crump about the meeting that Vice President joe biden had with the blake family, so apparently, kristen, joe biden and jacob blake spoke, communicated somewhat today, which i think is the first weve heard of a Major Political figure actually talking to the family and to young mr. Blake. Which is one small step forward in terms of healing, just recognizing and acknowledging this brutal tragedy. Weve got to remember that mr. Blake is a human being. He is a father. He is a son. He is the descendant of a family that has literally committed itself to our nations civil rights movement. His own grandfather marched in the days after the assassination of dr. Martin luther king and so mr. Bidens actions today most certainly humanize mr. Blake. But what we need now is justice. What we need now are officers who will be held accountable for the harm done to mr. Blake. We need officers to be held accountable for the countless shootings of unarmed africanamericans. S. , that china is the greater and longerterm threat technologically, militarily, in terms of their intelligence capabilities and cyber abilities and they are a threat we need to be very concerned about. But at the same time, they are not posing the most acute threat to our election right now. Russia is. Russia is trying to covertly sew chaos and discord in an attempt to help boost Donald Trumps Reelection Campaign again, which is what the top official in the u. S. Told lawmakers privately last month in one of these inperson briefings that have now been canceled moving forward. He ultimately did release a Public Statement saying that this is happening and that russia is trying to denigrate joe biden and that actors on social media linked to the kremlin are trying to boost the president. But this is an area where they are concerned, people that you speak to who have read the underlying intelligence, that there is an attempt to kind of shield the president from the reality that the russians are again trying to interfere on his behalf. Now, the attorney general also contradicted officials about foreign efforts to undermine absentee voting or to create fake mailin ballots. What are senior officials actually finding so far . Yeah, so they completely contradicted the attorney general and the president on this front and officials told reporters during a call last week there was no evidence that foreign actors are trying to manipulate the actual process of mailin voting. Now, the department of Homeland Security released an interesting intelligence bulletin today saying that the russians are trying to interfere in the faith that people have in the process itself. Theyre trying to undermine that, theyre trying to make people believe that the mailin voting process is fraudulent and rife with problems. And many of those disinformation claims have been mirroring what the president has been saying. So to the extent the russians are interfering in this process, its only to sew doubt about americans ability to vote safely through mailin ballots. That is why its suspicious to these officials that you have stop National Security and intelligence officials who are saying that russia is responsible for this broad Disinformation Campaign that every week were hearing about a new effort by the russians to sew influence operations and to misinform people about voting, but at the same time you have people like the director of National Intelligence saying that china is launching a massive influence toward the election. I think if that is true, what people want to see is an explanation of what that looks like because so far the american really havent gotten a good picture into what the chinese are actually doing if there is intelligence to support that. I was working on a story up in prescott valley, arizona, which is a very conservative town about an hour and a half north of phoenix and i was interviewing a man wearing a trump hat and a petition circumstance lay or the approached us and said, hey, would you like to sign a petition for a pro life, conservative, independent to get on the ballot to help President Trump and take votes away from joe biden . Did the person say anything about who they were working with . No, he didnt. I asked after a second, the gentleman i was interviewing agreed to sign the petition and i asked the circumstance lay or the if it was kanye west and he sheepishly admitted that it was. What did the person do when they found out that youre a reporter . Yeah, well, he asked me to sign the petition and i said, i dont sign petitions because im a reporter and i work for the Arizona Republic and i think he probably misunderstood me and thought maybe i worked for the Arizona Republican. He said it was great to see conservative media out there and i corrected him on that and said, were neither conservative nor liberal and he then, you know, i asked i said, because i am a reporter, id like to talk to you and can i get your name and can i shoot video of you . And he started to get very worried and said, no, he cant appear on video, that he had signed a nondisclosure agreement and he could get in a lot of trouble and he was very insistent on that point, and he kept going on and on about how much trouble hed get in and this nda and et cetera, et cetera, we kept walking and as i was walking with him, he got to his car and drove off.
