Either with the United States or International Organizations that very process . Yes, we did. Yeah yeah, well be verifying. How will thatachieved, mr. President . Well, its going to be achieved by having a lot of there. A verification process very light on details. And because their oneonone meeting was witnessed only by translators, we also have very few details about what else may have been promised. I dont have to verify, because i have one of the great memories of all time. So i dont have to. More on that memory in a second. So if in the end, it does not pan out, if in the end, north korea benefits buts not deliver, will the president admit he made a mistake . Honestly, i think hes going to do these things. I may be wrong. I mean, i may stand before you in six months and say, hey, i was wrong. I dont know that ill ever admit that, ill find some kind of an excuse. So, our big question today, is did President Trump give more than he got from north korea . Well explore that question and the days events with my team of diplomatic experts here with me in just a moment. But first, lets start in singapore with nbc news chief global correspondent, bill neely. Bill, last hour, you told me they were partying in pyongyang. Why . Well, i suggested that they might be. I dont actually know that were speaking figuratively here. Reporter yeah, the elite of pyongyang here must be pinching themselves, because like i said, this is exactly what kims father and his grandfather could only dream about. The respect and recognition of the states and being treated as an equal. And kim, you know, he was an inteational pariah. Now suddenly a partner, a man who has come in from the cold, you know, International Leaders now lining up to meet but you know, hes given very, very little away. He has reaffirmed something he agreed two months ago, to work towards the complete denuclearization of the korean peninsula. No word of verifiable, no irreversib irreversible. As you heard President Trump there, he said, there may be International Inspectors in there, in the future. He also seemed to place a lot of emphasis on k has been doing. Those explosions at the tunnels, at a nuclear site. But as we know from the 1990s. When north korea shut down a nuclear reactor, thats not irreversible. You know, that was started up again. You know, and new tunnels can be excavated. So, you know, katy, i was reminded of the words of an agreement that north korea signed in 1992, n to test, manufacture, produce, receive, possess, store, deploy, or use Nuclear Weapons, and it agreed to inspections. That was 28 years ago. And its a far more precise and detailed and focused commitment than what we saw today. Lets look at the agreement and the points it has. Number one, the United States and the dprk commit to establish new u. S. Dprk relations in accordance with the desires of the people of the two countries for peace and prosperity. Two, the United States and dp will join their efforts to join ating and stable peace regime on the korean peninsula. Three, reaffirming, as bill just said, the april 27, 2018, panmunjom declaration. The dprk commits to work towards complete denuclearization of the korean peninsula. Four, the anddprk commit to recovering p. O. W. mia remains, including the immediate repatriation of those already identified. Bill, since you have a better ear on this than we do back in new york, how are the other countries surrounding north korea reacting . How are our allies reacti ining this agreement . Reporter well, in general, they welcome it, even though they, too, recognize that a lot of those words are just, you know, the same old warm words north a has used for a quarter of a century. But that wasnt the problem. You know, president moon got his moment. He got thae handshake that he dreamed of. And ty, came the bombshell. And i think it genuinely is something that he wasnt expecting, at least thats what we can garner from the statements coming from seoul today. And that was President Trump saying that military exercises will be canceled. Those military exercises, with south korea, were due to take place in just two months time. And from the statements from the blue house, for example, we need to find out what this means. That would suggest that south korea didnt know anything about it. Japan, too, will be alarmed at the idea that President Trump is thinking of perhaps withdrawing u. S. Troops from south korea. China, on the other hand, maybe happy with all of those things, katy. Bill neely, understated, as always. Nbc news chief global correspondent, bill neely. Bill, thank you veuch. And joining me is now is ambassador wendy sherman, former undersecretary of state for political air force and an msnbc Global Affairs contributor. She has negotiated directly with north korean officials. Susan dmaggio is the director and senior fellow with new america. She facilitated the First Official discussions between the Trump Administration and north korean governments last year. And rick sten ggel is the forme undersecretary of state for Public Diplomacy and Public Affairs and also an msnbc political analyst. Guys, talking about not doing the joint military exercises, i mean, suzanne, i imagine thats making, as bill just said, the North Koreans very happy, the chinese very happy. And the russians. And the russians. I think, very happy too. Surprise there. Thinking about creative ways to set the stage for good negotiation is fine. Thats great. And i think this is one way we can think about it. Those military exercises have already been reduced in size and scope. So taking ate step further is fine. But the problem here is we did not discuss it in advance with our closest allies in the region, the japanese and the south koreans. You set upcontact. You were the first one to set up contact between this administration and the North Koreans. When youre looking at this negotiation now, what would you have done differently or are you concerned about thisting that just took place . Give me your thoughts . Well, the document on the upside sets the stage for further negotiations, if we get e. But the downside is, it doesnt have any detail. Theres no attempt to explain whatenuclearization means to these both sides. I think thats worrying. So when i look at this document, it reads more like a first draft that was written by madame che on the north korean side than our side. So if this was the first game in a very long tennis match, i would give this game to north korea. Why would president obama not be willing to go out there and just meet with kim jongun . I mean, according to the reporting out there, and tell me if im wrong on this, but kim jong would have met with r it would have legitimatized him. Why would past president s not do Something Like this . Well, the three or four past president s who refused to meet with a dictator because it would legitimatize them, thats what all of the conversations were about. Will you commit for enough for me to legitimatize you by having a meeting . And that just happened. What tru has done, for better or for worse, and we agree that its, you know, talking is better than fighting, is that hes put the cart before the horse. Hes given everything away up top for the beginning, and then said, okay, well negotiate it from here. Thats why its a little scary. Theres no requirements. This idea of committing to denuclearize the peninsula, im committing to beat steph curry in a threepoint shooting match now p now. I mean, thats never going to happen. The problem is, theres no real restraints thats making him be able to do that. Theres no verification. Theres nothing set intone as of now that says, heres how were going to verify. The president went nuts about the iran deal and the verification process there. And that was codified. There were inspectors going in and looking at it. And they were coming out and saying, hey, it looks like theyre, so far, abiding by the agreement. Yes, with in fain fact, thern 11 reports all of which say that iran is complying with the iran nuclear agreement, and thats done with both by people and by electrical means and electronic means. And special effects, i should say. Yeah. In many ways. It could be used in north korea. But lets remember, iran didnt have Nuclear Weapons. We were shutting down the processes that were making the materials that would go into Nuclear Weapons and make a Nuclear Weapon possible. North korea has Nuclear Weapons and the means to deliver. So its a much, much tougher kind of negotiation to go forward. And whats so extraordinary about what happened here, bill neely was talking about the 1992 north south joint declaration on denuclearization. That was done between north and south korea in 1992. The agreed framework, which was negotiated by bob gluchi in the Clinton Administration also for ten years was moved forward. Didnt move forward perfectly, but it moved forward. And at the end of the Clinton Administration, what i was negotiating was a permanent stop to the testi who classes of longrange missiles, because then they couldnt have a delivery system, if they ever got a Nuclear Weapon. In the 90s, they had no Nuclear Weapons. When george bush came in, he decided to go in another way. We found out that north korea had a secret Uranium Enrichment Program as opposed to just plutonium, and things started to fall apart. But what i think is important here is, youve got to have a game plan. You have to know the right a left margins. You have to have a team ready to go to do the details and the hard work. And indeed, as both suzanne and rick have pointed out, this talk is better than nothing at all. Diplomacy beats war. But diplomacy has to also have a credible threat of force. So why the president is pulling back on these exercises, particularly without talking our allies, is extraordinary. Yes, its better than war. But go back and look at history and the history of world war ii, there were conversations that were being had between the uk and hitler and conversations that were being had, talking about the war ending and pacification, while they were ramping up towards it. So, is it, is it fair im not saying that that is whats happening in north korea, but is it fair to entirely trust that their talking to the president means that theyre cooling things down . Well, of course not. And when we were doing those missile negotiations at the end of the 1990s under mpresident clinton, he was willing to go to north korea if they were willing to close a deal. So we use the possibility a president ial visit to get them to close a deal, as opposed to have it come upfront. These guys, both believe they are the only ones who can make desions. And in that way, they are alike. And so i actually supported them getting together, if they had a capable team ready to go to work on the s. Donald trump talks a lot about, you know, personality a the rapport he has with somebody, the chemistry. And he spoke glowingly of kim jongun. Can he trust him . Well, this is an approach weve never seen before. Its leadertoleader, mano to manno. And in north korea, you feel this is the way things are done there. This is perhaps the way President Trump would like things to be done here, but we have a congress, we have Public Opinion and so forth. We have democracy and hes not a dictator. Exactly. But i think its worth trying this approach. And if we can get to the point that wendy has outlined, a real negotiation with a real negotiating team, then we may get some traction. We have to test it and see if it will work. So august is when the military exercises were supposed to happen again. If by august theres been no progress, whats going to happen . Are these exercises going to go on . By the way, did you notice that donald trump didnt call them military exercises . No, he called them war games. War games. Hes using same terminology that our adversary uses. Part of the problem is that because he has no experience or knowledge, hes willing to abrogate all of these things that we havent done for 10, 15, 20 years. He didnt know about what happened in 92 and 94 and places an overemphas personal chemistry and doesnt realize that countries have interests. Ki very good job of representing the interests of his nation and his own personal interests and he snookered donald trump. Is it appropriate for the president to speak so glowingly about a murderer . He is im sorry, he is a murderer. There are deplorable conditions, according to all of the human rights advocates and groups that have been able to talk to defectors leaving north korea, deplorable conditions for that society. He is speaking dpl ining glowing hes talented and has a great personality. This man is a murderer. I have to say that not only the president saying he was trustworthy, he was loved by his people, he was oh, so much fervor. As if his people arent forced and he also said that this would not have happened, except for the death of Otto Warmbier he said people in labor camps would be the winners. That kind of language, in my view, although i understand perhaps what his intention was, we shouldnt hear they arent worthy of the president of the United States. They truly arent. The human rights situation in north korea, as you have stated, is appalling. And suprepeople have no rights. There is no we, the people. There isnt anything but a dictator who has complete control over his country. And so for thedent i can understand, when youre sitting across the table, you have to give some respect to the person on the other side of the table, but the president went way too far. And i say, push him around . We just shook hands. It was very friendly. He learned, thats going to cos a lot of money for the people of canada. He learned, you cant do that. Looking at the president interacting with those two leaders, the contrast between the way he spoke of kim jongun and the way he is speaking of Justin Trudeau, what is your reaction . Well, greetings from vancouver, canada, where i am now. Its not just tweets, its not just words. Yesterday, the Trump Commerce department announced new tariffs on canadian newsprint. Now, that was done at the behest of an American Private equity firm that had made a had overpaid in Washington State and found they couldnt make money at the price they paid. And to bail out that firm, and we may find some interesting things about the connection between that firm and wilbur ross, but to bail out that firm, sanctions have been put on canadian newsprint. Which will have the effect, and this gives you an idea of how interdependent these two countries are. Yes, that will hurt people in the canadian pulp and paper industry. It will also have a devastating affect on every american newspaper that publishes still a print edition, and every journalist whose works appear on paper. You cant hurt canada without hurting the United States and vice versa. So, wait, do you think that that was part of this . I mean, could donald trump have known about that . I have no idea. I cant imagine it was done on 24 hours notice. But its an example of the settled intent of the Trump Administration to move in a more protectionist direction. That intent, what is so disturbing about it, and the reason Prime Minister trudeau referred to these tariffs as insulting is the president doesnt actually have the authority to slap tariffs on everything. Tariffs are governed by statute and by treaty. Donald trump gets this authority by invoking the National Security exemption, to be able to say, this import from canada poses a threat to the National Security of the United States. And heres why thats insulting. Since the eisenhauer administration, they have had a Single Market in defense procurement. That is, a canadian made every american weapon has a canadian component in it, almost virtually. And almost all canadian components come from the United States. Its one market. And canadian Prime Ministers have taken political heat for that. Justin trudeaus father was Prime Minister during the vietnam war. Many people in canada at that time demanded an embargo on Canadian Arms exports to the United States and the elder trudeau had to explain, canada did not have the authority to do that. Canadas integrated into the u. S. Single defense procurement market. And if a cappnadian firm bids o an american contract, the government of canada has no power to stop it. Thats how close the defense relationship is. And donald trump is now saying, despite that, because of National Security, canadians cant buy pulp and paper. The president keeps saying theres a trade deficit with canada, when in reality, theres a trade surplus when you look at goods andwicanada. Theres much more of a deficit when you look at china. Considerably more of a deficit when you look at china. So, so its the highest, frankly. So why is trump going after Justin Trudeau and canada, where we have a surplus. And trying to revive a chinese telecoms company, zte . Yeah, well, first, because its easy, and because he can. And second, i think one of the reasons that donald trump has a problem with americas rule of law partners is, china just granted approval to the ivanka trump trademarks and they seemed to expedite that. Canada has an authority to. If any of them called the Trademark Authority and said, can we speed up the trademark to help our relation with the United States . They wouldnt take the call, the local police would be called, the Prime Minister would be arrested and led off in handcuffs. In rule of law countries, you cannot deliver a trademark as a favor, but in china, you can. One other thing to consider. I know why you want to counter the president s disinformation. Deficitsuses in goods are a really meaningless way to think about the onomic relation canadas number one exports to the United States are energy. Americas exports to canada are dominated by technology and by food. Sometimes the price of energy is high, in which case canada has surplus, sometimes trade deficits. The point is, its silly in any given year to say, how does this relationship work, in terms of deficits and surpluses. The question is, over the long run, are these two countries growing together in prosperity and peace . This relationship is obviously a dramatic success. Its a 1 trillion a year trading relationship. Its bigger the trade between canada and the United States is bigger than the economy of almost any other country on earth. David frum, thanks for making us a little bit smarter today. The woman sai she could not get adequate help in el salvador and feared for her safety if she was forced to return. But the ruling means she will be forced to go back. And it sets a new precedent, one that narrows the qualifications for those seeking shelter in the u. S. Cindy carcamo is a immigration reporter for the l. A. Times. Youve been speaking to women who have been directly affected by this. Can you tell us some of their stories . Yes, actually. Some of the women who are actually the most impacted by this, by sessions new, you know, reing of the statute, essentially, are women who are actually in tijuana or who are at, you know, were awaiting, along the border, and who are waiting to give themselves up to immigration officials at these ports of entry. And the reason why theyre the most impacted is because sessions made it very deliberate and basically told these border officials that women who are or just people who are asking for asylum, based on Domestic Violence or Gang Violence should be turned around. So, you know, you have different populations of women. You have women or people who are victims of Gang Violence or Domestic Violence that the more in the immigon courts right now who ar waiting for their asylum hearings. And they have some kind of recourse in regards to, you know, they have a good immigration attorney. They could appeal their decisions. But, the women who or peoe who are at the border right now, who are waiting to get in, those are going to be the women who are the most impacted. Well, tell me the stories of what sort of what sort of stuff are they fleeing . When you talk about Domestic Abuse or Gang Violence, describe it. Okay, for instance, you have women who have you know, who are in shelters with their children right now, who are said that, you know, they were extorted, that they were hit on by gang members, to the point that they felt like their lives were in danger. Actually, the gang members did tell them that their lives were in danger and that, you know, this one particular womans situation was that if she did not procate, that she would have to that they would go after her. And so she basically fled in the middle of the night with her childrbecause the situation was so bad. I have another e was another woman who i spoke with who is a victim of Domestic Violence. And same sort of situation in cards to, you know, her husband, the person that she was with was beating her. And she felt like she was not safe. And so she came to the border seeking help, you know, with an infant in her arms. And she is trying to, trying to get some kind of resolution, trying to get some kind of help from the u. S. Government. And even after speaking with them about the new, you know, the new law, basically, that se has s basically you know, they basically said that they wanted to still come. That they are so desperate to come, that theyre still going to give ate tit a try. Cindy carcamo, thank you very much for joining me. Thank you. Joining me now, congressman carlos curbelo. Thank you for joining us. We appreciate it. What is your reaction to this e redefining of our asylum laws by attorney general Jeff Sessions . Obviously, these are stories that break your heart. And its obvious that Congress Needs to step in and clarify exactly who our asylum laws are supposed to benefit. Tradition traditionally, asylum in the United States has been reserved for those fleeing persecution, for their political beliefs, people who have been tortured for political dissent. But obviously, the courts shave expanded that definition and i think every american is sympathetic to any woman or any individual fleeing this type of violence. I think theres some valid questions, too, katy, for example, if someone is fleeing a Central American country because they dont feel safe that and theyre in mexico today, why cant theyim asylum in mexico . You hear a lot of people ask that question. Can the United States afford to welcome in every american from all over the world that is fleeing this type of situation . We really need to find a healthy balance, which is one of the reasons why were trying to get Immigration Reform out of the u. S. House of representative for the first time in at least over a decade. Well, lets talk about that. I theres an effort to force a vote on daca. Last i heard, you guys were sig away. This includes republicans and democrats, ifm correct. Where does that effort stand . Is it going to work . Were three signatures away. We have two opportunities to get our discharge rule, the bills that we want to take to the floor debated, either june 25th or a date in july. If we want to hit the june 25th date, we need to have the signatures by today, and theres a parallel process thats ongoing. Negotiations among House Republicans. And today theres a meeting at 5 30 just behind me here at the speakers office. And i think that meeting will be crucial. I think members in that meeting will know whether House Republicans are serious about bringing immigration legislation to the floor that includes a solution for young immigrants brought to our country as children, dreamers, and also Border Security and other components that are important to the administration. If House Republicans are serious about it, i think we may get legislation on the floor here very soon. And some members may decide that the discharge petition isnt the way to go. If theres dithering at this 5 30 meeting, if theres no progress. I think youre going to see some republicans say, enough is enough, join the 23 of us who have already signed, and force this debate on the house, where my goal, katy, has been, were going to debate immigration legislation on the floor of the house, one way or the other. Were going to keep an eye on that. What do you make of republican leadership. Their attitude that if its not a bill the president will sign, theyre going to not bother sending it to him. I thought there were three branches of government that had equal power. I question that line of thinking, because we pass a lot of bills out of the house that either the white house is silent on or that we dont really think can pass the senate, but we move them out of here, anyway. I understand the speaker. If were going to go through an immigration exercise, which is controversial and complicated, he wants it to be worthwhile. He wants to make law, and i do too. Im not interested in just having a vote here so we can go back home and say, i have this vote and we voted this way. The goal is to actually find a solution for these young people who by the end of the year could find themselves having no protections in our country. So, yeah, i understand what theyre saying. Im not enamored with that excuse. Buultimately, i think we all want to make law here, republicans and democrats and if we can get a law passed that the white house is willing to sign, thats certainly br than just having a messaging vehicle that people are going to use for campaign ads. I mean, this is so unlike an actual summit with an actual agreement that im prepared to accept any range of outcomes from, you know, they have another summit to donald trump literally forgets who kopg coim jongun is. You know, it was really, really bizarre. What are the odds that north korea follows through to, as the president puts it, to denuke the whole place . I just love that we have a new term. Stipulating that i dont know what it means to denuke, i think there is no chance that kim jongun is going to abandon his Nuclear Weapons. You know, we actually got kim jonguns response to a question one of the reporters shouted out to him, are young to get rid of your Nuclear Weapons, and he turned around and lad. So we dont a promisem the North Koreans to disarm, but we do have a good big belly laugh from the evil dic letting us know thats not going to happen. What was your impression of our president patting him on the back, giving him a thumbs up, saying hes got a great personality, talking about all the great hotels he can build on the beach, et cetera, et cetera, et cetera, et cetera . Yeah, you know, ill give the president a little bit of slack on this one. I its distasteful, for sure.
