Effect. Businesses were broken into and looted. Multiple fires burned with no sign of first responders. This morning, the front page of the star tribune calls it a state of agony. At one point, the governor called in the National Guard to respond to what he described as arson, rioting and looting. But there was very little sign the authorities had any handle on the chaos. It wasnt until dawn we saw the National Guard and state police show up and try to regain control of the situation. I want to go right to my colleague Shaquille Brewster who has been on the ground in minneapolis since the protest started. And i want to remind our audience, shaquille and his team are protected with security there. Shaq, lets start with that. How are you . Doing okay, stephanie. Just want to point out the scene that you see right now is much different than what we saw when our team first arrived here. When we came here, we were doing a morning joe live report and tried to do it from here but you saw buildings still engulfed in fire. You saw power was out completely. You saw people, dozens and dozens of people still shooting off firecrackers. Very active scene and no Police Presence. Look at what youre seeing now. You see state patrol officers who are now seeming to leave or go to different locations right now. Theyve been protecting the firefighters that have come in and have gotten taken those fires out. If you come this way youll see theres still some smoldering. You see firefighters still doing their job back here. What we did hear overnight is we heard from the mayor of minneapolis who condemned some of the demonstrations and these scenes were seeing. The violence that we saw in fuelscale rioting we saw overnight. We know it started out peaceful as weve had these past couple of days, and then it always has descended into clashes with police. Last night it was completely different. That Police Precinct was overrun by protesters. It was abandoned and evacuated by Police Officers. And then it was set fire as many other businesses here in this area have been. We do expect to hear from the governor today. He is expected to talk at about 11 00 eastern time. But i have to emphasize, stephanie, one thing we continue to hear from Community Members, and there are a couple of Community Members around here spectating, looking at whats left and whats left of the damage here. They continue to emphasize and they come up to me all the time and say this didnt have to happen. All we needed was an arrest and we could have avoided the scenes youre seeing right now today. Stephanie . Then how did the violence start . Because it absolutely started out peacefully. Do we know the source of when it turned . You know, yesterday was really interesting, stephanie, because for most of the day and as we got into the evening, the time wed start to see the clashes, things were relatively calm. There was music playing. Stevie wonder was playing. People were cleaning up and they were encouraging people to clean up trash in the area. Then you see the quick escalation. Thats what you continue to see, quick escalation. You talk to elected officials and people just from this neighborhood, they say that people who have been setting the fires, they say theyre from out of town. They blame people that they are unfamiliar with. They say people have been damaging windows who start in inciting the initial clashes. They say those are not people from this community. One person i spoke to, he mentioned some of the businesses you see here that have been damaged. One of them, for example, is an indian restaurant. Another is a native american or is a business owned by a native american family. He said this is not the people these are not the targets of their anger right now. Their anger, as they continue to remind us, is targeted at the four officers who have since been fired from the Minneapolis Police department who they want held accountable for the death of mr. George floyd. That is where their anger is. They still dont know why its leading to violence every night. They say theyll continue to demonstrate until they see an arrest for those officers. But they just dont know why it continues to descend to violence but the Police Presence that we see here is something that we havent seen since we arrived on the ground in minneapolis. Stephanie . This is a complicated and chaotic situation. We are so appreciative that you are there, shaq. I want to bring in mayor melvin carter, the mayor of st. Paul, the other half of the twin cities. I want to talk about the looting. Nearly 200 businesses damaged or looted. What is the state of your city this morning. Who do you think is doing this . Thank you for the question. Thanks for having me on. The state of our city right now is very similar to the state of our country. Theres an enormous amount of anger and rage that originated i say that was sparked by the video that we saw that we all woke up to on tuesday of george floyd being killed in a way that seems just gruesome and unacceptable to me and to a number of folks. But it didnt start there. It started with all the names, all the videos, all the hash tags weve seen. It started with all the court cases weve seen where things like this have happened and no one seems to be held accountable for it. I sure wish i could assure those young people that George Floyds life is something that somebody will be held accountable for that we have a legal and judicial system capable of Holding Someone accountable, of sending someone to jail for such an egregious act caught on video. We dont. This anger, this rage is understandable. Its inevitable at some level. Unfortunately, its coming out in a way thats really destructive and that is further victimizing the communities that are most in trauma already. If its inevitable, what are you telling your residents this morning . How do you keep them safe. Were telling our residents, one, take that anger, take that sadness, take that rage that we feel and lets channel it into a way thats going to help us build a stronger future for our children. I dont know a single person, a police officer, a business person, a community member, anybody who can look at that video and say, thats the way we want our country to be. Thats the way we want our relationship between our Police Officers and our community to be. To the point that shaquille made just now, though, i make a strong distinction. We have protesters out there who want to just peacefully say, look, george floyd should never have died. He should still be alive. Who want to peacefully say we need to see those officers in jail. We need to see charges pressed as soon as possible. And then we have folks who want to take to the streets and bash in a window somewhere. Those are two completely different groups, and its unfortunate. Its unacceptable. And whats happening is the places, the neighborhood places where our grandparents need to get their insulin and medicine in the context of a pandemic are being destroyed and closed. The places where our families need to get their food during a food shortage are being destroyed and closed. Our neighborhood barber shops, our local goodwill, the types of places that our Community Members rely on are being taken from us. Thats not helping george floyd. Thats not honoring his memory. His family has called for peaceful demonstrations, if you want to honor his memory. Were encouraging folks to stay away from the impacted areas and were asking folks to work with our in our community, our Police Officers and firefighters have done an amazing job working with a large set of Community Partners to hups get a handle on this. Were asking our folks to stay home, to stay away from those impacted areas so that they can continue to do their work. And what is going on with any of these Police Officers being arrested . Thats were advocating for it. Were making the call. I firmly believe that they ought to be arrested. They ought to be held accountable. They ought to be charged. So whats the holdup . Thats not my question to answer. I am asking that same question. Ill tell you, i think whats happening is we saw the county attorney in hannepin county give a press conference that the theres a tension maybe between trying to secure a longterm conviction and trying to secure a shortterm immediate arrest. I think its important that we see some level of justice, some level of accountability. We hear people in the community saying if you caught me on video doing that, theyd have had me in jail by sundown, and thats a hard argument to argue with. You were born and raised in st. Paul. You know that community. I dont. What can you tell us about the relationship there between the people in the community and the police, historically. You know, weve actually got a really strong relationship. Im the son of a retired st. Paul police officer. Im also one of probably relatively few elected officials across the country who knows what its like to be pulled over for driving while black. Thats a core part of why i ran for mayor. We wrap ourselves completely around making sure the relationships between our Police Department and our community are wonderful. Our police chief always talks about the bank of trust and the fact that by the time you need to make a withdrawal from that bank you better have made a bunch of deposits over the past few years. Our chief of Police Always asks our officers, were your actions reasonable . Were they necessary . Were they done with respect . Thats the standard that we expect our officers to meet every single day. We have great relationships with neighbors of Community Members, Community Leaders on the ground and one of the things i heard somebody say just a moment ago thats bringing completely true as i talk to my friends active in the black lives matter and justice for philando movement. Day in, day out, they are looking at the people inciting violence. Like i said, those folks who are here to break windows as opposed to those folks here to peacefully protest and to speak up their opinions about the world and the way things should be right now. They are saying we dont recognize these folks. Before we go mayor, youre also managing a city amidst a health crisis. Were in a pandemic. Are you concerned that youre going to see a spike in the infection spreading . Were not seeing many people with masks on. Very, very, very concerned about that. Ill tell you, outside of a pandemic, my instinct would be to bring people together. Weve thought about, kind of drawn up what it might look like to bring people together into a demonstration that we could do together. We dont really know how to do that in a safe way that would allow for social distancing and masks and all the things our Public Health professionals are advising us. We are fortunate in minnesota to have a governor who took strong action early to protect minnesotans while our Health Care Professionals were able to Health Care Professionals are able to boost our testing and treatment capacity. Weve flattened the curve as much as any other state has. That also means as were easing some of our stayathome orders were doing it in the context of not yet having likely experienced our peak case load and so this is very frightening for us that that community that was those communities that have been traumatized by that video, those communities who are double traumatized by what weve seen over the last 48 hours have the ability triply abused and traumatized by an accelerated outbreak of covid19. I want to bring in the first two people i wanted to call when we heard about all of this last night. My colleague, the reverend al sharpton, president of the National Action network and host of msnbcs politics nation and wes moore, ceo of robin hood, one of the largest antipoverty fighting forces in the country. R you were in minneapolis yesterday. What are people telling you . People are angry. Theyre frustrated because this is not the first Police Killing that theyve seen there and around the country. You know, stephanie, i brought with me to minneapolis the mother of eric garner who in 2014 was killed by a new york city policeman, holding him in a chokehold who said i cant breathe. And i wanted to bring her because, one, she could identify with the pain. She and i spoke with the family. And she communicated in a way that they would understand how all of a sudden you in the middle of all of this. So when we got to minneapolis and went to the scene where it happened and talked to hundreds of people, all i could hear was the anger and frustration of why they will not arrest the policemen. The tape is more than enough to establish probable cause. You do not need to prove beyond a reasonable doubt at this stage. All you need is probable cause to make an arrest and there is no reason why these four policemen should not have been arrested by now and for the prosecutor to come out yesterday afternoon and say in the press conference that there may be things on the tape that does not establish a crime, either he cleans it up later, it only confirms the fears and the doubts of the people there in the community which is why when i spoke with the governor yesterday, i suggested that he appoint the attorney general Keith Ellison to investigate the case because i dont know that the community or the nation can trust this prosecutor. What did the governor say to that . He said at this point, they were going to keep things where they were, and that he heard my plea on that. But well see where it goes. But i think that the fact that these are continual things. When we look at the uprising, when we look at the violence, and i agree with the mayor, everybody there is not a protester. Some of them could be from just taking the advantage of it. Others were hearing are some anarchist groups. But a lot of people angry and rebelling that rebel different ways. We never see this, stephanie, unless its a police matter. If its South Central riots in the or uprisings in the 90s. If its ferguson in the 2000s, its always Police Matters is when people lose faith and confidence in the protection arm of their city, thats when you see them go to the streets. Its not economic issues. Its not other issues. Its always Police Matters that spark this because thats when it becomes personal that society is not protecting me and those that should be protecting me have turned into the ones that are harming me. Wes, to that very point, you say that you understand the calls for peace, but its not that simple. What do you mean . Well, i share the calls for peace and, frankly, living in baltimore and being from baltimore, ive seen firsthand implications and we saw five years ago what happened after freddy gray. The longterm Economic Impacts we still continue to feel. But my question still is while were calling for this sense of tranquillity and a status quo, where are our cries for where are our cries supposed to go when we still dont have a measure of justice . As reverend al was saying, when weve had more reporters arrested at this point than Police Officers who were actually involved. And the thing that actually sparked this in the first place. So its important for people to understand that while we can call for a relative measure of peace, if we are not actually able to focus on the idea of systems change, if were not able to understand the fact that race continues to show itself in every single way in our society, the way we saw it with mr. Floyd in a way he was policed. The way you had a person who was in handcuffs laying on his stomach calling for his deceased mother and still, the officers did not see any form of humanity in him at that moment. In the way people are being asked to live. In the conditions were asking people to exist in. Theres a nigerian proverb that comes back to me. Its this idea that a child who does not feel the warmth of a village will burn the village in order to feel the warmth of the fire. And we have a situation right now in this country. We have still yet to deal with these longterm systemic issues. We have yet to address the issue of race in our society. And the fact that not all neighborhoods are policed differently. And for many people there is a theres this tinge of horrific irony to hear calls for tranquillity and status quo when justice has still not been delivered. But to that nigerian proverb, reverend, we dont even know if it was that wronged child who burned the village. The narrative always jumps to blaming these protesters for blaming and looting the buildings but we dont know that it was them. How hard is it to get your head around all the chaos . It is very hard. But those of us that have been in this for a while knows that this is always the case because you have the protesters that are organized, that are very, very much committed toward getting justice. And then you have all kind of forces that come in for other agendas and then those that are just naturally angry and will do reckless things. But what we do know is that the government is supposed to be organized. The breakdown started the first act of violence, stephanie, was the knee on the neck of this young man floyd. That we do know. And the government has not done what it should with probable cause on that situation. As wes said, you can arrest reporters and you cant arrest people that you see on tape that killed a man . Under no justification could you give to the public on why you kept your knee on a mans throat for nine minutes. Nine minutes. While people are saying youre hurting him. Hes dying. Hes calling on his mother who is dead. You were seeing how distraught he is. Hes calling on his mama who has died. Hes saying, i cant breathe. If your training doesnt kick in, if your obligation as an officer doesnt kick in, do you have any humanitarian instinct in you . What are we looking at if we can allow that to go unanswered . Thats where the rage is coming from. But, wes, we saw all the tapes because of bystanders. Just like ahmaud arbery. The actual video of that incident and this one didnt come from police or any other official channel. It was taken by bystanders and that was then leaked to the media. Will smith said it a couple of years ago. Racism isnt getting worse. Its getting filmed. And the fact that we had in the case of both mr. Arbery and also mr. Floyd, the fact that it took viral videos for there to be calls and movements towards any form of justice or arrest is part of that frustration. When you think about the history of this country, only 12 times in the history of this country has the president of the United States called the National Guard and activated the National Guard. 12 times in our nations history. Only two times of those 12 was racial conflict not involved. The first time was the 1970 postal worker strike in new york. The second time was the looting in st. Croix after the hurricane. Every other time the president has activated the National Guard, it was because of race racial conflict. And so at what point will you know, we need people to understand the dynamics that were talking about here. And the fact that we still have black communities, communities of color who at every single turn feel the weight of disparity. We see it in the weight of disparity, the difference between policing, about how the police siren sounds different in certain neighborhoods than others. We see it in what were talking about with youve been featuring for a while about covid19 and the disparate impacts this has had on communities of color. This is something that if we are not if we cannot focus on a longterm truly addressing systemic change and truly addressing the longterm trauma and reconciliation that needs to take place in this country, then well repeatedly have these things where the only response is then, well, we need to send in the National Guard or we need to regain order. When whats happening is its the same cry thats being repeated generation after generation. What we saw with mr. Floyd is a continuation. And that should not have to be something thats televised to get people to Pay Attention about these discrepancies and this pain needs to be addressed. In the middle of a pandemic, when we know the Africanamerican Community is being disproportionately hurt from a health and economic perspective. Reverend al, last point to you. I think that you said something i would say. In the middle of a pandemic, people are coming out, forgetting about the fact that they are supposed to be social distancing and all. They are coming out all over the country. Weve seen rallies from new york to what happened in kentucky and louisville, all over the country. And this weekend, were coming out. Were telling people to do it without looting or without violence, but people are saying you must make these arrests. The trauma, stephanie, of in the last 30 days weve gone through ahmaud arbery, weve gone through what has happened with Breanna Taylor in louisville and now this. All within 30 days while were under the safety of staying in place or staying in your home. To sit there and watch three incidents in 30 days, i mean, how much can people take without reacting . Were trying to say you must react, but react in a way that leads to justice, not just venting emotions. But for people that dont understand why theres a great reaction, more whites than blacks because i see many whites with that protest yesterday in minneapolis, i think those that dont understand that, i think something is wrong with them, not something wrong with those that are reacting to what is egregious and despicable thats been allowed to happen too long. He took to twitter saying looting in minneapolis will lead to shooting. And what did twitter do . They placed a warning label on that tweet for glorifying violence. Lets get back to our breaking news. You are looking live at pictures on the ground in minneapolis where there is heavy Police Presence after a night of heavy protests and violence. The president weighed in on the situation in minnesota overnight in a tweet that is now fueling his feud with twitter. The social media platform putting a special warning label on the tweet and saying that it violates twitter rules about glorifying violence. The president s tweet in question reading this in part. These thugs are dishonoring the memory of george floyd, and i wont let it happen. Any difficulty and we will assume control. But when the looting starts, the shooting starts. Thats a tweet from our president. This comes just hours after President Trump signed an executive order that seeks to change a federal law that currently protects social Media Companies from being held liable for what users post on their sites. Peter alexander is at the white house with the latest on this back and forth. Peter, while we are facing multiple crises impacting our lives, our livelihoods and our democracy, can you please explain the newest dog toy that the president is tossing out for us to chase . Well, you just read what were hearing from the president here. Twitter for the first time is posting this type of warning label on a president ial tweet. You remember it comes just days after they put two separate labels, factchecks on one of the president s tweets about mailin ballots here. As you read that tweet, we should give people some clarity. If you want to see the tweet for yourself, you have to read the warning from twitter first before you can see the president s actual language there. The language on screen says this tweet violated their rules about glorifying violence. However, twitter has determined it may be in the publics interest for the tweet to remain accessible. Notably within the last hour, the white houses official twitter handle has now posted the exact same language by the president with those words referring to the protesters as thugs. And again saying that any difficulty and we will assume control. But when the looting starts, the shooting starts. Twitter for its part says, among other things, there is Historical Context here that they thought their users needed to be aware of. And they dont specify what that Historical Context is but we can give it to you. In the late 1960s, that very language, when the looting starts, the shooting starts, was used by a racist white police chief. A man by the name of Walter Headley in miami. He credited it for the get tough campaign that infuriated black communities there in the height of the bloodshed during that era. He also said among other things, we dont mind being accused of police brutality. They havent seen anything yet. So the president s words this morning echoing that sort of incendiary language from back in the late 1960s. Weve reached out to the white house to see if the president has any public plans to address this issue today. His only public event is scheduled for later today. Hes been attacking twitter again over the course of this day with one word talking about china and just moments before that saying twitter is doing nothing about all the lies and propaganda that are being put out by china or the radical left democrat party. You got two things at play here at once. The president still fuming about twitter. And the president still sort of ratcheting up his language as he addresses whats taking place on screens across america in minneapolis. Steph . Peter, thank you. Isnt this to sow discord and the fact there are more than 100,000 people dead, the infection rate is not decreasing and more than 40 Million People are on unemployment . Yeah, i think distraction is part of his game for a long time. Its not a new and fresh thing thats happening. In this case, hes trying to wrap himself in the First Amendment by issuing executive orders with a lot of words in them but not a lot of law. And now the official white house twitter handle is now being used to troll twitter essentially. So, you know, its a lot of game playing when this is a very serious situation in minnesota and across the country and, of course, around coronavirus. Dylan, this morning, dan scavino is saying twitter is full of it. If twitter sucks so bad, why dont they just stop using it . This is the president of the United States. He has every possible outlet he could dream of to get his message out there and hes welcome to sit down for an interview every day. Just stop tweeting. Stephanie, theres no platform that trump has leveraged more to drive the political conversation than twitter, broadening out to social Media Companies generally. He relies heavily on facebook and youtube for advertising. The notion that he would just like to shut down twitter, that he would stop using twitter is, obviously, farcical. And i agree with everything that kara said. The president is trolling twitter and picking a fight with twitter that is entirely about political theater. Almost certainly nothing is going to come of this executive order in light of the fact it may not even be legal. And if you get into the language, its largely toothless. When you have a pandemic where more than 100,000 americans have died and the economy has been ravaged and people are losing their jobs and a lot of that is on you, it is much easier to pick a fight with social Media Companies. In fact, you know we have even some new reporting this morning on using the white house account to basically tweet the same thing trump tweeted earlier about looting and shooting. We talked to twitter about that. They are currently reviewing it, and they are likely to place the same label on that tweet that they did on the tweet from the president. So were basically going to see this game where the focus of the conversation shifts from what we should be talking about, and what youre talking about, which is coronavirus, whats happening in minneapolis, and well see more and more time spent on this tension between trump and twitter that is largely just political theater. Lets pretend this executive order wasnt tuoothless. Lets pretend twitter, facebook were regulated, there were issues of liability. Wouldnt that come right back to bite the president . Well, the question of liability is two different things. Thats the problem. This is all being conflated together. Theres Third Party Liability on the platform. And then theres this. Now if they want to sue twitter, they may not have immunity for putting these tags on, by the way, but they can sue twitter. The president can sue twitter and say that this is libel. What they are doing. And then hed lose because its factually correct. You win when its factually correct. So a lot of things are conflating here in order to make it simplistic, including not understanding what the First Amendment says. And the president promised to preser preserve, protect and defend the constitution. He should read it. Congress shall make laws. From what i understand from lots of legal, very smart legal people is that you cant do it this way. Of course, congress could do this. They could look at section 230. They can do a lot of things but thats the process of this. And thats the difference here is that you cant just say, i dont like it. Im going to do an executive order. And its not going to work here. Theres so much case law. Theres so much theres so much that needs to go through it before 230 is challenged. So well see what happens. But this is just a game. This is just a ridiculous game. Its a waste of time in the middle of a crisis. We dont just have the coronavirus crisis. We have this terrible situation in minnesota and across the country. And thats what needs to be addressed and, of course, this president doesnt want to do that. I want to share what Mark Zuckerberg had to say. We have a different policy than twitter on this. I just believe strongly that facebook shouldnt be the arbiter of truth of everything that people say online. I think in general, private companies probably shouldnt be or especially these Platform Companies shouldnt be in the position of doing that. Dylan, who cares how Mark Zuckerberg feels. Where is congress here, the ones who do actually set the rules and regulations . There are lots of reasons to criticize any one of these platforms and basically, until this point, they can run with almost no rules. Certainly not the rules that traditional media organizations like ours face. Thats right. You know, Mark Zuckerberg didnt get a lot of love for effectively saying you shouldnt factcheck or at least facebook wont factcheck the president in an instance like this. At the end of the day, you and i have talked about this a lot. Philosophically speaking, would you rather have Mark Zuckerberg, the owner of a private, forprofit company, making decisions about what people can and cant say and getting into wars with the president , or rather have government step up and set what Mark Zuckerberg and other tech leaders have asked for are rules of the road by which they can play. The reason that tech leaders are asking for more regulation and, obviously, they want certain kinds of regulation, but the reason they are asking for it is because they are in the business of running their businesses. And they do not want to get bogged down in what are obviously, as were seeing today, extremely messy fights about political speech, freedom of speech, censorship and issues like that. What they want to do is know how they are allowed to run their businesses and then run their businesses accordingly. And so, look, i think Mark Zuckerberg has picked his lane of, were not going to be the arbiters of free speech. You can debate whether thats the right lane to pick. At the end of the day hes going to avoid the messy fight that jack dorsey, the ceo of twitter is getting into right now with the president of the United States. Of course they want no rules. Dont we all . Kara, last point to you. Oh, mark, i dont know. I think they do it all the time. They make these rules all the time. They have put labels on things. So does youtube. I think the question is, weve got to sort this out in some way thats substantive and over the long term. I suspect its going to take a lot longer than this political theater. Buts real but its really important to think about this and think about all the constituencies involved, which is everybody. That aint going to be easy. Thank you both. No, no. In denver, the state capital was put on lockdown after someone fired a gun near a peaceful protest. In columbus, ohio, chaos broke out as protesters started charging the State Capitol and more protests are expected there today. I want to go to new york where another rally and a vigil will be held later today. My colleague ron allen is standing by. Whats going on . Well, stephanie, there was a big protest here yesterday in new york as well. There were several hundred protesters who gathered. There was a bit of back and forth with the police. Two Police Officers were injured and suffered concussions, the department says. The protesters, like everyone else, is angry about whats happening in minneapolis. And here in new york, they are expecting another large crowd here at foley square surrounded by courthouses, state and federal courthouses. There are some Police Officers already out here now setting up barricades to surround this area. The new york police are no stranger to these kinds of protests. They are taking precautions. Now the main event this evening is going to be, we expect the arrival of gwen carter, the mother of eric garner, died at the hands of police in 2014. In july 2019, almost a year ago, thats when the federal government decided not to prosecute the officer who is allegedly who was choking garner when he died. That set off protests back then. His mother will be here trying to rally and demand justice. The case between the case in minneapolis, the cases here are so similar, so similar to other things that have happened around the country. Thats why these protests are breaking out. So again, police are getting ready. There were some injuries last night. Also several dozen arrests. These growing protests across the country are taking place during a pandemic. The coronavirus pandemic. And lets give you the facts this hour. This morning, more than 102,000 people in our country have died from the virus. That is more than the number of americans killed in the wars in iraq, afghanistan and vietnam combined. Meat processing plants have become hot spots for infections across the country. At least 44 workers have died from the coronavirus. And more than 3,000 have tested positive. And in the nations capital, lawmakers are taking time to honor these lives lost. Holding a somber moment of silence on the house floor thursday. Joining us now for a Health Update now, former cdc director, tom frieden. It was three months ago today that we recorded our first coronavirus death in washington state. Give us a reality check. Where do we stand today . Stephanie, its a somber moment to think of the first 100,000 americans killed by this pandemic. And its a time to reflect, to mourn. Its also a time to be determined to be as focused and effective as possible so we dont lose another 100,000 of our family members, neighbors, communities and to see what we can do to turn the tide on this because weve learned a lot. In fact, we have learned so much about the virus. Weve made some progress with testing. Weve started Contact Tracing. But, still, there are far too many people getting infected and far too many people dying from this pandemic. And to tie it into the lead story from today, were seeing a disproportionate impact on africanamericans, native americans and others. And that really reflects a series of inequalities and injustices in our society. And i hope as we address the pandemic, we wont lose site of the need to address inequality and injustice also. But heres the issue, tom. We are losing sight of that. Things are getting worse, and i know youve said that there is no silver bullet, and we need a comprehensive strategy. We dont have one or were not applying one. So given all of that, what do we need to realistically do as more cities and states are open . Not idealistically. Realistically. I think there are a few things really important. One is that we understand that this isnt about open versus closed. Its varying degrees of being open or closed. Right now we need to gradually restart without rekindling. We can do that by focusing in two ways. What can we do in our environment to reduce risk . That means being outdoors more. Washing hands, wearing face masks as 80 , 85 of americans strongly agree. Lets be clear on what is understood and respected. That when everyone wears a mask, everyone is safer. But also means continuing to scale up the box it in strategy where we do testing, isolation, Contact Tracing and quarantine. Those are the four corners. Any one of those four corners is weak, the virus escapes and threatens our lives and livelihoods. Then whats your take on whats happening across these Meat Processing plants . Weve seen not just in the u. S. But also in several countries of europe large outbreaks in Meat Processing plants. Its maybe a combination of people being very crowded together in that Work Environment and also potentially because its colder there. Refrigerated and perhaps the virus spreads better that way. Were going to need to ensure safety for essential workers. And meat packing plants and elsewhere. Second, many of the populations have worse Health Status to begin with, and, third, less Health Access to begin with. Layer on that that the economic devastation were seeing in communities, and really you have this enormous problem where we have to try to get past this partisanship. In terms of creating a safe and effective environment, i want to talk about creating a safe and effective vaccine for a minute. Given the time pressure were under, are you concerned that safety precautions are going to be cac fised because we really need this thing . Im concerned more about the communication. Lets be realistic. A vaccine may be demonstrated to work in a small number of volunteers in a few months, but that doesnt mean its been proven to be safe and effective. We wont know who to use it, at what dose, how many times, who will benefit most, what the duration of immunity, how much produced, who distributes it, who pays for it, how do we monitor adverse events . We are expecting to hear from Governor Tim Walz just two hours from now, speaking about the states response to the protests and waiting on additional word from the county attorney on thursday when he defended his decision not to arrest any of the four Police Officers who were fired after George Floyds death, suggesting there is evidence that does not support the charges, but we dont know what that evidence is. Earlier i spoke to the mayor of st. Paul. Nearly 200 businesses damaged or looted. A clear distinction between the protesters and those who are committing these acts of violence. We have protesters out there who wanted just peacefully to say, look, george floyd shouldever have tdied, should still be alive. Peacefully say we need to see the officers in jail, charges pressed as soon as possible and the then those who wanted to bash in windows somewhere. Those are two completely different groups.
