That is nearly half the country that is seeing cases of the virus going up in the last few weeks. Were not just seeing more people test positive. Were seeing more people get really, really sick. We know this because hospitalizations are also hitting record levels. It is happening in states like texas, florida, california, and arizona. And i want to go straight to the white house where my colleague monica alba is standing by. Whats the plan for today . You can hear marine one just behind me, stephanie, as the president is set to depart here shortly for a multistop trip to a battleground state. Hell visit a portion of the border wall. This is something the president has wanted to do several times over the course of the administration but hasnt done it since the beginning of the coronavirus pandemic. This is really a first trip thats more political in nature without highlighting what the administration has done on the health crisis. Even as you see cases rise there in arizona. From the border wall, hell be heading to phoenix where hes going to be addressing as many as 3,000 young republicans. And this is not an official Campaign Rally organized by the trump 2020 team, but it will have all of the trappings of that kind of event. And it comes on the heels of that tulsa gathering that really was quite underwhelming and disappointing for the president with sources telling us he was furious about the low turnout. They are hoping to have a more packed house today. The people who will be attending, what precautions will be taken in terms of health, in terms of the coronavirus there with all that up tick. And the other thing were tracking here is what the president is going to be talking about messagingwise. Hes certain to hit on immigration in arizona. Thats something we saw him talk about over the weekend. But there isnt a real strategy or clear attack method for going after his general election opponent, former Vice President joe biden yet. That hasnt been clear. Really his speech over the weekend was a total recast and greatest hits from 2016. Not much new ahead of november, stephanie. All right, speaking of phoenix, i want to take you there. My colleague Vaughn Hillyard standing by in phoenix. A city thats now mandating face masks in public. Vaughn, we mentioned that covid cases have been going up there. When covid cases were going up in new york, you knew it. You felt it. It was clear when you walked down the street. Is that the case in phoenix . Look down this way, stephanie. You have thousands of folks here expected over the course of today to see the president here at dream city church in the heart of phoenix here. And you said it. There is a masking policy now here in the city of phoenix. The Mayors Office released a statement saying they intend to enforce that ordinance. They do not want to issue tickets but they intend to issue that ordinance. The cases in arizona have exploded, and there is that masking ordinance, but you continue to see around this area folks not adhering to it. Can i just ask why not wear masks to you guys . Holding the breath. Its part of that, the minister, the pastor of this church released yesterday quite a striking video suggesting without anything to back up the claim that there is an ionization system that will kill 99. 9 kof covid germs. I think you have that video if we can play a bit of that. Lets play that right now. Actually, dont think we have that video there, stephanie. But the but the pastor of the church there suggested yesterday that there was this ionization system saying it was safe for folks to come in. That the system would kill the germs withinent ins. Of course, the cdc says there is no such equipment thats been proved effective. What you see are frankly hundreds of folks that are getting to stream into this event with clearly no intention to take covid seriously. I think thats the reality of what the president here this afternoon is going to be walking into. And that young lady vaughn spoke to, shes not wearing a mask because while she is speaking to him, she claims shes holding her breath. To discuss this deeper, the person who knows arizona politics inside and out. Hes a political reporter with our nbc station in phoenix, 12 news. Lets start with the president and his focus on arizona. How badly does he need this state to win . If you believe the polls, arizona is a swing state this year. He must win arizona. Whats striking about the numbers for the president is even in the best of times with a soaring economy, donald trump never really cracked 50 in the polls here. He won arizona by just 3. 5 points in 2016. Now against joe biden, its neck and neck. So he really faces a fight. Trends in place in 2016 and 2018 that helped the democrats are still in place even more so in 2020. Well, ive got to depend on polls because im far, far from arizona. But youre there. So take us to the people. Democrats think latino voters will finally turn your state blue. But they thought the same thing in 2016. Do you think 2020 is going to be different . Every two years we say this is the year the latino vote makes a difference. And every two years since about 2010, 2012. Its grown significantly in 2018. It will continue to grow. Its a very important part of the Democratic Base here. But you cannot win as a democrat if you dont bring the independence in our state over to your side. Independence historically, we believe them to be republican. What weve seen over the last two cycles, 16 and 18, theyve gone democratic and latino vote important, yes, but you cant win without those independents. What do people in phoenix think about the heads of that church thats hosting the trump event today saying theyve got a new ionization system that kills 99 of the virus. We know thats absolutely not true but what are people there saying . Do all those people in line, are they believing this nonsense . Ill find out in a few hours because im going there to that event today. And ill be inside that church so maybe ill be able to test the ionization system. This is clearly just, you know, bunk, to put it politely. Even the company that makes the equipment backed off the claim late last night. I cant tell you what people in phoenix think about it. I can tell you what people on social media think about it. Thing its nuts. And just to point out what they are reporting, the pastors of this church are quite close to the trump folks. Theyre not as independent as they might seem so they might have a desire to make this seem safer, truly, than it is. I have to tell you, if one of those kids were my kid, id tell them, dont come home tonight because you dont want you in my house infecting us. What are you going to do . Youre going to be inside that church today. Are you going to go home tonight . Im going to do thats a very good question, stephanie. Ive been thinking about that. Im going to do my job. Im going to mask up. I have more n95s last night at work. And ill be prepared. And i will avoid people. I am hopeful they have us, you know, kind of somewhat removed from the folks on the floor in that auditorium. Well, i wish you luck. I want to ask you quickly about the senate race in the state of arizona. Mark kelly versus martha mcsally. Whats your take . Martha mcsally has had about three years to show arizona voters what she is all about. A year and a half in the senate so far since her appointment by doug ducey. You saw the poll there. Shes consistently down ten points to mark kelly. Now ill say this. Its a weird race right now as it is across the country. Pandemic, what people are seeing right now are the ads on tv and the ads here have started. Theyve been up for a while. Yet she really just has not broken through at all. If anything, shes in worse shape today than she was in 2018 at the same time. In her race against kyrsten sinema. You have republicans coming out to Vaughn Hillyard the other day saying, if she cant show us shes a good candidate in six to eight weeks, this race is probably done. Thats a really bad sign when your own party here in arizona is worried about you. No doubt. All right. Well, im a little worried about you. Stay safe today. Good luck reporting tonight. Roberto, before the president gets to phoenix, hes going to visit the border wall which i feel like we havent talked about in months. Is that still a big selling point for his base . Last i checked, when he was running last time, wasnt mexico going to pay for it . Weve proven the last three years, theyre not. Its a selling point for his base. You talk to white house officials, they are concerned about making sure that base comes out. They look at the images from the president s most recent rally in tulsa. They are looking at polling data and they know in places like arizona, where they have been traditionally sometimes red states, sometimes blue states, you need to make sure that base comes out. Listen, i know i may be a softy, but this is the second time the president is going to a state thats hard hit by the coronavirus. And he keeps saying, no problem. Im not worried. Isnt it harder to make that ca case, win those voters over. Those voters who may be sick themselves or have family members who are . Its a very difficult case to make. Based on my conversations with white house officials and trump advisers, they dont really want to make the case on the coronavirus or pandemic. This is all about the reopening of the economy. You saw the arizona voter, the citizen who talked to Vaughn Hillyard not wearing a mask. Theres a push inside this white house and administration to open up the country regardless of the risks and regardless of the spikes you still see in states in order to make that the selling point for the reelection campaign. The president tweeted again that cases are only going up because the United States is testing more. And if we had fewer tests, wed have fewer cases. We 100 know that is absolutely wrong, and aside from that, yesterday the white house kept saying, oh, the president was joking about that. But now hes doubling down. So what position can the white house take now on this . In politics, its very rare to have jokes. You have statements and you have facts. Thats the language and the currency we deal in, at least in terms of reporting. So you see the president here saying that, oh, woe be him because theres so many tests going out throughout the country that the number of cases and number of deaths is rising, but especially the number of cases. This is an issue that shows the personalization of policy by President Trump making the issue about him rather than about the crisis that confronts the country. Okay. Ive got to ask you about white house trade adviser Peter Navarro. He was asked very clearly on fox if the china trade deal was over and he very clearly said, yes, its over. Then we saw futures markets tank. Peter navarro, the same night within hours, walked it back and said he was talking about something else. Larry kudlow refuted what navarro said earlier. Does navarro have a job today . He does because the president puts him out there on a limb sometimes to be the china hawk to be going on all the Television Shows and doing the print interviews, being hostile toward china. But the trade deal as larry kudlow proved and the president proved with his tweet, it remains central to the president s casereelection. They dont want to rupture it. Sometimes Peter Navarro gets too far out there. Larry kudlow was calling almost every reporter late to reassure them the china trade deal was not dead and navarro issued a statement. The futures went back up but it shows you how this white house works. Well, he didnt call me. Perhaps thats because if he did, he knew i would say to him, well, before you joined this administration, you were super hard core antitariffs. Polls are officially open in the state of kentucky where the race is heating up between former marine Fighter Pilot amy mcgrath and state representative Charles Booker. Two democrats facing off to get the chance to challenge Mitch Mcconnell in november. But this morning, there are new concerns about long lines and chaos in some counties after Election Officials cut what is normally 3700 polling locations down to 200 citing coronavirus concerns. Were going to speak to amy mcgrath and Charles Booker in a moment. First nbc political reporter Shaquille Brewster and National Correspondent Steve Kornacki join me to make down the latest on the race. Shaq, what is going on . The state is cutting nearly 95 of polling locations. I would think given the coronavirus concerns youd want to have more polling locations so people wouldnt be crowded together in lines in polling sites. Well, stephanie, that cut came with a dramatic expansion of early inperson and mailin voting. We are here in louisville, kentucky, at the expo center. If i were to tell you the largest county in the state, jefferson county, went from the 256 polling locations to just one, you would expect to see those large lines weve been seeing across the country. Look behind me. Youre not seeing that. Theres been a constant flow of people. No lines here. People are wearing masks. You have election poll workers wearing face shields whenever theres a new voter. Theres a round of applause for the new voters. Youre hearing that regularly. As you come to the left you see the actual polling booths. Voting booths. Theres over 350 voting booths here. And many of them are empty. You have people voting here but many of them are empty. Thats not because of low voter turnout. Thats because of that expansion in early voting. Before polls open today you had over 38 of registered voters in this county already casting their ballot either through the mail or coming in person to vote early over the past two days. So because of that expansion in voting, thats why people are saying its not voter suppression. They are saying its been that expansion youve been seeing here in kentucky. All right then. Steve, lets take a look at what this race has done. One month ago, it seemed like amy mcgrath had this thing on lock. What happened . Well, theres been some late momentum, it would appear. We havent had a lot of polling in this race, but it appears behind Charles Booker here. As of a couple of weeks ago, this was the financial situation for these two candidates. Amy mcgrath got a lot of attention in 2018. Ran for a congressional seat there outside lexington. Came close. A lot of national attention. A lot of National Interest when she got in the senate race to try to take on Mitch Mcconnell. She raised a ton of money. Booker got in months after mcgrath. Didnt get a lot of attention. A lot of endorsements, elizabeth warren, bernie sanders, alexandria ocasiocortez. Plus black lives matter has stressed attention on matters hes been stressing. Will it be enough to catch mcgrath who had a lot of advantages . We will see. And just to put a point on what shaq was talking about there. The turnout, there has been a lot of attention on the one polling place but look at this. They received over 500,000 ballots plus 90,000 more voted in person. This was as of yesterday. Looks like theyll surpass turnout from they last couple of primaries. They could go for a record for primary turnout. Wow, well, all eyes on the state of kentucky. Joining me now, kentucky state representative and Democratic Senate candidate, Charles Booker himself. Mr. Booker, big day for you. Many thought this primary was over. Now youre up in the latest poll. Why did it take so long for your campaign to gain traction . First of all, thank you for having me. In kentucky, were used to being ignored. Nobody listens to us. Nobody pays attention. Nobody hears us when were crying out. So im not surprised that as we were building the momentum, a lot of people didnt see it, but we were working anyhow. We were inspiring kentuckians to stand up and get involved like never before. Building a big coalition. In this moment of crisis, weve been able to show why this type of leadership is critical. And its standing on the front line with folks demanding justice from Breonna Taylor, david mcatee but also standing with labor. Standing with miners, with teachers, fighting for a better future. Its allowed us to build this coalition thats going to shock the world today. Im proud to be part of it. One person from kentucky gets paid attention to and thats Mitch Mcconnell. Hes been reelected five times. Hes the Senate Majority leader. Do young the majority of kentucky voters are ready for a plan that centers around the Green New Deal and medicare for all . I do. I listen to them. Mitch mcconnell was elected two weeks after i was born. Hes been screwing us my entire life. And the reality is here, were struggling. Poverty is generational. Ive come from the poorest zip code in the state. Were trying to end the fact that so many are trying to decide between rationing their insulin, putting food on the table, leaving the lights on and losing their livelihood. This is bigger than Mitch Mcconnell. This is about us transforming our future meaning we need to uproot racism and generational poverty and well beat Mitch Mcconnell to do it. When you say this election is about us, does that mean you believe you will be able to turn voters who voted for Mitch Mcconnell in the past or youre registering a whole new crop of voters weve never seen show up before . Actually both. One of the bills ive lead was the restoration of voting rights. Kentucky has been one of the most disenfranchised. Working with Governor Beshear he was able to build off my legislation that allows over 150,000 kentuckians to were activating them but were also reaching out to folks who have been ignored for a long time and people that have supported donald trump have said were going to support you, charles, because youre calling out the system is broken, just like he did, but youre not selling snake oil. Youre fighting for us and were going to stand with you. So im proud of this. This is not about partisan politics. I dont care about that. I love kentucky. I want things to be better. And were Building Momentum to win. Theres nothing mitch can do to stop it. Who do you think hed rather run against . You or amy mcgrath . I think hed want to run against someone calling themselves a protrump democrat but hes going to get me. And fedup kentuckians. Hes built power for himself. Were done with that. And his days are done. Jefferson county, that is your home town of louisville. You have more than 760,000 residents. Theres going to be just one polling place today. However, weve seen a huge number of early voting. How does the one polling location impact your chances . Well, it is very concerning to have one polling location for an area the size of louisville with hundreds of thousands of people. Thats why weve been vigilant making sure folks know whats going on, what the process is and mitigating a lot of confusion. Weve been having shuttles running. Ive had buses going all week making sure folks get to the polls. Were working to make sure folks get rides to the polls. And were going to be watching as people are standing in line. Make sure they can vote. If they need a chair, well get them a chair. If they need water, well get them something to drink or some snacks. This is inexcusable. There should not be just one polling location. That would naturally suppress votes. I commend our leadership for trying to expand absentee voting. I support universal mailin voting. Thats a good step. But weve got to do better. Well win this race and fight to make sure we do. Well, good luck to you. Its a very big day. Joining me now, mr. Bookers opponent, former marine Fighter Pilot and Senate Candidate amy mcgrath. For months you were expected to win this race. You started with a major ad that caught national attention. But these latest polls show that things have shifted. What happened . Well, ive been boots on the ground from day one of this campaign. Listening to the frustrations and the concerns of my fellow kentuckians. And we have built a very Strong Network around kentucky. Of all 120 counties, grassroots network, to be able to take mitch on. And i think the momentum is still very clear. People want to get rid of Mitch Mcconnell. Hes deeply unpopular. And they want somebody with Common Sense Solutions to things like health care, things like Prescription Drug prices to things like good, quality jobs. Those are the types of things ive been focused on throughout. And im excited to finish this up this primary up strong and continue on. Your opponent attended multiple protests and rallies in louisville making the argument he stands for justice. He stands against Racial Injustice. Why didnt you participate . Well, i did participate. I went to louisville and i was in central park for a Memorial Service for Breonna Taylor and george floyd and so many others who have been unfortunately killed by police. And i was involved in Services Just like that in lexington and all around the state. Im somebody that stands for social justice and for black lives matter. And so to me, its part of this idea that leaders have to listen, and leaders have to go to washington and actually tackle the structural injustice we have in this country. Im talking Racial Injustice in health care. Black americans are dying at twice the rate from covid19 as white americans. The Racial Injustice not only in the criminal Justice System but also an opportunity and im determined to do that. And thats why ive been standing with my fellow kentuckians during this time. Before you get to washington, youve got to win over people in your state. By our latest count, 96 of your fundraising dollars, and they are huge dollars and you need big dollars to win or certainly to take on Mitch Mcconnell. 96 came from out of state. Should that be concerning that youve got support in places like new york and los angeles but maybe not louisville . Mitch mcconnell gets the vast majority of his money, over 90 , 95 , outside kentucky. And anybody that takes him on is going to be have to be able to compete with him toetotoe. We have support. Ive had support from the very beginning of this race, from all 120 counties in kentucky. Thats incredible. I dont think Mitch Mcconnell has had that in the last six years. And that shows you the momentum here to get rid of him. And its so important because, lets face it. His money comes from outside kentucky and its mostly special interest and moneyed interest. Anybody that takes him on is going to have to have that grassroots support. In addition, the average contribution to my campaign is like 36 bucks. Thats incredible. Mitch mcconnell has never seen that. And that is what is going to be able to power this race and thats whats going to get our message out to everybody here. Mitch mcconnell is the sort of ultimate opponent that youre focused on, but you cant focus on him until you get through today. How confident are you that you can beat mr. Booker who has got quite a bit of momentum in the last couple of weeks . You know, again, ive been all around kentucky listening to peoples hopes and frustrations and dreams for the future. And i am somebody that has a background in the military and im somebody that looks for Common Sense Solutions for the things that people need. Better Prescription Drug prices. A Health Care System that works so that they can afford insurance. Good, quality jobs. How do we get them in kentucky . Infrastructure. Not only 20th century infrastructure but 21st century infrastructure like broadband and cell phone coverage. These are the things ive been focused on. Ive got these Common Sense Solutions for these types of things. And thats what most people are looking for. They want to get rid of mitch, and they want to have a leader who is going to be able to get things done. You talk about voting. Im somebody that from day one, when we knew the coronavirus was hitting us, i was out there making sure that kentuckians could vote. I signed on to a lawsuit to help make sure that kentuckians we could expand some polling places here in kentucky. I had a 1800 number. I put together a website. Go ahead. Then who would he rather run against . Who would leader mcconnell rather run against . You or Charles Booker. I think right now with his unpopularity, he probably doesnt want to run against either one of us. All right then. Well, its going to be a big day in the state of kentucky. I said it to mr. Booker. Lets go live to talladega and sam brock. The pictures on the track were very uplifting. But after a very dark moment. What was the crowd like . Stephanie, good morning. This was a powerful, powerful day. It was a limited crowd. Only about 5,000 people. Normally youd have 100,000 at talladega. But a fraction of that yesterday. The first time fans could get back into the speedway. I talked to a dad who was taking his sons here from 9 1 2 hours away. College station, texas. They got to see history. When it comes to the Confederate Flag, i would put it to three different camps. Those who think this change was long overdue. Those who think the Confederate Flag, theyre not for or against it. They dont subscribe to the symbolism and those out flaunting the Confederate Flag from the tops of poles from winnebagos, from the tops of gift shops. All this going on across the street on private property from where we were. Most were in the middle camp. What you saw at nascar was uplifting and a repudiation of racism. Regardless of how people think there is or is not symbolism attached to that flag. Steph . Sam, thank you so much. John, what did you think of last nights display of solidarity with wallace . I think it was one of the greatest sports moments in history to see all the drivers come and push Bubba Wallaces car to the front. If you didnt feel anything for that, something is wrong with you. You have real issues that if you didnt see solidarity with all the drivers and crew members, this is what nascar represents now. And they just want to show a new nascar. Theyre going to show racism does not exist in nascar anymore, and im proud of it. Its extraordinary. Its bold. Its brave for nascar to do this. Maybe more than any other sport. Nascar taking a stand like this. They are risking losing a huge number of their supporters. Do you think this theyre going to take a huge financial hit . I think it will be more better that nascar is taking a stance, especially Bubba Wallace. Most of the drivers, the younger drivers, they came up with bubba. They have been with bubba since he was little like ryan blaney, ty dillon. Guys like that when they first came out, ty dillon sat on instagram and did a post and asked Bubba Wallace how did he feel going through this . How did he feel with george floyd and bubba expressed his feelings. And i think now that nascar sees that the drivers like Jimmie Johnson and all the older drivers and younger drivers are not going to put up with feeling uncomfortable when you get to the track and seeing a big Confederate Flag. Steve phelps, the president of nascar, and all executive level, is not going to take it anymore. Might take a hit with fans but well gain a whole new base. And Bubba Wallace already gained a new base of fans. Hes a superhero right now to most kids. No doubt nascar is attracting a whole new fan base. But does the sport need to do more to attract diversity from within . You are the only black owner. Bubba wallace is the only major black driver. I mean, now that bubba has made a statement and nascar has made a statement that racism doesnt live mehere anymore, no africanamericans might feel more comfortable coming to the track. Its not comfortable coming to the track when you see the Confederate Flag. Fans may make racial slurs while you walk through with kids and might feel a certain way. Now the Confederate Flag is gone, i feel like a lot of fans are going to show up to the sport. Especially the highprofile people like will smith, hamilton, ludacris instagraming yesterday from the display of solidarity with what nascar did. So its going to change. The sport is going to be im sorry. Then how did you get involved . How did you get involved knowing that when you are at the track, people could shout racial slurs or you have to come facetoface or had in the past with the Confederate Flag . What made you become such a prominent force and figure in the sport . I mean, my grandmother, you know, she was part of the Civil Rights Movement in albany, georgia. My father raised me with values that just because racism is there, if you have a dream, just go after it. I never looked at it as racism going in. I looked at it as, i want to be in racing. People are not being able to cross the border. The wall is helping because we have more than 200 we have 212 miles up of wall. So thats good. And were going to be doing a number of things. Were going to be making a speech to young people in arizona. And well be meeting with some of the arizona officials to talk about their border and how strong its become. Its become very strong. Last night, we stopped an attack on a great monument. The monument of Andrew Jackson in lafayette park. And i just want to thank law enforcement. They did a great job. We were working very closely with the White House Secret Service and some of our executives. And it was really they did a great job. Numerous people are in jail and going to jail today. People are already there, but were looking at longterm sentences under the act. We have a very specific monument act. And we are looking at longterm jail sentences for these vandals and these hoodlums and these anarchists and agitators and call them whatever you want. Some people dont like that language, but thats what they are. They are bad people. They dont love our country. And theyre not taking down our monuments. I just want to make that clear. And other than that, go ahead. Mr. President , do you have an executive order regarding the monuments . What will it accomplish . I will have an executive order very shortly. And all its really going to do is reinforce whats already there. But in a more uniform way. Okay . I want to also say this. If the state governments, did you see them all over, in seattle, theyre very weak. And in minnesota. They might need help. If they need help, the federal government is willing to help them. If these hoodlums come around, these are not protesters, by the way. These are anarchists and other things. If these hoodlums come around and if the states cant handle it, we are ready, willing and able to help, as we did in minnesota, where we stopped after four days, they finally called and we did a great job with the national guard. Mr. President , are you planning to make any changes at your campaign after the oklahoma rally . Yeah, hogan gidley, not for that reason, because, as you probably have heard, fox had the highest ratings on a saturday night in the history of fox. So thats the ultimate poll, i guess. But the ratings on saturday night for fox were the highest ratings in the history of fox news, which is, i guess, a long history. That was the number one saturday night in history. We had a nice crowd, despite all of the warnings and Everything Else that other networks were trying to do, despite the fact that we had some pretty bad people waiting there, waiting they shouldnt have been. Maybe some of the same people i just talked about. We had a nice crowd. But we had the highest ratings in the history of fox on saturday night. And online, i heard the record was unbelievable. I heard the numbers were unbelievable. I think you probably know that. What were the numbers online. Do you know . I dont know, sir. Well, you should know because you should report it. Mr. President [ inaudible ]. Let me just tell yeou. We have got the greatest Testing Program anywhere in the world. We test better than anybody in the world. Our tests are the best in the world, and we have the most of them. By having more tests, we find more cases. We did 25 million tests. Think of that. 25 million. If you look at other countries, they did 1 million, 2 million, 3 million, big countries. We did 25 million. Way more, by double, triple, quadruple, any other country. Therefore, we test, were going to have more cases. By having more cases, it sounds bad. But actually what it is, were finding people. Many of those people arent sick or very little. Maybe young people. But whats happened is because of all of the cases that we find, we have a very low mortality rate. Just about the best in the world. So thats the advantage to the testing along with other things. But just remember this, the reason we have more cases than other countries is because our testing is so much. Other countries other countries listen. Other countries do very little testing by comparison. So were going to do this year, right now, up until yesterday i think they told me, were over 25 million tests. Other countries are at 2 million, 3 million. Heres what i say. Testing is a doubleedged sword. In one way, it tells you, you have cases. In other way, you find out where the cases are and you do a good job. We are doing a great job. We have never been credited for it. Were doing the best testing job anywhere in the world. Were doing the best ventilator job anywhere in the world. Were now supplying ventilators to the entire world. Nobody else has done that. Nobody else people dont countries dont have ventilators, they call the United States. Weve done a great job. We have not been given credit for it. The other thing, the tulsa rally was incredible. Despite all of the horrible, ominous warnings that you people put out over a period of two weeks, the crowd was wonderful. It was a great they were warriors. It was a great crowd. But many of them stayed home and watched television and what happened is fox on saturday night had the biggest rating in the history of fox television. Thank you very much, everybody. That was President Trump pumping fox news ratings, giving their massive viewership as the excuse for why so many people didnt attend his rally in tulsa. Also saying that hes going to be issuing an executive order on monuments with protesters who have been toppling them. And he went on and on to talk about the ratings for saturday nights rally. He also said he doesnt kid on coronavirus testing. Again, saying that by having more tests, we have more cases. Let me make something clear. If the cases were going down, y would test more people, but the numbers, they would come back negative. Thats not whats happening. The president is mistaken. Both the house and the senate are also set to take key votes on Police Reformulate they are week. In the senate, some democrats are now signaling they may block the bill from moving forward. And in the house, lawmakers vote on a democraticbacked bill on thursday. Joining me now it discuss all of the above, democratic congresswoman from california, and chair person of the congressional black caucus, karen bass, she is leading the Police Reform effort in the house. Congresswoman, were going to get to Police Reform in a moment. I want to get your reaction to the president continuing to mislead the public about coronavirus test iing. I just think it is absolutely tragic. I mean, we have 330 Million People in the United States and you know what the numbers are. 120,000 americans dead, of which he never has anything to say about to those families. In india, india has 1. 6 billion people and 12,000 deaths. So to say that the reason why we have more positive is because we test more is ludicrous. I guess if you use that analogy to cancer, if we want to get rid of cancer, we should stop testing for it. It makes absolutely no sense. And so irresponsible. What i think is really sad is that he doesnt care about his own supporters. He could have done social distancing at that rally the other night, because they had plenty of empty space, a stadium that seated many, many more people than were there, and he doesnt even have the concern or the consideration for his own supporters. Lets talk about Police Reform, the president says your bill in congress, the democratic bill will destroy the police. What do you say to that . Well, i think it is absolutely ludicrous. Our bill is transformative that is the case. And our bill provides for serious accountability, but it also supports uplifting Police Officers by calling for National Standards and national accreditation, which police, many Police Unions and Police Chiefs support. We also provide grants to communities so that communities can begin to reenvision what Public Safety is like. So chokeholds, no knock warrants, registry for bad Police Officers, like the one that killed tamir rice, he would have been 18 this month, our bill is very significant and it absolutely does not destroy police. Thats ridiculous. Speaker pelosi said she would like to see both the house and the senate bills pass, so you can get to the so you can get the to the table and discuss this thing. Whats your thoughts . Right. Right. Exactly. And i think she is probably referring to the fact that the house and the Senate Democrats did draft our bills jointly. If the senate is going to take up something, it needs to have the substantive changes that are in the George Floyd Justice and policing act. Well, youre not going to get them to do that unless you sit down, pass the senate bill and start negotiating. Do you think that should get done . Well Mitch Mcconnell wont do anything before bringing this to a vote. I think in terms of the justice and policing, the bill that senator scott has is really a bill that doesnt respond to the tens of thousands of people that are on the street today that are calling for transformative change. For example, chokeholds are not banned, but chokeholds are only to be used if the officer feels that he or she is in danger of their life. Thats the same thing that officers say every time a person winds up dead, a suspect winds up dead. They always say i was in fear of my life. One of the things we do in our bill is we lower the standard to prosecute officers because right now, and we have seen too many videotapes where you see an officer shooting somebody running away, or killing somebody in a chokehold like eric garner and nothing has happened, no charges are brought. That is because of the law. And thats what were trying to fix. Thats the type of transformative change that people want to see now. I think we would do a disservice to all of those people who are out there every day, for more than a month now if we passed a billthat was more symbolic. I would love for us to get to a point of going to conference. Im not sure that point is tomorrow. Im happy to say the bill is going to pass out of the house, with overwhelming support of democrats, we are hopeful that theyre going to be some republicans that come along. I have a long list of my republican colleagues to call today to see if we can move anybody. But i dont believe that the way to begin would be by voting on a symbolic bill. How about a change for you right about now . There are reports that Vice President bidens team is vetting you as a potential running mate. Have you heard anything from them and would you run with them . Out of respect for the campaign if there is any questions in that regard, i think they should be directed there. My sole focus is on the next 48 hours, one, what happens in the senate and, two, getting the bill over to senate from the house. That is my sole focus.
