We have a busy day. Ill see you later on today. Sounds good. We will have lots to discuss. Thanks, hallie. Good morning. Im ali velshi. Live in washington. Stephanie ruhle is off. Its friday, march 23rd. Lets get started. John bolton in. H. R. Mcmaster out. My view is the same as the president s, which he described as the worst deal in american diplomatic history. Didnt really expect that announcement this afternoon. The president building Aggressive National security team. The president is assembling a war cabinet. I see troubled waters ahead. Bolton may have a fuzzy mustache, but he has sharp elbows. From the center fold to center stage. A former playboy model opening up for the first time about the tenmonth affair she claims she had with donald trump. Were you attracted to him . I was attracted to him, yeah. The sex was consensual. It was, yes. After we had been intimate, he tried to pay me. I actually did not know how to take that. Did he try to hand you money . He did. If Melania Trump is watching this, what would you want her to know . Its a tough one. Or say to her. Yeah. What can you say, except, im sorry. Im sorry. I wouldnt want it done to me. Im sorry. What started as another School Shooting tragedy sparked a movement. We call b. S. as many as 500,000 teenagers preparing to march against gun violence in washington, d. C. The message is . This wont happen ever again. Well be the last one. The march is the beginning until we get politicians to do what we want and do whats right. This morning, we begin here in washington, where friday s often mean a staff shakeup at the white house. Former u. S. Ambassador and one of the architects of the iraq war, john bolton, the man on the left, replaces Lieutenant General h. R. Mcmaster on the right as President Trumps third National Security adviser since taking office. Boltons job will be to manage information coming to the president s desk from the state department, the pentagon and the intelligence community, and make recommendations. This is one of the most important jobs in government. Thanks to his multiple media appearances, we have a pretty good picture of where he stands on several key Foreign Policy issues. When word of talks between north and south korea came out, something the president has tried to take credit for, bolton kept an adversarial stance. I think these talks represent no chance for a breakthrough. I think the entire purpose the north koreans had in mind was a propaganda campaign. Bolton will now be advising the president , leading up to a potential meeting with kim jongun. And a key Sticking Point reported between trump and his now former National Security adviser and secretary of state was the iran nuclear deal. Bolton discussed his thoughts the last time the president was required to certify irans compliance with the deal. I dont know what he will do. Im not going to be in this meeting this afternoon, but what i would recommend to him, if i were there, is to get out of the deal completely. It was never in americas strategic interest. It was always intended to benefit iran. It has substantially. This time, he will be in the room. Bolton has connected the two countries as joint antagonists of u. S. Interests. I, frankly, dont think you can divorce north korea from iran. I think cooperation between iran and north korea historically on Ballistic Missiles and almost certainly on the nuclear side puts them together. Now, if that link between iran and north korea sounds familiar, heres a bit of president george w. Bushs 2002 state of the union. North korea is a regime arming with missiles and weapons of mass destruction. Iran aggressively pursues the weapons and exports terror. Iraq continues to flaunt its hostility toward america and to support terror. States like these and their terrorist allies constitute an axis of evil, arming to threaten the peace of the world, by seeking weapons of mass destruction. These regimes pose a grave and growing damage. Weapons of mass destruction. Its now become part of our lexicon. Joining me is nbc news political reporter vivian, who has followed these stories closely. Bolton was part of the discussion of iraq having weapons of mass destruction. Talk about what he said back then. We are confident Saddam Hussein has hidden weapons of mass destruction and production facilities in iraq. We said this back in 2002. This goes to john boltons judgment, right . A lot of people were on that side of things back then. Thats right. John bolton has aggressive views on north korea, on iran, the israel palatine situation. What do you think . He was a proponent of the concept that iran had weapons of mass destruction. Of course, we know they did not. He continued to defend the war after it was discovered there were none. He said at the end of the day, hussein has to be out of power. It was a goal of National Security here in america. Hes never apologized for that war, where a lot of people feel it was a mistake. He is not one of them. Again, like you say, he takes a hawkish stance on a number of key issues like that, iran, north korea. And he comes into this role at a very, very important time. We are one month away from the next deadline to recertify the iran nuclear deal. Right. Theres a lot of indications that President Trump is now trying might actually not decide not to recertify it. He has said that hint a few times. He has said that hint a few times. Now, even folks on the hill are saying it looks like he is going in that direction. He also said he is going to meet kim jongun, the leader of north korea, something that, based on john boltons views, he would not be a fan of that. John bolton said, the way you know north korea is lying is their lips are moving. Absolutely. For more than a decade now, hes been very spectacle about north korea and irans sincerity in terms of disarming. The two are connected in one way, in that, if we are trying to get a deal with north korea, the idea of getting out of the iran deal, many have said, will hurt america because the thinking on the part of whoever is across the table from america is, you didnt stick to that deal. Why would you stick to mine . The bigger picture, ali, is were looking at this issue where all our partners around the world, whether or not theyre allies, will look to america and say, can i get a deal with the u. S. , negotiate anything with them . We saw it with the issue of jerusalem. The palestinians and israelis coming together, and the president recognized jerusalem t the capital of israel. Bolton has never believed the sincerity of the palestinians. I think itll influence the president s decisions moving forward. North korea and others will say, whats the point . There are a lot of people today very worried about what americas role in the world is going to be. Vivian, this is just the tip of the iceberg of all you know about john bolton. Youll be on tv all day talking about it. See you again at 3 00 p. M. Thanks. Mcmasters exit is the latest highprofile exit. Including the communications director, the body man, the economic adviser, secretary of state, trumps lead outside lawyer and now his National Security adviser. If there is one tweet in the morning that turns washington on its head, today, itd be this one. Hours after congress pulled a latenighter to pass the omnibus spending bill, the president tweeted this. I am considering a veto of the omnibus spending bill based on the fact that the 800,000 plus Daca Recipients have been totally abandoned by the democrats, not even mentioned in the bill, and the border wall, which is desperately needed for our National Defense is not fully funded. This vote came at almost 1 00 in the morning eastern time. Most people had gone to bed. They wake up to a message from the president saying he might veto the whole thing. It is a message the president s own team didnt appear to see coming. Nbcs geoff bennet t is at the white house. Was there any warning that a threat of veto might be coming . Reporter no, ali, there wasnt. Ill say, this is the kind of thing that drives republicans on both sides of pennsylvania avenue nuts. This government funding measure had been carefully negotiated for weeks. All of this work potentially upended by a tweet. Just yesterday, senior white house aides were reassuring us and other white house reporters that the president would sign the bill. Budget director Mick Mulvaney said the bill reflected and funded the president s priorities. You have mark short, the director of legislative affairs, saying the 1. 6 billion included in the omnibus was enough to fund the wall, since it really only funded the next six months of the government. Kellyanne conway said just this morning, two hours ago, conway said the president would sign the bill, said there would be no government shutdown. Take a listen to a bit more of what conway had to say, speaking in glowing terms about this omnibus spending measure. Youre in power. You control both powers of control in the white house. It is all on you, my friend. Thats why we have funding for the wall, for the military, for school safety, for opioids, for so many of the president s pryor tioritie priorities, christopher. This town was mocking the wall years ago, and now theyre funding it. President trump has been dragging his feet in supporting this. Paul ryan made an impromptu visit to the white house earlier this year. Yesterday, paul ryan himself said President Trump would support the bill. Take a look. Oh, yeah. The president supports this bill. No two ways about it. Big bills is what i do with the president , walk him through the contours and the complexities of the legislation we pass. Yes, he supports the bill. No two ways about it. Reporter it appears President Trump is trying to highlight his reluctance to signing the bill, given the pushback from conserve tiatives cast it as wasteful spending. Republicans including bob corker from tennessee who tweeted this, please, do, mr. President. Im down the street and will bring you a pen. The spending levels without offsets are grotesque, throwing our children under the bus. Totally irresponsible. A white house official emphasizes the president only said he is considering a veto. We can expect Sarah Huckabee sanders, White House Press secretary, to potentially use that as an escape house when she explains this to reporters this afternoon. Thanks. Well stay close to you throughout the day as this develops. Geoff bennett at the white house. Joe biden is here in washington, d. C. Right now to meet with parkland students ahead of the march for our lives rally. He says he is confident there will be change when it comes to the nations gun laws. It is because of the students rising up and demanding action. Nbc caught up with mr. Biden in the last hour. Reporter Vice President , what is your message to the parkland students and thousands of students . Keep going. Theyre going to win. Reporter how can they achieve legislative change . Watch. I did it. Reporter how can they keep the momentum going . We beat the nra. I passed a bill that banned assault weapons, the number of bullets in a clip, changed the background check. It is doable. Well do it again because of these kids. Reporter youve been speaking with parents of some victims. Its kind of private. I mean, i can tell you generically about them, but i dont want to spend a lot of time. Reporter why is it important to have this conversation . I know how important it was to me when and i know it is important to them. Coming up, ill talk to students who survived the recent School Shootings about what theyll be demanding at tomorrows march. That is coming up in a few minutes. Coming up next, former playboy model is speaking out about her alleged affair with donald trump. Well have highlights from interviews with Karen Mcdougal and her attorney. After we had been intimate, he tried to pay me. I actually didnt know how to take that. Did he try to hand you money . He did. He did. I said, i moean, i had this loo of, i dont know, just i dont even know how to describe it. The look on my face must have been so set. Average lasagna . Not in this house. cause thats no average family. Thats your family. Which is why you didnt grab just any cheese. You picked up kraft mozzarella with a touch of philadelphia for lasanyeah kraft. Two women who say they are tired of being muzzled are breaking their silence about alleged past affairs with donald trump. Former porn star Stormy Daniels tells her side of the story in a fulllength interview set to air on 60 minutes. This as her legal team fights to have a secrecy agreement nullified. Daniels lawyer tweeted this cryptic photo of a disk, captioned, if a picture is worth 1,000 words, how many words is this worth . Ive been staring at that picture, trying to figure out what it means. The white house denied all claims of affairs, including allegations from former playboy model, Karen Mcdougal, who is speaking out. Both women say they were silenced by back, paid out by trump loyalists. Mcdougle is suing the inquirer Parent Company to reclaim rights to her story, which she said the paper squashed to protect the president. Despite the contract, mcdougle told cnn in detail how their reportedly tenmonth affair unfolded, starting with night one. I was attracted to him, yeah. Hes a nice looking man and, you know, i liked his charisma. I love, you know, good, great posture. He has great posture. Hes nice. So, the sex was consensual . It was, yes. What happened after you had been intimate . Well, after we had been intimate, he tried to pay me. I actually didnt know how to take that. Did he try to hand you money . He did. He did. I said, i mean, i had this look of, i dont know, just i dont even know how to describe it. The look on my face must have been so sad because id never been offered money like that, number one. Number two, i thought, does he think im in this for money or why im here tonight, or is this a normal thing . I looked at him and said, thats not me. Im not that girl. He said, oh, youre really special. What everyone sees on tv, i dont see in that man. That man was sweet, respectful, loving, kind and caring. Thats the man i saw. He was very charming in person. Very charming. Very sweet. His personality to me was, wow, i loved it. Did he ask you to hide it . No, he didnt. Never, actually. Any furthnever a conversatio never. Once, he asked, does your sister know . I said, yeah. He said, awe. Wasnt afraid to hide it. Were you in love with him . I was, yeah. Do you think he was in love with you . He was, yeah. Did donald trump say to you that he loved you . All the time. Always told me he loved me. Oo im n im not a liar. Im perceived as all these bad names. I did what i did. Im not proud of it. I feel terrible about it. Im a new woman, a new creation, and im standing up for myself. So this is a picture with ivanka trump, Melania Trump, several of your colleagues and yourself . Correct. Did was that the first time you met melania . It is. Honestly, if you can tell, i tried to keep my distance. I tried to go as far away as i could, just because i felt guilty. Did he ever compare you to any of his kids . Hes very proud of ivanka, as he should be. I mean, shes a brilliant woman. Shes beautiful. Shes, you know, thats his daughter and he should be proud of her. He said i was beautiful like her and, you know, youre a smart girl. There wasnt a lot of comparing, but there was some, yeah. I heard a lot about her. If Melania Trump is watching this, what would you want her to know . Its a tough one. Or say to her. Yeah. What can you say, except im sorry . Im sorry. I wouldnt want it done to me. Im sorry. Now, mcdougle says shes not trying to damage the president s political image. She says she sincerely cared for him and even voted for him. The explayboy playmate said she only ended their affair because of the guilt of being with a married man. Next, ill speak with two students who survived the shooting at their Maryland High School this week. Youre seeing a walkout of students in dallas, texas. This has been 37 days now since the School Shooting in parkland, florida, where 17 students and adults were killed. There has still been no federal legislation on gun control. Go back and read what i said. I said, high school. All right. Less than 24 hours from what is a worldwide movement. The march for our lives will be here in washington tomorrow. It is already started. Kids are arriving in this city. It is a call to action against gun violence in schools. I think it is really, really important that we remember that. It is a call to action against gun violence. The students involved have very many different views about how exactly to achieve that. For some, it is gun control. For some, it is attitudinal change. For some, it is a cultural shift. At least 500,000 students are expected to hit the streets in washington, d. C. Tomorrow, with thousands more taking part in marches across the country. Across the world. Just a short time ago, parkland students joined members of congress at an event sponsored by former congresswoman gabby giffor giffords. One parkland senior said lawmakers will be held accountable for their, quote, disturbing inaction. Enough is enough. To you, senator marco rubio, for dancing around our questions, enough is enough. To you, the National Rifle association, for caring more about your guns than our lives, enough is enough. To you, the politicians in washington, for not hearing our cries for justice, enough is enough. To you, president donald trump, for breaking your promises, enough is enough. We students have become victims of our governments glaring inaction, but never again. Joining me now are terrence, vincent and marcus. These Three Friends survived a shooting just four days ago at Great Mills High School in maryland. They all witnessed the shooting, and they are all marching tomorrow. Guys, good to see you. Thank you for being with us. Thank you. Vinnie, ill start with you. We just heard these students talking about changing culture, but you and i were talking earlier, before the show started, and you wondered how loud what i think a lot of people are wondering. This is great energy. The students are coming together around the world, and in washington, but will it change gun culture . Is it too hard to change . You know, we can always take a stand against it and, you know, think about what happened in the past, but to me, honestly, i dont really think that marching will really prevent it in the future. Its a good way to, you know, support the situations happening, but the only way to prevent it in the future is to take action, actually firsthand take action in trying to figure out what we can do to stop it. Marcus, you three saw this happen in your school. Its just really been a few days. Youve been trying to process it. To vinnies point, what does action look like to you . What is the thing if we go out and ask these 500,000 students each, what does success look like in the battle against kids dying in their schools, what do you think . I think we would all have to i mean, Stay Together and just make sure we stay aware in our school. Just make sure that we know were not bullying or anything like that. We just take control of our school. Terrence, you made this point earlier, that you think that we could have more focus, not just on the guns and gun culture, but on the people who perpetrate these things, and whether or not were pushing them out of our circle or not doing as much to include them in our circle. One of the parkland parents made this point, that are we do we have a culture that contributes to the isolation of people who are a little on the outside, who are misfits . Yes, i feel as though, you know, when you see people on a daily basis, you know, you greet them, but i feel like there should be different ways of greeting them. Youd say hey to somebody, and they wave back. You know, i feel as though people should, you know, check on everybody, you know, ask them how are they doing. Sometimes, people may feel alone, that theyre going through their problem alone. You never want nobody to feel alone because that can trigger things, like what happened at our school a couple days ago. You knew the shooter, not well, or you didnt know him . I didnt know him at all. Right. Vinnie, let me ask you, is it a gun culture problem . Is it a violence problem . If guns arent as readily available in kids will still get angry, upset and lash out. Is the idea too many guns or Something Else . I guess the idea is that some kids, i guess, they dont speak up when they have problems inside. Nobody really knows when theyre going to lash out. You cant really take guns away. I mean, you can take them away from the civilians, but ultimately, there are still going to be guns out there. Theres no real way to get them off the streets completely and get them out of the hands of people who dont need them. You know, just nothing we can do about it really. Terrence, you have a view that this is a hard conversation to have. Theres something about these students, the movement of all of you that have brought this to the forefront. It is surprising, i have to say. After 37 days of parkland, it is still alive. The conversation is still alife li alive. Is it changing your mind about whether or not the tough conversation can actually be had . I feel as though, you know, there can be people just have to be aware, you know. As vincent said, people have to be aware and dont, you know, ever think that it wont happen to your school. It never ran through my mind that anything like this would happen to my school. It never crossed my mind. I would see it on tv, and i would basically just probably ignore it, you know. I would look at the tv and be, like, dang, that happened to their school. When i walked in my school that morning, before the shooting, it never crossed my mind. Nothing felt weird. Felt like a regular day. Regular day of school. When it happened, it was unexpected and, you know, i just would never think itd happen to my school. Hundreds of thousands of students are out there. You can look into the camera and tell them, what would you tell them now if theyre feeling insecure, if theyre like many of the kids at parkland said, fearing for their lives. Youre going to school, supposed to be a safe place and, increasingly, we hear about kids getting shot in their own school. What is your message to them . My message is i want everybody to know theyre not alone. There is always somebody out there that loves you. Always somebody out there that is praying for you. Youre just loved, you know. Just deal with your situations, you know, deal with it in a better way, other than, you know, getting angry or sad. Just think about things before you do it. You know, i want you to know that theres somebody out there that loves you and is praying for you. What a strong message for people who are struggling, who sometimes end up being the perpetrators of these crimes. Maybe if tomorrows march is not just about the victims, but stopping there from being perpetrators because they hear the message, that somebody is out there who loves you. There is a better way to deal with this. Strong message. It is very indicative of the fact that in the 500,000 students out there tomorrow, there are people with different ideas for solving this problem. I appreciate you guys are going to be taking part in this. Sorry for what you went through, but thank you for sharing it with us. Terrence, vincent and marcus. Stay with msnbc for live coverage of march or our lives today and all day tomorrow. Youre watching velshi ruhle. As the president s steel and aluminum tariffs go into effect today, several allies are being taken off the list of being subject to the tariffs, while even more economic reprisals are announced against china. Despite speaking highly of chinese president xi jinping and his need for chinese assistant with north korea, President Trump laid out a plan to punish chinese imports at a white house event on thursday. We have a tremendous intellectual property theft situation going on which, li likewise, is hundreds of billions of dollars. Thats on a yearly basis. In particular, with china, were going to be doing a section 301 trade action. It could be about 60 billion. But thats really just a fraction of what were talking about. The word that i want to use is reciproc reciprocal. Frankly, its going to make us a much stronger, much richer nation. The word is reciprocal. If they charge us, we charge them the same thing. Thats the way its got to be. This is the first of many. This is number one, but this is the first of many. The president mentioned intellectual property at the top of his remarks on thursday and section 301 action against china. I within the to slow this down for a second and take a look at what that is, what china is accused of doing and what the fallout is for americans. Intellectual property is any invention like car engines, creative works like books, songs, movies, tv shows, any other design used in commerce, like logos, company names, mascots. Second 301 of the 1974 trade act allows the president to take action, including retaliation, if a Foreign Government restricts or burdens u. S. Commerce. Now, china has long been accused of stealing designs or making counterfeit goods, from consumer goods like handbags, shoes, Sports Apparel and more, to wind turbine technology. Chinese company was found guilty of stealing that earlier this year from an american firm. This is a real problem. It is not a partisan thing. Democrats and republicans alike agree that china does steal intellectual property, doesnt protect it from American Companies either. According to the u. S. Trade representative, the American Economy loses between 225 billion and 600 billion a year from chinese intellectual property theft. This isnt a trade deficit. This is the theft of intellectual property, which has value. In response, the white house announced an estimated 60 billion in new tariffs on chinese imports. It is not clear what products will be targeted yet. A trade representative will make an announcement in the next 15 days. Despite claims of protecting american business, the stock market dropped sharply yesterday on fears of a new trade war. Now, were standing at almost flat but, boy, it looked like it was going to be a rough morning. We lost 3 on the dow yesterday. We go live to the floor of the new york stock exchange. David, im trying to get people used to the idea the market will go up 1 or 0. 5 or down on a daily basis. But this is markets and companies worried about the trade war with china. You bring up a good point, ali. Markets do go up and do go our overnight. A lot of investors around the world trying to digest what we heard moments ago from president yesterday in the comments that he made at the white house. There was this moment last night right before i went to bed, when we got this press release from the white house, indicating that more countries than mexico and canada are going to be exempted from the steel and aluminum tariffs. Seemed to give up vesteinvestor relief. While this was unfolding, you had two multilateral meetings. Eu countries in brussels. The g20 was taking place in argentina. Other countries trying to come together, making their case to the united states. They bought a little more time here to negotiate with the u. S. , to see if the exceptions could be made permanently. A lot of people wondering, when you look at all of those products that we get from china, which are going to be subject to the tariffs . Robert lighthizer, the u. S. Trade representative, no stranger to the thorny woods of trade policy, charged with figuring out which ones get higher tariffs. What he might tax, electronics and computers, which we get a lot of from china. Investors hoping itll be done smartly, in a surgical way, and not a broad tariff placed on all products from china. It is broadly at the moment and a big ham fisted and could be very precise, but the president is not wrong about something that we all acknowledge. American companies, whether they do business in china, are always fearful that, somehow, the chinese are going to figure it out, reverse engineer their stuff, not respect patents, make a product that is very much like the americanmade product or westernmade product and sell it for less money on the world market. It is a fact that the chinese do this. Yeah. You spring up a very good point. This enjoys more bipartisan Political Support than the steel and aluminum tariffs. If you want to do business in china, and a lot of American Companies do because it is a huge marketplace, you have to work with the chinese company. There are joint partnerships you have to enter with to get into the market. Companies doing business have to forfeit intellectual product to get good market. President xi jinping wants to get into more alternative energy, autonomous vehicles. You should not receive prevnar 13® if you have had a severe allergic reaction to the vaccine or its ingredients. If you have a weakened immune system, you may have a lower response to the vaccine. The most common side effects were pain, redness and swelling at the injection site, limited arm movement, fatigue, headache, muscle pain, joint pain, less appetite, vomiting, fever, chills, and rash. What does success look like to you . What is it that you and your classmates and frankly, seemingly, your generation are looking for to come out of this . I think everyone in my generation is just looking for no more deaths and no more teen lives being taken away at such a young age that they cant enjoy life. I think thats really what we could see. I think that if we dont have to be afraid at school. I dont think any child or teenager should feel afraid to go to School Every Day thinking they could lose their life which is supposed to be a safe place to learn and for to get older and go to college and have a job and have a family. But not to it be agrad fraid too school is something that should never happen in this country. Its sad that we have to have we have to all come together to change this when it shouldnt have ever happened. But it is kind of amazing that you are coming together to do this. 37 days ago this happened and after every one of these mass shootings, people think that there will be change, and then there isnt change. What does it feel like to have to sustain this . How is it feeling . Does it feel like its natural . Feel like it is a lot of work . Because this really has become a movement. It feels natural. Feels like its just a movement and everyone is part of it. They want change and this is just what this is whats going to happen. Change is going to come. It is incredible. Change is going to come.
