If you look at the stock market as a measure, we know how President Trump likes to do that. The chinese stock market has fallen by more than the u. S. Stock market. Of course, it will have tremendous impact in the economy and along a lot of Donald Trumps core supporters. Reporter mr. Trump silent about scott pruitt. The epa administrator resigning, effective today. Inquiries in extravagant spending that cost taxpayers millions. Fancy lotions and maxwell fun. Urge you to resign. Could his replacement be worse for the environment . This little girl. She is 8. She hasnt seen her mom in 55 days. This is an unprecedented situation. What about the other 3,000 . Lets go get those kids back with their parents. The agency is conducting dna tests by taking a cheek swab of every child. We are concerned this information could be used to track the families and children for the rest of their lives. Translator we have to suffer a lot of pain, she says. Its difficult not knowing how they are. The trade wars first shots are officially fired. At midnight, the president s tariffs on chinese goods went into effect and chinas retaliation went into effect thereafter according to the chinese government. This is making life difficult for everyone involved in trade. A boat sped up on its route trying to beat the clock as chinese tariffs went into effect leaving many to track the ships progress as they tried to outrun the tariff deadline. They appear to have lost the race approaching after 3 00 p. M. Local time when the chinese retaliation officially hit a swath of american imports into the country. At the same time, officials tat fort of shanghai were slowing down the process for u. S. Imports as custom officials tried to determine what tariffs apply to what products. Now that the law on tariffs is in place, take a look at the american commerce that is being affected. U. S. Tariffs are in effect on 34 billion worth of chinese goods, prompting china to respond to 34 billion of u. S. Goods. It is not over yet. The president said tariffs on another 16 billion worth of chinese goods will be coming. Hes talked of slapping tariffs on 450 billion worth of goods coming from china. Lets look at the u. S. Goods that have been hit with the chinese tariffs. I talked of soybeans. They are hit with a 25 tariff, causing chinese soybean buyers to increase their orders from brazil, another major exporter. Is worth noting eight of them voted for President Trump in 2016. On chinas terror list, electric cars and suvs. It could put the squeeze on automakers if the European Union adds it to the trade war. Beef and pork exporters will face tariffs. Many hit on tariffs sent to china as well as new mexico. The largest u. S. Owned pork producer told cnbc, he doesnt think growing his business in the u. S. Is the right move now, if we wont be an exporting country. That company, alone, has 1400 employees. As farmers are adjusting to the tariffs, Farm Machinery is among the products coming from china with u. S. Tariffs. Farmers costs are likely to rise on all sides. Then there are u. S. Tariffs on aircraft, Motor Vehicle parts, medical devices. It will increase costs for the industry. Joining us now is msnbcs david and with us ben and at a free port business in maine. The u. S. Trade deficit with the rest of the world dropped by 6. 6 in may to 43. 1 billion thch. This is the lowest in a while. U. S. Exports went up. The president is going to claim victory about this. If u. S. Exports are up, connect that to the fact that exports are under threat because of the tariffs from china, from canada, mexico and the European Union. Ime so glad you brought this up, ali. This is a very important point. This president , since he was a candidate, donald trump talked about the trade deficit. That is what he cares most about. If you ask folks why they put these trade policies in place, you get different answers on different days. The president talked about the trade deficit. Just a moment ago, you mentioned the ship making its way across the pacific, trying to get there before the 25 tariffs were put in place. That is why we have seen the narrowing of the trade deficit. You have exports of aircraft, exports of soybeans making their way to china ahead of the tariffs. Thats why you have seen the narrowing. As you know, a lot of nuances when you talk about the trade deficit. Not a lot when the administration talks about it. What contributes involves growth and a number of things to make it larger or smaller. The savings rate as well. It is a sign of how things have been. Last month, we are looking long term here. We are going to see effects the next couple months now that the tariffs are in place. Without getting into whacky details and people that dont follow economics closely, you mentioned growth differentials. If a country is growing at a different rate, theres a different inflation. The concept of everything must be equal avoids important nuances. It is a deadline thats trumpted. Everybody that had to do something about it adjusted by this point. Im looking at the market, the dow right now is up this morning. Folks i talked to, investors, china watchers said as you did, ali, this is something they knew was coming and the retaliation would be in kind. China threatened 34 billion. We are looking ahead to the 16 billion to maybe 500 billion in tariffs the president is talking about as well. There is a sense in the market they think this is going to end. This is going to continue. Right now, one can only wonder when its going to end. You have had u. S. Delegations going to beijing. Chinese delegations going into washington trying to stall it. When you look at the calendar for the secretary and u. S. Trade representative, there is no meeting in beijing or washington. There is a deal of uncertainty when this is going to be resolved, if ever. Thank you for your help. I want to bring ben into the conversation. Ben, you traveled thousands of miles across the u. S. Heartland talking to farmers. The interesting thing is farmers are getting hit on two sides, the product they produce, tariffs by mexico, china and the eu. Its a good microcosm for american consumers. When i talk to these guys, they are a great bellwether for the nation. Thats why i went there, michigan, indiana, wisconsin, 1,000 miles. Feels like thousands of miles when you drive out there through the beautiful country. What these guys told me, a farmer apple packer outside grand rapids, michigan, one missed season could be the death of them. These days, they live close to the edge. They have razor thin margins to begin with. Now the environment is tougher for everybody. The bitter irony is they voted for trump to preserve their business and way of life. Now, their policies are hurting them on both fronts and making it harder. How much time are they going to give them. That was the surprising thing. They were willing to give him time. They said in their plainspoken way, its bad medicine time. Time to cinch up our belts. Come harvest time, come spring, they have to pit their pocketbooks against the president s policies. Vaughn has been going to various Agricultural Production places all over the United States and found the same thing. Vaughan, you are at a lobster farm in maine. They are going to get hit with 25 tariffs to china. They may have to find other places for their lobster. We, in america, might find it get cheaper as a result of this. What is the reaction at the lobster farm . Its an immediate impact. 15,000 to 20,000 pounds of lobster are put out a day by one distributer. 20 of the export market goes to china. With this, just this week, theres radio silence from the chinese seafood distributer he works with. Another said the same thing. Several said they hoped for the president entering this. Ultimately, they feel like lobsters, in the lobster industry has been negatively impacted because july 4th is the beginning of that high season for the lobstermen. Suddenly, the question is, where are they sending this . 140 million worth of lobsters went out just for maine and china last year. Business was going well for the lobster industry here. It was triple. They tripled the number of exports sent to china from here in the last three years. I want to play you a little bit of sound here. This is with cyrus sleeper, a 25yearold lobster man we met up with down the road. Hes been fishing by himself for 20 years now. This is the impact its having on him. That means everything. It means that families can close on their kids and feed themselves. Its everything that a community needs. Lobster is what supplies it. Lobster community in maine that would be like a coal mining town. Its preparing for it. It will be dropped as a result. The question is, what can they do . The answer is, they cant do much besides continue to go out on a daily basis. They are going to look for the markets through the distributers to sell it. Vaughn, i lost count of how many places you have been. You have been traveling around the country, talking to people, many of whom are enjoying, as ben said, the idea theres a president who is talking tough and writing what they think are historical wrongs. I want to ask you the same question i put to ben, to what degree are they willing to be patient and see whether theres longterm change . In some of these cases, the razor thin markets are disappearing and its going to hurt them a lot the next year or season, at least. Reporter the conversations we had a month ago, ali, with individuals and potato farmers is different than the one we had with the mail Production Facility in missouri and now here today. Its not a matter of what if now. Its not a matter of wait and see and hope the president and give him the opportunity to get better deals, help american workers. Right now is the impact. Today, the price of lobster is dropping. 60 workers at that manufacturing plant, 60 employees have been laid off. The time is now, ali. We will make the phone calls back to potatoes. Ben has had the exact conversation. Theres hope for the president , but reality that time is now. When you ask them, it feels like a kick and the president , the administration has not come up to maine and come to listen to them. These are unintended consequences of his trade war. Thanks very much. Ben, thank you as well. Epa administrator, scott pruitt is resigning. His scandals are not the only things hes leaving behind. We are going to talk about the rollbacks and take a look at the highlights of President Trumps rally in montana last night. He mocked the slogan thousand points of light, questioning if anyone knew what it was. Thousand points of life. I never got that one. What the hell is that . A judge ordered to reunite all children under 5 by next tuesday and all other children by july 26th. Well have more on that as this develops later in the show. After months of controversy scandals and ethics violations, epa administrator, scott pruitt resigned. Hes one of the more impactful members of the administration and leaves behind more than the legacy of headlines. Lets look at his legacy at the epa. He made rules to appeal rules that eliminated gas emissions from coal power plants. He announced it in kentucky saying the war against coal is over. He suspended a portion of the water rule which gives epa authority over certain small lakes and rivers. Some bristled because they were held responsible for runoff pollution. In a highprofile speech, he rolled back fuel efficiency standards. Pruitts justification, the standards were politically charged and too high. Lets not forget the most important decision, lobbying President Trump to withdrawal from the paris climate accord, a global agreement to fight Climate Change. You may notice a recuring theme here. Pruitt took steps toward a number of impactful decisions without ultimately following through. Thats where Andrew Wheeler comes in. Hes a former coal lobbyist. As President Trump said in a tweet, i have no doubt that andy will continue on with our great and lasting epa agenda. With me now is amy, energy reporter. Good to see you again. I think its important for people to understand, the very people frustrated by, disgusted by Scott Pruitts scandals that, in fact, there are others in the government and andy wheeler may be one of them, but perry, mulvaney, betsy devos are quietly doing the work. Scott pruitt was doing that at the epa. That mission is likely to continue. Correct. Administrator pruitt, today is his last day, in fact. He has similar policies as most other top officials at the epa and in the white house. I think its important, in fact, to point out that Andrew Wheeler, who will be taking over as administrator could be more effective at repealing regulations. He is a longtime washington lobbyist and worked on capitol hill for james inhofe and epa. He knows the ins and outs of the regulations. He could be more effective than pruitt because we wont have the ethical standard scandals headlining. Something you wrote caught my eye. Wheeler is expected to run a more conventional and inclusive policy process even though the end result is similar to those of pruitt. What do you mean . One thing that upset people at the agency is administrator pruitt was exclusive with the way he was seeking advice and rolling out regulations, which is one reason hes not been as successful and as far along repealing the regulations because he hasnt been following protocol as much as before. You could call it, hes not a swamp creature, but not following the rules the swamp has been following for decades. Andrew wheeler is said to take the input of staffers more. That doesnt mean he will end up on a different spot, he wont. He will end up in the same spot as pruitt. Pruitt is skeptical on Climate Change being due to us. Hes not going to be as vocal about it. He said in his confirmation hearing to be deputy administrator of the administration. He has no intention of reviewing a 2009 scientific find thag confirms the mainstream Climate Science and the underpinning of the climate regulations. I anticipate that debate will fall to the background, even though he has similar skepticism as pruitt. We listed things secretary pruitt did or wanted to do. A lot didnt have follow through. They are not things he can do or take time. What do you think the Lasting Legacy of scott pruitt is likely going to be . Its going to depend on who you ask. If you ask senator inhofe or President Trump, his legacy is that he was attacked by environment lists and the mainstream media, as people call publications like you and ours for rolling back regulations. If you ask other people, more independent experts, it will be he had a very messy, very short tenure at the agency and started a lot of regulatory rollbacks rolling and he didnt get very far. Thanks very much for joining me. They were promised a path to citizenship. The Trump Administration is kicking out some immigrants serving in the u. S. Army. Well explain what is happening next. First, Fact Checking President Trump in montana. Wages, for the first time in 18 years are rising again. People can go out, they can actually choose a job and they have wages that are rising. For fact sake, labor statistics say average Hourly Earnings in june increased 72 from the year earlier, an increase of 2. 7 . For fact sake, for americans to feel like their wages are going up, wage growth needs to outpace the rate of inflation or there is no net gain, except inflation is, you guessed it, 2. 7 . We should expect wages to go up 3 or 4 annually. We are just not there yet. You are watching velshi and rule on msnbc. Im alex trebek. If youre age 50 to 85, please listen carefully. I have been prepared for this stuff my whole life. Putin is fine. He is fine. We are all fine. We are all people. Many argue putin is not fine. Among those, two or three were finalists. The Associated Press is reporting some immigrants who joined the u. S. Army as reserves or recruits have been abruptly discharged before basic training. They are not eligible for the path to citizenship promised to them. More than 5,000 immigrants were recruited into the program in 2016 alone. Approximately 10,000 are currently serving. With me is hector, he served in the u. S. Military receiving a number of accolades. Following service, he had trouble acclimating. He was deported in 2004 after serving a prison sentence for firing a weapon at a vehicle and in 2010 after a traffic v violation. He has an organization dedicated to helping deported veterans adjust to their new life, something he had trouble with when he returned. Hector joins me now. Hector, thanks for being with us. According to the Associated Press, some of the Service Members say they were not told why they were being discharged. Others who pressed for answers said the army informed them they were labeled as security risks because of relatives abroad or they had not completed background checks on them. In your opinion, do these situations warrant a discharge from the u. S. Armed services . Personally, i think they should be allowed to serve Armed Services regardless of where they are from, whether they have relatives elsewhere, as long as they pass their security background checks. This is just another thing, this antiimmigration sentiment thats been going on a long time. So have people that are not americans serving in our military. Thats been going on 250 years. One of the things i want to point out is our immigrants served in armed forces since the revolutionary war. At this moment, if theres a draft, we will take anybody, doesnt matter if you know english, have papers or not. Its when we need you, the vietnam war, world war i, world war ii, they will take anybody. During these times, they are quick to get rid of you. I want to gloss over the fact you were deported after committing crimes including the discharge of a firearm. Theres a lot of discussion whether its immigrants or not. People that serve in armed forces needing support. The medal issues, economic issues, there are a lot of issues when people need support. You opened up a house in mexico for people who were deported and needed support . Exactly. I just got back from a trip to Dominican Republic and haiti. Im continuing my work. We have them deported. Some made an offense. It is not uncommon to deport them for no criminal conviction, we need to change the laws. Imgran immigrants have been a valuable source to the country. I wasnt aware anybody was calling for the policy. We have a shortage of people signing up for the armed forces. If donald trump were asking you, what would you say to him about this policy and what he should be doing . I think they need to change the policy. We need to, our immigrants are more of a value with their Language Skills and all that. With the soldiers, the program, they have special skills like engineering and certain language identifiers. We need to keep these people that are valuable and more of, they keep our country safer. Hector, thanks for joining us. Founder and director of the veterans support house. Oh, what a relief it is this morning, a new sense of urgency in the rescue effort for the soccer team trapped in a cave for two weeks now. A retired thai navy s. E. A. L. Died overnight delivering oxygen tanks to the 12 boys and their soccer coach. He ran out of air on his way out of the cave. His death spurred concerns that oxygen levels are running dangerously low underground. Its unclear how much longer the oxygen inside their chamber will last. Rescue teams are bracing for heavy rain. It could delay the operation for weeks, some warned for months. Lets go to janice outside the cave. You have been speaking to divers. They are on the scene. We are hearing the mood shifted significantly, as a result of this former navy s. E. A. L. s death. What is happening there now . Reporter well, it has shifted, ali. Theres still a momentum here. Everyone is intent on trying to get these boys out in the safest way possible, but they dont know what that way is. Ideally, many divers are saying the safest option is try to find a crack or chimney, a way to get into the cave to fix ropes and pull the boys out. They have to explore the waterway as the only possibility because of the threat of rain closing in. We had some rainshowers today. There was that reminder of the threat that is looming. Of course, a reminder of the danger inside with the death of this diver, an experienced diver who ran into trouble. So, its a reminder of the risks that are being calculated in bringing these boys out. One of the divers i spoke to earlier said that we shouldnt get too hung up on the idea the kids dont know how to swim. He said, you know, kids are great. Kids are easy. They like to learn. They dont have a lot of fear. They are trying to teach them how to breathe in the full face mask. He said, it still doesnt remove the fact once you get them in the water, you dont know how they are going to react. You dont know how they are going to do. They are concerned about the margin of error that is triggered by kids panic. Ali . Lets talk priority. Have they shifted . Obviously, they need to get supplies to the kids, figure out an escape route and think of incoming water and other routes into the chamber. Where do we stand with whats likely to happen and the weather you are dealing with . Reporter okay, here is where we are at with the logistics. They are pumping the water out. They want to get to a point where maybe the boys can keep their chins above the water surface. They have sections where they are able to walk out, but theres still areas, these tight, twisting tunnels that even experienced divers have difficulty going through. A diver said you have to take off your tank, put it behind you. The tunnel is the size of his body. Theres not a lot of room for error here. They have had millions of gallons of water come out of the cave system. The threat is the water levels are going to rise once it started to rain. They have 13 sets of equipment that have been set inside, ready for the boys. Again, its trying to also determine what their order of evacuation would be. Do they take out the strongest first, the weakest first . There are at least three boys who are not in great shape. The coach, as well, is said to be weak. They are trying to, every hour, assess where they are at and just how much of a risk they are willing to take. Ali . Thanks very much for staying on this for us in thailand. Next, details on the migrant families separated by the u. S. Government. The Trump Administration is asking for more time to reunite kids and parents, which they separated at the border. That story is coming up. We learned the Trump Administration is kicking out m immigrants who have been serving in the military. Mr. President , this is for you. Come to the television. Watch closely. We have new updates on the migrant family separation as the sus tis department is asking for more time to reunite thousands of Migrant Children separateed from their children at the u. S. mexico border. According to government lawyers, the deadline for children 5 and urn doesnt take into acountdown the time to vet and verify the children. We confirmed the add mministrat is using dna testing in the reunification process as cnn showed a video of a mother reuniting with her daughter after 55 days apart. Look at this. They were separated in arizona after fleeing guatemala. Alex aczar said such reunions should be fairly easy. Theres no reason why any parent would not know where their child is located. I could at key strokes, i sat on the o. R. R. Portal with basic key strokes, within seconds could find any child in our care for any parent. Except, disregarding the fact they dont have access to the internet. The reunions will be difficult, if possible at all. Records linking children to their parents have disappeared and in some cases destroyed two officials with Homeland Security tell the new york times. Joining us now, julia and teresa. The government is asking for more time to solve a problem they created, by the way. Theres no particular reason you have to have one parent in colorado, ship the kid to michigan. The bottom line is, they separated the parents and they have having trouble putting them together. They are asking for more time, but not specifying how much more time they need, ali. The things that are holding them up, if they get an inconclusive dna test, they need more time. They want to make sure they are the parents of the children. They say its difficult to find parents who have been deported or release sbood td into the co from to be just pertaining to the children who were separated starting in may when that zero tolerance policy went into effect. But it tells us that its not nearly as complicated as what secretary azar laid out in that Senate Hearing you just played. Its not a keystroke. Its dna testing. Its trying to find parents who are out of the country. That is not the plan they laid out for us when they started justifying why it would be simple to reunite these parents and families. So they either want an extended timeline or they want a narrowed scope here. Its not clear at this point what the judge will do on either request. Maria, Mariana Atencio and others on our staff have been following this story and talking to a lot of the families that have been separated. And theres an element of confusion in all of these cases. Theyre separating families, they dont have translators at some of these places. A lot of these kids from central america, not even spanish is their first language, they speak an indigenous language. It seems that almost by design, they didnt have plans to reunite these children. Putting them on a plane and sending them to a city hundreds or thousands of miles away. This deterrent the government wanted to do to ensure that we didnt have some sort of asylum refugee crisis of their own doing was by design. It was so poorly executed. The only way we can get conclusive answers at this point is to demand a government oversight hearing from trey gowdy and Elijah Cummings and bring the heads of these agencies together. Secretary nielsen said something completely different from azar. Jeff sessions has completely sidelined everybody. When you ask scott lloyd whether or not were still separating families, they will not give you a clear answer. Press secretary sanders the other day, we had reporters asking are we still separating families, and she demured. We dont know where we are when it comes to reunification. We also dont know if the government is still separating familieswillynilly. The only way to get a clear answer is to demand that congress do their job, demand an oversight hearings. Not only do they control the appropriations, the pursestrings of these government agencies, but they are also the executive board. They are the board of directors that has to demand clear answers. Julia, you mentioned something about sometimes they cant reunite them because the parent might be out of the country. So they have separated parents from children and in some cases have deported those parentse, te parents have left voluntary . As my colleague Jacob Soboroff and i reported on tuesday, before they had this court mandate, the only way for parents to see their children was to deport, leave the country with their child. They were given two choices, leave the country with your child or leave the country without. Now Going Forward they say they will reunite them in i. C. E. Detention facilities while waiting for asylum. But these parents were leaving their children, because the parents thought the children wouldnt have any case for asylum if they took them out of the country, and rightly so. The Court Documents today, hhs laid out how difficult it would be to find these people now that theyre back in their country. Its like theyve just lost track of them. Ali, in some cases the parents did not actually request fob their families to be separated hoping that the kid had a shot. In some cases, as they were leaving america, they were asking judges where is my child, and the judge could not track it down. So its messier than that. In some cases parents are being deported without their children even though thats not what they were requesting. It is truly remarkable were having this discussion about america in 2018. Thanks to both of you. Coming up next, President Trump says his border wall with mexico is under construction. For facts sake, its not. It started in california and san diego. 1. 6 million. Were asking for 5 billion. No, no, no, no, no, no, youre not building the wall. President trump once again insisting his border wall is under construction at a rally in montana last night. For facts sake, construction on his wall between the United States and mexico has not begun. The omnibus spending bill passed in late march gave the president , as he did say correctly, 1. 6 billion in funding primarily going toward new or secondary fencing along the border. The president himself has insisted time and again there is a difference between a fence and his big, beautiful wall. So what has been completed . According to customs and border protection, seven miles of fencing has been replaced in the past year. That is a far cry from the 700 miles of wall that President Trump proposes. A prototype for the border wall stands in a remote section of san diego. These are samples, prototypes to make decisions. Thats the closest thing to a wall thats been constructed, prototypes. If this is what the president is referring to, well, thats a long way from a final product. You can actually get in and out between those two things, you can walk around each portion of the wall. So the president is incorrect in saying that his border wall is being built. Unfortunately i only have a half hour and cant fact check everything the president said. Ill be back at 3 00 p. M.
