Good afternoon, im chuck todd and here are the facts at this hour just moments ago President Trump signed the Paycheck Protection Program and Health Enhancement act at the white house. This bipartisan bill really an addendum, if you will, providing an additional 500 billion in virus aid to employers and hospitals. The president also walking back sort of his comments about injections of disinfectants. He still is claiming some uv light could be injected but claims on the disinfectant front he was being sarcastic. New York Governor Andrew Cuomo maintains hospitalizations remain flat and likely had 10,000 cases of kocovid as earls february. And the death toll tops 50,000. We are going to kwaequal or surs the death toll of the vietnam war. And Scientists Say hydroxychloroquine should not be used outside of the hospital setting or a Clinical Trial due to heightened risks of heart rhythm problems. We have got a team of reporters here to help break all of this down right now. Were going to start at the white house with the mixed messaging. We also want to highlight this report. The president and the Vice President told Georgia Governor Brian Kemp that they approved of his aggressive plan to reopen businesses in his state just one day the president said at the white house podium that he was not happy. And thats according to two Administration Officials who spoke to the associated press. And the president s abrupt change of heart looking for governors to reopen their states. Joining me now is nbc News White House digital reporter for nbcnews. Com shannon pettypiece. Shannon, i feel lick tke the mi message coming out of the white house is essentially a redundant question, whether its on hydroxychloroquine, whether its on how to reopen the government, whether its on whether this virus will exist this summer, every message a scientist or a Task Force Member puts out gets muddled or challenged by the president. Reporter right. Or sometimes the president puts one message out and its a day or two before the scientists are able to correct it and get their message out and in most cases change the president s mind and get him become on course, which is one of the things that went on with this georgia situation. We do know there was a Task Force Meeting on wednesday where this came up, where the Health Experts talked about their concerns and supposedly afterward he called the georgia governor and had a change of heart. And on tuesday he remarked he supported the governor and the governor was doing a good job that he wasnt fully aware that nail salons and so on were included in that. Theres so much area for the public to get confused on their own. Were seeing mixed messaging coming out in realtime. Reporters asked him about the disinfectant comment yesterday. He said he was joking and people shouldnt do that and yesterday he was talking about it like it was a scientific question that he wanted doctors to inquire in. So i think thats just going to be part of the reality of this Coronavirus Response that people are going to have to grapple with. And i think it leads to sort of i mean, it makes it very challenging here. Its like be careful what the president says, lets see and what the multiple scientists back up and almost as if we have to constantly we talk about peer reviewing of scientific studies. Now to georgia, the first state to reopen its Small Businesses amid the covid19 to the public. Monday restaurants and movie theaters will follow suit. Not everyone is happy about the move. Right now there are protests under way outside the governors manse, ca mansion, calling on him to keep businesses and venues closed. Joining me from atlanta is sam brock. This is the first weve seen organized protest to keep these orders in place. Whats the scene and do you get any sense that Governor Kemp is feeling the pressure thats now coming from the white house, from members of his own party and from many mayors around the state. Absolutely to answer your first question, check. The last time we saw any sort of Public Statement or comment from Governor Kemp, his last tweet was about the nfl draft last night. On thursday after round two of trumps criticism of whats going on here in georgia, he did come out and say there were an additional 39 standards and regulations restaurants have to adhere to when they open on monday. Thats been the response so far. You see the mansion over anyway sho my shoulder. Were in buck head, an upscale part of the season. Figure theres three, four, five people per car. Ive been going back and forth with signs that say cdc equals or is greater than camp, kemp kills. Most of the seens haigns have d data and whats displayed to the public. Chuck, heres the thing. The expectations from the models is that its going to peak in georgia days from now. So if the guidance coming from washington is there needs to be 14 days of declining numbers of cases and there has to be widespread testing, people here are saying this isntprotest. Theres a Coronavirus Task force here in georgia thats supposed to be working with the governor. Six members said we had no idea that the governor announced nail s salons, parlors, gims weyms wer opening today. Shannon was caught off guard. Certainly mixed messaging within the confines of the groups here looking at this issue. All right. Sam brock, very quickly, do we know, are we seeing people show up to these businesses . Yes. Thomas it the name of tommy thomas is the name of the owner. First time they had to turn people away there were so many this morning. Two doors down, chuck, a thet a salon, theyre not opening at all. Some people think its a good idea to get going, others think its a horrible idea. And the horns are there to let us know both. Sam brock in atlanta for us thank you. Turning now to wisconsin where were expecting more protests at the State Capitol to open things up. These protests have been organized by a Gun Rights Group and local business owners. They want the state to open for business. This after allowing inperson voting after the height of the pandemic and yesterdays stats and the curve make it seem as if were starting to see an impact from that inperson voting. Joining me is shaquille brewster. Shaq, they did have an uptick yesterday on their case curve. Tell me about the protests are tell me about that. Thats right, they saw about 200 new cases, yesterday. Thats why the governor is saying they need more time with these stayathome orders. They were supposed to end today and now have been extended to may 26. You see several hundred people already lined up here. You dont see many masks on, you dont see social distancing but people and the Small Business owners, i spoke to one of the organizers of the protest who told me hes feeling a lot of pain. They want their businesses to reopen. They want to be able to function again. I put that point to the Lieutenant Governor when i spoke to him this morning. Listen to what he told me. My message to the protesters is to think about somebody other than yourselvesa lot of people are struggling, a lot of people are suffering right now. And to not only put yourself at harm but to put other people at arm is the worst thing about this. Youre seeing polling showing most americans are okay with these measures in place, they understand. 71 in a gallup poll are waiting to see what happens. Here in wisconsin the protesters are getting not formal backup but at least backup in tone from the republicanrun state legislature. They are bringing the state and Health Department to the sport, asking the court to block the embassy tension of the stayathome order. They want more input and maybe a phased opening of the state. The governor has unveiled his plan, a bounce back wisconsin plan. Right now theyre opposing the extension youre seeing in wisconsin. And just so you know, we just put up the new case chart of wisconsin. It is eerie that theyre basically two and a half weeks removed from the inperson voting and there they are with a brand new high. With the latest relief bill signed by the president , democrats and republicans are already looking ahead to the next round of rescue money, and at some point they hope it becomes stimulus money. Theyre dubbing it phase four. While democrats are looking for more funding for state and local governments, Mitch Mcconnell indicated he would rather see states senator durbin, im curious in the language that you guys in leadership sometimes speak to each other, do you think senator mcconnell was serious or do you think this was an attempt to signal the start of negotiations in . I think hes very serious. The resistance is coming from senator mcconnell and the republic. Senator, i think were having a little bit of audio issues there with your connection. Let me start from here. Step back a second, broader question is this as much money as congress as shoveled out the door, 2. 2 trillion, if you add what the feds are doing, its over 6 throw in the other half a billion. Were up to nearly 7 trillion, and yet it feels like its still under youre still sort of under reacting to this crisis. What does this next phase look like and doesnt it exponentially grow . Well, you have to understand that we have a calculation of how long this would last. We put together four months of Unemployment Compensation with federal help and several months of help to Small Businesses, but im afraid if you look at the scope of this National Health challenge, its going to last a lot longer we have to keep this economy moving forward, moving it from where it is today to the strength of rehiring and reopening business. It seems that one of the challenges youre going to face is this issue, if it becomes industry versus industry and state versus state, then youre going to have political fights over who should win and who should lose. Then you have others who are proposing a version on the right is one that jack hallie is pro mosti proposing. One say dont do it industry by industry and the other says pick up the entire country. What is the most viable path . Thats the european approach. Senator warren and sanders, interesting coalition, are working on legislation toward that end. We have to find something that works for americans, those who have been laid off and the basis they need to pay their bills. Im open to other approaches and suggestions. Dont pick winners and losers, we want working families across america to be the winners. I was thinking take the issue of casino gambling, okay, and casino revenue, how important it is to some states models when it comes to collecting tax dollars. Politically can you be seen as, quote, voting to save a casino owner . It isnt an industry i gravitate toward but i see the reality. Go into las vegas and ask the same question and youll find hundreds of thousands of people depending on gaming for a living. Are we going to say sorry, no money coming your way . Thats an unfair conclusion. Let get the economy moving forward and all legal businesses should be protected. When this comes forward, do you think this inability to negotiate directly with the president has at least senator schumer and the president speak but Speaker Pelosi and the president dont. I can tell you ive talked to chuck many times. He has sat down successfully and negotiated successfully with steven mnuchin, a bill signed by the president , 960 vote on the major 2. 2 trillion bill and a voice vote in the senate and an overwhelming vote in ton the la bill. Whatever the fortunately u mula should stick with it. Were moving in the right direction. We need help for state and local governments despite what Mitch Mcconnell had to say yesterday. Today in new york state, there are over 271,000 cases of the coronavirus bringing the death toll to over 21,000. Both are staggering numbers. Rural areas across the country are preparing to become the next hot spots. Steve kornacki, dante cheney, who does a lot of our data work online was showing me some mod eing from the last three weeks and you could see in just the movement by county, it was just a matter of time before Rural America was going to start to feel the brunt and were starting, i think, to hit that moment. Starting to see a shift here away from some of the places weve been talking about, starring star starting to see some outbreaks. The national map, approaching 900,000 confirmed case, 50,000 deaths maybe heres a better way to look at it. Let me show you about where things are geographically and where they might be going. In all of the united states, were going to focus just on the new york city metro area. This is not just new york city, sub subu suburbs in long island, et cetera. This accounts for about 14 of the excuse me. I got that wrong. What im trying to say is this, combined the cases, deaths in the new york city area account for nearly 50 of all the deaths in the country, just from the new york city metro area. And if you add in a group of other metro areas, boston, philadelphia, detroit, chicago, new orleans, you have now accounted for nearly 67 of all the deaths in the country just from these metro areas. So thats how its been focused and concentrated so far. But then you get to the second piece of it you were just talking about there, Rural America. And if you look at over the last week where the rate, the average daily growth in cases, where that he has been the most pronounced for the last week, you get away from these metro areas and you get into these states. These are the five states with the largest growth in average daily cases. I think it points to some potentially different issues to be talking about Going Forward as the story moves towards Rural America. In north dakota, the caseload has grown pretty dramatically. Its not widespread. It has to do with a factory. Theres a factory in grand forks, north dakota, concentrated explosions. In ohio, a prison about 50 misnormis nor miles north of clul bus, columbus, 80 of the population tested positive. Nebraska and kansas and iowa, its pork and Meat Processing plants. Youre not seeing an explosion in omaha and lincoln, youre seeing it in smaller Rural Counties where you have large meat and pork processing plants. Massive factories, Meat Processing plants, you got hundreds, maybe thousands of employees in some cases, thats where youre seeing sudden outbursts, sudden explosions or prisons in ohios case, a little different than what were seeing in places like new york and detroit. I guess the real trick is going to be can they confine it to those specific hot spots or does it end up spreading and they cant seem to find it . And of course the issue of beds and icu beds specifically. Steve kornacki, thank you for laying it out for us. As some of the nations governors take swif actit actio reopen their states, some are feeling bleendsiind sided. This hayes opening too early can cause a second spike across the nation. Joining me now clinical professor of epidemiology, dr. Robin gershawn and president of air way technologies, dr. Richard levitan. First, dr. Gershawn, i dont want to dwell on the president s disinfectant and bleach comments, but i want ask that i would hope Common People know you dont just ingest bleach. I want to ask more about the study they presented yesterday and this issue of ultraviolet rays, what it does to the virus and whether that should impact our planning for the summer. Well, clearly uv works on a lot of virus, its been shown to work. It clearly can work on surface decontamination and sterilization, but for humans, its totally impossible. In some of these very large plants we just talked about, perhaps there could be some utility in that setting, but in a clinical or Public Health perspective, that is just not going to be feasible. And lets talk about the bigger issue of this idea of what the summer is going to bring. Does the summer buy us time in space because the spread will be slow due to help with humidity or is it one of those things that we wont see much of the virus. It seems as though all the data said it going to be around but might not spread as fast. What are you seeing . We know a regular seasonal influenza does go down in the summer. A lot of that is people are outdoors and not in such close quarters all the time. We dont really know a lot about this virus. We just learned a lot more the past few weeks from people like drf dr. Levison and others. I dont think we can pin our hopes that the sumlmer will now have a big decrease. We have a lot in new york city where were already perhaps knew, we have a lot more that are not. And all of us are now vulnerable. So its i think foolish to pin our hopes on the summer. Dr. Levitan, let me ask the question another way on the issue of reopening. Are hospitals, Emergency Rooms ready for the country to reopen . Right now the whole point of the stay in place was to give room to hospitals, make sure we have enough beds and Health Care Workers and weve limited other issues that Emergency Rooms deal with on a daly base daily basis. Obviously when you open up, everything comes back. Youve been in these e. R. S. Are we ready . I defer to dr. Gershawn on some of the Public Policy issues. A shout out because i also graduated from nyu. A lot of people are getting the wrong message. Theyve been scared to death not to come to hospitals. So were seeing people who have had heart attacks, seeing people who have had strokes and ruptured appendicitis who are coming in late out of fear. Unfortunately thats a message we need to change, that people need to come to the Emergency Department for emergency conditions. What ive discovered over the last month about this virus, my experience in new york is what weve learned in new york is incredible and it is going to help all of america and that i am much more hopeful about where we are as a country and our ability to fight this virus than i was a month ago. Why are you much more hopeful . What gives you that hope . And i ask this, you know, i think a lot of us are worried about Health Care Worker morale if and when a second round comes at us. Yeah. So we are learning muff more about this disease. Were learning how it silently can cause low oxygen levels, were learning that we have a way to defect that and that is these simple, small, pulse oximeters, that shortness of breath is a light findingin additi finding is that were learning how to keep people off ventilators. A friend of mine, nick caputo, and my friend ray and i wrote the first article showing that turning people over on their stomach, giving their oxygen can avoid ventilatorventilators. Three out of four with severe no mo pneumonia did not require a ventilator in the first four hours. This is dramatic. As this is something we have to deal with over 12 months, 24 months, if we can move treatment to less ventilators, less resources, it will have an enormous impact as to how we go forward as a country. All right. Knowing there are best practices being shared in the medical community, that in itself obviously is reason for pragmatic optimism. It would be interesting to check that. Youre going to have to use medical doctors, but it sounds interesting to me. Not sure if that was sarcasm and he was not but the one thing we can definitively fact check is he said he was responding to a sarcastic reporters question. There was no question. One asianamerican Advocacy Group said it has received more than 1,500 reports of hate incidents just since january, people being yelled at, spit on, all the way to physical attacks, but now more people are speaking up to help stop the hate. This doctor is on the front lines in the battle against covid19. As a chineseamerican doctor, he feels both celebrated and vilified. I feel an animosity ive never felt before. Reporter on his commute to the hospital, dr. Fu said he was approached by a stranger. You dirty chinese. He kept saying that over and over again. Reporter asianamericans targeted for their race. Get out of our country reporter in texas, this person yelling a the a vietnamese restaurant owner. Get out reporter and this man and his two children stabbed at a sams club. The man thought the family was chinese and infecting people with the coronavirus. And this note posted on a familys door, were watching you, go back to china. Oca Asian Pacific advocates, a Nonprofit Group that tracks discrimination against asianamericans said it has received more than 1,500 covid19 related reports of hate incidents since january. We have seen everything from cashiers who will tell somebody im not going to serve you because i dont want to catch coronavirus. Weve also seen patients who have gone into Health Clinics who say i dont want you as a nurse, i want somebody else to help me. Because the nurse was asianamerican . Exactly. Reporter from mid to late march President Trump repeatedly kfrd to the coronavirus as the chinese virus. Thats racist. Its not racist at all. I have never seen the asianamerican community this scared. Theyre in fear for their live. Gene wu is a state representative in texas. Reporter why not call it the chinese virus . Zach owens risked his life to save the family attacked in texas. And for dr. Fu, a stranger jumped in. He defended me and said you cant do this. That guy is my hero. Reporter chuck, this isnt just adults. This week an instagram letter went viral. A mom was told a friend in the last said he didnt like chinese because of the quarantine. Its important to understand that hate itself is a virus. Vicky, you put yourself out there, you as a reporter are getting it on social media. I mean, youve shared some of this experience personally, but the sad thing is you reporting on this is only going to give you more hate on social media. How bad is it out there in social media . I say this as somebody who frankly stays off of it now. Sometimes it can be a destructive place but when i talked to representative gene wu, one thing i believe to be true, for every hater, there are at least ten people or more to stand up and be supportive. A lot of people just not realizing this was even happening to begin with and a lot of people sticking up for asianamericans and saying we all need to be allies. Racism of any kind is wrong. Theres the particular focus because of this coronavirus and its linkage to asia. The sad thing is i think this Political Campaign could have a lot of negative stereotypes to try to get exploited. Mike, have i i have to say the draft last night, there was something charming about the following aspect of the draft that i think gets lost sometimes. The families and the players were the stars in that there wasnt, you know, that was the focus. It wasnt the hangers on, it wasnt the others, it wasnt this, it was just this. In that sense it was a nice intimate moment that fans had with new players. You get a couple dozen players who come to the draft wherever it is this year, it was supposed to be in las vegas. You do see the families up there but the attention is distracting. It was that intimate scene we all have. Its the family under one roof, no more than ten people in one shot. It really did give you a closer connection. I think even the coaches and the general managers and detroits catch, Matt Patricia started it. His kid showed up behind him and every coaches said if i dont have my kid behind me, im going to be in trouble. Everyone is in this together feel to it and made it a warm and distracting night for a lot of us. You know, mike, my kids seeing that, they go, dad, you have the camera back here. Lets talk about this larger issue of sort of the sports world. Lets talk about the reporting this had on the sports world. We feel guilty even talking about it. There is more serious things. But theres a lot of livelihoods connected to the sports world. Players and owners will be fine. But my goodness, we know there is a ton of people who live and die because of sports. They own a bar. They work at concessions. Like, i do think just like that, thats had a huge impact. Yeah, chuck, youre right. We starteded an hour show on mc three weeks ago and we were talking about sports for the distraction of it. Times in a middle of a question i feel guilty because were not talking about what is truly important. But with he created this show for a distraction, for a sports audience. What youre talking about hits really close to home for so many. Think about the bar you go to, the restaurant you go to near your favorite stadium. Think of the college town that lives for the seven College Football saturdays. That is an economic impact. So beyond the guy who pops the popcorn or the woman who takes the tickets, there is a real economic value of sports across the board. The entertainment sector is certainly being massively impacted. And with this one, we dont know when the switch is going to flip. Its going to be a while before we see packed stadiums and the impact lifted. Individual sports is what well see first, right . Tennis, golf, things like that. Of the team sports. I think everybodys got liability concerns whether its the leagues. The is that what youre sensing . Yeah, youre all over that.
