The president was responding to a question specifically about whether or not he was going to seek congressional authorization to order military strikes. And the president said we dont have plans in place right now for what we want to do and what we can do militarily in syria. When it comes to confronting isil, with the president made clear we have a comprehensive strategy for confronting the threat posed by isil. We heard from one of the leading Counter Terrorism officials here in the country who said as a result of this, obviously, the police will try to work with communities, local communities here in london and around the country calling upon them to tip off the police if they have any information or believe any individual may be leaning toward carrying out an act of terrorism. Told them to call a local hotline number here. At the same time, theres no clear evidence theres an imminent threat or attack scheduled to take place at any point right now in london the threat of foreign fighters in iraq and syria is a major concern for european officials. We know as a result there and we heard from the sound byte from the Prime Minister, this means there are more measures scheduled to take place. Theres more visible patrols according to the metropolitan police. I think its more probably to ally the concerns of some of the in the public and some Political Considerations as well. Despite the hollow dbl denial of russia its clear they are inside ukraine illegally and operating inside ukraine, particularly in the southeastern part of the country. So clearly the attempts by russia to distance itself from the ongoing fighting or at least claim it does not have troops on the ground inside ukraine is not resonating with western europe, particularly with nato. But trying to get european countries, perhaps, to consider even further sanctions or try to isolate russia even more on the international stage. I anticipate you would see another round of sanctions as early as next week if he gets the assurances from the allies. In terms of the impact that sanctions are having. Meantime the state of california is on the verge of passing legislation aimed at allowing family members to step in and get guns taken away from their loved ones. This is the first measure to allow family members to petition the court if they are worried their loved one could become violent. It was approved wednesday and will go back to vote for amendments. This gives a tool to her and other families to with the similar circumstances and get guns out of the hands of people they know are threatening violence. Its going to have to be Law Enforcement. Those in that community that enforce this. Police went to talk with elliot roger and determine that he was not a threat to himself or others. They werent required to investigate further. They did not search his room where they might have found the guns used the attack. They were there. Does this bill press Law Enforcement to go a step further based on family concerns . It doesnt force Law Enforcement to. Only if Law Enforcement or the family can show to a judge credible evidence that the person is at risk to be dangerous. Then Law Enforcement if the judge issues the order has the ability to remove the weapons and put them on a temporary list to not possess weapons. Okay. This gives a tool for people that arent criminals but people that are in a temporary state of just irrationality, that mixed with the gun can create lethal consequences. If someone has a gun taken away from them, is there a time frame after which or during which theyre able to get that gun back and is there a test or psychological profile to pass to get it back . Theres very good due process built in. The emergency order only removes the weapons for 21 days. And during that time, if the person feels like, no, this was done to me frivolously, they can petition the court. For the order to last for a year, the court has to be shown real evidence. I do understand that they have that germ generally spe its posed by the threat of foreign fighters that have western passports, that have british passports that are fighting alongside isil in syria. This is a threat the United States has been focused on. Weve been coordinating closely with our allies, both the brits and others in europe about countering this threat and mitigating it. Weve been doing that through cooperating through Law Enforcement channels, National Security channels and also through intelligence channels as well. As it relates to the United States National Terror alert system, i dont anticipate at this point there are theres a plan to change that level, but those are official announcements that are made by the department of Homeland Security so id refer you to them for an official determination. There are no plans to change it. Does thiS Administration believe that the Islamic State militants currently pose a threat to americans here in the United States . Well, the concern that we have articulated is not dissimilar from the threat the british have identified and acted on today. For a number of months now, we have been monitoring those individuals that have western passports that are citizens of western countries. Either the United States or in europe who have made the decision to travel to syria or that broader region, taken up arms alongside isil. They pose a threat because they are theyve received military training. They are now battle hardened and theyve demonstrated a willingness to risk their lives for their cause. Those individuals have western passports and that does give them some freedom of movement that could allow them to come back to the west and carry out acts of violence. That is why the United States in conjunction with our partner pa these are other allied countries of ours have been monitoring the movements of these individuals. Interpol is involved in this effort. There are also countries in the region that have been supportive of the efforts of the United States and our allies to monitor this. The United States is always making adjustments to Counter Terrorism measures. Some of those measures are seen and some of those are unseen. We talk about this typically when it comes to aviation security. But it is true, as it relates to other aspects of our nations Homeland Security system. So this is a threat that we are monitoring. Its one weve been focused on for quite some time. Its been a focus of intensive discussions inside the administration. Its also been the focus of intensive discussions with governments in the region and around the world. Can you explain why the president changed his travel plans today to come back to the white house tonight . Does it have going to do with this Terror Threat . It is not specifically related to any sort of assessment or change in the Terror Threat thats currently emanating from that region of the world. Merely, this is an opportunity for the president when he saw his schedule, decided that hed rather just make the late evening flight back here home to the white house. He can sleep in his own bed, do a little work tomorrow, and then travel back to new york tomorrow evening to attend a private event. Is he planning to meet with advisers on any of these current pressing World Problems . I dont know at this point of any specific meetings, but if there are meetings that take place that we can tell you about, then well let you know. Steve . Did the president yesterday mean to signal that hes nowhere near a decision on air strikes in syria and, in fact, is not convinced its a good thing to do . I think the president was pretty explicit that he is determined to make sure that every element of his National Security strategy is thought through. The strategy that hes laid out is multifaceted. It includes a lot of important diplomatic work, both with the Iraqi Government but also with governments in the region. It includes some military work separate from active kinetic strikes but military work thats focused on offering support to the kurdish and Iraqi Security forces. Theres a lot of theres an important military to military relationship there. And one that were going to continue to cultivate. But military action by the United States is also a part of this. Is also an important component of the strategy. The president has authorized military action in sir in iraq and those military actions have produced some positive results. Just in the last few weeks, because of American Military action, we averted a humanitarian disaster at mt. Sinjar. Because of military action in support of kurdish and Iraqi Security forces, we were able to blunt the rapid advance on erbil. Thats important because theres an american consulate in erbil and american citizens, american personnel who are working in erbil on a range of functions, including closely coordinate with iraqi and Kurdish Security forces. There is also important work done by the United States military to conduct strikes in support of iraqi and Kurdish Security forces to retake the mosul dam. A piece of Critical Infrastructure in iraq. So weve already demonstrated and the president has demonstrated a willingness to order military action and strikes in iraq. Those were part of a thought through strategy in terms of trying to safeguard american citizens who are in iraq. And the president is wants to be similarly rigorous as we think through other aspects of our strategy that could include military action. There are some who have called for the president to take action or order military action in syria. The pentagon is developing plans or military options for the president to consider if he decides that its necessary to do so. But at this point, the president hasnt made any decisions and hasnt ordered any military action in syria. But if he does take that step it will be one that is carefully considered, one that is deliberately arrived at, and one that will be made in close consultation with the United States congress. The time frame are you looking at and the Decision Making process . I wouldnt speculate about time frame at this point. The president has been deliberate about this process. Hell continue to be. And i think that was evident from his answer on this question yesterday. Lastly an the immigration order question, is there are you thinking about delaying it for a little while because you dont want to impact the discussions over the cr that could trigger a budget shutdown, a Government Shutdown .
