President obama will try to get last words in this afternoon before leaving tomorrow for marthas vineyard. Hell set the stage for the fall fights. Ahead of taking question, in his first solo press Conference Since april. Having a press Conference Tomorrow so why dont you ask that question tomorrow . In todays press conference, comes at a precarious time for him. The unraveling of the russian reset is the latest in a string of Foreign Policy setbacks. Three months ago, the president was hoping he would be touting a big domestic success at this last Big Press Conference of the summer with an Immigration Reform bill ready to sign. That looks a long way away. Instead, the president will be grilled for the first time on the decision to cancel his planned one on one meeting with russian president putin. Late this morning, secretary of state john kerry and defense secretary hagel will meet their russian counterparts. That includes syria, iran, Missile Defense and of course the fate of nsa leaker snowden. You can expect questions on the status of the Terror Threat warnings, the status of al qaeda. How strong are they . The state Department Today has ordered all nonessential staff to evacuate another consulate. This one in lahore, pakistan. The move after the u. S. Closed 19 Diplomatic Missions in response to an ongoing Terror Threat. The Obama Administration has struggled with the aftershocks of the arab spring that the president heralded two years ago. We see many reasons to be hopeful. In egypt, we see it in the emplemplt efforts of young people who led protests. While chanting, peaceful, peaceful. In benghazi, a city threatened with destruction, we see it in the courthouse square, where people gathered to celebrate the freedom, they had never known. Two years later, in egypt, diplomatic attempt, to broker a deal between islamists and the military has failed. Warning now ingredients are there for a violent insurgency that could last years. Kind of like syria. In fact, in syria, president assad has regained the upper hand in that civil war. The cias second in command warns that the mix of al qaeda extremism and the civil war now poses the greatest single threat to u. S. National security. Then of course theres benghazi. That attack a year ago is still informing the administrations very cautious approach on the current threat. Overall, managing what has become a fullblown crisis. Back at home, the president is paying the price for washington dysfunction. Hes been swept up in public s disgust which is now in the white house too. The legislative accomplishment, immigration, looks very far off. Instead, the fight over the implementation of health care has become the battle of the fall. In about three weeks, whats expected to be a bruising fall budget fight will kick into high gear. They have to agree by october 1 on a stop gap measure. In early november, they have to come up with a debt ceiling deal and be forced to make a deal or default. Quite the first seven months of the second term. Questioning this afternoon, though, likely to be dominated by Foreign Policy topics. Thanks to the news this week of the new deep freeze in u. S. russian relations. Joining me now to talk about all of it is a man whos a veteran of all of these Foreign Policy issues, former u. S. Ambassador to the United Nations and former governor of new mexico bill richardson. Governor richardson, good to see you, sir. Nice to be with you, chuck. Lets start with the putin situation. Thats going to be probably the topic a, since we havent heard from him since the official decision was made. When you look at this and youre a guy that has always been about a personality. Youve always been a believer youve got to strike up a personal relationship sometimes to get a diplomat to get what you want diplomatically. You look at this back and forth between the president and putin what would you advise the president how to deal with putin . First of all, theres got to rebuild the relationship. It seems the chemistry is off between them. Thats important when youre negotiating, to be able to deal with each other, like each other, find ways to mesh differences. Putin is going through a very difficult period. I think hes trying to cement his legacy. The true putin is coming out. The harsh antihuman rights, you know, were a major power, dont push us around. Its a very dangerous phase. I think the president has been trying to be diplomatic with him. Trying to set this reset relationship. But what needs to happen, chuck, is maybe not this time, obviously, because of snowden. I agree what the administration did with snowden. He has to rebuild that perm relationship. Maybe they should go off to a Deserted Island and try to narrow these differences. Because the relationship is so important. Iran is in the balance. Syria issue is in the balance. We dont want russia vetoing the u. N. Security council. Arms control issues. Trade issues. Missile defense. The whole arab spring, the middle east, needs to youd be an advocate remember, bush tried to do the personality front, right, he brought putin down to his ranch, said very famously ive seen into the mans soul. Obviously, its probably something that former president bush would take back at this point in time when you watch the type of things that putin is doing. But thats what you think the president should do, maybe plan, do something, go off together, Something Like that, where theyre in isolation and work one on one . Yeah, i do. The president is very effective one on one. I remember the president ial campaign, you know, when i endorsed him which as you know was quite controversial. The guy is very good one on one. He gets a bad rap on that. I just think that a lot of it is chemistry. I think its become personal with putin. Something happened. Possibly during the Missile Defense days, the georgia difference, the invasion of georgia. And so grudges, you know, politicians are people. And they look at things the way anybody else does, personal relationships. The problem is that putin is the leader of a very powerful country that we need. We need to rebuild this relationship as much as he has become a problem. Im glad you point that out. I always remind peep at the end of the day sometimes politicians react as human beings. I want to talk about the egypt situation. You think the problem, if he were not sitting in the oval office, if he were a u. S. Senator, he would call what happened a coup . Yeah, he probably would. Because it was a coup. But i think he appropriately did not say that. He said it was an internal affair. Look, the morsi government, the muslim brotherhood, had really screwed things up. I mean, they were not inclusive. They were not democratic. I think what the military did was justified. He cant say that. I think what we need to keep doing is pushing the military to restore democracy. Rule of law. Transparency. Stop going after some of these morsi backers. Try to bring people together. And this is why russia and why in syria we need the big powers, the european union, russia, United States, those that make up the u. N. Security council, to Work Together on a mix of sanctions and mix of incentives. We cant just do it alone anymore. Eight years ago about this time, you were contemplating whether to run for president. You knew you would be staring at a formidable frontrunner in the name of Hillary Clinton. What kind of advice would you give to an ambitious democrat whos not named Hillary Clinton, but youve seen how much of a formidable frontrunner she is, about how to go about this . All right, well, i think that the two strongest candidates, if she doesnt run, would be somebody like andrew cuomo or joe biden. You have to watch and see whether shes going to run. If she runs, an altered the landscape dramatically because shes so strong. Would you tell Martin Omalley if they asked you your advice, is it worth doing it, is it worth trying the uphill battle that its going to be. You found yourself in that situation, tougher to raise money, tough to get people, because they all jumped on one of the two frontrunners in the race that you were involved in. Yeah, i would say go for it. Im different than other people. I would say to the omalleys, to joe, cuomo, others contemplating it, out west and montana, my friend brian i think is a viable candidate. I would say, you know, dip your toe in. Dont never say never. But, you know, do some polling. Do some travel. Iowa and New Hampshire is so important because theyre so early. If she gets in, obviously, she is an immediately strong frontrunner. Probably the strongest frontrunner weve ever seen moving early in a president ial race. But if she doesnt go, its all holds barred. My prediction, its about 110 she will go. Are you on the ban wagon . We got Claire Mccaskill going to iowa today to promote an event for Hillary Clinton. Are you on board . No, im a private citizen. Im in miami now pushing obamas environmental policy. I thing this press conference is important because this is the august recess for members of congress. I bet you hes very strong on immigration today. Hes very strong on, you know, stay off the health care bill. Lets boost up the economy. Lets Work Together. Rick santorum slammed the gop for being tone deaf and nailed the Romney Campaign and republicans for their handling of the convention. Business person after business person talking about thousa they handled their business and obama. But not one person who worked behind the counter or on the factory floor, you know, and say i built this too. Santorum, working class message did him well four years ago, or i guess two years ago. Today santorum will wander through the iowa state fair, home to the legendary butter cow. Will join what can only be described as an eclectic group of social conservatives at the family Leaders Summit in ames. Because theres a guy like this one here, losing Alaska Senate candidate joe miller. Of course thinking about running for the senate again in alaska. Along with iowans, including steve king, whos not running for the senate this year. In the here we go again, the side show that is donald trump, hes showing up for a pr stunt. The question is, will he drag it out for three years before he announces hes not running for president. Then theres texas senator cruz and his father. Theyve become very popular on the stump these days. Cruz tipped his hat to a surprising campaign model. Saying he modeled his campaign for senate on the president s 2000 campaign. He even gave his Campaign Staffer the book, the audacity to win, for christmas. Hes even having an impact in kentucky. A top former aide to both ron and rand paul was caught on tape sounding less than thrilled about his current job. Now the Campaign Manager for the republican leader Mitch Mcconnell and his 2014 reelection bid. He was speaking with a former aide to congressman ron paul would went public this week with allegations at a conservative state senator dropped his support for Michele Bachmann and backed paul after seeking payments from pauls campaign in exchange for his endorsement. The aide handed over this recording to the Economic Policy journal. At economicpolicyjournal. Com. Between you and me, im sort of holding my nose for two years because what were doing here is going to be a big benefit to rand in 16 so thats my long vision. Benton issued a statement saying, quote, it is truly sick that someone would record a private phone conversation and uses it to try to hurt me. I look forward to victory in november 2014. Mcconnell primary challenger matt bevan has seized on this, tweeting, even mcconnells Campaign Manager things mcconnell isnt conservative. Mcconnells campaign is trying to make light of the episode, posting this picture of benton and mcconnell on facebook. I hope we posted that picture. The two them were there, holding their nose together. Lets bring in the gaggle. Republican strategist and former top aide to hastert john furyk. An msnbc contributor Maria Teresa Kum ra. From it is Cook Political Report my old pal amy walter. I am shocked there is hired guns in american politics. Jesse benton admitting hes a hired gun. I mean this is not news to people that follow politicings. Theres a lot of Holding Noses all over the place these days. If they want to win, theyve got to hold their nose and come together. Thats why mcconnell hired him. Didnt particularly love ron paul. He didnt want this. He didnt want we finally put the picture up. He knew he needed he was trying to get some rand paul help and rand paul said fine. This is called coalition building. If you want to win, you got to build it and hold a lot of noses. Amy, its like on that front it doesnt surprise me and it is actually i felt like i got insight into this is rand pauls long view. Jesse bentons very tight with the family. Married into it. This is not just a staffer. This is hes part of the family. Thats right. Rand pauls got a long view. He knows he needs Mitch Mcconnell in his world. Thats right. Thats been the knock against rand paul. Is he really going to be like his father or is he going to be like a little bit more like a quote unquote tradition republic. Can he get that establishment behind him. Not being seen as sort of a whackodoodle over here. So thats pretty smart strategy. I tell you, maria, this to me only Mitch Mcconnell has a reputation of being a political mercenary. Whatever it takes to win. Thats his reputation. Thats the way hes run the senate. Again somebody basically admitting this is whatever it takes to win. I also think as you mentioned this is politics, right, you have to offer to create coalitions so you can widen your base and at the same time learn from other campaigns. Mitch mcconnell is in a run for his life. Basically his referendums on obama care, the two folks on the democratic side and his competitor on the republican pry merck its all a referendum on him. He needs to basically better understand how he can win. Its not surprising. Lets not under i dont want to underplay this event. If you got your money money he may have an uphill battle but hes going to be pretty well funded. This is going to be a good punch line for him. Mcconnell learned that lesson with the bennett race. You take these things seriously. Get all the people you need to get. Spend all the money. Do not take anything lightly. Bevans i think has some resources. Hes not going to have the people in on the ground he needs to win. Its an iowa weekend. This one does feel a little early. Feels very, very, very early. Its ted cruz im focused on. Donald trump, this is laughable. But the ted cruz thing, you know, this is his second trip to iowa in a month. Yeah, you know, its a this is a more serious aspect than i think people really believe can people really put the groundWork Together this far out . So much what were talking about was about trying to sew up he basically decided i couldnt do it my way, i had to buy it. It proves though its incredibly fickle. I remember the last time we were there, an off year, iowa state fair, everybody was following around one person into either single barn, it was 1,000 degrees, that was sarah palin. Off in the corner, there was rick santorum, by himself. No one paying attention to him. Jon huntsman was by himself, wearing brandnew sneakers, as if hed never worn sneakers before. The worst thing was him eating the corn dog. This is actually a good thing, almost like a preprimary. What happeneded in 2012 is they didnt have that vetting process. You had all of the wacos jumping in. That really tore the republican this is the big difference for 2016 is the field will have more heavy weights and will keep the focus off of the side show that is donald trump and those guys. Theres ted cruz where he stood on Foreign Policy. Somewhere between christie and rand paul. That is an interesting way of putting it. You guys are going to be coming back. Our daily flashback. 39 years ago today that Richard Nixon resigned the presidency. You saw pictures of nixon getting off the plane in california that day. When he boarded it in washington, it was still known as air force one. Halfway to california, the crew was informed that gerald ford had been sworn in and the plane had to change its disignition. Because air force one isnt the name of the plane. Its the call sign for any air force jet carrying the president of the United States. Today, were taking a deep dive to look at the only american symbol that can get you from here to beijing in roughly 12 hours. Typically, air force one referred to one of two highly customized boeing 747s. As tall as a sixstory building. The 747 model replaced the smaller model under george h. W. Bush. Todays air force one has 4,000 square feet floor space inside and can comfortably carry about 100 passengers and crew. It includes a medical suite that can function as an operating room. Not to mention the latest in Communications Technology and emergency countermeasures in case of an attack. It wasnt always so fancy. The first plane to be designated air force one was a 121. Just 116 feet long. It made headlines earlier this year after it was discovered rusting at an arizona airport. The owner of the plane which carried president eisenhower in the late 50s is trying to house it in a museum but so far no takers. Hello. Whats going on in abilene . Eisenhowers successor president kennedy changed the plane to the more advanced long range 707. He had the design changed tore the now familiar blue and white. It was aboard that plane that Lyndon Johnson took the oath of office after president kennedy was assassinated. Image after image, the backdrop to some of the most significant moments in history. For instance, carrying reagan to groundbreaking summits in moscow. It served as president bushs command center on 9 11. The plane provided bush his Vantage Point for viewing aftermath of hurricane katrina. An image that hurt him at the time with the public. Obama has made good use of it. Carried him to at least ten Foreign Countries this year alone. How many other planes have a movie named after them . Maybe one of the greatest movie lines ever by a fictional president harrison ford. Ahh get off my plane i get so just hearing that music and hearing that line fires me up. Ken walsh wrote the book air force one, a history of their president s and their plane. He is the chief White House Correspondent for u. S. News world report. Youve got a new book, prisoners of the white house, the isolation of americas president s and the crisis of leadership. When i first saw prisoners of the white house, i thought you were going to refer to the White House Press corps but well leave that aside. A lot of people thought that. Exactly. Lets talk about this history of air force one. Its a lot of money to run. But after theres been this debate over the years, particularly, you know, any time when a republicans in the white House Democrats complain about overuse of it. We democrats are in the white house, republicans complain about the overuse of it. Theres really no other way to do this, is there . Right. Thats exactly right. Air force one has become such an icon around the world. You know, its instantly recognizable. Most recognizable plane in the world. When the president travels, particularly were going to see this when obama goes on his vacation tomorrow. Theyll be complaints hes spending too much money. The plane costs too much to run. He shouldnt be wasting taxpayers money. But this is what the critics always say no matter who the president is. The out party always criticizes for overuse of the plane. It is very expensive to use. If he doesnt have air force one, how does he get around securely . Its really impossible. Hes got to use the plane. One of the great tests of air force one was 9 11, where it literally had to be a traveling situation room is what it turned into for president bush. You write a little bit about this. Walk me through that day. Right. Its a fascinating story because you remember that chaos of that day on air force one. The president was talking to Vice President cheney at the time about whether he should be coming back to washington. The decision was made not to come right back to washington but they werent sure exactly what was going on, if the white house was targeted and so on. At one point, the pilot of air force one, just to illustrate how amazingly chaotic that day was, asked a secret Service Agent that he trusted to stand guard at the cockpit door so there would be no takeover of the plane. Isnt that amazing . I always found that an amazing story. The plane actually passed the big test on that day. Because it was a terrible crisis and the question was, can air force one keep the president safe and secure and in communication with the country and the world . And it succeeded. Did happen. One other quick story, when the president landed at the air force base during that day, as he hopped around the country that was in nebraska. In nebraska. There was another plane parked on the tarmac. It was a white plane with no markings called the Doomsday Plane. This is the plane designed to keep the president aloft in a nuclear war. The president did not get on that plane. I think the question, would her get on the plane, if he didnt get on the plane that day. The point was, air force one could keep the president safe and secure and in communication. Getting on something called the Doomsday Plane might have scared people. So he didnt do it. Thats right. Whats been interesting is over the last 20 years theres now technically a small fleet of these planes. Sometimes secretaries of state use it. But sometimes president s use it because i remember karl rove talking about this. He said one of the advantages of incumbency is he could use a smaller plane to get into smaller markets. Because not every airport in this country in the swing states can land 747s. Thats right, a very good point. As you said earlier, this is the name given to the plane the president is on. Remember when president bush flew on the aircraft carrier, he was on a navy jet. That became navy one. This is some years ago. But the advantages the president does have this fleet. So the vip fleet. There are many xap pells of president s using these to great advantage as you say to get into smaller markets and smaller places. One consultant once estimated that it give, the president , you know, 10,000 votes just to land in a community in a big city. Because air force one is such an amazing icon. And people just love to go and sit there and watch it. Trust me. And you know it, you and i both have seen it. You see hundreds lined up, taking pictures of the plane. They love that plane. I think its going to be an election with a very low voter turnout. We have a great field operation. Were knocking on doors with volunteers. I think the message has gotten out that im the experienced candidate who gets things done. Ive been supported by the lautenberg family. I think a lot of the people are paying close attention to the issues. I dont think the polls are really meaningful at this point. Its got to be a tough thing to say youre the experienced candidate when the place you work, congress, is so unpopular these days. Do you how do you when a voter brings that up, what do you say to them . Well, i think democratic voters really believe that the democrats in congress, you know, can get things done because we believe that government makes a difference. I can show, for example, i was one of the people that wrote the Affordable Care act or obama care which has had a great impact on peoples lives. In terms of Affordable Health insurance. I worked hard on Environmental Issues to clean up ocean dumps sites. Oftentimes with senator lautenberg. Senator lautenbergs legacy is you take someone who gets things done. Thats what he did. He always worked hard for working family, and the little guy. To try and improve their lives and create jobs with good benefits. So this notion that youre in washington and you cant accomplish something is simply not true.
