And a friday focus on 2016, twists and turns this week that will give us insight and intrigue and even new information on the president ial plans and style of campaign thats coming up for some big time players. Good morning and happy friday from a wet and drenched washington theyre actually flash flood warnings, we shouldnt be joking about this for a bunch of counties in the surrounding area. Its been raining for hours. Its may 16, 2014. Lets go right to my first read of the morning. Get ready for primary palooza. Were less than 100 hours away from the biggest primary day this Midterm Election year. This tuesday six states will vote from coast to coast showcasing all of the Big National Story lines. Three states will feature the latest round in the Tea Party Versus the establishment. And in some cases whats surprising heading into tuesday is whats not a race. Lets look at kentucky, for instance, Republican Matt Bevin has been unable to catch on in his effort to oust Senate Republican leader Mitch Mcconnell. He has turned to his biggest donor, himself, loaning another 350,000 to his campaign. Hes given his own campaign over 1 million so far. Heres his latest ad against mcconnell. He just caved to president obama on the debt ceiling without a single spending cut. Last year he worked to help Fund Obamacare by opposing conservatives like ted cruz and rand paul. Republican primary voters in kentucky, do they believe mcconnell is somehow an obama republican. And mcconnell may still be the National Poster child for the anger at a dysfunctional washington. But his effect of campaign is a reminder of tangible reasons why hes still the favorite in the general. How many of the antimcconnell voters, the hold your nose and vote camp that mcconnell needs, how many of them are going to be there or how many of them are going to be with Allison Grimes . Mcconnell doesnt mind winning as a hold your nose candidate as long as he wins. Hes done it before. In georgias republican race for senate where the tea party is faltering, congressman phil gingery is on the air with an 1 11th hour ad attacking the top three republicans in the race as moderates. And Rick Santorum endorsed secretary of state karen handel, who has been in a close third for that one runoff spot. S in theres a lastminute surprise, it looks like the two establishment candidates, businessman david perdue and congressman Jack Kingston will face off in a runoff. A lot of people are saying this is turning into georgias romney versus newt with perdue as romney and kingston as newt. And in idaho, congressman mike simpson is fighting off a challenge by Tea Party Candidate michael smith. Smith has hammered him with ads calling him a liberal and accusing him of scheming to give amnesty to illegal aliens. The club for growth hasnt run a single ad in this race since april. Its not good news for the treat party groups looking for another victory. Theres still a fight going on for idahos top job. For the governor, who first ran on a pledge to tell the feds to butt out of the state is facing a challenge from the right. If you need evidence that otter is a little worried about his job, exhibit a is this weeks wild idaho governors debate thats gone viral. Otter reportedly insisted that a couple of perennial candidates, kind of whacky perennial candidates, biker harley brown and the spectacularly bearded wa walt baz had to be involved in the debate and it ended in exactly what otter was looking for, a political circus thats gone wild. You have your choice, a cowboy, a curmudgeon, a biker or a normal guy. Take your pick. He was pointing we think to otter as the normal guy. We have much more on that later this hour. Just a teaser for you. Tuesday, the battle for Senate Control is being fought in arkansas but neither tom pryor or tom cotton has a primary race. Georgia spotlights the reliance on women to counterpunch these political head wind. Can political dynasty save the democrats in pryor in arkansas, nunn, grimes, state senator jason carr in georgia, theyre all running on their famous names. Will unpopular governors survive in 2014 . Pennsylvanias tom corbett. Corbett stands out as the most vulnerable. Tom wolffe has blanketed the airwaves with ads and its working. The candidate a lot of people thought was going to get out of this primary, congresswoman Allison Schwartz has fizzled here. A new poll shows wolf has 33 , schwartz barely in double digits with 14. The fact that wolf is running away with this thing has produced nonstop attack ads from everyone running. Including this racially charged ad that has a whole bunch of people stepping in. He spent millions on tv ads but now serious questions tom wolf cant answer. Why would he chair the campaign of a man arrested for his role in a race riot, one that left a black woman dead . Finally tuesdays primaries will test the good, the bad and the ugly when it comes to the Health Care Law. Kentuckys state exchange created as a result of the Health Care Law has been a success story, but out west in oregon, not so much. Five republicans are vying to challenge the incumbent democratic governor. A republican hasnt won statewide office in oregon since 2002. But state senator Dennis Richardson helps trouble over the Health Care Exchange can boost the gop. Lets do a quick whip around of tuesdays marquee contest. Well start in kentucky. Im joined by kerry bacon, jr. Hes been to kentucky a lot this year. It looks like the Bevin Campaign is fizzling a bit. Mcconnell had a one focus and that was bevin and to make bevin unacceptable, it looks like hes been successful. He has. Bevin helped him out a lot, particularly when he went to this cock fighting rally, when he had three different stories of why he was there. The challenge for bevin throughout was he never really proved why was Mitch Mcconnell insufficiently conservative and what is the issue you would do differently than mcconnell. Bevin kept comparing himself to ted cruz and wanted to be that kind of senator. The challenge is bevin really never showed how to distinguish himself from mcconnell. Thanks very much, perry. In browns case, lack of funding, has never been popular with big donors and somehow hasnt caught fire. In gingrys case, he hasnt been able to distinguish himself. No one has an obvious vulnerability ambassador the moderate candidate. Thats made it tough for conservative candidates to step up their game there. And very quickly, what happened to democrats playing in this primary . There was a lot of speculation they would. Ive seen very little evidence. There is just some lastminute stuff. The Democrat Senate committee put out a Statement Today attacking david perdue for comments they say indicate hed be open to raising taxes. This is not something youd normally hear from democrats in a republican primary. I think its obvious theyre trying to drag him down at the lastmen meninute. Thank you, benjy as a resultin. We go now to betsy russell. I want to talk so much about the governors race but you want to start with the congressional race and the mike simpson and the rallying thats taken place. In particular, his mitt romney ad appears to have been very helpful to him out there. Thats extremely influential, especially in the Second District of idaho. Mook s mike simpson is extremely well known in idaho. Anyone who watched the debate between simpson and smith last sunday saw him completely demolish smiths claim that simpson voted for amnesty and for illegal aliens and then smith comes out with his latest ad and the steam seems to have gone out of that race. Lets move to another primary that has gotten a lot of attention, a lot of us had some laughs at it but this Gubernatorial Debate between butch otter and russ full cher, it tells me butch otter is a little bit nervous about this fullcher challenge. Does fullcher have a shot . Well, hardly anybody turns out in primary races in idaho. Thats the only way he has a shot against this very high profile, sitting governor. But this debate, im not sure it helped either one of them. The one thing it did do is i think it raised the profile of the fact that we have an election on tuesday. I cant believe how many people ive talked to in idaho who say theres a primary election . Oh, wow. I think it was more entertaining and it may be what butch otter hoped for anyway. Betsy, thanks very much. Now lets go to pennsylvania. Its the race for governor there, im joined by the philadelphia inquirers tom fitzgerald. I guess the stning thing is that the democratic primary is not close and that its tom wolf is ahead, not the or candidate. Exactly. Tom wolf is running away from it. He has from the beginning. He went on the ad with all positive stuff starting the first week of february and he was uncontested for seven weeks. He had so much more money. Hes a selffunder and he had so much more money than his two main competitors that he was able to outspend them 21 on t. V. Against Allison Schwartz and one and a half against rob mccord. This is tom corbetts worst nightmare. If he could have picked a candidate it would have been schwartz, not wolf. You have the vision of republicans attacking a guy for being too good at capitalism in order to get schwartz perhaps. Right. And very quickly, Marjorie Margolis, an inlaw to the clintons, both bill and hillary have campaigned for her. Shes in a very tight race. Could she lose . She could definitely lose. Shes had very little voter contact, she spent a lot of her money on consultants and has very little to go on, and theres candidates with bases going against her, including one guy that represents northeast philly in the statehouse. He has a natural labor base. All right. Tom fitzgerald. Man on the scene there with some good races here at the end. Looks like it will be a fascinating governors race in the fall. Thank you, sir. Hundreds of firefighters are battling nine separate fires like this one across San Diego County and california. Thousands have been forced to evacuate, schools are shut down, more than 15 square miles have been scorched. The fires have cost more than 20 million in damage so far. Gusting winds and high temperatures are driving the fires. So far the biggest blaze is only 10 contained. 22 military aircraft have joined the fight. The third Marine Aircraft Wing is deploying helicopters to join huge buckets of water on the fire. Folks, weve been warning you, it started early and its going to be a long, hot summer out there. Turning back to washington. For everyone who was hoping eric shinse shinsekis temperature would shed light on the v. A. Scandal, you were disappointed. But shinseki had very few answer, despite declaring himself outraged over what happened. He sounded more like a bureaucrat than a general. Any allegation, any adverse incident like this makes me as makes me mad as hell. Shinseki promised to get to the bottom of the issue, vowing to hold people accountable for manipulating hospital records and to try to regain the trust of veterans. He said 6,000 employees, or about 2 of the v. A. s workforce had been involuntarily removed for poor performance or misconduct but he rejected the allegation that theres widespread problems that the practices were becoming an epidemic. The Standard Practice at the v. A. Seems to be to hide the truth in order to look good. Year after year reports have been made talking about these problems and the problems continue to exist. What worries me about what were dealing with here is its systemic, its cultural, its people have just adopted this mode of operation as the way of doing business. Its alleged that v. A. Hospitals in at least ten states were hiding veterans appointments on secret lists in order to improve hospital performance. In addition, there are reports at many as 40 veterans died perhaps while waiting for care. The acting general said hes investigated 17 of those cases and found that none were connected to wait times. Its one thing to be on a waiting list and its another thing to conclude that as a result of being on a waiting list, thats the cause of death, depending on what your illness might have been from the beginning. Its tough to tell that to the families, who always want answers to those things. After the hearing, secretary shinseki spoke to the media, including our own jim mcch miklaszewski who asked if his relationship with the veterans have suffered. Have you failed the veterans . What do you say to the veterans who say hes abandoned us . I have not abandoned them. Reporter they say talk is cheap. Talk isnt cheap where im concerned. Mik joins me now. I have to say and i said it earlier, he seemed like a bureaucrat, not a general yesterday. Yesterday he said we removed 6,000 people from their jobs. And someone from the Committee Said how many of those were simply removed from their jobs and put into another job at the v. A. And they had no answer for that. And were any of them criminally prosecuted . No answer for that. And in this case, there are real indications, particularly out of the phoenix case, the phoenix v. A. Hospital case, where there could be a criminal investigation involved, including fraud, theft and obstruction of justice. None of those charges have been leveled yet but there are serious questions about whether there was criminal activity. And yet as you mentioned, it seemed like both shinseki and his Inspector General and deputy just seem to glide over all of them. And in terms of the did they die as a result of delays, you know, thats really not the question. The question is could they have survived without those delays. Its sort of the same question but not the way theyre putting it. And that is the kind of obfuscation here. Jim miklaszewski, very aggressive on this story as is necessary. Thanks, mik. The original name of the city was terminus, literally meaning the end of the line. Its built and a train hub, a city of people always coming or going. Wheres the passion for atlanta . Its not in the citys notoriously tepid fan base. Braves fans complained about the traffic where the team up and moved to the suburbs. The hawks ranked 38th in teams in average attendance, struggling to sell out home games in the playoffs. Then theres the atlanta falcons, a team with just seven playoff an Emory University study found that the falcons have won of the worst fan bases. Thats coming from research in georgia, folks. What happened . Atlanta was supposed to be the next big 21st century city, combining economic power with culture and charm. The art scene is starting to pick up. The city has earned its spot on the cultural map thanks to cocacola, cnn, delta. Most people probably know the city through the airport, as in, oh, no, i have to change planes in atlanta. And despite dr. Martin luther king, jr. And jimmy carter, its notable some locals keep their own city at arms length. Even the arrival of the 96 summer olympics and the hopes of elevating atlantas image as a world class city in the new south didnt pan out the way atlanta hoped. Atlanta is really a city trying to found itself. The question out there is whether anyone out there is still looking. Maybe im being a little harsh here. Let me bring in someone to defend atlanta. Rebecca, i say this as somebody who grew up in miami in the 60s, 70s and 80s and was raised to say atlanta was going to be the capital of the sun belt and i feel like somethings missing. Am i wrong about this . I of course think you are. I think theres a lot more than people who on come in to go somewhere else from atlanta and cocacola and or sports team. Atlanta is 10 of the atlanta region. The region is going through a lot of transformation and things are happening there. What is it were missing there . Atlanta didnt become a Cultural Capital in the south. In some ways thats being addressed, but charleston, memphis, these other cities, they seem to evoke that sort of soul of an image that atlanta doesnt have. Why is that . Part it have is you alluded to it, the battle of the burning of atlanta is coming up. This was a young city completely destroyed to the ground and had to rebuild. We dont have Old Buildings like charleston and havana, youre not going to fuind that history. It has sprawled out beyond the city core. But if you look at atlanta now youll see a couple of things that are really exciting. People are moving back to the city. Theres a resurgence of People Living in the city. Theres a Huge Development happening, called the atlanta belt line, which is taking the old train tracks and using that to connect the city and connect the neighborhoods across industrial sites and vacant lands and things that were there. Its one of the largest urban redevelopment projects in the country. I think its exciting and something to look at. Its tough for us because we are so spread out. Its hard to connect when literally the Metro Atlanta is the size of the entire state of massachusetts. Thats something i dont think a lot of people realize when theyre looking at us from a distance. How about that. And you mean that by geography. By geography. So just in terms of square miles if you look at Metro Atlanta, were as big as an entire state. So the city of atlanta is very small, just 10 of the population, 10 of the land mass. So for those of us in the heart of the city, weve got a lot of work to do to unify everyone across such a gigantic region. As you mentioned, so many people come here and it is a very transient city so how do we get people to connect. Its the state of atlanta i guess is how we should be referring to it some days. Definitely i think a region. There are a couple of things that are happening that are connecting to the soul of the city so this fall we have opening the center for civil human rights, a National Center that connects to our civil rights legacy, the work of president carter, the nobel Prize Winners in our midst and i think thats really something atlanta is coming around and really embracing that legacy. Back on the republican side, senator marco rubio gave us more insight on his thinking saying he wouldnt run for both his senate seat at the same time and then he added this do you think youre ready to be president . I do. But i think thats true for multiple other people that would want to run. Its interesting, most people say no on that because they say nobodys ever ready to be president. On that list in rubios mind include fellow republicans and even a fellow floridian by the name of jeb bush. I think governor bush would be a formidable candidate. I know hes going through his own decisionmaking process of what he wants to do. Rubio tried to set himself apart from the republican pack when it comes to medicare reform. Jeb bush picked up more establishment support this week when Speaker Boehner told a crowd hes been nudging him to run and Condoleezza Rice saying she hopes jeb runs as well. Over on the antiestablishment end of the gop, rand paul tried to clean up a dustup about voter i. D. Fights. Paul wacklked back his position bit saying he doesnt object to having rules on how we vote. And he told conservative big wigs we lose when we give in to washingtons status quo. Varie Vice President biden has been checking a lot of boxes lately. He visited cities in the midwest, delivered a commencement address in south carolina. Why did he pick there . And biden criticized the economy during the clinton years at a fundraiser and he surprised hundreds of iowans in d. C. These are this eveninngs that h clinton doesnt have to do in the long run and it helps biden in case hillary opts out. Joining me now, two veteran president ial campaign brains, mike feldman, former Senior Adviser and paul fagan. I want to go through what did we learn this week about the clintons and about republicans when it comes to hillary clinton. Sarah, ill pose the first question to you. I feel like i learned that the republicans, so afraid of a hillary candidacy that they hope to talk her out of running. I dont think republicans think they can talk her out of running. Hillary clinton has been preparing for this her entire life. You dont think theres a constant barrage of treating her as an active candidate now . She knows better than anybody. She isnt going to be scared by republicans talking about her age or talking about benghazi. I dont buy that at all. Mike, i guess what surprised me is not what bill clinton said. He treated it light hearted and he had fun. It was that sharply toned statement from the hillary camp, the official response to karl rove, which was aggressive in saying you want to do this, lets go, lets fight. Look, it was a tactic, it was a tactic so that wed all be talking about this now. Shes completely healthy and it was just, you know, a distraction but i think the way you deal with it and the way the clinton team dealt with it is exactly as they should have. It was aggressive. Aggressively, be dismissive about it and get on to talking about other things. Nobody has been lied about more by her political opponents in a political career than hillary clinton, right . Its not the first time somebodys just thrown out something absolutely outrageous about her and then shes got to deal with it publicly. So i agree with sara, this is not the kind of thing thats going to affect her decision to run. Its interesting to me, i feel like one of the other tone changes from 08 to 16, the clintons being aggressive is not new. It back fired on them in 07 and 08. It isnt what the public wanted. I get the feeling in 2016 its going to be a bare knuckles race. Its going to be a bare knuckles race. The challenge for republicans is theyre going to have their own bare knuckles race. And its going to be rough. Its going to be rough. You have at least 12 people considering the race today. I would expect many of those people actually get in. So i think that we have our own challenges getting through a primary process and getting somebody who can focus on hillary. Keep in mind, its going to be at least 1 billion to wage at least . Romney already did a billion and obama did 1. 5. The infrastructure required to do that is enormous. It is. If she didnt run, do you think theres a chance she doesnt run . Sure. More than remote . It is amazing to me. Democrats dont seem to have a great plan b if she doesnt run. This is the democratic party. We dont get together and put a plan together to nominate our president. Even in the best of circumstance, its a free for all. We dont have a plan for it means were not talking about it because its early. Lets say for sake of argument she didnt run. I think she will but i believe her when she says she hasnt made up her mind yet. Its the usual chaotic nominating process. Its a weak field. Democrats beyond hillary have a pretty weak field and thats a challenge. I disagree. First of all, you have a sitting Vice President , who under other circumstances would be a candidate. Underestimate joe biden at your own peril. I dont underestimate him but the depth of the republican bench is far stronger than the democrat bench. A lot of voices are queueing up to run on the republican side. A guy like jeb bush, who i believe would be a very strong general election candidate, hes got to get the nomination and be a little less ambivalent about whether or not he wants to run. I dont think he does yet. There is plenty of time for him to mount a campaign. He can actually wait longer than anyone else. I will leave it there. That is what we dont want.
