Ive read the bill, but also very importantly, ive read the cbo report that is the independent congressional advisor on fiscal matters, and they say premiums are going up 24 to 29 for the average policyholder. So, any sense that what trump represented as lower costs clearly is not going to happen in this bill. Furthermore, of course, he said everybody was going to have insurance. Cbo says 24 Million People minimum are going to lose their insurance. So, from those standpoints, the Trumpcare Bill did not accomplish what he promised. All right. You say the cbos score. I was under the understanding, tell me if im wrong, one of the complaints about this by some on your side of the aisle mainly, and even senator graham in the senate, is that it hadnt been scored. Is that you talking about the score preamendmes . Greta, thats correct. The amendment has not yet been scored and of course paul ryan had represented years ago and recently that we shouldnt consider a bill that didnt have a cbo score. This bill didnt, in that sense, but the original bill which was passed at the same time it became one bill, the original bill, cbo score which was not changed, as losing 24 Million People from insurance over the next few years. So, from that standpoint, that score is still valid. What is not scored is the number of people who are going to lose preexisting conditions, the costs that there will be to those folks if they can possibly get coverage, notwithstanding any preexisting condition. So, thats the score we did not get from cbo. All right. Republicans have said that obamacare was going to collapse, it was catastrophic. If nothing had been well, assuming that this gop bill never gets signed into law, what would you predict would happen to obamacare if its left alone as it is . If its left alone, but of course the republicans have not left it alone. When trump took office, one of the first things he did was to tell irs not to worry about the mandate. Obviously if youre going to have insurance, you need a broad cohort of insured so you can spread the risk. And they have undermined that already. Obviously they have undermined the confidence over the last six or seven years saying they wanted to repeal it, it was a bad bill. But going forward, if they do not sabotage it, one of the things as you know, we had an argument about, is the costsharing subsidies so that people of little income will have not only their premiums paid, but their copay and their deductibles theyll get help with. That is absolutely essential from the Insurance Companies standpoint because thats what they marketed and priced their product at given that that was in the law and that should be paid. So, unfortunately the republicans without the passage of a bill can sabotage the bills working, undermine the confidence if we left obamacare as is, what happens . Cbo says obamacare or as we like to call it the Affordable Care act, will stabilize, will do what its intended to , open up insurance to and me it affordable for a vast number of the American Public. So, if, in fact, the republicans and the administration cooperate in carrying out the law as its written, then cbo says it will be stable. All right. I will spare you my singing and also spare myself so it us didda doesnt end up on youtube, there was jeering, mocking by democrats, hey, hey, goodbye, you know the song. I think there was a strong feeling on our side of the aisle that this vote is going to prove to be very, very harmful to the interests of republicans in the congress of the United States who support it. It is going to undermine health care. It is going to up prices. It is going to put a senior tax on those between 50 and 64, very substantial one. And it is going to make health careless available. So, i think our feeling is this was a bad vote for republicans. Weve now seen huge change, 25 greater support for the Affordable Care act than existed before the trump election. It was gone from 42 to 55, and 75 of americans say, look, fix it, dont replace it. So that we just think it was pay bad vote. People are less interested in the debate but whats going to happen. Its how they go down. The reason premiums have skyrocketed over the last seven years is because preexisting conditions are being borne by all of the policyholders, and millions, 23 million, havent bought insurance so you have this less than Optimal Group paying for all these preexisting conditions. So, who will be paying for all these preexisting conditions . Well, weve moved it from the policyholder to the much broader shoulders of the taxpayer. That will allow everyones premiums to drop. Thats what i believe will happen. So were just sort of shuffling things around a little bit. Its not shuffling things around. Its giving states the ability to think of things other than a federal structure for helping people. And if we change nothing, if we just say to the states, you have to do it exactly like obamacare set it up, but were going to change subsidies into tax credits, that would do nothing to bring premiums down. And thats part thats the other half of this problem. We have to help people that are vulnerable. And as has now been shared somewhat publicly, i have lived that. Ive lived it twice in my life. Watching my father my whole youth work three jobs to payoff medical bills because he didnt have insurance when my mom died. She died when i was four of cancer and he was paying off bills until i was in college. And then, you know, fast forward when im a young man, our first child was born with very severe medical conditions and on top of the emotional devastation of losing her at age 11, we had over 11 million of bills. I had insurance. Not everything gets covered. I guess thats what brings me to this. Im distressed by the cheering, both sides cheering as if this was a sporting game. I hear your stories. These are, realize, we shouldnt be sort this is the one area where we should at least be sitting down and talking more instead of having hat fields and mccoys, the shirts and the skins on this. I cant tell whose might be hurt, whose life might be improved. Its a lot of we want good luck with these bills. Thats true. I think we can rely on the advice of the American Medical Association and the American Nurses association, the aarp, a variety of otherrganizations that represent Health Experts have concluded that this would have a terrible impact on people that have preexisting condition iz. It would actually put upward pressure on premiums paid by everybody including people that dont actually get their Health Insurance through obamacare. What worried me the most is preexisting conditions. I think thats true of most americans because so many people have them. What i understand the bill, because i was quite harsh about it, a lot of these states got waiveers so what they could do is have disparate premium costs. Right. So if you have preexisting they could price you out of it so you couldnt buy it. It was tantamount to having no preexisting. What i think is in the bill is if you have lapsed coverage, you might fall into that category, but if you fall into that category you are eligible for some sort of relief from the government to fill in the extra 8 billion, am i wrong . Lapsed coverage would include if you decide to change jobs, or if you decide but you get is there a government does the government fill the gap for you on that or not . Under obamacare it does. And that was actually one of the organizing principles behind the Affordable Care act was to make Health Insurance more affordable. That weve long had a system where people relied on Health Insurance getting it through their employer. And president obama believed that we needed a system that actually reflected the 21st century economy where people could have an incentive and actually have the freedom they need to go out and start a new company. To be an entrepreneur, to go ahead and take risks and know they had an option supported by the government to Purchase Health nashance on the private individual market. If you werent getting insurance before the Affordable Care act, if you were getting it through a employer, you were on your own fending for yourself against thinks big Insurance Companies. That was the innovation of obamacare and that is why we have been able to succeed in driving down Health Care Costs for people on the individual market. But also succeeding in making sure that millions more people can get access to health care coverage. What do you think if republicans do nothing to obamacare, nothing from this day going forward, it doesnt pass in the senate what passed in the house, what happens to obamacare . I think one of the challenges we face right now is what we see from the white house is a concerted effort to continue to sabotage the effective implementation of Affordable Care. What happens if nothing is done, no sabotage, no bills, no nothing . Then i think what you would see is you would see obamacare continue to provide the kind of protections that people rely on and really like. This is true of democrats and republicans. You would also see that Health Care Costs would continue at a place where they are not rising nearly as quickly as they were before the Affordable Care act went into effect. What the republicans say is the premium went up 100 in arizona, 96 out of 99 counties in iowa have some i have only one insurance carrier, no insurance to pick from. What about that cant possibly be the same for people that cant possibly be good. These are different situations. I think the situation in iowa is a reflection of the uncertainty being injected into the market based on the concerted effort of the white house to sabotage the effective implementation of the Affordable Care act. When it comes to arizona, people continue on the republican side continue to ignore that the vast majority of people who are in arizona who are purchasing their Health Insurance through the market place in arizona get tax credits that make their Health Insurance more affordable. When we see the premiums tax payers are paying more for that. What we noah corresponding to the cbo overall the Affordable Care act is reducing the deficit. We dont know that about this Current Health reform bill put forward by republicans. I think that may be one of the reasons they want to make sure they voted before the cbo could score it. Part of it they fulfilled their promise, thats what theyre telling their base. They want to get on to big ticket items they can sink their teeth into that they think from a political standpoint are really winners. Republicans jubilant except for the 20 who voted against it, and the 14 who voted for it who represent district 1 by Hillary Clinton in the last election. Democrats obviously frustrated, disappointed, but almost ironically i think encouraged because they know this is going to start over in the senate. They know its a laborious procession and they know, again, from a political standpoint, that this bolsters their chances of doing what was thought to be improbable just a couple months ago and that is winning back the majority in the house of representatives in the midterm elections of 2018. So, from a purely political standpoint, something in here for everyone, the senate, though, we should point out obamacare is still the law of the land and is likely to remain that way at least for the next several months when and if the senate takes up their version of this bill, greta. Thank you for having me back. The president just arrived in new york city. Who is this good for, who is it not good for, tell me, how do you think the gop bill impacts people in your city . So, in new york city its going to affect our budget, our bottom line 2. 3 billion will be removed from our budget, it will affect a significant number of people with medicaid and those with preexisting conditions. It is unconscionable and obviously affect our Health Care Infrastructure. As you know Health Care Infrastructure is a Major EconomicDevelopment Factor in the state of new york as well as in the city of new york. A significant number of individuals depend upon these jobs. And as a result of this republicanled bill which passed in the house, it will have an impact on those jobs and those individuals who care about health care. And, so, as someone who stood today in the line with those who resist donald trump and his policies, its really critically important that we continue to raise our voices, standing in the gap for the poor and for the sick and for the immigrant. Its really critically important that we defend our constitution and our democracy which is currently being threatened by this administration. Do you have a better idea because, i mean, what to do with health care. Would you have some sort of hots . What would y thoughts . I know obamacare left alone, things would be fine. I dont believe that. But anyway, what would you like what would you like to see done if you had a wish list . If i had a wish list, we would continue the status quo. Obamacare must continue. We must continue to maintain obamacare and we must do all that we can do to defeat trumpcare because heres what i dont understand. The status quo, premiums have gone up. Competitn among carriers in states like iowa has gone dn to practically zero so youre not going to see prices run down. It is impacting different parts of the country different ways. We should amend it, not end it. We should look at fixing it as opposed to, again, eliminating health care for 20 million americans, particularly those with preexisting conditions, threatening the health care of women, reproductive rights of women in our country. Obviously trumpcare is nothing more than an attempt to cut this is nothing more than an excuse, a basis for a tax cut for the rich at the expense of all working people in our country. And its really critically important that individuals understand that. But i think our most important tool at this point in time is to continue to raise our voices and resist, but understand that the power that we have is at the ballot box. And in 2018 what we have to do is get both houses back. And again, minimize the damage this president is doing. These last 100 days in my mind represent nothing but chaos, confusion and corruption. America should lament the fact that all of them didnt vote that way. And america will hold them accountable. Democrats hoping that the Gop Health Care bill gets shut down in the senate and that the house vote will make republicans vulnerable in the 2018 midterms. 14 of the 23 House Republicans who voted yes today are in districts won last november by former secretary of state Hillary Clinton. The two issues, the politics and leader pelosi says walking the plank and theyre hoping now theyll regain the house and the senate back in the midterms and winning and losing and all that. But forget the politics aspect of it. Well, actually sympathize with the republicans like Lindsey Graham who said maybe we should let the string run out a little more here and see how obamacare does, see if there is more impetus for making changes. Insurers pulling out of states, premiums are increasing in a lot in some states. Republicans could have waited on this a little more and had an American Public which was more receptive to doing a bunch of changes right now. Right now there wasnt that urgency they needed. Which gets back to the political aspect. If they had waited it wouldnt have been political. On the other hand there is this grand statement they are going to repeal and replace. Frankly, sabrina, its not repealing anyway. The structure is still there. This is all a little bit sort of playing a game with the American People in many ways. On a very serious topic. Actually that was what Republican Leaders were telling those moderates who were waivering in their support. We giving states options to opt out, but many of them might not do that especially when it comes to preexisting conditions when there is no guarantee first and foremost because the markets are not designed so that all of the states can seek a waiver and keep the regulatory structure in place. Also, i think thats not enough to alleviate the concerns of those republicans who are now going to face, you know, complaints from their constuents who might los their health care coverage, especially when it com to chronic conditions. People who, for example, gained coverage for cancer, mental health, prescription drugs, maternity care, some of the essential Health Benefits this bill also eliminates. I think if it dies in the senate, which by all accounts republicans ive spoke to see an uphill battle there, you are going to see democrats attack them for having voted in the first place. Alex this goes to the senate presumably tonight. The senate doesnt like it asis generally. If they tinker with it a little bit and send it back to the house, because its only 217 votes in the house, dont you think some tinkering is going to lose some of the moderates or are you going to lose some of the more conservative Freedom Caucus so you dont have the 217 . Thats a real thing that could happen. Youre going to see members go home next week for a recess and they could potentially get an earful from their constituents who may or may not like how they voted on this bill. So, that is sort of this added dynamic to this as well. So, maybe that gives them further cold feet about supporting something that comes back to them in the future. Which is so interesting. Theyre going to go home and constituents arent going to like it, theyre going to like it one way or the other. Frankly im confused as to what is the better, or what are the good points, the bad points, some of these things, its very confusing, the cost and everything else. Yet everyone is so polarized on this. Everyone has an idea whether this is a rotten bill or good bill tonight. Heres the interesting thing. If you go back to 2010, the election when democrats lost control of the house, republicans savaged them over the them over the health care and specifically democrats lost the support of older americans. And you could have a situation where the reverse happens this time around. Democrats are going to attack republicans for voting for a bill that potentially increases premiums on older americans. At controversy. Stephen colbert under fire. Conservatives calling for him to be fired after his vulgar antitrump monologue. Last night there was a response from colbert, but it wasnt an apology. Still . Am i still the host . Im still the host. At the end of that monologue, i had a few choice insults for the president in return. I dont regret that. So while i would do it again, i would change a few words that were cruder than they needed to be. Today more calls for cbs to take action, a fire colbert website was launched all because of this. You attract more skin heads than free rogain you have more people marching against you than cancer. You talk like a sign language gorilla who got hit in the head. In fact, the only thing your mouth is good for is being Vladimir Putins [ bleep ] pollster. Should he face some sort of consequence and what . Back with us, aaron, sabrina and alex. Aaron, how lucky you are. Youre first. Well, you know, if you look at the ratings, being tough on trump has been very Good Business for Stephen Colbert. For a lot of immediate congressmans, of course for saturday night live too, you know, i think you can probably stake that too far. I think if you look at what he said about the president and you try to imagine Dave Letterman saying that or jay leno saying that at some point. How about Johnny Carson . Or Johnny Carson. Were in a totally different era. I think given that hes fighter for a smaller audience than maybe those guys were fighting for, he feels like he can be a little bit edgier. Is this just ratings . Is that all this is . Whats the line . Not entirely. I think if you look at the trajectory of Stephen Colberts career in particular, there have been these calls to fire colbert before when he was deemed to make jokes that people thought were racially insensitive. And even then he didnt really offer an apology. He kind of made a joke in response as he did with respect to this joke about the president. I think he did say, though, that he would have expressed himself differently. The language was crude, and i think thats as far as you will see him go because he believes the president is not free from, you know, humor. But i dont understand. Like i could see maybe cbs is going to make a public statement. Maybe they have or something. But, alex, i guess i could freelance and say just about anythingn th air. I think a lot of this stuff, these monologues are scripted. Somebody saw that. I cant imagine he freelanced. I think someone thought that was cute or clever, edgy, get ratings or whatever it is. I would think at some point cbs would think that thats too far. Well, youd think. Also if you look at what he said in terms of this apology, which it really wasnt an apology. He hasnt really walked he sort of walked it back but not really. So youd wonder if someone at cbs knew about that as well. But either way somebody at cbs had to know. After the first controversy, believe me, for whatever reason it wasnt just ignored. We didnt ignore. Hes not acting like someone whos terribly worried about his job security at this point based on what he said. I mean it wasnt much of an apology or didnt seem like it. I cant help but wonder if he thinks because of the president s own history of often making crude remarks, make its fair game or theres some more understanding with this president and the way he expresses himself. But im not Stephen Colbert so youre right. The president has had some rough stuff, that bus tape is one we all heard. Weve moved beyond kind of this pollyanna attitude towards politicians and things theyre supposed to say and the words theyre not supposed to use. I think this is a continuation of all that. The fact that he didnt apologize, i would say, indicates hes i do wonder how many of the people who are saying fire colbert are people who were actually watching colbert at this point.
